Lusk Waste Watchers held a public meeting on Tuesday 29th May last to update locals on the proposed Monster Sewage treatment plant. Two of the proposed locations are in the Lusk areas at Newtowncorduff and Annsbrook. Local residents turned out in great numbers and were very angry at the proposals. Residents from Dun Emer estate, who did not wish to be identified, were “horrified” at the proposals. They said Lusk is “being put upon as we already have a prison and a dump and no other commu- nity in Ireland has that.” Margaret O’Connor and Maria Graham were very concerned about the smell the plant would bring and the potential damage to agriculture and tourism. Paul O’Brien said the proposals were a “big disappointment” as “the North County is very scenic.” Lorcan O’Toole, of Lusk Waste Watchers, said the proposed Sewage Plant for the area “is not justified anywhere in the North County.” O’Toole feels it would be “too much burden for our community to bear.” He noted that during the 2011 General Election campaign, Minister Reilly campaigned on the slogan “This area needs a Minister.” O’Toole would like to ask Minister Reilly “What are you doing for us James?” Since his election, the North County has lost Metro North and is now faced with a Monster Sewage treatment plant on its doorstep. Deputy Mayor, Ken Farrell said, “for too long the people of the North County have been seen as a soft touch. He stated “there is no economic sense in running a pipeline from the city of Dublin to the North County where there is no sewage problem.” He continued “the people are united in their resistance to these proposals.” Meanwhile, a protest took place the following day at County Hall to coincide with the first of the consultation days. A group from the Reclaim Fingal Alliance were in attendance and their spokesperson, Berniann Condon was convinced that the Council will ignore all submissions made to date. She told the County Leader, “We’re six months into making submis- sions and are we having a problem getting the consultation team to listen to us. They’re manipulating population projections to justify this monster sewage plant. Furthermore, they have done no cost benefit analysis for the project. In order to move tons of sewage from the Dublin area, it will take kilometres of orbital pipe; as much as 45 kilometres will be needed. With each kilometre costing 10m, this amounts to a massive 450m before they get to the plant. The cost of the plant and the marine outfall is still unknown.” She urged a return to small plants beside the load centres, which make sense from an environmental and cost point of view. Consultation days will take place on Thursday 14th June from 2-8pm and Saturday 16th June from 11-4pm. The final date for submissions on the proposed plant is Friday 6th July. Residents in the North County are encouraged to ask ques- tions of the Council, at these open days, and to use them to voice their opposition to the proposals. Furious Lusk Residents Slam Sewage Proposals By Peter Kearney The recent water leak on the Forest Road in Swords has come as no surprise to many local residents. The repair of this leak caused traffic chaos for residents of River Valley and surrounding estates and has been a source of anger for many local residents. This leak seems to occur at the exact same place, beside Colaiste Choilm on a regular basis. During the disruption, long queues of traffic caused massive congestion at Boroimhe, as users of the Forest Road were forced to divert through this area on their way to and from work. The question asked by many residents in the area is when is this problem going to be solved for once and for all.? One exasperated resident, Fergal Horan from Ballintrane Wood, contacted the County Leader to express his anger and frustration at this latest closure of Forest Road. “It’s ridiculous. This is becoming an annual event at least. I’d prefer to have the road closed for a week or two and have it done right, rather than these two or three day closures once a year.” He continued, “It’s the same spot over and over and you’d have to wonder if it’s the same pipe bursting all the time. What are the engineers doing.? This is an incredible waste of money,” he said. Local residents have expressed amazement that pipes are bursting in the middle of summer, when there has been no big freeze or any apparent reason for it to happen. They ask what is causing the pipes to burst on such a regular basis and who is at fault. Is the North County now becoming akin to a third world country.? Malahide residents and Cllr Peter Coyle (Lab), havecondemned the decision by An Bord Pleanála toallow the controversial development of a foodmarket in the Marina, Malahide to go ahead. Theboard recently over-turned the countycouncil’s decision torefuse permission forthe development thatwill host fast food andoff-licence units at thevacant ‘FragranceHouse’ factory location. An Bord Pleanála havedetermined that theseunits be ancillary devel-opments “in the interestof protecting the resi-dential amenities of thearea.” Speaking to theCounty Leader, Coylechallenges how thiscould be beneficial tothe interest of the resi-dents and surroundingamenities. He also ques-tions the interpretation of “ancillary” under devel-opment law as this case allows for a significant 20per cent of space made available for such facilities. The Marina Residents Association (MRA) opposes

this controversial development, citing anti-socialbehaviour and sanitation concerns. MRA director,

Frank Branniganexpressed concern thatthe lack of a throughroad could contain anti-social behaviour adding,“Can you imagine thesocial problems of thevillage spreading to theMarina?” Concerned resident,Mauna Law, voiced sani-tation concernsregarding the develop-ments close proximity toa sewage treatmentfacility. Another resident,Jim Caulfield questioned:“Will the members of theboard accept account-ability for the outcome ofthis decision?” Coylealso revealed that no

urban plan for Malahide currently exists and callsfor one to be drawn up to prevent further planningissues. Despite An Bord Pleanála’s decision, heurges residents to raise awareness of the issues.

No Euphoria As North County Says YesThe people of DublinNorth have spoken andhave voted in favour ofthe Fiscal CompactTreaty, by a reasonablycomfortable majority, reflecting the nationaltrend. The total numberof people who turnedout to vote was 36,798,

which represents 52.9per cent of the elec-torate. A total of 60.43per cent voted in favourof the treaty, while 39.57 per cent opposed it.The County Leadergauged the feeling ofsome of the electedrepresentatives in the

aftermath of the vote.Even among the Yescampaigners, there wasno sense of euphoria.Deputy Brendan Ryan(Lab), describes the 60per cent of the elec-torate who voted in

favour of the FiscalCompact Treaty inDublin North as“encouraging andevidence that peoplewant stability.” Ryanalso notes that twofifths of the electorate inDublin North whichvoted against the Treatysaying “this demon-strates that there is asizeable group of the electorate stillunconvinced byGovernment policy”. “I met many people

during the campaignwho remain disen-chanted, frustrated andangry at politics and thepolitical system. 40 percent of the electorate inDublin North votedagainst the Treaty. Thisis just a small step inthe right direction. Now,as a country, we need tosee emphasis on aproper growth agendaand a real deal on thebank debt.,” he said.Deputy Alan Farrell (FG)was disappointed withthe turnout, but happywith the result. Therewas a great effort put inby everyone across

party lines to bring in aYes vote. I recognisethat there is a lot ofanger out there, but thisresult puts us in a betterposition to negotiatewith our European part-ners,” he said.Minister James Reillytold the County Leaderthat he was particularlypleased with the size ofthe majority in the NorthCounty’ “I commend thepeople who worked sohard to achieve anoutcome to secure thesuccess of the country.”Meanwhile, Clare Daly(SP), who vigourouslyopposed the treaty told

the County Leader,“Dublin North votedpretty much similarly tothe rest of the country, which is no surprise.Overall fear triumphedover anger, but theGovernment would bebadly mistaken if theyinterpreted this result asan endorsement of theirpolicies. There arebigger issues in Europenow, like Spain andGreece to worry about, than whether we pass this referendum or not. This will not stopus continuing our fight against austerity,”she said.

Inspiration ForTerrific Teens

Orla Burrowes is currently the lynchpin in theSwords branch of Localise, an organisation that’sbeen providing a forum for socially-aware young entrepreneurs throughout Ireland foralmost four decades. It’s a group that nurtures early teenagers’ hopeto contribute to their communities by translatingtheir imagination and energy into practicalsuccess. “I got involved through my daughterJasmine,” she tells the County Leader. “She camehome from St Colmcille’s GNS one day telling methat this man was in from Localise looking forpeople to get involved in the group but theyneeded mammies and daddies to take part.”Intrigued by her daughter’s enthusiasm, Orlabegan giving her considerable organisationalskills to Localise and has since become a well-known and welcome aid to a huge network ofSwords organisations. Localise was the brain-child of Fr John Wall, who set it up 40 years ago. We’re affiliated with the Catholic Youth Counciland a part of the Swords/Baldoyle youthservices.“We started here four years ago and to get it offthe ground in Swords, Fr Cyril Mangan rangLocalise head office who sent Wojciech(pronounced Voycheck) and the director Derekout to chat with us. Once we’dan idea what was involved, FrCyril put it out over the altarthat he wanted to start thisprogramme for children goinginto secondary school.”She explains that while it wasinitially for children insecondary, since then Localisehas broadened its scope toallow kids from sixth class too.“It’s a weekly get together forkids between say 12 and 15years old, it coincides withtheir school term so we’d meetevery Tuesday night from September to May.“They’re just ordinary kids from different back-grounds – for instance, the newest members webrought in there last year there were quite a fewfrom different ethnic groups. Whether you or your young teen wants to simplyhave something fun to do on Tuesday nights or ifthe goal is to boost their chances in getting “aneasy” honour in the Junior Cert, introducing themto the group is a fab way to do it. “Civic, socialand political education for Junior Cert students isone of the exam subjects they can do now. AndLocalise has been taken up by a number ofsecond-levels schools,” she continues, outlininghow participation in the events they run canunderpin the child’s coursework.“Looking at the mission statement, ourprogramme ‘invites people to make a differenceto their locality, encourages their confidence, develops their talent, allows them to experienceleadership through service, inspires them to helpothers, and gives them a great chance to build

their social skills’. The weekly meetings are heldin the drop in youth centre that the CYC runsduring the day (in the laneway beside the PinkElephant).“We never ask children’s background, all arewelcome to our group regardless of their situa-tion, there could be kids with financial issues, but who hasn’t financial issues these days?”That youth centre will remain open till Augustand reopen in September, is as central for teenswho may have been calling into the Baptist-rundrop in centre beside St Finian’s school and willmiss it when it moves to Kinsealy later this year.As ‘the more the merrier’ seems to be the motto, the Localise activities specific to the Tuesday-night, term-time club are designed to spark thekids’ sense of fun and engagement.“These kids want to help the community andwe’re facilitating them,” Orla explains. “There’sanother Localise in Rivervalley, which is evenbigger than ours and we’d hook up with themevery now and again.”Typically each September’s intake comes up witha ‘wish list’: “The kids make a list of what they’dlike to achieve during the coming year. It couldbe a trip to Funtasia, Glendalough, visiting thekids in St Michael’s House, being Bingo callers at

the Senior Citizens, a make-upparty or whatever.“We raised money for FocusIreland, that was the best onewe did, it raised €2,000. Wehad a cake sale for the homes-tart programme for young fami-lies and children in crisis. Andall the events are down to justtheir subs (€2 weekly) and theeffort they put into it. We gaveTrocaire €250 this year as well.Or it could be the HeartFoundation, depending on whatthe kids want to do.”

Orla’s firm on what’s expected of the kids andtheir parents.“It’s not a youth club per se,” she says. “We’reall working in full-time jobs and we do theLocalise work in our own time. While we’re ableto tell each other if we’re around the followingweek for the meetings, it’s the events, whichcould be on a Saturday or Sunday and we’ve torope in extra adults that can be tricky.”She’s looking forward to November of this yearwhen all Localise groups will get together to cele-brate the organisation’s 40th birthday.“Ah it’ll be great – old and new members will getto meet and the volunteer adults who may havegrown up with the organisation will be at it.But for now she’s looking forward to the summerbreak. She’ll come back refreshed and full of zingfor the new school term.“It is unusual to get any child to do something fortheir community so to get them enjoying it as agroup over the course of their secondary schoolyears is a great feeling.”

Continued from page 1We have just sorted out an ESBproblem and now we can’t sortout our water. Only about sixweeks ago, the Forest Road junc-tion with Cooks Road at ForrestLittle Golf Club was disruptedwhen a major leak occurred. Another source of anger for resi-dents is the lack of informationsupplied by the Council. It’s ajoke now that the local authorityinsist on communicating with thepublic by tweet or by facebook. How do they communicate infor-mation like upcoming roadclosures to people who are notcomputer literate and who rely ontraditional means of communica-tion.?The County Leader contacted theCouncil regarding the latest leakand a spokesperson said, “Theburst has now been repaired andwe are replenishing watersupplies to reservoirs in theNorth County. There have been anumber of bursts recently on thiswater main, but they have beenfurther up the Forest Road near

the Golf Club or down atBalheary. The statement continued, “Theunderlying issue is that this watermain was originally laid around1970 and it is due to be replaced.

This will be a substantial jobwhich we hope will begin in late2013 or early 2014. In the mean-time we have no option otherthan to carry out repairs asrequired. There is a further repairscheduled on the Forest Road forThursday 7th June. The leak is

located in the field across theroad from the Golf Club.” The controversial household andNPPR charges have been intro-duced and the hope is that theywill be used to permanentlyrepair or replace old pipes thatneed constant attention. Thelocal authority has confirmed thata total of €4.6 million has beencollected through the householdcharge and a whopping€10,885,240 has been collectedthrough the NPPR charges sinceit’s introduction in 2009. This

money was supposed to be usedfor such eventualities as unex-pected water leaks. The questionon the lips of many citizens ishow this windfall will be usedand if the quality of the lives ofpeople in the North County willbe improved, as a result.
