The Nelson Mandela Bay Metro Council he- ard last Thursday that to establish the metro po- lice, for which a metro police chief has already been recruited, taxpayers would have to pay an additional levy on municipal taxes for the next three years. According to a report to the council, the pro- posed additional 1% levy for the new fiscal year that begins on July 1, will push rates up by 10.5%. The next year taxpayers will have to pay 1.3% more and the following year an additional 1.5%. Over the same period the expenditure on a metro police service of R309,9 million will rise to R337 million and R362 million thereafter. The budget and treasury directorate pointed out it does, however, not include staff costs. The report emphasized that the implementation plan for the metro police is not based on potenti- al revenue from fines because success with the collection thereof “is too erratic”. The item was withdrawn when the DA poin- ted out that there is no proper budgeting or job planning for such a service. It will now be tabled for approval at a special board meeting this week. According to DA councillor Dean Biddulph their position is that there is more than enough money to fund this venture “by properly ad- dressing operational efficiencies within the me- tro”. “Ongoing water losses and electricity theft amounting to more than R400 milion added to outstanding traffic fines of around R140 million would provide more than enough funding for the metro police force,” said Biddulph. On Monday the Nelson Mandela Bay Busi- ness Chamber president, Mandla Madwara, and CEO, Mr Kevin Hustler, issued an open call for the urgent reconsideration of the proposed one per cent hike towards the costs of a Metro police force. In the statement the chamber said that orga- nised business can no longer condone “thro- wing good money after bad” and implored the Metro to “cut its cloth according to its existing budget”. “The Goose that lays the golden egg – the rate payers – can no longer afford to carry unwar- ranted additional burdens. “We believe that business has a substantial case regarding the urgent provision of water and electricity infrastructure, and that the citi- zens of this Metro deserve priority attention re- garding the housing backlog, the eradication of the bucket system, and road infrastructure. “Until infrastructure development and service delivery are demonstrable priorities, and the needs of the people of Nelson Mandela Bay are acted upon and effective solutions im- plemented, we say: ‘This far, and no further’.” Continued on p 2 Taxpayers to foot Metro Police bill Bay beauty crowned SA’s first princess A radiant Rolene Strauss has been crowned Miss South Africa 2014 at a glittering ceremony held at the Sun City Superbowl earlier this week. “Our city faces major challenges. Intro-spection is needed, as well as firm and deci-sive leadership to the benefit of all in NelsonMandela Bay”.According to the statement the Chamber

does not believe that the proposal of an addi-tional oneper cent increase towards the fund-ing of a Metro police force is a priority. “Wecall for strategic leadership that reflects anunderstanding of the socio-economic chal-lenges faced by the citizens of this Metro torestore business confidence, and to encour-ageconfidence inourcity’s long-termgrowth.“As the Nelson Mandela Bay Business

Chamber, we view the call by the city of anadditional one per cent increase as counter-productive and in conflict with the requiredunderstanding of the strain business and theordinary citizens are under.“While there may be a strategic require-

ment for the need for the Metro Police Force,we call on the city leadership to find commonground and put ideologies aside in the spiritof transparency and consultation. The Nelson Mandela Bay Business Cham-

ber objects to the proposal on behalf of organ-ised business, and believes strongly that, among other things in light of service deliv-ery protests, it is unacceptable to divert fund-ing in such a way. Departments should not

be asked to scale back onwhat is already inef-ficient spending in a number of key areas.“TheMetro should set aboutmaking better

use of its current and existing resources be-fore exploring an increase in rates. Positiveaction could include the collection of themas-sive debt owed in traffic fines.“If theCity isunable tooversee the running

of an effective and efficient Traffic Depart-ment that upholds the rule of law in ourMetropole, then how will a Municipal PoliceForce be any different?” the Chamber’s state-ment read.Biddulphencouragedresidentswhoareop-

posing this rate increase to fund themetropo-lice force, to attend theadvertisedBudget and

all parties and the administration in an effortto identify areaswhere operating efficienciesand sufficient savings can be identified tofund the proposal. In addition, the DAwill beholding public meetings of its own to engageresidents directly on theBudget and Integrat-ed Development Plan (IDP),” said Biddulph.

TWO suspects are expected to appear incourt today facing a charge of maliciousdamage to property after they were foundin an ATM.

The men were arrested by members ofthe South African Police Service (SAPS)KwaZakhele on Monday for damaging anAbsa ATM situated at the Salamntu Ga-rage.

According to Port Elizabeth policespokesperson Warrant Officer DumileGwavu, South African Police Service

members at Kwazakele responded to analarmthatwent off at anATMat thegarageat around 3.51pm.

“While the police were still securing thescene, theynoticed twomen, 18 and 20,whowere inside the machine,” said Gwavu.

Twomenarrested in ATMAMAN (23) who told the owner of amotor-vehi-cle he was driving that he was hijacked at gun-point and the money he collected taken, was ar-rested by Motherwell police last Tuesday.

According topolice spokespersonWarrantOf-ficerDumileGwavu, a case of car-hijackingwasopened for investigation after the man told po-lice that a White Mazda Midge he was drivingon Sunday, March 23 was hijacked in XhamaStreet, Motherwell.

“On Monday, March 24 the vehicle was spot-ted by KwaDwesi police in Uitenhage Roadaround 3.20 pm with two suspects (aged 23 and19) in it. They were arrested for allegedly beingin possession of a hijacked vehicle and were ex-pected to appear before the magistrate at NewBrighton Court last Wednesday,” said W/O

Gwavu.During the police investigations however, it

emerged that the car was never hijacked.According to Gwavu, the car was given to the

19-year oldman for the purpose ofmakingmon-ey as a Jikeleza taxi in the area. The 19-year olddid not bring back the car at the time agreed up-on.

“Because he did not have the money to giveto the real owner of the car, the 23-year oldmandecided to open a false case of hijacking,” saidW/O Gwavu.

He said the 23-year oldwould appear in courtsoon to face charges of perjury.

The police appealed to members of the com-munity not to open cases which they know donot exist.– NCEBA DLADLA

SOUTH Africa’s original street style footwearbrand, Bronx Men’s Shoes, has recentlylaunched a campaign, which focuses on recog-nising great South African men and their ex-traordinary commitment to making a differ-ence in their communities.

Michael van Roodt, Eugene Makhene, andThulani Madondo are just some of these men.

Michael van Roodt, grew up in gang-riddenHanover Park on the Cape Flats and life has notchanged for the youth since he was young.Wanting tomakeachange inhis communityandkeep the kids off the streets and out of gangs,Van Roodt pursued his dreams and has recentlybeen appointed director of Self-Help Manen-berg, an independent non-profit organisationthat focuses ondeveloping fully functional fam-ilies within the community.

The NPO offers an after-school programme, where the children are given meals every dayand are involved in activities and sports.

Makhene, who lives in Alexandra, said he hadnot noticed a change in the filthy streets sincehewas a child. Knowing that it would affect thepeople of his community psychologically if theycontinued to live in this depressing environ-ment,

Makhene took the situation into his ownhands and founded theHelpingHands Commu-nity project in April 2013, where the communityimembers are motivated to tidy up their streetstogether every Saturday.

Makhene has been a great influence amongsthis community, and a visible difference in howclean the streets are in just eleven months canbe seen.

Madondo recognizes that South Africa’s fu-ture lies in the hands of its youth. In 2007 hestarted the Kliptown Youth Programme, an or-ganisation that uses education to change mind-sets and break the cycle of poverty amongst theyouth of Kliptown. This programme gives chil-dren the opportunity to participate in afterschool-curricula in Maths, English and Science.

In the seven years since launching, the pro-grammehasachieveda 100%pass ratewith theirchildren. They are able to feed over 400 childrentwomeals a day and they have built classroomsand office facilities for their organisation. Ma-dondo’s organisation has also changed the out-look of the people living in Kliptown andbrought a sense of pride and supportwithin theKliptown community.

This Bronx campaign was launched to showthat there are ordinarymen in our countrywhoare interested in uplifting their communitiesandmaking a difference. And all threemenholdtrue to the campaign’s slogan of “Great Men inGood Shoes”.

NELSONMandela Baywill soon become thecentre of global attraction inmuch the sameway as big cities like Toronto, New York,London and Paris.

This is according to the MEC for Econom-ic Development, Environmental Affairs andTourism, Mcebisi Jonas, who was speakingat amedia briefing in the PECity Hall aboutthe planned launch of an International FilmFestival in the Bay“We are currently speaking with interna-

tional players and specific details will bemade available when we officially launchthe global film festival that will be based inNelson Mandela Bay,” said Jonas. His department has been looking for a

turnaround strategy for the two EasternCapemetromunicipalities (BuffaloCity andNelson Mandela Bay) to become the gate-way for provincial economy. To do this they would improve the drive

to create inward investment throughout themetro by building an industrialised pro-

gramme. Furthermore they would link thelocal infrastructure and the logistics in-cluding the rail road between Nelson Man-dela Bay, the city of Johannesburg and theNorthern Capewith themanganese smelterat Coega IDZ.“The Nelson Mandela Bay Film Festival

will create jobs and make this a vibey citywith life,” said MEC Jonas.Nelson Mandela Bay Deputy Executive

NELSON Mandela Bay will soon have itsownArtsCouncil to look after the interestsand development of local artists.

This is thanks to the hard work behindthe scenes of local artists who first estab-lished theMandelaBayArts Council Inter-im Committee to ensure that local artistsare awarded the recognition they deserve.“All roads lead to theAthenaeum in Port

Elizabeth this Friday April 4 for the ArtsConference,” said local facilitator MondeNgonyama.According to Ngonyama, the local inter-

im arts council is structured in a way thatwould make it possible for the arts in themetro to grow. This is thanks to a concert-ed effort by those who were interested inthe growth of the local industry.“We want to take this industry forward.

We cannot solely depend on government to

practise our arts.Wewant to help local art-ists do things for themselves just like othercouncils such as the Sport Council,” saidMartin Pram who is the Interim Struc-ture’s Programme Coordinator. Those involved in the creative industry

likemusicians, filmmakers, directors, pro-ducers, actors, thespians and fashion de-signers were urged to join this movingwagon as this is just the start, accordingto Pram.“We cannot be ashamed for a call to re-

claim the centre as artists. A good story totell without the support of arts, is a storyfrom a book that has missing pages,” saidNgonyama. He mentioned the Municipality’s De-

partment of Arts and Culture, MBDA, Nel-son Mandela Metropolitan University, thePE Opera House, artists and some localcouncillorswho opened their doors for art-ists to utilise their resources in prepara-tion for this historic move.

ONE of Boxing South Africa (BSA)’s ap-proved national title fights involves femaleboxers from Nelson Mandela Bay.

BSA acting CEO Loyiso Mtya asked localpromoters to considerwomennational cham-pionship fights between champions and chal-lengers and the fights for vacant titles intheir tournaments for this boxing calendaryear starting this April. One of those is a vacant national junior

lightweight title fight between Nomampon-domise Xotyeni of KwaNobuhle and NoziphoBell from Walmer.Even though Bell is also approved to fight

against Northwest Province-based Tsoloborn champion Ndobayini Kolosa, her fightagainstXotyeni, according to boxingpundits,

makes business sense.Female boxing promoter Gladys “Noforty”

Tsenene is hoping to pull it off around the endof April and should that fail to happen, pro-moter Sibongile Nkebewants to do it in June. This would be a grudge battle as the duo

locked horns in June 2013 in a fight . Bell, then a debutante, won via a stoppage in theopening round.“This would be a good match-up between

a boxer (Xotyeni) and a puncher (Bell),” saidBSA Nelson Mandela Bay Manager MthunziMapitiza. Though Bell won in the first fight,Mapitiza believes Xotyeniwould bewiser thesecond time around.“Itwill be a good fightwhichXotyeniwould

win. She is a better boxer. I think she’ll provethe first loss a fluke,” said Sibongile Nkebe.“Xotyeni will use her experience and win

the fight. Bell is a puncher and that’s all she’s

got,” saidNtemiFrans, another boxing train-er.Bell’s trainerMzwandile Sidina on the oth-

er hand believes they would do the same(that is KO Xotyeni) any time the duo met.He said, “We could do the same thing any-

time.Whilewedonot underestimateXotyeniand work hard in the gym for any eventuali-ty, the public should know we could stillknock her out.”Meanwhile boxing licensees are reminded

that the relicensing period expired on Mon-day March 31 for the 2013/2014 annual peri-od.The fees for all late re-applications for reg-

istration include a penalty amount of 10%more on all licence categories.“Only new applicants are excluded from

this penalty,” said BSA acting CEO LoyisoMtya.
