TRACT R: THE WHAT, THE WHEN,THE WHY, THE HOW You might have heard the buzz that we are seeking community support for the development of Tract R, a small piece of land adjoining Mill Pond. Here is the inside scoop on the project and informa- tion on how the community can weigh in on this project. You can also learn more at two upcoming open houses to be held on June 7th and June 25th. What is Tract R? Tract R is a parcel of land measuring about 2.2 acres, sandwiched between Mill Pond and Forest Heights Cross- ing (east of the pond). The land is common property of the HOA. Per the HOA Master Plan and the original de- veloper's plan, this area is designated as a recreational area. The actual de- velopable space in this tract is about 1.5 acres. What is Tract R?

Tract R is a parcel of land measuring

The planning process leading to a

community decision is structured into

five distinct phases:

The Tract R webpage lists further

details of the process. The open

houses begin in June 2011 and the

community vote is expected early in

2012. Note that any development of

tract R is contingent upon the comple-

tion of the Mill Pond dredging project;

at present time, there are no proposed

timelines for construction of Tract R.

What are the amenities being

considered in the current Concept

Proposal?

The Tract R webpage provides

sketches of the current proposal.

To understand the holistic nature of

the proposal and the amenities, we

encourage you to attend an open

house.

The major amenities under considera-

tion include:

Covered Pavilion

Lawn area forming a natural

amphitheater around the pavilion

Community Garden

Multi-purpose sports court

Fitness stations on the current

trail around the pond

BBQ pits, picnic areas, benches

Rest room

How would the amenities be

ultimately decided?

Based on the master plan, prior

community experience, drawing

upon the experience of the Tract R

members and under the expert guid-

ance of a consultant experienced in

such amenity development, the task

force has put forth a concept seeking

community feedback. The current

concept being proposed provides

something for everyone in the com-

munity. At this point in time, we

hope that the community will voice

its opinions so that we can go with

the current proposal or adjust it to

yield a plan that is precisely what

the community wants and needs.

What are the estimated costs?

The costs will depend on the set of

amenities and the materials chosen.

Based on the current proposal, the

price estimate for all proposed im-

provements, ranges from $750,000

to $1,125,000. The wide range in the

current proposal reflects the choice

of materials available and a phased

construction. The consultant expects

a 10% to 15% cost savings if the en-

tire construction is completed in one

phase.

The task force is working on develop-

ing operational costs for the ameni-

ties. Since some of the amenities,

such as the community garden, are

expected to generate a small income

stream. Additional efforts are being

reviewed to reduce operational costs.

How will the project be financed?

Tract R development is a capital

improvement project and requires a

community vote to proceed. The

two main funding variables include

securing the funds necessary and

determining the timing of the project.

Potential sources may include pri-

vate donations, grants, sponsor-

ships, loans, homeowner associa-

tion dues and/or special assess-

ments. All options are under con-

sideration to mitigate the short and

long-term financial impact on the

homeowners. The Board has not

made any determination about the

use of current reserves. The task

force consists of the Board Treas-

urer and representation from the

Budget and Finance committee. The

task force will work closely with the

Board of Directors, Budget and

Finance Committee and the Treas-

urer to evaluate all resources and

define a fiscally responsible plan

based on the community input and

feedback.

How do I give my input?

Besides providing feedback to the

task force members, the community

has three distinct phases where

they can provide their input and

shape the development of this tract:

open houses, community comment

and community vote. Two open

houses are being held in June at

the HOA office:

• Tuesday, June 7th

6pm to 8pm

• Saturday, June 25th

10am to 12pm

The open houses are the first step

in obtaining community feedback

and we would like to encourage the

community to attend an open house

and provide feedback.

How do I keep track of the

progress?

You can keep track of the develop-

ments on this project by periodically

visiting the Tract R web page. The

committee will also provide updates

via the monthly HOA newsletter.

A fter completing my rookie

season on the Board of

Directors for the Forest

Heights Homeowners Association,

I was elected president last month.

I look forward to my increased role

as a steward of this community.

Forest Heights is one of the premier

communities around Portland, and

one of largest HOA's in the state

with over 1,900 homes, more than

5,000 residents and 200+ acres of

common land. We are much like a

sizeable town within the city of Port-

land.

We are lucky to have dedicated

and professional staff members at

the HOA, but it also takes a lot of

volunteer effort through the various

committees to keep this community

clean, safe and vibrant. While not

everyone can participate in or serve

on a committee, we can all do things

to support the community such as:

reading the newsletter, picking up a

piece of trash you find while walking

the trails, attending the community

events and voting at the annual

meeting.

At the Annual Meeting held on May

3rd

, professional consultants and

engineers presented information

on two very important projects;

the restoration of Mill Pond and the

development of Tract R. Please

read the articles in this newsletter

for Tract R. There are two very im-

portant workshops planned for June

7th and June 25

Don’t forget! Forest Heights Annual Spring

Garage Sale this Saturday, June 4th

The weather report has us hopeful for a dry, sunny and

wonderful spring day in Forest Heights this Saturday for the

Annual Spring Garage Sale. For those who are participating in the

sale, pick up your balloons at the HOA office as early as 7:30 am,

and for those shopping, the sale kicks off at 9:00 am and goes to

3:00 pm. Maps and sale listings will be available the day of the

sale at the HOA office, Starbucks and the Forest Heights Design

Studio. Maps and sale listings will also be available online midnight

June 3rd.

With over 100 homes participating in the sale, we are expecting a large

number of cars and pedestrians on the streets of Forest Heights. Please

be aware of the additional traffic in the neighborhood during this very

popular event.

T he consultant‘s presentation

included a historical perspective on the pond, construction dredging

elements (including construction of a

temporary road into Mill Pond to remove

sediment) and a review of the multi-faceted permitting process.

Project engineer Mike Peebles from

OTAK and environmental consultant

Bob Carson from MBG are in the process of acquiring the necessary permits to

move forward with the dredging of Mill

Pond this summer. Unanticipated issues

in the permitting process from Oregon Department of State Lands (DSL), Army

Corps of Engineering (ACOE), Depart-

ment of Environmental Quality (DEQ)

and Bureau of Developmental Services (BDS) are causing delays in this process.

Construction plans were reworked due to

wetland vegetation setback requirements,

sediment removal calculations and eleva-tions corrected, and bioengineering

designs to stabilize the shore were intro-

duced as requested by the agencies.

Additionally, due to governmental regula-

tions, a tree preservation plan needs to

be created, even though the dredging

activity is isolated to the pond due to the setback requirements of the wetlands.

Needless to say, the window of opportu-

nity for acquiring the necessary permits is

closing. The DSL comment period ended and hopefully the state permit will be is-

sued in the next thirty days. The federal

ACOE and DEQ permit are still out for

comment and the likelihood of receiving the Section 401 Permit before July 15

th is

questionable (they have a 45 day window

after the comment period ends). We re-

main optimistic that our consultants will prepare and address any future agency

issues, and that our permits will be re-

ceived before the construction window

closes.

Concurrently, the association issued a

RFP to a list of preferred contractors.

These proposals will be reviewed later

this month. Should the bid substantially exceed the estimated cost of the dredging

project the Board may reconsider the res-

toration options.

For now all we can do is hope that the agencies issue their permits before July

15th and the dredging can commence this

summer. The original six to eight week construction timeline has slipped into mid-

September; however the project can still

be completed this year with a little luck

(see timeline at left).

N othing creates the first

impression of your home

more than the paint color.

Color trends, like fashion, change

cyclically and typically last from 10 to

12 years. If you haven‘t painted your

home in 10 years or more, you defi-

nitely are in need of a paint job. Not

just for the curb appeal, but also for

care and maintenance of your home.

When the first homes were built in

Forest Heights almost 20 years ago,

the preferred colors were Classics:

whites, grays, greens and light tans.

Later we moved into the Earth Tones

phase: darker tans, assorted colors

of browns and beiges and sage

greens. Starting in 2010 we are mov-

ing into the Jewel Tones phase: rich

grays, blues, dark chocolate browns

and caramels. Dark trim colors are

gaining in popularity. Door colors

started out in crisp whites, then

moved on to burgundy reds and are

now being replaced with deep brick

or russet tones, dark charcoals and

soft blacks.

If you are thinking about painting,

here are some tips on how you

should proceed.

Drive around the neighborhood

We are fortunate to have a huge

range of attractive and appealing

architectural styles and color combi-

nations in Forest Heights. Start in

the older areas around Hazeltine

and Woodrose Loop. Check out

Murdock St. with some great Crafts-

man style homes and

wonderful color combina-

tions. End up by driving

around the houses north

of Thompson. These are

the newest areas, with

some brand new homes

and many homes which

are 10 years old or less.

If you see a color combi-

nation you like, check

with the Association of-

fice. They should have

the paint color informa-

tion on file.

Look at magazines and design

publications

My favorites are Sunset Magazine,

Elle Décor, House Beautiful and

Traditional Home. They are a great

place to find ideas and there are al-

ways articles on the top paint color

trends.

Check out the paint stores

They have wonderful displays set up

to help you pick just the right colors.

Again my favorites are the Concepts

in Color collection at Sherwin

Williams, Devine Paints collection at

Miller Paint, and the Aura Collection

at Benjamin Moore.

Consider working with a

Design Professional

Besides making the decision proc-

ess easier, this could potentially

save you time and money as well.

Take for example: imagine you have

done all your research, and picked a

trendy new blue color that looks

great on a paint chip in the

store. You have your

house painted in this color,

and what looked like a

great color in the store

actually turns out to be a

bright turquoise blue. Your

neighbors hate it, and you

worry what the HOA is

going to say. Not only that,

but what should have cost

you around $3000 (the

average price to paint a

home in Forest Heights)

ends up costing you $6000. Com-

pare this to a typical design fee that

would be somewhere in the $100 to

$300 range. When you think about it,

it‘s really a bargain.

Lastly, the biggest piece of advice I

have is: Plan as far in advance as

possible. Your steps are: pick paint

colors, get ARC approval and book

your painter, in roughly that order.

Do your research and buy 3 or more

sample quarts of paint to try out on

your home first. These are typically

only about $5 at the paint stores.

FROM THE ARC EXPERT:

PAINT COLOR TRENDS

Be sure to paint up large swatches on

several areas of your home. 4‘ X 4‘ is

best; remember to use two coats of

paint. The Architectural Review

Committee typically meets every two

weeks, so you need to check with the

Association office as to when your

deadline is to get your application in.

While you are doing all this, call

around for painters and get your

quotes. Painters book up quickly for

summertime, so if you wait too long, it

will be October/November before they

get to you, and then the rains will

have started and may cause delays.

Also a note of warning: the lowest bid

is not necessarily the best.

Big Changes for the

4th of July!

Last fall the Community Activities Committee conducted a

survey of our homeowners, asking for feedback on the annual

events that CAC and the HOA produce each year.

While an overwhelming number of residents believe that the

community events help make Forest Heights a great place to

live, an even larger number of

residents believe that the

present day economy and

the upcoming dredging of Mill

Pond are larger concerns for

our community.

With this information in mind,

CAC and your HOA staff

made significant changes

to this year‘s 4th of July

Celebration. This year‘s

celebration will consist (only)

of a spectacular fireworks

show at Mill Pond Park. Our

pyro-technicians have been

hard at work to reformat the

show and have added a new and extended finale to the

program. By eliminating the DJ, dancing, desserts and other

activities, CAC has been able to save the association a signifi-

cant amount of money which has been put back in to the general

budget.

We‘d like to encourage you all to take advantage of this change!

Why not bring a picnic dinner to Mill Pond park before the show?

Or celebrate with your neighbors at home before coming to the

park to watch the fireworks? Don‘t forget to bring your blankets

and low-chairs, and be prepared to ―ooh and ahh‖ with us all.

The show will start at 10:00 pm on Monday, July 4th. For safety

reasons, we will have certain sections of Mill Pond Park marked

off so please come early to allow enough time to get to the view-

ing areas.

More details will follow in next month‘s newsletter and by mail,

but please plan to join us on the 4th for this annual Forest

Heights event.

F or the past seven years, the

Forest Heights Design Studio,

located in the Village Center,

has been offering local residents

professional interior design services,

ranging from furniture selection to

wall decorations. While this service

remains the core business model of

the studio, big changes are taking

place at the studio.

Enter ―retail therapy‖.

In an effort to meet the needs of

their clients, and to remove the mis-

conception that ―anything having to

do with a designer is expensive‖, the

Forest Heights Design Studio now

offers retail products in addition to

their wide array of design services.

The HOA sat down with the owners

of the studio to learn more about this

new service, and how it can benefit

the residents of Forest Heights.

Here‘s what they have to say:

Why the decision to offer retail

products?

As designers, we recognized that we

have the ability to offer our clients

unique products that they might not

be able to find in a traditional retail

environment. We‘ve opted to bring in

products that will inspire homeowners

to think outside the box (the BIG box,

that is) and realize an affordable way

to bring unique pieces to their home.

What types of products will you be

offering for direct purchase from

the studio?

While we have the ability to order

almost anything a homeowner might

want – from bedding to lighting to

furniture, our selection in the

studio will be mainly those

‗instant gratification‘ items:

accessories, lamps and of

course, pillows!

Is there a standard price

range to your retail items?

We have some items under $20 but

the products we will have to show are

just the tip of the iceberg on what we

have available to us.

Will you be offering particular

product lines, or will the products

be “one off”/one-of-a-kind items?

Both! The ―one-off‖ (a great term

brought to us from the other side of

the pond) items will be offered as we

shop in places many homeowners

don‘t have access to. Since we‘re not

selling closeout items, we can bring

in matching/coordinating items in

particular product lines when

desired.

Do you plan to offer any kind of

discount on your design services

for those who shop the retail side

of the business?

While not a discount per se, we‘re

nates with our ―retail therapy‖ via the

sale of retail items. With design ther-

apy, a homeowner can come in for

some complimentary time with the

designer ‗in the house‘ at that time.

mentary take-a-ways (handouts)

as well as the willingness to help

homeowner‘s with their imme-

diate design needs and ques-

tions. We feel this approach is

a wonderful opportunity for

someone to meet a designer

here in the store and see how

they might benefit from work-

ing with one.

Are there new shop hours to

accommodate this retail service?

The studio hours remain the same:

10-5 Monday - Saturday, although

any of the designers in the studio

are willing to be flexible with a little

advanced notice. If for instance, you

don‘t get off work until 5:00 and won‘t

be able to come by until 5:30, by all

means, let us know and we‘ll do our

best to accommodate!

What is the most often

repeated phrase you hear in

your industry?

Probably that designers want to

push their own agendas. Many

times, homeowners are leery of

working with a designer and are

fearful that a designer will impose

their taste with little regard for the

desires, and —most importantly the

existing belongings of the home-

owner. We‘re very proud that all the

designers in the Studio at Forest

Heights have the attitude that our

clients come first. We utilize their

goals and their treasures for their

home.

Something else we hear often is

that designers are expensive. We

believe this is a misconception.

While it is true that we charge for

our time, that time will save the

client THEIR time and money as

we facilitate thoughtful choices for

their home. As an example, most

homeowners are concerned that

custom furniture is too expen-

sive. Often times, given space con-

siderations, a special order piece

can be the best solution. At the

studio, we have several lines, some

locally made, that afford the home-

owner a wonderful custom experi-

ence with often the same, or better,

pricing than they might find at the

big box retailers.

These resources are currently only

available to the designer! In the stu-

dio right now, we have several

pieces that fit this description.

What else would you like to

tell me about the studio’s “retail

and design therapy”?

We want to encourage residents

to come by the studio and have

a simple conversation – a little

design therapy – with any of our

designers. We‘re here and happy

to assist with projects, or simply

provide some design inspiration by

way of our retail offerings.

We also want to invite folks to visit

our Facebook page and keep up

with new products and have some

fun. ―Like‖ our Facebook page to

be notified about new deliveries,

shipments and the like. Also, we‘re

kicking off our new therapy concept

with our involvement in the Forest

Heights Neighborhood garage

sale. We‘ve cleaned our individual

design closets for the event and will

be utilizing the old Postal Annex

space for the event so please come

by the sale, meet our designers/

therapists and see what kind of

retail or design therapy might work

for you.

and more are now available for retail pur-
