  • Construction employment expanded in 224metro areas, declined in 64 and was stagnant in51 between November 2013 and November2014, according to a new analysis of federalemployment data released by the AssociatedGeneral Contractors ofAmerica. Association officialssaid contractors in many partsof the country were benefittingfrom growing demand, yetlabor shortages threaten toundermine the sectors recov-ery.It is good news that con-

    struction employment is nowrising in two-thirds of thenations metro areas, said KenSimonson, chief economist ofthe association. But now thatthe unemployment rate for con-struction workers has fallen to a

    seven-year low, it has become a major challengeto find qualified workers in many fields.Houston-Sugar Land-Baytown, Texas, added

    the largest number of construction jobs in thepast year (16,200 jobs, 9 percent), followed by

    Dallas-Plano-Irving, Texas (11,000 jobs, 10 per-cent), Chicago-Joliet-Naperville, Ill. (9,100jobs, 7 percent) and Seattle-Bellevue-Everett,Wash. (8,900 jobs, 12 percent). The largest

    A major bridge replacement and widening projectheaded by the Pennsylvania Turnpike Commission iswell into construction in Dauphin County, Pa.Throughout the project, three bridges will be replaced,and the roadway will be widened between Mileposts250 and 252 in Middletown Borough and LowerSwatara and Londonderry townships in DauphinCounty. The work zone is situated between theHarrisburg East (Exit 247) and Lebanon-Lancaster(Exit 266) interchanges.Construction began in the fall of 2013, and is set for

    completion in mid-2016. The projects total cost is setat $47.65 million. At the projects completion, nearly1.5 mi. (2.4 km) of the turnpike, including the threenew bridges, will be wide enough to accommodatefuture expansion to six lanes east and west of the workzone.According to the projects Web site, the project con-

    tinues the commissions long-term, 100 percent toll-financed initiative to rebuild, upgrade and modernizeAmericas First Toll Road, its bridges and facilities.

    Oberhelman rang the opening bell Dec. 22on the New York Stock Exchange (NYSE)to mark the 85th anniversary of the compa-nys listing on the NYSE, considered theworlds foremost securities marketplace. Ofthe approximately 3,200 companies listed onthe NYSE, Caterpillar is among only 2 per-cent that have been listed for 85 years ormore.Not only are we celebrating 85 years on

    the NYSE this year, but next year we willalso celebrate the 90th anniversary ofCaterpillar as a company, Oberhelman said.Both milestones are a testament to thestrength of our global brand, our dedicationto customers and strong reputation withstockholders for financial strength and per-formance through the years. In 2014, thestrength of our balance sheet and strong cashflow positioned Caterpillar to repurchase$4.2 billion in stock and to pay $1.6 billionin dividends.     Construction Spending Edges Down in NovemberConstruction spending edged down in

    November but outlays for the yearremained on track for a modest increaseover 2013 totals, according to an analysisby the Associated General Contractors ofAmerica. Association officials said the newspending figures come as the groups mem-bers prepare a new push for action on aseries of federal infrastructure programs,including funding for highway and transitupgrades and to maintain clean water sys-tems across the country.Todays figures continue the seesaw

    pattern that has characterized residential,private nonresidential and public construc-tion throughout 2014, said Ken Simonson,the associations chief economist. Overallconstruction spending dipped in Novemberfrom an upwardly revised October total asresidential building advanced but privateand public nonresidential spending bothretreated.Construction spending in November

    totaled $975 billion at a seasonally adjustedannual rate, down 0.3 percent from theOctober total but 2.4 percent higher than inNovember 2013, Simonson noted. Privateresidential spending in November climbed0.9 percent from October but slipped 0.5percent from a year earlier, while private

    nonresidential spending dropped 0.3 per-cent for the month but rose 4.7 percentyear-over-year. The third component of thetotal public construction spending tumbled 1.7 percent from October but was3.2 percent higher than in November 2013.Month-to-month figures tend to fluctu-

    ate a lot; in addition, the first estimates areoften revised substantially, Simonsonadded. Totals that combine several monthsgive a truer picture of underlying trends. Inthis case the image is more uniformly posi-tive: total spending on all three componentsincreased during the first 11 months of2014 combined compared with the year-to-date period in 2013. Both the monthly vari-

    ability and the overall upward trend arelikely to continue through much of 2015.Total spending year-to-date was 5.7 per-

    cent above the January-November 2013total, Simonson said. Private residentialspending rose 4.9 percent, while privatenonresidential construction increased 10.8percent. Public outlays for constructiongrew by 1.1 percent as state and local gov-ernments boosted spending by 1.6 percent,more than offsetting a 4.0 percent decline infederal construction expenditures.Association officials said the new spend-

    ing data comes as the group prepares a pushto get Congress and the Obama administra-tion to pass needed infrastructure measures.

    In particular, the group is pushing for actionto finance the federal highway and transitprogram and to set up a more sustainableway to finance clean water systemupgrades in communities across the coun-try.The president and Congress can

    demonstrate their ability to work togetherby enacting measures that will boost oureconomic growth, improve our aging infra-structure and help stabilize the erratic con-struction sector, said Stephen E. Sandherr,the associations chief executive officer.

    Contractor Capitalizes on SK35SRs Short Radius Finesse Residents and patients of the Homestead

    Rehabilitation and Homecare Center inrural Sussex County, N.J., enjoy 14-acreswith magnificent country views, includingtwo tranquil ponds, gardens and severalbuildings. Long a part of the countys histo-ry, the 102-bed facility was recently in needof some grounds maintenance. One of theprojects to be completed was the removaland remediation of an old oil tank. Withunderground tanks raising concerns overenvironmental safety, the property ownersfelt it was time to remove and replace it.As with most construction projects, this

    one came with a few challenges. The under-ground tank was very close to the side wallof one of the buildings in the complex, fur-ther complicated by the fact that high volt-age electrical wires were run through thetank to the building. The complexity of thejob due to the tight working quartersrequired a specialized remediation contrac-tor along with a small and nimble machinethat could operate with finesse.GWS Contractors of South Brunswick,

    N.J., a company specializing in environ-mental remediation and structural support,was hired to complete the work after anoth-er company abandoned the job upon dis-covery of the high voltage wires. At thatpoint, only half of the oil tank had beenremoved. With the help of a KobelcoSK35SR, 8,200 lb., 30.2 hp. cab modelexcavator from Harter Equipment, GWScarefully dug out the area around the tank,safely removing it, while keeping the wiresintact. Once the tank was removed, they ranthe wires to the building through new con-duit with minimal disruption to the build-ings critical power supply.Once removed, the company remediated

    the soil surrounding the tank, then back-filled the area with clean soil, taking advan-tage of the SK35s bucket and blade combi-nation. According to Vinny Leone, GWSsite supervisor on the project, This wasnta big job, but it was a tricky one. The elec-trical wires called for a very precisemachine. We found that in the KobelcoSK35, which operated very smoothly. Itsshort rear swing and small footprint wereideal for operating next to the building. Itsprecision controls gave the operator the abil-ity to scrape around the tank and building

    foundation slowly, yet steadily to ensurethere were no other surprise wires or otherunderground obstacles that would need tobe dealt with.Leone and GWS have long been loyal

    POINT PLEASANT BEACH, N.J. (AP)A major Jersey shore beach owner is suingthe state, the federal government and theborough of Point Pleasant Beach over a proj-ect to establish protective sand dunes alongthe states shoreline. Jenkinsons Pavilion, one of the states

    largest and most popular beaches, filed alawsuit Dec. 16 in federal court claiming theproject would transform its privately ownedbeach into a public one. The lawsuit seeksclarifications on just what the governmentcan do in its efforts to carry out the projectalong the states 127-mi. coastline. Gov. Chris Christie began a push to erect

    dunes along the entire coastline after parts ofthe Jersey shore with dunes fared much bet-ter during Superstorm Sandy in 2012 thanthose that didnt. The work is being carriedout by the U.S. Army Corps of Engineers aspart of a beach replenishment project. John Buonocore Jr., a lawyer for the fam-

    ily-owned beach, said the documents thecompany is being asked to sign would givethe state Department of EnvironmentalProtection ownership of what would become

    a public beach. Both sides have tried formore than a year to work things out, and thestate says it has no interest in changing theprivately owned character of the beach. The dunes are not the problem here,

    Buonocore said. This deed gives the DEPthe right to operate a public beach. The pub-lic already has the right to access the beach,and Jenkinsons allows the public onto itsbeach for a fee. So whats going on here? Larry Ragonese, a spokesman of the

    Department of Environmental Protection,

    said the agency thought an understandinghad been reached. We dont believe the Army Corps proj-

    ect would interfere with or hamper theirbusiness efforts at all, while the projectwould offer significant protection to theother business and residences near andbehind Jenkinsons, he said. The statessole intention is to create a more resilient andprotective coastline in this area, and for theentire state. Numerous oceanfront property owners

    have objected to a requirement that they signeasements for a portion of their beaches toallow for dunes to be built. Some object tolosing their oceanfront views; others fearthat their privately owned portions of sandbetween their homes and the public beachesalso will become public. And some even fearthe construction of amenities like hot dogstands, restrooms or even Ferris wheels ontheir land, even though officials insist thereare no such plans. Christie has vowed the state will use emi-

    nent domain to seize the land if they dontsign. The Jenkinsons lawsuit is the latest in a

    series of obstacles posed by oceanfront prop-erty owners against the beach plan. The city of Margate, just south of Atlantic

    City, recently won a temporary court orderblocking the dune construction plan, andproperty owners on Long Beach Island havefiled a similar lawsuit. Homeowners in BayHead also want out of the project, but insteadof litigation, they are spending $5 million oftheir own money to build a protective rockwall along the coast.
