GREEN TEAM
Staff hosted a two-day Children Helping in Resource Protection (CHIRP) event at Waterfront
Park. Over 145 4th grade students from Bunnell
Elementary enjoyed a day of fun and learning at the park.
The City had several special guest educators such as Mrs.
Thiel discussing Florida geology, Mr. Mike Kuypers,
retired Forester for the Florida Division of Forestry
featuring a native walk and discussing park flora, and two
special guest that featured live animals. The Wildlife Tree,
Inc. brought reptiles, mammals, and rodents, while
Whitney Lab brought sea life for a hands-on experience
students enjoyed.
Palm Coast Water Treatment Plant Earns State “Plant Excellence Award”
The Florida Department of Environmental Protection (FDEP) is awarding the City of Palm Coast
the 2013 Plant Excellence in recognition of the Utility Division’s outstanding water treatment
plant operation, maintenance and compliance. This is another great example of the City being
recognized for its distinction.

The Flagler Humane Society offers pet owners the opportunity to get their pets
microchipped the first Saturday of each month from 1pm – 3pm. No appointment is
necessary. Microchipping is a valuable tool and one of your best bets for getting a
lost pet home.
Recently, FHS experienced the power of microchips to reunite pets with their owners.
One of our clinic clients would come every month to the shelter to have flea
prevention put on their cat, but last September, the cat escaped from its carrier in the
parking lot and ran into the woods. Repeated attempts were made to catch and trap
the cat with no success. This past week, the cat was found across US-1 in the
Hargrove Industrial Business Park and brought to the shelter. FHS scans all new
arrivals for a microchip, and since this cat had identification, we were able to call the
owners right away. Within an hour, we facilitated an exciting reunion.
Upcoming Events: Freedom Cycles of Daytona presents the Freedom Ride and Chili
Cook-Off taking place on Sunday, February 16th starting at 8:30am. You can pre-
register at Freedom Cycles for the Cook-Off and the Ride. There is no cost to enter
into the Chili Cook-Off and a $10 donation for the ride. Each ride registration
includes 2 free beers. Music is provided by Frank Roberts. Freedom Cycles of
Daytona is located at 841 Ridgewood Ave in Holly Hill. For more information please

The Flagler Humane Society will be participating in the Career Fair at Flagler Palm
Coast High School on February 27th from 8am-2pm. Representatives will be onsite
to talk about non-profit career opportunities with the Junior and Senior students.
Coming Soon: FHS is planning on having even more adoptable cats at PetSmart on
SR 100. Plans are in the works for outreach events during the week to try to increase
the cat adoptions. If you would like to volunteer to help with this, please contact
Katie DiPippo at [email protected].
Upcoming Outreach Events: Don’t forget that we have adoptable pets at the
Farmer’s Market in Flagler Beach every Friday and at PetSmart on Sundays. Come
out and meet all the furry friends that FHS volunteer, Howard Tessler, brings for
adoption. Howard is a loyal and dedicated volunteer that has spearheaded these
outreach events for multiple years.
Public Announcements: The Flagler Humane Society has a variety of subsidized
spay and neuter programs for members of the community that need to have their pets
sterilized. Please call FHS at 386-445-1814 or email [email protected]
for general questions, or email [email protected] for grant-specific
questions that we can be of assistance to you.
Don’t forget that FHS recently obtained a grant for TNR of community and feral cats
in Flagler Beach. If you are a resident of Flagler Beach and are in need of
spay/neuter of some community cats, please call FHS for more information.

ENTERPRISE
Applications Division staff began working on an updated and revamped website for the Business Assistance Center, and showcased the website prototype to BAC staff.
Applications Division staff made many changes to the Performance Measures database in response to staff requests.
Applications Division staff made updates to the City website to prepare for our participation in a CodeRED survey which begins on Monday February 2nd.
Operations Division received 93 Track IT’s this past week.
Operations Division successfully upgraded virtual clients to latest version.
Operations Division assisted with AC upgrade in the data room. Inspected fire suppression system as well.
Operations Division discussed technical needs of conference rooms (including council chambers) for pre-construction approval of the new City Hall.
GIS concentrated on migrating/updating all web applications to current formats. We have migrated / updated 12 flex applications to 3.0 or 3.6, and 4 ArcGIS Online applications. We have 3 more applications to complete, and hope to perform our final data transfer the weekend of Feb 7.
Community Development
GIS is working with Community Services on the map portion of the 2013 Annual Report.
Fire Department

In the past week, the department responded to 194 calls. There was 1 vehicle fire. A total of 131 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 232 out of a possible 800 and the fire danger is moderate.

PAST WEEK HIGHLIGHTS:
Lunch n’ Lecture Series – On Wednesday, January 29, the Parks and Recreation Department
and 76 residents of our community welcomed Jeff Day, Chief Meteorologist with Channel 13
News. During the presentation Mr. Day stunned and entertained the crowd with a 2 minute
recitation of Shakespeare. Next month’s will welcome Dr. Leo Murphy of Embry Riddle who
will speak on the Battle of Midway.
Game Day Social – This weekly social group continues to grow as 55 residents enjoyed an
afternoon of active game playing and socialization.
UPCOMING ACTIVITIES:
♦Toddlers
Playground Pals –February 26, Playground Pals (toddlers ages 2-5 years) will meet at one of
the City’s local parks for active play, arts, crafts and games. The second Playground Pals of the
new-year will meet at the playground located at Waterfront Park, on Wednesday, February 26 at
1 pm. No fee, but pre-registration is required.
Teddy Bear Picnic – Monday, February 4 from 10 am-11 am at the Palm Coast Community
Center, 305 Palm Coast Parkway, NE. Toddlers aged 2-5 will join Ms. Lauren for story time,
crafts, games and snacks. Free to attend but children must be pre-registered.
Munchkin Sports – Continues through Saturday, February 15 at Palm Coast Community
Center located at 305 Palm Coast Parkway, NE. Toddlers, ages 2-5 years, will learn basic skills
of soccer, baseball, golf, football and basketball. Pre-registration and payment of $35 fee
required.
♦Adults & Seniors
Game Day Social This relaxed social atmosphere allows our participants to meet new friends while enjoying the
friendly competition of dominos, cards, or the game of their choice. Participants are encouraged
to bring their own games to share with others. Held every Thursday from 1-4pm at the Palm
Coast Community Center.
Co-ed Athletics at ITMS, 5505 Belle Terre Parkway Basketball – Tuesday & Thursday nights through May 22 from 7-9:30pm. Pre-registration and
payment of fee required prior to attendance. Registration held at the Palm Coast Community
Center, 305 Palm Coast Parkway, NE.
Volleyball – Monday & Wednesday nights through May 21 from 7-9:30pm. Pre-registration and
payment of fee required prior to attendance. Registration held at the Palm Coast Community
Center, 305 Palm Coast Parkway, NE.
Pin with Us Do you love Pinterest? So do we!!! Join the Palm Coast Parks and Recreation Department on
Thursday, February 20 from 6-8pm at the Palm Coast Community Center. This month’s project,
is a glitter vase. Pre-registration and payment of $14 fee is required. Materials are included in
the class fee.
AARP Driver Safety Program – Wednesday, February 26 from 9am-3:30pm at the Palm
Coast Community Center, 305 Palm Coast Parkway, NE. Join the nation’s first and largest
course for motorists ages 50 and older. Pre-Registration and payment of $12/AARP Member or
$14/Non-Member fee required.
Critic’s Choice Club – Thursday, February 13 at 5:30 pm Oceanside Bar and Grille, Palm
Coast. Join us on this monthly adventure to new restaurants in ours and surrounding
communities. Pre-registration required. Cost of meals and transportation is at the participant’s
expense.

Re: Week in Review
The average water demand for the week was 6.540 million gallons per day; average wastewater flow
was 5.425 million gallons per day.
Installed 4 new domestic meters, 1 new PEP tank and replaced 1 PEP tank.
This week 195 utility customers were shut off for non-payment.
Seminole Woods Multi Use Path (MUP) – Formed and poured 1200 linear feet of additional sidewalk,
graded 1400 feet and completed final grade of 1000 feet of right of way for sod placement.

Beachside Pump Station and Sewer Force Main – A substantial inspection was preformed; pumps,
panel, generator and telemetry were started. Punch list items have been added and several items have
been addressed. The generator was run for several hours and is ready for load bank testing.
Water Meter & Backflow Completed Fuel Lines Exhaust from Generator
Graded 7,612 feet of swales, repaired 1 outfall and cleaned 33 culvert pipes. Screened 2,000 cubic yards
of dirt for recycling.
Crews completed mulching landscape medians on Whiteview and starting to mulch ornamental grass
along the road with recycled mulch.
Mowing on Belle Terre Parkway and Palm Coast Parkway. Performed site distance trimming in “LL” &
“Z” and “K” sections and trimming ornamental grass (Mulley Grass) on White View parkway.
Special Events – Provided message boards for tennis center event.
Inmates mowed and weeded 11,460 linear feet of ditch in the “K” and “Z” sections and Palm Coast
Parkway. Also laid 5,280 linear feet of pine straw on SR–100 and edged 17,645 linear feet of path on
Pine Lakes Parkway.

Palm Coast water treatment plants earn state ‘Plant Excellence Award’ Palm Coast, Fla. – The City of Palm Coast is being awarded the 2013 Plant Excellence Award by the Florida Department of Environmental Protection in recognition of the Utility Division’s outstanding water treatment plant operation, maintenance and compliance. The award will be presented Feb. 20 at the Florida Rural Water Association’s “Focus on Change” seminar in Lake City. The award is based such factors as staff training and certification, safety, emergency preparedness, outstanding plant appearance, record keeping, conservation and customer relations. Palm Coast’s Utility Division, part of the City’s Public Works Department, is the only Florida utility to receive this year’s award in the FLDEP’s Northeast 19-county region. This is the fourth year since 2008 that all three Palm Coast plants were considered and awarded. “This honor is indicative of the extreme professionalism and dedication consistently displayed by the entire water operations staff, as well as the entire City Public Works/Utility Division,” said James Hogan, Water Operations Manager for the City of Palm Coast. “Our employees take great pride in providing quality water and wastewater service to our community, and I am extremely proud to work with such a great group of dedicated individuals.” The City of Palm Coast takes great pride in its excellent water treatment. The City’s water comes from the confined surficial aquifer and the deeper Floridan Aquifer. This fresh groundwater is treated for optimum drinking and household use. Water is treated at the City’s three facilities – a conventional lime-softening plant and two nano-filtration (or low-pressure, reverse osmosis) plants – and combine to provide consistent, high-quality water city-wide. In addition to removing contaminants, the City softens the water to make it easier on skin and hair and to decrease the amount of soap needed for washing. A new Zero Liquid Discharge (ZLD) plant is under construction now at Water Plant 2 on Citation Boulevard and will open later this year. The ZLD plant will treat and recover up to 1.2 million gallons of water per day – reclaiming a resource that previously was wasted and also better protects the environment. This notice is to inform our Bright House Networks customers of upcoming changes to their cable programming lineup.
On January 27, 2014, WKMG RTV, channel 463 rebranded to WKMG Live Well Network.
On or after March 1,2014, WOTF GetTV wil l be added to channel 462.
On or after March 3, 2014, Military Channel wil l rebrand to American Heroes Channel and continue
to appear on the following channels: American Heroes Channel Channel 142 American Heroes Channel HD Channel 1244
Bright House Networks utilizes a new digital video delivery technology known as Switched Digital Video (SDV). SDV is a robust bandwidth management system that makes it possible to offer more digital video programming services than before including new HD channels. To be able to offer more new video services. Bright House Networks wil l be moving some existing programming services to the new SDV system as well as adding new services on the SDV system.
On or after January 31, 2014, the following services will be added to the SDV system: TVG Network Sports Pass Channel 214 Willow Cricket HD Sports Pass Channel 1165
These services wil l not be available on uni-directional retail devices as of the date(s) noted above. I f you want to subscribe to these services, you wil l need a digital set-top box or tuning adaptor from Bright House Networks. Customers may continue to use their uni-directional retail device and CableCARD to receive video programming other than the programming delivered on the SDV system. Customers who also utilize a digital set-top box or tuning adaptor will be able to receive video programming delivered on the SDV system. Customers will be notified in advance of any other programming changes.

While we do not anticipate any loss or disruption of service, regulations require us to notify you of the possibility of losing programming. Therefore, please be advised that our agreements with Ecuavisa, Fox Life, Gol TV, MLB Extra Innings, MLB Network, MLB Strike Zone, Music Choice (MC), NHL Center Ice, NHL Network, Once TV Mexico, WAPA America, Youtoo, and Zap2it remain in effect on a month-to-month basis, but we may have to cease carriage in all formats i f our authority to continue is withheld. Also, our agreement with YES Network expires on January 31, 2014 and we may have to cease carriage in all formats i f our authority to continue is withheld. Additionally, our agreement with Outdoor Channel expires on February 28, 2014 and we may have to cease carriage in all formats i f our authority to continue is withheld.
We are working diligently at this time to come to acceptable and fair terms with all these channels.
