Starlight Event & Parade The annual Starlight Event & Parade was a magical holiday celebration, with thousands of Palm Coast residents enjoying sparkling floats, spirited marching units and decorated vehicles that wound through Town Center. The parade was emcee’d by Fire Chief Mike Beadle and his wife, DeeDee, and this year’s Grand Marshals were the Top Ops National Championship “Water Buoys” team from the City’s Utility Department. Team members Fred Greiner, Tom Martens and Peter Roussell, and Coach Jim Hogan led the parade. Our Mayor and Council judged the parade entries and awarded the following winners: Best of Parade – Parkview Baptist Church; Best Marching Unit – Studio Z Fitness; Best Float – Lowe’s; and Best Decorated Vehicle – Better Buy Realty. Holland Park Update Holland Park is really starting to take shape! This week, the new sod was installed and more of the artificial rock wall was painted. The concrete stairs at the artificial rock wall have been poured and finished, and installation of the new dugout structures began. C.H.I.R.P. Program Hosts Local Students Recently, the C.H.I.R.P. program was recognized by the Northeast Florida Regional Council with the Excellence in Education award. This month students from Bunnell and Wadsworth Elementary Schools experienced the award-winning program at Long Creek Nature Preserve. Students rotate through eco-station that covered: mangroves, venomous and non-venomous snakes, wetlands and watersheds, Animal Control and marine life. Applications Division Project Support: o ESS Open Enrollment: Support provided for reporting to Insurance Carriers, project wrapping up.

Researched process for inactivating ESS accounts for employees no longer employed – reviewing with HR for post project actions.

o Munis Security – In process of auditing Users and Department/Manager associations to bring current; will be contacting Dept/Division Leads over next couple of weeks for review.

o Purchasing Optimization – project still holding – targeting start up in Jan 2017. o Fire/Enhanced Positions – Working with Telestaff consultant, modifications being made to Telestaff

Test environment 80% completed, expect End Users to test solution over next week; then migration to LIVE environment. Working to determine if timing would be good with this effort to upgrade system as well to latest 5.x.x.x release.

o BATC – Major patch bundle (over 600+ patches) was installed Dec 12th; researched a number of patches as to implications for End Users; roll out of bundle - no issues reported as Team did a great job in testing. Next patch cycle testing to start Jan 1st, 2017 with install date of Jan 29th. Patch bundle also addressed open bugs in Accounts Look Up, Business Lic, Benefits and Purchasing that were pending.

Applications Division Daily Support: o Munis: Provided support for launching Munis Scheduler feature for Finance; Established several new

users & profile settings. Configuration changes to Munis TEST environment to enable other testing related to forms printing, and ensuring no emails are sent. Resolved final issues that were open from Go Live in August – all closed. Testing Munis “Message of the Day” feature for possible future use on notification of down times. Cashier Release 2016.4 is available – holding for documentation prior to installing in TEST environment – target Jan 2017 to start process. Resolved issue with adding UOM for Purchasing – reviewed with End User.

o Kronos: Researching recommended solutions for “punch reject” error on Fire staff, meeting with End Users to review and implement. Worked issues related to Time Off request process – determine root cause of current problems and created solution in TEST – presenting to HR and will implement in LIVE once approved.

Applications Division created a new report to show Evaluations and their statuses for a quarter.

Applications Division continued working on the new Agenda Management process. Applications Division helped troubleshoot issues with Delinquent Notices. C.H.I.R.P. Program Receives Thank You Notes from Local Students

Recently, the CHIRP program was recognized by the Northeast Florida Regional Council with the Excellence in

Education award. This month students from Bunnell and Wadsworth Elementary experienced the award winning

program at Long Creek Nature Preserve. Students rotated through eco-stations that covered: mangroves, venomous and

non-venomous snakes, wetlands and watersheds, Animal Control and marine life.

As a result, the students crafted thank notes for staff expressing their gratitude for their day of learning and fun.

“Thank you Palm Coast employees for teaching me about the sea animals (my favorite) and thank you for

teaching me about the water and thank you for teaching me about the trees and about the animal control I learned not to

put my face in a dog’s face and that the tree can grow in the salt water and about how the conch the snail in its shell and

drinks it with its tongue /straw.”

“Thank you palm coast city employees for teaching us about different kinds of sea creatures and thank you for

teaching us about pollution and water treatment plants and not to look at a wild dog in their eyes and run like heck when

I hear a growling dog.”

“Thank you for teaching us all about how toxic waste and how the mangrove can grow in salt water and letting

us look at a lobster and many other sea creatures and how you can stay safe near dogs and how to approach them.”

“Thank you Palm Coast city employees for letting us pet the sea creatures what I learned was that the mangrove

tree holds oxygen. What I enjoyed was when we pet the sea creatures and learned about wild dogs and cats and how you

hold them when they are viscous. I enjoyed that you guys took your time to teach us different stuff. Thank you.”

Painting of artificial rock wall continues. Seat walls have been

structurally formed and carved and are now being painted.

Installation of Bahia sod continues. Excavation and finish

grading continues ahead of Bahia sod. Concrete stairs at

artificial rock wall has been poured and finished. Installation

of new dugout structures has begun.

Project is nearing completion, substantial completion was

held on December 9, 2016.

Holland Park - Seat Wall Concrete Being Poured

Heartworm is a fatal disease that both your dog and cat can get. The disease is

transmitted through the bite of an infected mosquito. Pets that are entirely

indoors are not safe as mosquitos can make their way into our residences.

Heartworm is easily prevented by giving your pet a monthly pill. Prevention is

much cheaper and healthier than if your pet were to be infected. At this time –

there is no cure for cats. The cure for dogs is costly and a very difficult

procedure for your pet. Prevention is key! Call FHS for more information on how

to start your pet on prevention.

Donation Opportunities: The Flagler Humane Society Thrift Store always

accepts donations. They cannot take in any computers/printers or large

appliances. Call 386-597-2839 and leave a message.

“General Donations” can be dropped off anytime at your convenience. FHS

appreciates all donations, especially those from our Wish List (available at

flaglerhumanesociety.org/wish-list). You can also purchase items via the

Amazon.com link on the FHS website and ship them directly to the shelter.

Outreach Adoption Events: Don’t forget that FHS have volunteers and

adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at

PetSmart in Palm Coast every Saturday and Sunday.

Interested in becoming a volunteer? Attend at volunteer orientation that are held

at noon in the Humane Society education room every second Saturday of the

month. We would love to see you there!

would not otherwise have a second

to roam and a safe place for them to

In the past week, the department responded to a total of 178 calls. There were four fire calls. We responded to two building fires, one motor home/RV fire, and one cooking fire. A total of 117 EMS calls were logged and the balance was miscellaneous in nature. The drought index is at 393 out of a possible 800 and the fire danger is moderate. Battalion Chiefs met to discuss shift assignments for the upcoming driver engineer promotions. The department will be posting assignments shortly.

The City of Palm Coast Fire Department offers CPR and First Aid Training

1. The Healthcare Provider course -- a professional certification course -- includes a multiple-choice written exam and a practical exam.

2. Workbooks for use during the class are provided. It is highly recommend that participants purchase a course workbook. The American Heart Association recommends that each student review the course information for two weeks prior to the course. Workbooks can be found at : http://www.aha.channing-bete.com/

3. Course available to those ages 13 and up. 4. All courses begin at 9:00 a.m. Participants should arrive a few minutes ahead of time for

check-in. 5. A minimum of six persons is required for each course date. If fewer than six persons have

First Aid and CPR/AED Heartsaver First Aid is a 7-hour classroom course (includes 1 hour for lunch) that is designed to meet OSHA regulations. The course teaches basic first aid skills: Administering CPR to an infant, young child, or an adult. Using an Automated External Defibrillator (AED). Using a mask or barrier device. How to stop visible bleeding. Assist with possible sprain or broken bone. Securing the scene for safety. Healthcare Provider The Basic Life Support (BLS) for Healthcare Providers Course provides healthcare professionals the ability to recognize several life-threatening emergencies, administer CPR, use an AED, and relieve choking in a safe, effective and timely manner.

Examples of those who may need this certification are: EMS personnel, physician assistants, dentists, nurses, respiratory therapists and others. All must have a credential (card) documenting successful completion of a CPR course.

The 4.5-hour course is video-based with instructor-led discussion and simulation. Students participate, practice, and complete various skills and learning stations. We will provide a workbook for you to borrow during the course. However, we recommend you purchase a workbook two weeks prior to the course and review the information.

Women’s Self Defense Learn effective methods to ward off attackers in this three day class. The Federal Agency OSHA (Occupational Safety and Health) defines work ergonomics as “fitting a job to a person helps lessen muscle fatigue, increases productivity and reduces the number and severity of work-related MSDs: musculoskeletal disorders” (www.osha.gov.com). CORA’s ergonomics experts will teach employers and employees how to implement an effective ergonomic friendly workplace. Carpal tunnel syndrome, tendinitis, rotator cuff injuries, muscle strains and low back injuries are all examples of work related MSD. According to the Bureau of Labor Statistics in 2013, MSD cases accounted for 33% of all worker injury and illness cases (www.bls.gov.).

American Red Cross Lifeguard Certification Class The purpose of the American Red Cross Lifeguarding course is to provide entry-level lifeguard participants with the knowledge and skills to prevent, recognize and respond to aquatic emergencies and to provide care for breathing and cardiac emergencies, injuries and sudden illnesses until emergency medical services (EMS) personnel take over. The blended learning offering is designed to provide a flexible online learning environment for the knowledge-based aspects of the lifeguarding course, along with videos demonstrating the skills that participants will practice during the facility portion of the training.

The average water demand for this week was 7.613 million gallons per day. The

average wastewater flow was 5.758 million gallons per day.

Crews installed 12 new domestic water meters, 2 reuse meters and 3 new PEP

tanks.

There was a total of 24 calls after hours.

There were 249 disconnects for non-payment this week.

Wastewater staff met with Biorem and discussed options for odor control for Old

Kings Road master pump station

Staff completed the piping and clean-up for the Lake Forrest East meter/backflow

retrofit.

Repaired backflow preventer at Kohl’s that was damaged by a car.

Wastewater crews replaced 1 PEP tank, 28 PEP pumps, 29 floats, 52 cleanout

caps, 1 ball valve, 1 PEP riser and 1 PEP back lid. They also repaired 1 sewer

lateral.

Wastewater crews inspected via CCTV, 3,700 feet of gravity sewer and

inspected 6 manholes.

Smoke testing in Section 25 (Parkview area) began on December 12th,

completed 50,634’ of gravity sewer.

Water distribution crews repaired 5 service lines, replaced 5 meter pits and

tested and repaired 143 backflow preventers.

Palm Coast’s annual Christmas tree, electronics recycling event is Jan. 7 Palm Coast – Mark your calendars now for the Palm Coast holiday tradition that preserves the environment and beautifies our city – the annual Christmas Tree Recycling Event on Saturday, Jan. 7. Recycle your Christmas tree and receive a free three-gallon evergreen tree in exchange (while supplies last) at the City’s 10th annual Christmas Tree Recycling Event. The event will be 8 a.m. to 1 p.m., at the Palm Coast Fuel Depot, 22 Utility Drive. DVD and CD players, keyboards, old wires, cell phones, Christmas tree lights, Styrofoam and used gift wrap will also be accepted for recycling. No TVs, microwaves, or computer monitors, please. All trees donated for recycling will be ground and used as mulch to beautify the parks and trails across Palm Coast. “It helps the environment and saves the City and our residents money by us not having to purchase as much mulch for projects,” said Palm Coast Urban Forester Carol Mini. “There are residents who come out year after year for their free tree to plant in their yard.” Residents should remove all decorations, lights, tinsel and ornaments from trees prior to donation. City of Palm Coast offering 14 college internship positions for summer 2017 Palm Coast – The City of Palm Coast is now accepting applications from college students for summer 2017 internships in environmental science, landscape architecture, GIS, public administration, capital projects management, CAD, information technology, utility, public relations, parks and recreation, video production and human resources. These paid, competitive internships are full-time and are open to all current college students and, if required, may qualify for college credit. Students can get more information about the 14 internship positions and apply online at www.palmcoastgov.com/internships. “Our internships give students the opportunity to network with professionals, get hands-on experience in their career field, and make a difference in the community,” said Palm Coast Director of Human Resources Wendy Cullen. The City of Palm Coast is expanding its internship program this year to allow more college students who grew up in Palm Coast and the surrounding community to get professional experience while at home during summer break. The internships are not limited to Palm Coast residents, but the City encourages graduates of Matanzas High School and Flagler Palm Coast High School to apply. Interns will work on special projects designed to meet current needs within City departments and will have the opportunity to learn and practice skills within their field of study. They will be supervised by professionals who will guide and mentor them. The expanded internship program was planned by two of the City’s summer 2016 college interns – both of whom are also graduates of Flagler Palm Coast High School. The students worked closely with City staff and Flagler Schools administrators on the development of the program. “We are a growing community, and our program emphasizes collaboration with community members and organizations and networking with businesses to give young adults an opportunity to build a professional network in Palm Coast,” Cullen said. “We ask all residents to spread the word to their friends and neighbors who are in college. We’d love to have them join our summer internship team!”

The City’s trash and recycling schedules will not be altered this holiday season, because both Christmas and New Year’s Day fall on Sundays. City of Palm Coast offers several options for Winter Break camps for students Palm Coast – Students in kindergarten through eighth-grade will enjoy holiday fun at the “Jack Frost-ivities” Winter Break Camp at the Palm Coast Community Center! The program will be offered Tuesday through Thursday, Dec. 27-29, and Tuesday through Friday, Jan. 3-6, from 9 a.m. to 4:30 p.m. daily at the Community Center, 305 Palm Coast Parkway NE. The cost is $15 per day, and extended hours are available for an additional charge. Campers bring their own lunch and snack. Pre-registration is required at least 48 hours prior to the start date, at www.palmcoastgov.com/register or at the Community Center. Students will enjoy fun-filled themed activities such as arts and crafts, stories, recreational games and nature hikes!
