    OPEN PUBLIC MEETING STATEMENT:

    This meeting is being held in conformity to the Open Public Meetings Act N.J.S.A. 10:4-6 et. seq. Properpublic notice of the meeting was published in the local papers on March 25 and March 26, 2012.

    If any Board member or member of the public in attendance believes that the meeting is in violation ofthe Open Public Meetings Act, the Hoboken Board of Education requests that they make a statement atthis time.

    The Board wishes to make those in attendance aware that this meeting is being recorded on video and willbe broadcast by the Board at a later date on CATV Channel 77.

    The Hoboken Board of Education is committed to preserving the decorum of the public process and ismindful that we live in the electronic age of computers, cell phones and other electronic communicationsdevices. The program involves Hoboken High School becoming a SafeSitter teaching site, at the onetime fee of $375. Ms. Victoria Chodos, current staff member, will receivetraining to be become an instructor ($70.00 for video training module). Students will be required topurchase a handbook ($18.).

    RESOLUTION NO. GP-0028-11-12

    SUBJECT: APPROVAL OF WORKSHOPS

    RESOLVED, that the Board of Education, upon recommendation of the Superintendent, approves thefollowing workshops:

    WHEREAS, N.J.A.C. 6A:23B-1.1 et. seq. requires that each board of education adopt a formal policyand procedures relating to travel and expense reimbursement for its employees and board members; and

    WHEREAS, the School District of the Hoboken Board of Education (the Board) adopted aTravel Expense Reimbursement Policy that addresses the reimbursement of travel-relatedexpenses by Board members and employees of the District; and

    WHEREAS, the Board has considered all other relevant guidelines and circulars associated withthe adoption of its Travel Expense Reimbursement Policy; and

    WHEREAS, the Board has determined that the travel listed in this Resolution is educationallynecessary and fiscally prudent; and

    WHEREAS, the Board has concluded that the travel and expense reimbursement listed in thisResolution are directly related to and within the scope of the employees current responsibilities;and

    WHEREAS, the Board has determined that the travel and expense reimbursements listed in thisResolution are for travel that promotes the delivery of instruction or furthers the efficientoperation of the school district; and

    WHEREAS, the Board has concluded that the travel and expense reimbursement listed in thisResolution are in compliance with State travel reimbursement guidelines as established by theDepartment of Treasury and incorporated herein;

    THEREFORE, BE IT RESOLVED, pursuant to N.J.A.C. 6A:23B and Board Policy and uponthe recommendation of the Superintendent, that the School District of the Hoboken Board ofEducation, in the County of Hudson, New Jersey, approves travel requests as listed.

    RESOLUTION (104-09/10)Pursuant to N.J.A.C. 6A:23-2.11(c)3, the Board Secretary does certify thatno line item account has encumbrances and expenditures, which in total exceed the line itemappropriation in violation of N.J.A.C. 6A:23-2.11(a).

    Pursuant to N.J.A.C. 6A:23.2.11(c)4, the School District of the Hoboken Board of Education hasreviewed for the minutes of this meeting, the Board Secretary and Treasurers monthly financial report forJanuary 2012 and February 2012, and no major account or fund has been over-expended in violation ofN.J.A.C. 6A:23-2.11(b).

    BUDGET HEARING:

    FIXING AND DETERMINING THE AMOUNT OF MONEY NECESSARY FOR THEOPERATION AND MAINTENANCE OF THE PUBLIC SCHOOLS FOR THE SCHOOL YEAR2012-2013

    WHEREAS, the Board of Education has presented its budget for the school year beginning July 1, 2012and ending June 30, 2013 and has estimated the sum of $63,283,145 to be necessary for the operation andmaintenance of the public schools of the School District of the City of Hoboken for the school year 2012-2013, and

    RESOLVED, that we hereby submit to the registered voters of the City of Hoboken the attached 2012-2013 school budget.

    RESOLVED, that there should be raised via taxation for General Fund $36,479,095 for the ensuingschool year 2012-2013.

    RESOLVED, that the Secretary is hereby instructed to prepare one certificate each of this action to besent to the Hudson County Executive Superintendent of Schools, the Clerk of Hudson County and the

    Budget Manager.

    RESOLVED, that the Hoboken Board of Education approves the following resolution to amendNJSBAIG Bylaws.

    WHEREAS, The New Jersey School Boards Association Insurance Group (NJSBAIG) Board of Trusteesapproved proposed amendments to its Bylaws at a public meeting on October 19, 2011 in accordancewith Article IX(C) of the current NJSBAIG Bylaws; and

    WHEREAS, the current NJSBAIG Bylaws require for the proposed amendments to be approved bymember school districts; and

    WHEREAS, seventy-five percent (3/4) of the member school districts must approve the proposedamendments within one hundred eighty (180) days of hearing the amendments;

    WHEREAS, the Hoboken Board of Education (hereinafter referred to as the Board) advertisedfor request for services for Energy Engineering for the Hoboken Board of Education; and

    WHEREAS, the Board has pursued a State Grant Funded approached to investigating and

    quantifying energy efficiency measures. To date the first step, which was a Local GovernmentEnergy Audit was complete. Its findings illustrated that an annual savings in excess of $325,000may be achievable through the implementation of the Energy Conservation Measures outlined.Now the Board is poised to complete the final preparatory step to implementation and achievingthe proposed energy savings. Through the efforts of an Energy Engineering process the Boardwill secure all of the necessary tools to successfully complete this final preparatory step; and

    WHEREAS, on March 21, 2012 the Board received four (4) quotes in response to theadvertisement for quotes. Three of the proposals were from prequalified Pay for PerformancePartners as required to be eligible for grant funding under the New Jersey Board of PublicUtilities for Performance program; and

    WHEREAS, it has been determined that one of the respondents proposals were determined to beincomplete as per the proposals requirements; and
