HIB RESOLUTION

BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, that the Roselle

Board of Education hereby affirms the Roselle Public Schools HIB (Harassment, Intimidation

and Bullying) Investigation Reporting for the 2015/2016 School Year, Report Period 2 Incidents

(March 2016 & April 2016), which was presented to the Roselle Board of Education and Public

at the May 23, 2016 Regular Board of Education Meeting [Attachment I].

SUPERINTENDENT’S RECOMMENDATIONS

APPROVALS

I. Instructional

1. Upon the recommendation of the Superintendent of Schools, approve the admission of Student

#16/17-A into the Roselle Public School District for placement in Grade One at Harrison

Elementary School, for the 2016/2017 school year, in accordance with Board Policy No. 5111, if

there is room available, based on the submission and verification of all required documentation

[Student Previously Board approved 4/6/15 to attend KSA in 2015/2016].

2. Upon the recommendation of the Superintendent of Schools, approve the acceptance of grant

funds from the Kinder Morgan Foundation, in the amount of $1,500.00, to benefit Harrison

Elementary School students, in support of the Dance Enrichment Program at Harrison School.

3. Upon the recommendation of the Superintendent of Schools, approve the acceptance of the

Watch Us Grow Grant funds from the Amerigroup Corporation, in the amount of $500.00, to

benefit Washington Elementary School students to cultivate a school garden for healthy initiative.

4. Upon the recommendation of the Superintendent of Schools, approve the operation of the three-week

Summer Transitions Program for Rising 9th

Graders, at Abraham Clark High School, to help targeted

students transition to the high school and improve their Language Arts and Mathematical skills, and

to support Middle States action plans and the School Improvement Smart Goals; with program

operation four (4) days per week, four (4) hours per day, from 8:30 AM to 12:30 PM, at the rate of

$35.58 per hour, at a cost of $1,707.84 per Teacher, at a total cost not to exceed $3,415.68, effective

July 11, 2016 through July 28, 2016 [High Schools That Work Grant Funded].

5. Upon the recommendation of the Superintendent of Schools, approve the collaboration with Union

County College for the participation of Abraham Clark High School students age eighteen (18) years

or older, in a seventy (70) hour Pharmacy Technician course that will be offered at Union County

College in Elizabeth for students in Union County, with ten (10) qualified students to be financed

through Union County College and a TAACCCT-NJPREP Grant that seeks to increase the number

of workers who attain certificates, degrees, and other industry-recognized credentials; with program

operation four (4) days per week, Monday through Thursday, for five (5) weeks during the summer

months, six (6) hours per day, from 8:30 AM to 2:00 PM, effective June 21, 2016 through August 1,

2016. The grant will cover the cost for instruction only. Students will be responsible to cover the

cost for their fingerprinting and license/certification exam (upon completion) and for the cost of the

textbook. The Job Outlook for employment for a Pharmacy Technician is expected to increase by

32% from 2010-2020. This program will help our students to graduate from Abraham Clark High

School with a high school diploma and a credential leading toward licensing in a much needed

profession, helping to meet both the school and district mission of preparing students for college,

work and life [Union County College and TAACCCT-NJPREP Grant Funded].

6. Upon the recommendation of the Superintendent of Schools, approve the collaboration with

Trinitas Regional Medical Center for the participation of Abraham Clark High School students in a

Summer Nursing Camp program, to be sponsored by a grant with Trinitas Regional Medical Center,

with students having their choice of week to attend and being responsible to provide their own

transportation to and from the hospital, effective June 27, 2016 through August 26, 2016 [Trinitas

Regional Medical Center Grant Funded].

7. Upon the recommendation of the Superintendent of Schools approve the attendance of Andrea

Jackson Roberts, Literacy Coach, Leonard V. Moore Middle School and Dana Ockimey, Math

Coach, Leonard V. Moore Middle School, at the Third Annual Northeast iReady Users’ Summit, to

be held Thursday and Friday, June 2 & 3, 2016, in Verona, New York, at a registration fee of

$199.00 per Teacher, plus mileage reimbursement of $162.31 per Teacher; the Board having

determined that attendance at the Third Annual Northeast iReady Users’ Summit is directly related

to and within the scope of the Literacy and Math Coaches’ current responsibilities and the school

district’s professional development plan; and the Board having further found that attendance at the

Third Annual Northeast iReady Users’ Summit is critical to the needs of the school district or

furthers the efficient operation of the school district and is in compliance with State and Federal

8. Upon the recommendation of the Superintendent of Schools, approve the attendance of Dr. Wei

Shi, Science/Physics Teacher, Abraham Clark High School, at a four (4) day Advanced Placement

Summer Institute in AP Physics 2: Algebra Based to be held Tuesday through Friday, July 5, 2016

through July 8, 2016, at Hofstra University, Hempstead, New York, at a registration cost of

$950.00; plus $100.00 for the cost of meals, mileage reimbursement of $143.09, and tolls; at a total

cost not to exceed $1,193.09 plus tolls, subject to the submission and verification of duly

authorized vouchers and receipts; the Board having determined that attendance at the Advanced

Placement Summer Institute in AP Physics 2: Algebra Based is directly related to and within the

scope of Science/Physics Teacher’s responsibilities and the school district’s professional

development plan, and the Board having further found that attendance at the Advanced Placement

Summer Institute in AP Physics 2: Algebra Based is critical to the needs of the school district or

furthers the efficient operation of the school district and is in compliance with State and Federal

held Thursday and Friday, October 20 & 21, 2016, in Long Branch, New Jersey, at a registration/

lodging fee $275.00, plus mileage reimbursement and tolls costs not to exceed $32.00 and meals not

to exceed $62.00, at a total cost not to exceed $369.00, subject to the submission and verification of

duly authorized vouchers and receipts; the Board having determined that attendance at the 2016

FEA/NJPSA/NJASCD Fall Conference, is directly related to and within the scope of the Supervisor

of Testing’s current responsibilities and the school district’s professional development plan; and the

Board having further found that attendance at the 2016 FEA/NJPSA/NJASCD Fall Conference is

5. RESOLUTION TO APPROVE SPECIAL EDUCATION TUITION AGREEMENT WITH UNION

COUNTY EDUCATIONAL SERVICES COMMISSION FOR 2016-2017 SCHOOL YEAR

Approve special education tuition agreement with the Union County Educational Services

Commission for the 2016-2017 school year.

6. RESOLUTION TO APPROVE THE NONPUBLIC PUBLIC LAW CHAPTERS 192-193

AGREEMENT BETWEEN ROSELLE BOARD OF EDUCATION AND UNION COUNTY

EDUCATIONAL SERVICES COMMISSION FOR THE 2016-2017 SCHOOL YEAR

WHEREAS, N.J.S.A. 18A:46-6, 8, 19.1, et seq. (Laws of 1977, Chapter 193); N.J.S.A.

18A:46A-1 et seq. (Laws of 1977, Chapter 192) require that the State and local community

identify and provide auxiliary and handicapped services for students who attend nonpublic

schools; and

WHEREAS, the cost of providing these services is funded entirely by the State of New Jersey; and,

WHEREAS, the Union County Educational Services Commission has agreed to provide these

services to eligible students who attend non-public schools in Roselle Board of Education;

THEREFORE, BE IT RESOLVED, that the Roselle Board of Education enter into an agreement

with the Union County Educational Services Commission whereby the Commission will provide

services during the 2016-2017 school year for those students who attend nonpublic schools in

Roselle pursuant to N.J.S.A. 18A:46-19.7 and N.J.S.A. 18A:46A-7; and,

BE IT FURTHER RESOLVED, that projected cost will be based on the most recent notification

of the Department of Education, Division of Finance and Regulatory Services setting forth

anticipated aide to the Public School District pursuant to N.J.S.A. 18A:46A-12 and N.J.S.A.

18A46-19.8. Invoices shall correspond to payments from the State of New Jersey. The cost of

services provided by the Union County Educational Services Commission shall not exceed the

funds provided by the State.

7. RESOLUTION TO APPROVE NONPUBLIC IDEA-B AGREEMENT FOR 2016-2017 SCHOOL

YEAR WITH UNION COUNTY EDUCATIONAL SERVICES COMMISSION (UCESC)

Approve agreement with the Union County Educational Services Commission to administer the

district’s Nonpublic School Individuals with Disabilities Education Act-B Initiative (IDEA-B)

funds Basic, pursuant to the requirements of the Individuals with Disabilities Education Act and

Grant Application on behalf of the Board, effective July 1, 2016 until June 30, 2017. Billing shall

be based on the actual expenditures of the prior month plus administrative fee.

8. RESOLUTION FOR NEW JERSEY NONPUBLIC TECHNOLOGY PROGRAM

AGREEMENT FOR 2016-2017 SCHOOL YEAR WITH UNION COUNTY EDUCATIONAL

SERVICES COMMISSION (UCESC)

WHEREAS, the New Jersey Nonpublic School Technology Program has been authorized for

Fiscal Year 2016-2017.

WHEREAS, funding for the Nonpublic School Technology Initiative Program shall be paid to

school districts and allocated for nonpublic school pupils at the state aid rate per pupil in a

manner that is consistent with the provisions of the federal and state constitutions, and

WHEREAS, said program requires the Board of Education in each public school district in New

Jersey to provide technology to all students attending a nonpublic school located in the public

school district, and

WHEREAS, it is the responsibility of the chief school administrator of the public school district

or designee (UCESC) to confer with the administrator of each participating nonpublic school

within the district to advise the nonpublic school of the limit of funds available and to agree upon

the technology to be provided to the nonpublic school within the limits of the funds that are

available for the nonpublic school, and

WHEREAS, it is the responsibility of the public school district to send written verification that

conferences were held with each nonpublic school administrator to the County Superintendent,

along with a copy of each agreement, and

WHEREAS, it shall be the responsibility of each public school district to provide the agreed

upon technology which may include equipment, software, professional development and/or

maintenance of equipment, and

WHEREAS, the Union County Educational Services Commission has agreed to administer the

responsibilities associated with this program for the purpose of greater cost effectiveness through

joint purchasing and centralized administration,

NOW, THEREFORE, BE IT RESOLVED that the Roselle Borough Board of Education enter

into an agreement with the Union County Educational Services Commission, whereby the

Commission will administer the Nonpublic School Technology Program for nonpublic schools

located within its boundaries for the 2016-2017 school year; and

U.C.E.S.C. will bill the Public School District for services rendered to the nonpublic school

including a 5% administrative fee. In the event a Public School District fails to remit funds to the

U.C.E.S.C. within the schedule set forth, the U.C.E.S.C. shall have the right to give notice of

discontinued services.

9. RESOLUTION FOR CHAPTER 226 NONPUBLIC SCHOOL NURSING SERVICES

AGREEMENT FOR 2016-2017 SCHOOL YEAR WITH UNION COUNTY EDUCATIONAL

SERVICES COMMISSION (UCESC)

Motion to contract with the Union County Educational Services Commission to administer the

district’s Chapter 226 Nonpublic School Nursing Services July 1, 2016 until June 30, 2017. The

Board agrees to pay the Commission the amount not to exceed the Nonpublic School Nursing

state aide. Billing shall commence in October and shall continue for nine (9) successive months,

based on the actual expenditures of the prior month plus a 6% administrative fee. It is understood

that the Commission will provide services for all of the eligible Nonpublic schools identified by

the district’s grant application.

10. RESOLUTION TO APPROVE PROFESSIONAL SERVICES AGREEMENT FOR SCHOOL YEAR

2016-2017 WITH THE UNION COUNTY EDUCATIONAL SERVICES COMMISSION (UCESC)

11. RESOLUTION TO PURCHASE APPLE TECHNOLOGY PRODUCTS THROUGH

HUNTERDON COUNTY EDUCATIONAL SERVICES COMMISSION

WHEREAS, the Roselle Board of Education is a member of the HCESC cooperative pricing

system and is authorized to make purchases from contracts awarded by the HCESC pursuant to

N.J.A.C. 5:34-7.1 et seq.; and

WHEREAS, the Apple technology products covered by the HCESC contract sought by the

Roselle Board of Education are of such a specialized nature that only such products will meet the

needs of the Roselle Board of Education and

WHEREAS, the Roselle Board of Education has heavily invested time and funds into the

acquisition and integration of Apple products in local operations that will be wasted if non-Apple

products were used to supplement the existing technology; and

WHEREAS, the use of non-Apple products would require either the wholesale replacement of

the technology currently used by the Roselle Board of Education or an unsupportable level of

training, support and maintenance services that would utterly defeat the purpose of the public

contracting laws;

NOW, THEREFORE, BE IT RESOLVED that the Roselle Board of Education hereby

authorizes the purchase of proprietary Apple technology products through HCESC Contract

(HCESC-TEC-16-01) from Apple, Inc. 5505 W. Parmer Lane, MS 578-ROA Austin, TX 78727-

6524, for the following items:
