The Virginia Department ofTransportation (VDOT) is nearingthe end of a design-build project toreplace the Washington Boulevardbridge over Columbia Pike inArlington, Va. The $48.5 millioncontract was awarded to ShirleyContracting Company LLC. Workbegan in the spring of 2012, and isexpected to be complete this sum-mer.According to VDOT, the new
bridge will be wider, longer and agreat deal more attractive thantodays structure.A light well will separate west-
bound and eastbound lanes, and anacceleration/deceleration lane willbe added westbound betweenramps to assist weaving. The newbridge will accommodate turnlanes, a raised median, a widersidewalk and a 10-ft. (3 m) shared-use path on Columbia Pike.

Even as construction firms addedjobs in 41 states between March 2014and March 2015, construction employ-ment declined in 29 states and theDistrict of Columbia between Februaryand March, according to an analysis ofLabor Department data by theAssociated General Contractors ofAmerica. Association officials cau-tioned that ongoing D.C. gridlock overhow to pay for needed infrastructureimprovements and declining demandfor oil-related projects likely con-tributed to so many states sheddingconstruction jobs in March."While the year-over-year data
remains relatively positive, it is trou-bling to see so many states losing
construction jobs during the pastmonth," said Ken Simonson, the asso-ciation's chief economist. "As energyfirms cancel or delay projects andCongressional action on transportationand other infrastructure measuresremains stalled, many constructionfirms appear to be reducing headcount,at least temporarily." California added more new con-
struction jobs (46,300 jobs, 6.9 percent)between March 2014 and March 2015than any other state. Other statesadding a high number of new construc-tion jobs for the past 12 months includ-ed Texas (39,300 jobs, 6.2 percent),Florida (37,400 jobs, 9.7 percent),

A U.S. Department of Transportation (DOT) pilot pro-gram that would allow state and local transportation agenciesto utilize local hiring preferences on federal-aid highway andtransit projects will increase costs, decrease competition, andcould actually result in less frequent hiring of minorities andwomen, according to the American Road and TransportationBuilders Association (ARTBA).U.S. Secretary of Transportation Anthony Foxx
announced the one-year pilot program on March 3. Theagency said allowing the local preferences will enable dis-advantaged workers in the communities where projects arelocated to benefit from the economic opportunities such proj-ects represent. Firm Celebrates 36th Consecutive Quarter of ProfitabilityAs the scrap industry experi-
ences one of the worst economicclimates in close to a century, onecompany is experiencing success-ful growth as it celebrates its 36thstraight quarter of profitability.Upstate Shredding -- WeitsmanRecycling, based in Owego, N.Y.,,is the East Coasts largest private-ly held scrap metal processor andestimates it will process approxi-mately 1.05 million tons of ferrousscrap and 275 million pounds ofnon-ferrous scrap in 2015.
Upstate founder AdamWeitsman is credited with usher-ing in the new age of scrap yards,making significant investments inhis facilities, erecting new build-ings, seeking out environmentalcertifications, and paving andlandscaping his yards. The compa-ny is constantly commissioningthe latest technologies that willincrease productivity while mini-mizing environmental impact. Asthe company continues to expandits footprint throughout theNortheast, heavy equipment toprocess the increased tonnage ofmaterial is integral at all locations.
In order to meet the increasedsupply, the company recently pur-chased three scrap handling mate-rial handlers from Tracey RoadEquipment two Liebherr LH5050 ton (45 t) material handlers anda new Liebherr LH60 high-risematerial handler, which givesUpstate Shredding the capacity of75 ft. (22.8 m) of reach. The unitweighs 160,000 lbs. (72,574 kg)and the operator works from a cabthat elevates up to 35 ft. (10.6 m)off the ground. The engine has a244 hp rating.
Through the new Liebherrmaterial handlers and an upgradedmotor, the goal of UpstateShredding is to increase its shred-der capacity to process 400 tons(363 t) of scrap per hour to accom-modate the more than 25,000 tons(22,680 t) of scrap delivered to theOwego processing facility daily.
We have had a long historywith Tracey Road Equipment inpurchasing material handlingequipment for our facilities,Weitsman said. We have already purchased50 machines from Tracey and have foundthem to be attentive to our needs in ademanding marketplace. We have not pur-chased Liebherr in the past but their reputa-tion precedes them. Jerry Tracey, president

neering support, parts support, and pricingthat is competitive with other brands.
Whats really impressive is that theLiebherr material handler is engineered fromthe ground up to execute a specific task,Weitsman continued. Most material han-dlers in its category today are largely madeup of common components that are used inall sorts of material handlers with a variety ofapplications. Not so with the Liebherr.Eighty percent of the material handler isactually manufactured by Liebherr and engi-neered specifically for its function on theLiebherr material handler. The engine,pumps, and motors are all specifically man-ufactured by Liebherr to make these materi-al handlers operate as effectively and effi-
ciently as possible.One feature in particular that impressed

When thehydraulic system is lowered in the Liebherrenergy is stored in the machines ERC sys-tem. This stored energy is then made avail-able as needed to the material handler to pro-vide additional engine power. When equip-ment on the Liebherr is raised, the storedenergy is released and is reflected in power-ful homogeneous operating cycles. Theresult is a clear savings on fuel and at the

ness with Finke for over 30years. We have a good rela-tionship and get good serv-ice, said Jeff Duffy Buchanan, gener-al superintendent, Bridge Division, ofBette & Cring. We used to buy used formost of our heavy machinery but thetime and the price were right to buy new.It was a big step for us. We choseDoosan because it offered the best valuefor what we needed even though theyresomewhat of a new player in the game.These excavators are perfect for the
work we do. We have to go in tight areasunder bridges. One machine will be sentto Johnsonville, N.Y., to work on a $4.2million bridge project over the HoosickRiver and the other is going to Exit 31[Elizabethtown] to work on a $10.4 million bridge replace-ment project that will be replacing two bridges on theNorthway.Don Fiacco, Finke Equipment general manager, explained
that, Todays presentation was to educate Bette & Cring inoperating and maintaining the equipment. We wanted toshow them whats new and different with Doosan. The morewe can educate people the better off everyone will be. Westrive to make our customers lives easier. Weve been making a big push with Doosan, he contin-
ued. We took them on around the same time as our newfacility opened. They offer a lot of standard features that oth-ers might be adding on or charging more for so our cus-tomers get a lot for their money.Also on hand for the presentation was Joel Suffish, district
sales manager of Doosan. This model excavator is big in the United States. The
DX350LC is a Tier IV machine designed to provide the ulti-mate in power, performance and fuel economy and reduceair pollution.Robert H. Finke & Sons Inc. is a dealer and authorized

The Environmental Protection Agencys (EPA) proposalto further tighten ozone standards could result in the loss ofmore than 45,000 construction jobs each year, slow thenation's economy, and impede vital infrastructure invest-ments.In comments filed to the EPA on March 17, PCA estimat-
ed that the cement industry alone would have compliancecosts and plant closures that could lead to the loss of nearly900 jobs. Cement manufacturing jobs are highly technicaland well-paying, with an average wage of $77,481 per year.Most cement plants are located in small rural communities,so the impact would be felt disproportionately in thoseregions.A cement plant is vital to the economy of its community.
When one is forced to close, the region loses jobs, it losessignificant tax revenue for schools and public services, and itloses a strong supporter of local charities and civic activi-ties, said James Toscas, president and CEO at PCA.During the past four decades, the U.S. has virtually elimi-nated the severe air pollution that currently plagues someother countries. However, regulators have continued to tight-en air quality standards, often with little or no proven healthbenefit. This has gotten to the point where our essentialindustries have struggled to meet current standards, incurredsignificant costs, and in some cases had to simply shut plantsdown.Most cement and concrete in the United States is used for
infrastructure. Higher costs for construction projects wouldmean that governments could afford fewer projects eachyear. As a result, PCA estimated that costs associated withcompliance to the proposed standards would lead to the lossof 45,000 construction jobs each year. Think for a moment which structures we traditionally
build with concrete. Bridges, roads, dams, schools and hos-pitals would be hit with construction cost increases at a timewhen the nations infrastructure has already deteriorated tounsafe levels, Toscas said.

dedication: Its also a generational success story,and the senior Hawbakers pride is evident, even ashe downplays the metamorphosis from mom-and-pop shopto a big-time corporate power.The thing about it is, thats 60-something years later,
Hawbaker said. Weve been extremely fortunate in findingpeople who want to follow our family philosophy. It takes asignificant level of integrity to make sure everybody stays onthe same page.The company operates 24 quarries and eight asphalt plants
in Pennsylvania, southern New York and eastern Ohio. Itscustomers include the Pennsylvania Department ofTransportation, Penn State University and a lengthy roster ofmunicipalities, colleges and corporate entities. GOHs largerprojects run up to $60 million and include everything from
working on interstates to renovating the runway atUniversity Park Airport in State College, Pa., and perform-ing the site work and excavation for Penn States $89 millionPegula Ice Arena.But with success comes challenges. Several years ago,
budget cuts to Pennsylvanias Department of Transportationresulted in a 30 percent decrease in the company revenue.Dan Hawbaker took it in stride, nimbly navigating the
tidal changes with a push to find new customers, particular-ly in the energy field. The timing was right, and his instinctswere spot-on. Natural gas was the place to be, and there wasa mad rush for companies to tap into the lucrative MarcellusShale, which stretches 104,000 sq. mi. across the
Appalachian Basin into Pennsylvania,West Virginia, southeast Ohio andupstate New York.That meant new roads, new site
excavation and a new revenue sourcefor GOH, which was struggling tomaintain its margins, retain its work-force and stay afloat. The bottom line,always a concern, was even more crit-ical, and Hawbaker scrutinized everyelement of his business.You really have to look at how you
can control the overhead of your oper-ation and reduce it to a minimalamount but still keep yourself alivewith the opportunities you have infront of you, Hawbaker said. You dowhatever you can to maintain liquiditythat will satisfy those looking to you tomake sure you meet your obligations.One of his big concerns was fuel
economy and efficiency, and for that,he turned to Jeff Wood, his dealer at Legacy Truck Centers.Hawbakers 225- to 250-vehicle fleet is comprised predom-inantly of Mack trucks, including Mack Granite dumptrucks. Mack has been at the forefront of GOH operationssince 1972.A big reason for that is the dependability of the trucks and
the service provided by Legacy. Hawbaker finds they dontneed to be retired as soon as other brands.Were getting long years of service, he said. We can
have them hang around for a pretty long time.The older trucks are averaging 5 to 6 mi. per gallon, but

disabled on the job will receive college financial assis-tance from the American Road & Transportation BuildersAssociation Transportation Development Foundations(ARTBA-TDF) Lanford Family Highway WorkerMemorial Scholarship fund.The scholarship program was established in 1999 with
a gift from two Roanoke, Va., highway contractors andtheir companies Stan Lanford (1999 ARTBA chair-man) of Lanford Brothers, and Jack Lanford (1991ARTBA chairman), with Adams Construction Company.About 100 highway workers are killed on the job everyyear in roadway construction and maintenance accidents,and thousands more are seriously injured.Over the past 15 years, more than 100 children of these
workers from across the country have received LanfordFamily scholarships to pursue college and technical train-ing. The 2015 class includes:
Vybav Hiraesave, Dover, Del.Vybavs father, Vasuki Hiraesave, was killed in an acci-

working for the Texas Department of Transportation onU.S. 69 in Beaumont. Amy will start a registered nursingprogram at Indiana State University in the fall.

working for the Maryland State Highway Administrationon U.S. 340 in Frederick. In September, Carl will attendFranklin W. Olin College of Engineering in Massachusettsand will study electrical and computer engineering.
Kaitlyn Henry, Dennison, OhioKaitlyns dad, Gary Henry, was struck by a construction
vehicle and killed in 2013 while working on a state high-way construction project on Interstate 270 near Columbus,Ohio. Kaitlyn is currently attending Ohio University andis an intervention specialist major.
Alexis Keefe, Wyalusing, Pa.Alexiss dad, Bret Keefe, was killed in a car accident in
2001 while working for the Pennsylvania Department ofTransportation. A junior, she is a marketing major atBentley University near Boston.
Leah Barnes, Bronx, N.Y.Leahs dad, Donald Barnes, worked for the New York
State Thruway Authority and was permanently disabled in1995 when he was struck by a vehicle. Leah, a rising sen-
ior, is studying elementary education at Delaware StateUniversity in Dover.
Standra Jones Jr., Gaston, S.C.Standras father, Standra Jones, worked for the South
Carolina Department of Transportation. In 2007, he wasstruck and killed while taking down work zone traffic con-trols on I-26 in Lexington County. Standra will major inarchitecture at Clemson University.
Willie Blevins, Danielsville, Ga.Willies mother, Kathy Blevins, worked for the
Gwinnett County Department of Transportation. She hadjust finished painting turn-lane lines when her vehicle wasstruck and she was killed in 2004. Willie will be attendingUniversity of Tennessee this fall and plans to major inchemistry.
Emily Jones, Billings, Mont.Emilys father, Richard Jones, an employee of Direct
Traffic Control, was killed in a car accident in 2013.Emily, a freshman, is currently attending Montana StateUniversity majoring in criminal justice.The ARTBA-TDF is interested in receiving contact

Offering a special salute to WomensHistory Month, Professional Womenin Construction New Jersey(PWC-NJ) Chapter President CarolynPugaczewski, president of M. Adams &Associates, launched the organizationsannual Women of Achievement luncheon onMarch 18 in the penthouse MetropolitanRoom of the Newark Club, an appropriatelylofty space that overlooks both theManhattan and new Newark skylines.Noting that the honorees reveal exception-ally strong role models who share an expan-sive vision of what a woman can do, shesaid that their success stories will encour-age young women to think larger and bold-er. Pugaczewski introduced PWC President
Emeritus Lenore Janis, one of the nationalorganizations original dozen founders in1980, thanking her for helping in the forma-tion of the New Jersey chapter and for giv-ing us the tools to become a major force inthe N.J. construction industry. Janis summarized the history of PWC
