    In downtown Pittsburgh, thegreenest skyrise in the world, whichtowers 33 stories, is nearly com-plete.Known as the Tower at PNC

    Plaza, it will serve as the new cor-porate headquarters of the PNCFinancial Services Group. Locatedat the corner of Fifth and WoodStreets, the estimated cost of thebuilding is more than $400 million.It covers approximately 800,000gross sq. ft. (74,322 sq m) andincludes a multi-story undergroundgarage.The tower is owned by PNC

    Bank, and PJ Dick Inc. ofPittsburgh serves as the construc-tion manager. The architect isGensler of Pittsburgh.The Tower at PNC Plaza is

    expected to be PNCs third majorLEED Certified project in down-town Pittsburgh. PNC is incorporat-ing ground-breaking technologyand design strategies to exceed therequirements of LEED Platinum,the U.S. Green Building Councils(USGBC) highest certificationrating.To define what is beyond LEED Platinum,

    Construction costs fell in January, bringing ahalt to three years of rising prices, according toIHS and the Procurement Executives Group(PEG). The headline current IHS PEGEngineering and Construction Cost Index(ECCI) dropped to 48.8 percent in January,down from 52.7 percent in December, the low-est level since January 2012.The current materials/equipment price index

    registered 47.2 percent in January, the softestreading on record, and down from 50.2 percentin December. Nine of the 12 individual compo-nents registered falling prices in January, led bycopper-based wire and cable, carbon steel pipeand freight rates. Januarys plunge into negativeterritory was a particularly notable reversal forfabricated structural steel and alloy steel pipe both of which had seen rising prices over all of

    2014. Of the remaining subcomponents, onlyready-mix concrete, turbines and pumps andcompressors tallied rising prices.After three years of rising prices, North

    American construction costs reversed course inJanuary, said Laura Hodges, director, IHS pric-ing and purchasing service. While eye-opening

    gested or lack desirable safety features costNew Jersey motorists a total of $11.8 billionstatewide annually nearly $2,000 per driv-er due to higher vehicle operating costs,traffic crashes and congestion-related delays.Increased investment in transportationimprovements at the local, state and federallevels could relieve traffic congestion,improve road and bridge conditions, boostsafety, and support long-term economicgrowth in New Jersey, according to a newreport released today by TRIP, a Washington,D.C., based national transportation organiza-tion.The TRIP report, New Jersey

    Transportation by the Numbers: Meeting theStates Need for Safe and Efficient Mobility,finds that throughout New Jersey, more thanone-third of major roads and highways are inpoor condition. And more than one-third ofNew Jerseys bridges are structurally deficientor functionally obsolete. The states majorurban roads are becoming increasingly con-gested, with drivers wasting significantamounts of time and fuel each year. And NewJerseys rural roads have a fatality rate that ismore than two-and-a-half times higher thanon all other roads.Driving on deficient roads costs each New

    Jersey driver $1,951 per year in the form ofextra vehicle operating costs (VOC) as a result

    of driving on roads in need of repair, lost timeand fuel due to congestion-related delays, andthe cost of traffic crashes in which roadwayfeatures likely were a contributing factor. The TRIP report finds that a total of 35 per-

    cent of major roads in New Jersey are in poorcondition, while an additional 41 percent arein mediocre or fair condition and the remain-ing 24 percent are in good condition. Drivingon deteriorated roads costs the average NewJersey motorist an additional $605 each yearin extra vehicle operating costs, includingaccelerated vehicle depreciation, additionalrepair costs and increased fuel consumptionand tire wear.A total of 36 percent of New Jerseys

    bridges show significant deterioration or donot meet modern design standards. Ten per-cent of New Jerseys bridges are structurallydeficient, with significant deterioration to thebridge deck, supports or other major compo-nents. An additional 26 percent of the statesbridges are functionally obsolete, whichmeans they no longer meet modern designstandards, often because of narrow lanes,inadequate clearances or poor alignmentTraffic congestion in the state is worsening,

    costing each driver $861 annually in lost timeand wasted fuel. Increasing levels of conges-tion add significant costs to consumers, trans-portation companies, manufacturers, distribu-tors and wholesalers and can reduce the attrac-

    tiveness of a location to a company to consid-er expansion or even to locate a new facility.Traffic crashes in New Jersey claimed the

    lives of 2,945 people between 2008 and 2012.New Jerseys overall traffic fatality rate of0.79 fatalities per 100 million vehicle miles oftravel is lower than the national average of1.13. However, the states rural roads have atraffic fatality rate of 1.94 fatalities per 100million vehicle miles of travel more thantwo and a half times higher than the fatalityrate of 0.74 on all other roads in the state.The TRIP report highlights the importance

    of adequately funding our transportation sys-tem in order to reduce the financial burden onmotorists, while ensuring that New Jerseybusinesses have an efficient, reliable system tomove people, goods and services, said PhilipBeachem, president of the New JerseyAlliance for Action, a non-partisan, non-prof-it infrastructure advocacy group.The efficiency and condition of New

    Jerseys transportation system, particularly itshighways, is critical to the health of the stateseconomy. Annually, $423 billion in goods areshipped from sites in New Jersey and another$350 billion in goods are shipped to sites inNew Jersey, mostly by truck.New Jerseys efforts to improve its trans-

    portation system will be hindered by thestates need to spend approximately $1.2 bil-lion in 2014 paying off outstanding debt. Over

    the next decade, a total of approximately $13billion will be spent on debt service.The Federal surface transportation program

    is a critical source of funding in New Jersey.From 2008 to 2012, the federal governmentprovided $1.20 for road improvements inNew Jersey for every dollar the state paid infederal motor fuel fees. In July 2014 Congressapproved an eight-month extension of the fed-eral surface transportation program, whichwill now run through May 31, 2015. The leg-islation also will transfer nearly $11 billioninto the Highway Trust Fund (HTF) to pre-serve existing levels of highway and publictransportation investment through the end ofMay 2015. These conditions are only going to get

    worse if greater funding is not made availableat the local, state and federal levels, said WillWilkins, TRIPs executive director. Congresscan help by approving a long-term federal sur-face transportation program that provides ade-quate funding levels, based on a reliable fund-ing source.     MCI-EFI States Industry Confidence at Three-Year HighThe Equipment Leasing & Finance

    Foundation (the Foundation) released theJanuary 2015 Monthly Confidence Index forthe Equipment Finance Industry (MCI-EFI)Jan. 22. Designed to collect leadership data,the index reports a qualitative assessment ofboth the prevailing business conditions andexpectations for the future as reported by keyexecutives from the $903 billion equipmentfinance sector. Overall, confidence in theequipment finance market is 66.1, anincrease from the December index of 63.4and the highest level in the last three years. When asked about the outlook for the

    future, MCI-EFI survey respondent ThomasJaschik, President, BB&T EquipmentFinance, said, With third quarter GDP inexcess of 5 percent, the economy is primedfor a surge in capital equipment spending. Ibelieve domestic companies now have theconfidence to make substantial investmentsin plant and equipment to facilitate growth.This could lead to a record year for equip-ment finance in 2015.

    January 2015 Survey ResultsThe overall MCI-EFI is 66.1, an increase

    from the December index of 63.4. When asked to assess their business con-

    ditions over the next four months, 23.3 per-

    cent of executives responding said theybelieve business conditions will improveover the next four months, down from 28percent in December. 76.7 percent ofrespondents believe business conditions willremain the same over the next four months,up from 72 percent in December. Nonebelieve business conditions will worsen,unchanged from the previous month. 20 percent of survey respondents believe

    demand for leases and loans to fund capitalexpenditures (capex) will increase over thenext four months, down from 22 percent inDecember. 80 percent believe demand willremain the same during the same four-month time period, up from 72 percent theprevious month. None believe demand willdecline, down from 6.3 percent inDecember. 33.3 percent of executives expect more

    access to capital to fund equipment acquisi-tions over the next four months, up from 22percent in December. 66.7 percent of surveyrespondents indicate they expect the sameaccess to capital to fund business, downfrom 78 percent in December. None expectless access to capital, unchanged from theprevious month. When asked, 50 percent of the execu-

    tives reported they expect to hire more

    employees over the next four months, anincrease from 43.8 percent in December. 50percent expect no change in headcount overthe next four months, unchanged from lastmonth. None expect fewer employees, downfrom 6.3 percent in December. 3 percent of the leadership evaluate the

In January, 50 percent of respondents

    indicate they believe their company willincrease spending on business developmentactivities during the next six months, anincrease from 37.5 percent in December. 50percent believe there will be no change inbusiness development spending, a decreasefrom 62.5 percent last month. None believethere will be a decrease in spending,unchanged from last month.

    Markell Budget Eyes Road Funds, Cuts to Senior Tax CreditsBy Randall ChaseASSOCIATED PRESS

    DOVER, Del. (AP) Gov. Jack Markell isrelying on road funds and cuts to senior citi-zen tax credits to balance a proposed $3.9billion operating budget for the fiscal yearstarting July 1. The budget proposed by Markell on Jan.

    29 represents an increase of about 2.4 per-cent over the current years budget, butadministration officials nevertheless said thespending plan was constrained. This is a very difficult budget, Markell

    said. To help balance the budget, the

    Democratic governor proposed cutting morethan $12 million in property tax breaks forsenior citizens. Currently, the state offerssubsidies of 50 percent, or $500, whicheveris less, to property owners ages 65 and older.The administration is proposing to cut thesubsidy in half, to 25 percent, or $250. We are amongst the most popular places

    to retire, amongst the lowest property taxes,and this credit is not going to change that,Markell said. We are an extraordinarilyaffordable place to retire to. Officials said the proposed subsidy reduc-

    tion acknowledges the long-term fiscal chal-

    lenge from a rapidly aging population. Theyestimate that people over age 65 will accountfor a quarter of Delawares population by2035, compared to 13 percent in 2000. Those numbers are not a maybe, theyre

    a given, said deputy finance secretaryDavid Gregor. Theyre going to happen.The demographics are going to change. Markell also is again proposing, as he did

    last year, taking $40 million from the trans-portation trust fund to pay for operationalneeds. The trust fund is supposed to be usedonly for transportation and infrastructureprojects but has been raided repeatedly inrecent years to balance the states operatingbudget. Last year, Markell acknowledged that the

    trust fund faced serious financial challenges,and that Delawares infrastructure systemrequired hundreds of millions of dollars ininvestments. His call for a 10-cent increasein the states gas tax to help address the prob-lem went nowhere in the legislature, and hedid not include a similar proposal in thisyears plan. Ive heard from a number of legislators

    that they recognize that we need to do some-thing, said Markell, who described thetransportation trust fund problem as an issueseparate from the general fund budget. I

    wouldnt say weve coalesced around a sin-gle plan yet, but Im hopeful that we will. In other moves to balance his proposed

    spending plan, Markell wants to cut thestates strategic fund, which offers incentivesto businesses in an effort to attract and retain

    jobs, by more than half. His proposal callsfor $10 million, down from $22.2 millionthis year. The administration also wants to divert

    about $7 million each from open space andfarmland preservation programs to the gen-eral fund, as well as $5 million from an ener-gy-efficiency fund. The spending plan does not call for a new

    pay raise for state employees but doesinclude $22.8 million for obligations thatlawmakers committed to last year, includingsalary and pension increases. The budget also includes more than $15

    million to accommodate enrollment growthin public schools and about $10 million innew funding for various school-improve-ment initiatives. Markell also is proposing$4.5 million in new funding for substance-abuse treatment programs. In addition to the operating budget,

    Markell is proposing a capital budget of$347 million for construction and road proj-ects, about the same as this year. The $45million in proposed grants to nonprofitgroups and community agencies also is thesame as this year.

    Manitowoc to Split Into TwoCompanies by Early 2016NEW YORK (AP) Crane-maker and food

    service company Manitowoc said Jan. 29 itwill split itself in two, a move encouraged byactivist investors. Manitowoc said it plans to spin off the

    food service business, which had $1.6 billionin revenue in 2014 and makes equipmentincluding ice, beverage, refrigeration, foodpreparation, and cooking for restaurants,convenience stores, hotels and hospitals. Itexpects to complete the move during the firstquarter of 2016. Manitowocs other business makes cranes

    for the construction industry, and it had $2.3billion in revenue last year. The company said the separation will

    allow each business to pursue its own strate-gy as market conditions improve. Manitowoc Co. shares advanced $1.68, or

    8.7 percent, to $20.92 in aftermarket trading. In 2014 two major shareholders,

    Relational Investors LLC and Carl Icahn,pushed for the company to split up.According to FactSet, Relational is the sec-ond-largest owner of Manitowoc shares andIcahn Associates is the third-largest. The company also reported its fourth-

    quarter results on Jan. 29. Its net income andrevenue both fell short of Wall Street fore-casts, according to estimates from ZacksInvestment Research. Shares of the Manitowoc, Wisconsin-

    based company rose 17 cents to $19.24 onJan. 29. Since July 30 the stock has fallen 37percent.

The partnership between theAssociated General Contractors of America,EPA and the National Center forManufacturing Sciences (NCMS) will allowfor a significant upgrade to the ConstructionIndustry Compliance Assistance website, orCICA Center for short, association officialsnoted.Getting a construction project under way

    is challenging enough without having to fig-ure out which environmental rules apply andhow to comply with them, said Stephen E.Sandherr, the chief executive officer of theAssociated General Contractors of America.This newly revamped site will make it a loteasier for contractors to take the necessarysteps to comply with all environmental reg-ulations for their projects.EPA is pleased that AGC recognizes the

    value of the CICA Center and is assumingthe oversight role and funding source for theWeb site, said Lisa Lund, director of the

    office of compliance in EPAs office ofenforcement and compliance assurance.As part of the partnership, the construc-

    tion association will help finance upgrades tothe Web site, originally launched in the mid-2000s with AGCs assistance, designed tomake it easier for contractors to comply withenvironmental regulations governing con-struction projects. As a result of the upgrade,contractors will now have comprehensivetools and the latest information on state andfederal environmental requirements as wellas green construction and environmentalmanagement programs.NCMS will continue as a managing part-
