ONE of South Africa’s longest servingnon-profit organizations, the NationalInstitute for Crime Prevention and theReintegration of Offenders (NICRO), isbeing forced to cut essential servicesand staff as a result of an unprecedent-ed funding crisis.

Since 1910, NICRO remains the only na-tional organization which provides com-prehensive crime prevention services fo-cused on the rehabilitation and reintegra-tion of offenders.

In the past year, NICRO has experienceda 25 % drop in income and, as a result, willhave to cut at least a third of its services.

“Although NICRO has in the past suc-cessfully secured substantial revenue fromthe South African Government and a widerange of local and international funders in-cluding the National Lottery DistributionFund, Danida, the DFID and the Ford Foun-dation, we have seen a decrease in close tohalf of our previously available funding,”says NICRO CEO Soraya Solomon. “Priorto 1994, NICRO received substantial fund-ing from foreign governments. Subse-quently, however, the bilateral and multi-lateral agreements between our govern-ment and foreign donors have resulted ina substantial decrease in this source offunding. “In recent years, what remainedof foreign donor funding has all dried up,mainly because of the global economic cri-sis and the perception that South Africa isin less need of donor assistance than otherdeveloping nations.”

Solomon says that local funding was alsonot forthcoming. “Local funding has beendropping and, even where funds have beencommitted, they are onerous to secure.”

“Though the National Lottery has givenus a substantial amount of funding over thelast five years, they have cut their donationby more than 66 % in this current financialyear, a reduction that led to a correspond-ing reduction in service delivery in needycommunities, as all funding is dedicatedexclusively to service delivery.”

She said they appreciate the support re-ceived from the Department of Social De-velopment, and has welcomed the call fromthe Department to extend its services to ru-ral areas. “But NICRO finds it hard to se-cure funding for these areas.”

Thus NICRO is being forced to cut itsservices by at least 30 % to accommodateits operational needs.

Many of its services are the only ones oftheir kind in the country, and provide alifeline not only to those whom they servedirectly, but also to their families and af-fected communities. NICRO’s services in-clude:

•Diversion programmes for offenderswith programmes aimed at cultivatingemotional intelligence, essential skills, val-ues andpositive behaviour toprevent re-of-fending and reduce crime.

•Offender reintegration focused on re-form, the termination of offending behav-iour and the facilitation of successful reinte-gration into society as a law-abiding citizen

•Non-custodial sentencing offering awide range of psycho-educational, thera-peutic and rehabilitative programmes forthose who commit less serious and non-vio-lent crimes.

“We have already cut back on servicesin some courts that are dependent onNICRO for referrals to our non-custodialsentencing programme and diversion.

Magistrates have complained that this isimpacting on their backlog of cases,” saysSolomon. She says although NICRO hasbeen introducing a financial model aimedat sustainability, the reluctance in manyfunders to support models aimed at sus-tainable projects like social enterprises,perpetuates the welfare mentality in theNGO sector within the country.”

“We have a brilliant model to ensure or-ganisational sustainability, but no fundingto implement it. Unless the current fundingcrisis can be successfully addressed,NICRO will have no alternative but to cur-tail its services and significantly decreaseits pursuit of a safe, healthy, crime-freeSouth Africa.”

Women and child abuse take place despite campaigns

THOUGH the 16 days of activism campaign hasgained momentum, abuse that is gender basedstill continues to dominate the news.

This campaign, currently from November 25to December 10 gives South Africans the oppor-tunity to focus on perpetrators.

“As much as it is important to continue to ed-ucate and raise awareness against such abuse,we believe that interventions with perpetratorscreate an understanding as to why their abu-sive behaviour happens and continues despitethe efforts to end gender-based abuse,” a cam-paign spokesperson said.

“Further, given that such abuse is a societalproblem, and that men are most often the perpe-trators, broader efforts to involve the men’s sec-tor is important, and has also been gaining mo-mentum in South Africa in recent years.”

The National Institute for Crime preventionand Reintegration of Offenders (NICRO) has

workedwithvictimsof domestic abuse, expand-ing its scope to interventions with abusive menover the past 10 years.

The rationale of the 16 days of activismagainst women and child abuse aims to give avoice to the victim. NICRO’s core work overthe past century has been with perpetrators ofdifferent crimes, and it is with this experiencethat they believe in the importance of workingclosely with perpetrators of domestic abuse asa process of prevention. The 16 Days of activismmainly focuses on giving the voice to the victimand understanding how the perpetrators thinkand behave. NICRO offers therapeutic inter-vention programs that are designed to help per-petrators of crime in understanding why theycommit the crimes so as to empower them todesist from such behaviour.

“With a century of experience in interven-tion and prevention we believe that it is timewe started to work closely with the perpetratorsif prevention is what we want,” the spokesper-son added.

Boardwalk is ready for fun­filled summer seasonWHILE construction at the Board-walk Casino and EntertainmentComplex is going full speed ahead,the casino has unveiled two of itsupgrades in recent weeks - just intime for the launch of their holi-day season this past weekend.

Last week Thursday saw the open-ing of its new smoker’s casino whichfeatures new interactive games nev-er before seen in South Africa.

The Boardwalk’s buffet restau-rant, the Bayside Pantry, also recent-ly re-opened after it was closed for

renovations in August. This was partof the overall upgrade of the proper-ty.

Although diners will be greeted bya fresh new environment, the refur-bishment includes more than simplya décor change. Some of the other sig-nificant alterations behind thescenes include a completely upgrad-ed kitchen, which now boasts brandnew, state-of-the-art equipment thatwill ultimately improve service de-livery.

Ubuntu Education Fund bursary making a differenceNCEBA DLADLA

SANDISILE Mashaya and FelixMakwindi are the two examples ofhow an Ubuntu Education Fundbursary could assist academicallygifted students from poor back-grounds to achieve their aspira-tions in life.

The duo are among the 40 000 chil-dren receiving life-saving health andeducation resources from the Ubun-tu Education Fund, an institutionstarted in 1998 by former Port Eliza-beth teacher Banks Gwaxula and vis-iting American student, Jacob Lief.

Meeting Mashaya and a host ofother beneficiaries at the Ubuntu Ed-ucation Fund (UEF) offices, PE Ex-press Indaba found them a deter-mined lot who know exactly whatthey want from life.

They said if the Ubuntu EducationFund hadn’t been looking after theiracademic expenditure, their liveswould have been very different.

The bursary pays for their tui-tion, accommodation, meals, booksand gives them monthly allowanc-es.

“Not only that, we also provide our

students with medical aid as well aslaptop computers,” said Ubuntu Edu-cation Fund Programme Adminis-trator for Education, Papi Nkubizi.

The UEF is described by MirandaNyathi, UCT BSc student as “ahome” and Sihle Poswayo (22) a BScGraduate from UCT who is currentlyan intern said that UEF does not onlyhelp students but “goes deeper - with-in families.”

The scholarship fund, accordingto Nkubizi was totally differentfrom other scholarships in that “itprovides psycho-social support androutine visits to varsity students byour counsellors while workingclosely with their families to givethem feedback.”

There is also a mentorship pro-gramme by senior students to thosewho are new at university and aretherefore trying to find their feetwhile the fund provides mental,oral, visual and nutritional screen-ing to ensure that students arehealthy and are able to succeed.

Mashaya (18) of Zwide townshipin Port Elizabeth will be registeringfor her second year at the Universi-ty of Natal’s Medical School nextyear, thanks to the bursary, whileMakwindi (23), also of Zwide town-

ship, will be doing BA Honours inHuman Resource Management atthe Nelson Mandela MetropolitanUniversity (NMMU) in 2012.

The two who joined the UbuntuEducation Fund and its upliftmentprogrammes at a young age, Nkubi-

zi said, are among 70 students cur-rently attending universitythrough the Ubuntu EducationFund.

“Fourteen of those were at UCT,nine at Rhodes University, one atKZN university and 46 students

were enrolled at NMMU during thisacademic year.

Now that it is holidays, thestudents attend leadership campprovided by UEF for intensive com-puter training, debating and crea-tive writing, said Nkubizi.

SOUTH African Democratic Teach-ers Union (Sadtu) in the EasternCape has put forward a series of de-mands to the Office of the Premier,Noxolo Kiviet, to take action in or-der to avert what they believe ismassive industrial action looming.

About 5 000 teachers belonging toSadtu marched to the premier’s of-

fice recently to hand over a peti-tion.

According to Sadtu ProvincialSecretary, Mncekeleli Ndongeni,his union had long discussions withthe ANC and Cosatu about theirmove and it was decided that thebiggest teacher union in the coun-try must take action to representthe interests of their members whowere the victims of the status quo.

gional secretary, Xoliswa Mtayisi,said despite all their frustrationswith the Department of Education,Sadtu has decided not to disturbwriting of examinations.

“People say we don’t care aboutour children’s education – we do,”said Mtayisi, adding that it is ratherthe Department of Education (DoE)that did not care.

“As we speak, thousands of tem-porary teachers’ contracts will not

be renewed at the end of the termin December. Those teachers’ ab-sence from school will mean anoverload to the existing staff com-pliment and surely there will belearners without teachers,” ex-plained Mtayisi. “Another problemthat is causing stress among teach-ers is the question of deductions ontheir salaries.” She explained thatteachers who were boarded ongrounds of poor health, found them-selves back in the system becauseof the delay in the processing oftheir exit. This, Mtayisi said, keepsthe teachers in the system because

their exit has been declined andthey have to pay back the salariesthey received during the long andtedious process of their applicationto exit the system. “Some of ourteachers are sick and some are bed-ridden, but their applications forboarding take a long route becausedealing with those issues has beenoutsourced,” said Mtayisi.

“Lastly, it would be good for thisprovince if the DoE SuperintendentGeneral, Adv. Modidima Mannya,quits. He is no solution to our prob-lems. To be frank, the man hasfailed us and he must go!”

Turn up the heat at theYellow Pages Summer Series

SOUTH AFRICA’S track and fieldathletes from all over the countryheading for the coast will be look-ing to turn up the heat in theirquest for quality times, distancesand throws, when the second edi-tion of the Yellow Pages SummerSeries takes place in the Easternand Western Cape.

The series consists of four meet-ings taking place in Port Elizabethtomorrow (December 8), Oudtshoorn(December 12) and Stellenbosch (De-cember 15).

The Port Elizabeth meeting willtake place at the Westbourne Ovalfrom 3pm.

The final leg will be in Parow onDecember 17.

As in 2010, the 2011 Yellow Pages

Summer Series will focus mostly onnon-standard events like 60m, 150mand 300m sprints and hurdles in the60m and 300m.

Also on the cards at some of theevents will be the mile including thefast growing street mile,in Oudts-hoorn on December 13.

In 2010 Cornel Frederick’s totaldominance in the 300m hurdles sawhim take that form into the standard400m hurdles and eventually a 5 thplace at the World Championships.

Tshamano Setone won the mile inPE, Oudtshoorn (including the streetmile) and in Stellenbosch but optedout of the final event in Parow, whilstCindy Stewart continued her unbeat-en streak in South Africa.

With the World Indoor Circuitcommencing in January and culmi-nating in the World Indoor Champi-onships in March, the Yellow Pages

KWAZAKHELE community physi-otherapist, Nomatemba Gum hasonce again lent a helping hand tosoccer enthusiasts when she re-cently donated soccer kit to theContinental Express Ladies Foot-ball Club.

Gum said the motive behind the

sponsorship is to motivate theteam.

“These ladies, although from apoverty stricken area, take theirsoccer very seriously and have apassion for sport and I want tomake sure they keep their passionfor sport and refrain from doingcrime and abusing alcohol”.

Gum donated 30 warm-up shirts,30 pairs of shorts, 4 match balls, 10

cones, a coaching file and 30 golfshirts.

Team organiser, Luzuko DzuyiHambaze said the team’s moralewould be boosted by the dona-tion.

“Our team has no financial re-sources and we need to travel eve-ry week for league matches. Weare overwhelmed by the gener-ous sponsorship,” said Hambaze.

FANS braved rainy weatherwhen Continental Express andSophakama drew 2-2 in theirSAFA Nelson Mandela Bay AB-SA Womens Regional Leagueclash at the Zwide Stadium re-cently.

The home side, Express, keptthe visitors at bay initially anddrew first blood when striker, Ay-andiswa Makhaka scored theirfirst goal during the twentiethminute of the first half of thematch.

This seemed to have pressed apanic button, as Sophakama at-tempted to throw everything into

the game, but ended up missingclear cut chances.

Sophakama’s striker, LelethuNdamase managed to score anequaliser before half time and an-other by Anelisa Nyobo in the 39thminute brought the half time scoreto 2-1.

Continental Express supporterswere extremely relieved whenThandeka Gegesi scored a goal inthe 65th minute to bring the scoreto 2-2.

Sophakama’s coach, Malibong-we Smith said he was happy withan away draw and that the scorewas a true reflection of the match.“Both teams had difficulty in play-ing their best soccer due to thepoor weather conditions, but I amhappy with the result”.
