    General Application

    Generally restrict the making of language and script notes to the situations covered in this directive. (Note: In this statement "language" and "language of the item" mean the language or languages of the content of the item (e.g., for books the language of the text); "title data" means title proper and other title information.)

    If the language of the item is not clear from the transcription of the title data, make a note naming the language unless the language of the item has been named after the uniform title used as or in conjunction with the main entry. Use "and" in all cases to link two languages (or the final two when more than two are named). If more than one language is named, give the predominant language first if readily apparent; name the other languages in alphabetical order. If a predominant language is not apparent, name the languages in alphabetical order.

    Articles chiefly in French; one article each in English and Italian

    Arabic and English Text in Coptic and French; notes in French

    Special Applicution

    In addition to the conditions cited above, record in a note the language of the item being cataloged (whether or not the language is identified in the uniform title or in the body of the entry) in the following cases:

    1) the item is in one or more of the following languages: Amharic, Georgian, Ottoman Turkish, Persian, a non-Slavic language of Central Asia written in the Cyrillic alphabet;

    2) the item is in a language indigenous to one or more of the following countries: Afghanistan, Bangladesh, Bhutan, Brunei, Burma, Cambodia, India, Indonesia (other than Indonesian), Laos, Malaysia, Nepal, Pakistan, Philippines, Singapore, Sri Lanka, Thailand, and Tibet;

    3) the item is in a language indigenous to Africa and is in a roman script;

    4) the item is in a language that is not primarily written in one script. Name both the language and the script in language notes. (Note: Do not add "script" to the name of a script unless the name is also the name of a language.)

    English and Sanskrit (Sanskrit in roman and Devanagari)

    Form of Language

    For the form of the name of the language, use the latest edition of the USMARC Code List for Languages. Note: For an early form of a modern language that appears in inverted form (e.g., French, Old; English, Middle), use the direct form in the note (e.g., Old French, Middle English). Exception: For some dialects that cannot be established separately, the Subject Cataloging Division supplies a specific language name for use in the note area only.

    Greek represents a special case. Use "Greek" to cover all forms of this language. If, however, the item is a translation from one specific Greek form into another Greek form, name the specific form of the translation in the note. If the item contains text in two or more specific forrns, name the specific forrns in the note. In specifyin the form of the Greek, i;se only one or more of the following terms: Ancient Greek (for all pre- Hellenistic Greek), Hellenistic Greek (for the period 300 B.C.-A.D. 600), Biblical Greek (for the Septuagent and the New Testament), Medieval Greek (for 600-1452), Modern Greek (after 1452).

    Languages That Omit Vowels

    When a chief source in a nonroman script is vocalized or partially vocalized and this fact is significant, make one of the following notes as appropriate:

    title is used in the uniform title main entry or used in the uniform title under a personal or corporate main entry.

    12.OF. Inaccuracies. [New]

    For serials, when there is evidence from later issues or other presentations of the title in the piece being described that there is an inaccuracy or misspelling in the title proper of the item, do not transcribe the inaccuracy or misspelling as it appears followed by [sic] or give a missing letter or letters in square brackets or add i.e. and the correction in square brackets (cf. 1.OF). Instead, use the correct form as the title proper and give the rejected form as an added entry with an explanatory note.

    Conferences

    If the proceedings of a named conference, expedition, etc., are not entered under the conference, expedition, etc., because the name does not appear on the chief source of information (LCRI 21.1B2, Category D), make an added entry for the conference, expedition, etc., named prominently in the item.

    If a corporate body is a sponsor of a conference, make an added entry for the body named prominently in the item. I Serials

    If a prominently named corporate body functions as the issuing body for the series, make an added entry for the body only if it has responsibility for the work in addition to its responsibility for the series. In case of doubt, make an added entry.

    Sound Recordings

    If an added entry is needed on a sound recording for both the chorus and orchestra of an opera company, opera house, etc., make the added entry for the parent , body alone. If an added entry is needed for the chorus alone or for the orchestra alone, make the added entry specifically for the body involved.

    24.4C. Two or more bodies with the same or similar names. [Rev.]

    Conflicts

    When two or more bodies have the same name, 24.4C1 requires the addition of a qualifier to each name. Determine that a conflict exists when the AACR 2 name or heading for one body is the same as the AACR 2 name or heading for another body. "Conflict" is restricted to headings already established or being established in the catalog. It includes headings for earlier names that are covered by see references to later names but excludes names treated as variants; if a variant name used in a reference conflicts with a form used in the heading for another body, apply the provisions for resolving conflicts only to the variant name. Ignore the conflict that is only between names used as variants.

    1) Governnzent bodies that are not institutions

    a) Definition. According to 24.17, a body whose immediate parent body is the heading for a government, or whose immediate parent body is entered subordinately to the heading for a government, is treated as a government body. A body is treated as a nongovernment body, however, if its immediate parent body is entered under a heading that is not the name of a government.

    b) Wzen to qualify. If a government body other than an institution (school, library, laboratory, hospital, archive, museum, prison, etc.) is entered under its own name, add the name of the government as qualifier unless the government's name (or an understandable surrogate of the government's name) is already present in the name. The qualifier is required even if the name includes a proper noun or adjective (other than the name or the surrogate of the name of the government).

    a) Wten to qualib. If a nongovernment body or a government institution (school, library, laboratory, hospital, archive, museum, prison, etc.) is entered directly under its own name, add a qualifier if the addition assists in the understanding of the nature or purpose of the body. Use judgment in making this decision, noting that the

  • use of the undefinable phrase "nature or purpose" is deliberate, with the intention of letting the cataloger judge the situation-does the addition of a qualifier really improve the heading? In case of doubt, do not add the qualifier.

    b) CIzoice of qualifier. Choose the most appropriate qualifier from among the following:

    (1) the name of the place or jurisdiction that reflects the scope of the body's activities;

    (2) the name of the local place in which the body is located (or the name of the local place that is commonly associated with the body);

    (3) the name of the higher or related body (for subordinate or related bodies).

    c) Form of qualifier. When adding the name of a place or jurisdiction, use its catalog-entry form as modified by 23.4A1; 24.4C1, second paragraph; and appendix B. 14.

    When adding the name of a higher or related corporate body to a corporate name, give the name of the body in the form and language on which the heading for the body is based (not necessarily the catalog-entry form for the institution). Use in the qualifier the body's current name. However, if a qualifier is added to the name of a body that no longer exists, use in the q~ialifier the name of the body that was appropriate at the time the body ceased.

    SUBDMSION SIMPLIFICATION PROGRESS

    Since the Subject Subdivisions Conference was held at Airlie House, Virginia, in May 1991, progress has been made toward simplifying subdivisions in the Library of Congress subject headings system. Changes were made in the areas listed below on weekly lists 91-14 through 91-51.

    1) Cancellation of subdivisions that represent the same or similar concepts in differing forms.

    The subdivision -Description, which was used under names of cities, was cancelled in favor of -Description and travel, which had been used under names of places larger than cities. Under names of individual schools, -Description was cancelled in favor of using the unsubdivided name of the school.

    The subdivisions -Description-Views, used under names of cities and individual schools, and -Description and travel-Views, used under names of places larger than cities, were discontinued and replaced by the existing subdivision -Pictorial works, which is used under other categories of headings, and a new subdivision -Aerial views. The subdivisions -Aerial views and -Pictorial works are used directly under names of places and individual schools.

    The subdivision -Dictionaries, indexes, etc., used only under names of individual persons and literary authors, was cancelled in favor of the existing subdivisions -Dictionaries and -Indexes, which are authorized for use under other categories of headings.

    The subdivisions -Relations (diplomatic) and -Relations (diplomatic)-Treaties, used under individual Christian denominations, were cancelled in favor of the existing subdivisions -Foreign relations and -Foreign relations-Treaties, used under names of places.

    The subdivision -Study, used under individual sacred works, was discontinued in favor of the standard subdivision -Study and teaching, used under other categories of headings.

    2) Work toward the consolidation of the lists of free-floating subdivisions used under names of individual persons (H 1110) and literary authors (H 1155.4) in the Subject Cataloging Manual: Subject Headings.

    The subdivision -Biography-Marriage,used under names of literary authors, was cancelled in favor of -Marriage, used under names of other individual persons.

    The subdivisions -Exile, [dates] on H 1110 and -Biography-Exile on H 1155.4 were replaced by -Exile (May Subd Geog) on both lists.

    The subdivisions -Imprisonment, [dates] on H 1110 and -Biography-Imprisonment on H 1155.4 were replaced by -Imprisonment on both lists.

    The practice of further subdividing -Knowledge by a limited number of broad subdivisions under literaq authors was changed to match the unrestricted practice under names of other individual persons.

    The subdivision -Study and teaching-Outlines, syllabi, etc., used only under names of literary authors, was discontinued in favor of -Outlines, syllabi, etc., used directly under names of individual persons and other categories of headings.

    3) Elimination of exceptional practices. Thirteen subdivisions on the list of free- floating subdivisions used under names of places were discontinued in favor of dividing the corresponding main headings by place. The latter represents the standard order for topical headings.

    USMARC CONCISE UPDATE

    Update No. 2 to the USMARC Concise Formats is available from the Cataloging Distribution Service of the Library of Congress. USMARC Concise Formats, first published in 1988, is the only publication that brings together in one looseleaf volume the content designators that are defined for each of the USMARC communication formats. Now, with update no. 2, this quick-reference tool is expanded to include the latest USMARC format, the USMARC Format for Classification Data.

    Prepared by the Library's Network Development and MARC Standards Office, update no. 2 also includes the changes, additions, and deletions that have been published for the other three USMARC formats (USMARC Format for Bibliographic Data, Update no. 3 (October 1990); USMARC Fohnat for Authority Data, Update no. 4 (June 1991); USMARC Fonnat for Holdings Data, Update no. 1 (April 1991)). Those who purchased the June 1988 base text and the first update (March 1990) will find that all pages in the USMARC Concise Formats are replaced in this update. New subscribers to USMARC Concise Formats need only purchase update no. 2 to have the complete publication.

    SUBJECT CATALOGING MANUAL: SUBJECT HEADINGS. 4TH EDITION

    It has come to the Library's attention that federal depository libraries did not receive the fourth edition of Subject Cataloging Manual: Subject Headings but did receive the 1991 update. The Government Printing Office has advised the Library that it is going back to press for distribution of the base text of the edition to depository libraries.
