For years now, the Rhode IslandDepartment of Transportation has been awareof the deterioration of the Providence Viaduct,which carries I-95 over downtown Providence.The last full inspection took place inNovember 2009, revealing a slew of structuralproblems.The bridge consists of two structures: one
northbound and one southbound, each withfour lanes. The structures are separated by a12-in. (30.5 cm) gap.The deck was constructed with reinforced
concrete supported by steel “I” girders. Thesubstructure consists of post-tensioned ham-merhead concrete piers, and the foundation is made of steel“H”piles driven underground.
Bridge Structural ConditionThe 2009 inspection revealed that the deck is badly dete-
riorated, shielded and shored in many locations. “The bridge deck has reached its service life,” said Bob
Pavia, Rhode Island Department of Transportation (RIDOT)principal civil engineer. “Potholes are forming monthly.” “We’ve had problems with the design of the steel girders
from the beginning,” continued Pavia. “In the 1980s, a bear-ing froze up and almost split a steel girder in half.” The steel girders have numerous cracks in secondary

Interim Repairs Made, Replacement Plan Being Discussed
members, as well as some cracks in main member welds.With emergency repairs made in 2009, the bridge does meetstandards for load carrying capacity and does not require
posting. The post-tensioned piers have a concrete design strength
of 5,000 PSI, but their as-tested strength only rates at 3,500PSI. Additionally, the P/T anchorages are badly rusting.
Repair Versus ReplaceThe bridge is currently safe for operating conditions and
receives bimonthly inspections as a safeguard. The concretepiers are structurally sound. The steel cracks are due to poorweld quality, not over-stress, and are currently beingrepaired. The bad deck section recently has been shored.However, these interim repairs are not a long-term fix for
this viaduct. “It is much more cost-effective to replace the bridge than
to do a complete rehabilitation,” said Pavia. The piers, in par-ticular, are very difficult and expensive to repair.“There is no scheme to repair the bridge that wouldn’t dis-
rupt traffic for a number of years,” continued Pavia.Inspection and evaluation of the bridge concluded thatreplacement is required. The final design and permit processis scheduled to start immediately.
The ChallengesThere are two major challenges for RIDOT to overcome.
The first is how to replace the existing bridge while main-taining traffic volume of 160,000 vehicles per day. ClosingI-95 would cause unacceptable traffic congestion on localstreets within Providence, as traffic backups and delaysalready occur every day on the bridge.RIDOT’s plan is to vanquish this obstacle by phasing the
construction as follows: • Constructing a new southbound structure west of exist-
ing southbound lanes; • Shifting southbound traffic onto the new southbound
structure;

Tolling Presented as FeasibleOption for Funding Project• Shifting northbound
traffic onto the old south-bound structure; • Demolish the old north-
bound structure and replacewith a new structure; • Shift northbound traffic
back onto the new north-bound structure; and• Demolish the old south-
bound structure. Once the old bridge is
demolished, there will betwo separate structures onceagain — this time the north-bound and southboundbridges will be separated bya 50- to 60-ft. (15.2 to 18.3m) gap.The larger challenge is
funding. The estimated cost of the newbridge is $140 million. Currently, only $24million is programmed for the project, there-fore RIDOT is seeking alternative fundingsources, including a possible toll booth on I-95 at the Rhode Island/Connecticut border.
Funding SolutionsIn March 2008, Gov. Donald Carcieri
established a Blue Ribbon Panel to assessRhode Island's transportation needs and toidentify options for potential fundingsources.Over the course of 10 months, the Panel
met 12 times, and held four public meetings.According to the Blue Ribbon Report, forRhode Island to maintain its highway systemin a state of good operation and repair, itwould need to spend approximately $640million per year. The current state and feder-al funding provides approximately $354 mil-lion per year, leaving a gap of $285 millionper year.The state is looking for funding that is
“sustainable and reliable and comes from avariety of sources, primarily based on userfees.” The report notes that
Rhode Island relies moreheavily on federal funds thanmost states and should striveto contribute at least 50 per-cent of the overall amount.The state currently supports27 percent of its transporta-tion spending with statefunds, compared with anational average of 63 per-cent.The new funding scenar-
ios mentioned in the report include anincrease in gas tax, a new petroleum prod-ucts gross receipts tax, and the aforemen-tioned I-95 toll, among other sources.“We’re hoping to let the project in early
2013, unless another funding sourcebecomes available sooner,” said Pavia. Theestimated project duration is six years; threeyears per bridge.“Tolling is the most feasible option for
additional funding,” added Dave Fish,RIDOT managing engineer. A TollingExpression of Interest letter was drafted bythe RIDOT Office of the Director on June29, 2011, and presented to the FederalHighway Administration for review. In addition to the Providence Viaduct,
RIDOT is looking for the capital to build anew connector between I-95 and SR 4 atQuonset Point Davisville Industrial Park.The project is currently in the planning stageand is estimated to cost $75 million.

Dale White bought his first Rototilt in 2004 from ChappellTractor Sales and has been keeping it busy ever since.Typical applications include excavating and backfilling, aswell as pipe installations (water, sewer and drainage).“Because the bucket rotates 360 degrees
for backfilling purposes it allows you to usea lot less material because you can be extraprecise with your bucket. “Also, when you install catch-basins or
man-hole structures your footprint is a lotsmaller with the Rototilt because you can lit-erally tightly dig and rotate right around thebasin itself, which allows for less backfillingand a less-disturbed area.” White said using the Rototilt also extends
the life expectancy of his heavy equipment“because you aren’t moving and operatingthe machine so much — you’re using thebucket which has a 360 degree rotation and a40 degree side tilt.”
On the Job Leighton A. White is using a model RT60
Rototilt on an LBX 225 MSR excavator at itsmaterials yard in Milford, N.H.Currently, the Rototilt is processing
approximately 100 cu. yds. (76.5 cu m) perhour with the Rototilt/LBX 225 MSR com-bination, depending upon the material. “The RT60 makes screening loam a lot
easier as well because you can weed out all
of the rocks without it going through the machine,” saidWhite. “It even saves from wear and tear on the excavatorbucket because the Rototilt is much gentler.“The machine doesn’t have to be square with the bucket
because [operator Joe Ellis] can turn it from inside the cab,which also saves prep time because you can turn it any angle
you want,” said White.“The agility of digging around pipes is terrific,” White
added. “It cuts down labor time immensely.”“The Rototilt is very easy to use,” said Ellis. “Once you
get the hang of it, it’s like second nature. You don’t eventhink about it.
“Sometimes when you’re digging nor-mally you might miss two feet, but with thisattachment you can just swivel the bucketaround from every angle. It has a high powerquick hydraulic disconnect, so you canswitch from one bucket to another in lessthan two minutes. The attachment is alsogreat for installing walls or loading stumpsbecause you can load and twist the Rototilt todo whatever you want it to,” Ellis said. At a residential site in Milford, N.H.,

one way. However, here we’re digging per-pendicular to the truck because the bucketcan rotate a full 360 degrees. This eliminatesthe use of one machine,” White said.“Working on a side slope like this could
potentially cause tremendous erosions, espe-cially with rain; however, we have been ableto keep everything intact. The excavator isable to sit in just one position and work sincethe bucket can move in whichever directionand whatever angle you need it to. Themachine [excavator] doesn’t cause any dam-age to the ground or lose the integrity of the
slope,” said White.“When you have a Rototilt you don’t have to deal with
handwork,” said Kenny Goodine, Leighton A. White fore-man. “It’s like you have another person right next to you witha shovel. The Rototilt can dig right around any object in a cir-cle like a catch basin, etc.“The damage to the existing utilities is greatly lessened
because with this you can maneuver around existing pipesand/or utilities and do a lot of dig work that is already in theground,” said Goodine.On a job site in Merrimack, N.H., Leighton A. White is
building a retention wall using the model RT40 Rototilt on aHyundai 140-9 wheeled excavator.Operator Jon Vinje needed a little convincing to start using
the Rototilt.“I didn’t want to run it at first, but once you get use to it,
it really is very easy to do. It took me about one week to learnhow to run the Rototilt and I would not operate an excavatoragain without one. It is great for working around and underobstacles,” he said.Added Chris Mackie, job site foreman, “There are days
when the Rototilt can make things a third more efficient perday. You gain almost three hours a day, 30 percent moretime, labor wise just using this attachment [depending onfunction]. It frees up laboring, which saves costs. There isjust a huge efficiency factor involved.”
