It is important to set thequestions toensurepeople spend timeanswering themas thatdetailwillinformtheNP.Thereisanotherquestionnairemeetingon17OctoberwhentheoutputsoftheVolunteersmeetingwillbediscussedinmoredetail.Themeeting on 10October discussed the need for young people volunteers (16-20 yearolds)tobeinvolvedintheNP.InvolvementofyoungpeopledoingtheirDukeofEdinburghAwardwillbeencouraged.ItwasconfirmedthattherequisiteDBScheckswillalsoneedtotake place for adults working with the young people as necessary to adhere to thesafeguardingcriteria. Otherwaysof involvingyoungpeoplethatdonotneedDBScheckswill alsobe considerede.g. membersof theNPvisiting schools andyouthgroups to runfocusgroups.ItwasconfirmedthattheNPYouthGroupwillbelookingatwaystoinvolvetheyoungpeopleofthesurroundingparishesintheworkoftheNP.Enablinglessabledandolderpeopleinvolvement–thiscouldcomeundertheInfrastructureGroup work. Representatives from the disabled/vulnerable demographic will beencouraged to join the Infrastructure Group. This Group will also be looking atdevelopmentofplayareas.There is a concern that having too many small groups will not be sustainable and thataffiliatingthemtoexistingsubgroupswouldbeabetterwayforward.RBreferredtoQ14of thecurrentquestionnaire– this is the typeof informationthatcanfeedintotheworkofallthesubgroupsandultimatelyintothedevelopmentoftheNP.The importance of making sure voices are heard from across the sub groups wasacknowledged.TheMeetingwasinformedthatPPaintingwouldbeleadingonhealthandwellbeing.MPagewilllookathowtoshareexpertiseandlinksacrossallofthesubgroups.PopupeventswillbeheldatseniorcitizengroupsandhistoricaleventsinordertoraisetheprofileandworkoftheNPandencourageinvolvementfromthesegroups.Awelcomewasextendedtothemembersofthepublicattendingthemeetingtobecomeinvolvedintheworkofthesubgroups.7 LPP2Update(VWHDCRepresentatives)AQ&AsessiontookplacelookingatmovingforwardbasedontheinformationthathasbeenpublishedonVWHDCwebsite.TheVWHDChasacommitmentintheoverallplantoproduceasupplementaryplanningdocumentfortheproposedDBsitewhichwilllookatthedetail.ItisanopportunityfortheparishcouncilsandNPtohaveinputintothesupplementaryplanningdocument(SPD).WorkwillbeginfromNovemberfor6months.TheNPworkwillruninparallelwiththeSPD.

LPP2–overview–addressinghousingneedsforOxfordthatcannotbeaccommodatedinOxfordandalsoincludesdetailsaroundpoliciestobeusedintheplanningofLPP2.TheplanwillbesubmittedbyVWHDCtotheGovernmentPlanningInspectorinFebruary2018.TheplanwillincludeallcommentsreceivedandwillbeseenbytheInspectorwhowillthenmakethefinaldecision.Thereiscurrentlya6weekpublicconsultationperiodtakingplace–alldocumentsareontheVWHDCwebsite.PublicmeetingsarealsotakingplaceinAbingdon–6November,WantageandFaringdononotherdatesavailableonthewebsite.TheTownandParishForumwillalsodiscussLPP2.ItwasconfirmedthatMadeleinefromStHelenWithoutwillbecarryingoutPRevents.Q–howmuchinvolvementwilltheSGhaveinthedevelopmentofplanningdetail,particularlywithregardtothechangetoGardenCityprinciples?A–theMeetingwasreferredtothesupplementaryplanningworkbeginningfromNovember2017.VWHDCindicatedtheirintentionfortheSGtobeinvolvedinthedevelopmentofthatSDP.TheNPshouldbeactivelyinvolvedinthepreparationoftheplan.Q–willtheSPDgototheGovernmentPlanningInspector?A–theSPDwillfocusondetailandVWHDCcanadoptthedocumentiftheGovernmentPlanningInspectorsignsoffontheoverarchingplan.ItwasconfirmedthattheSPDisnotexaminedbytheGovernmentPlanningInspectorbutwillbepartofthebackingpaperstotheover-archingplan.Discussiontookplaceregardingtheconcernoftheinfrastructureoftheproposedsite–itdoesnotrefertoimpactoncurrentroadetc.Q–howwillinfrastructureofproposedsiteimpactoncurrentinfrastructure?A–thisissomethingtheSPDwoulddetailregardingthedevelopmentoftheinfrastructure.Membersofthepublicwhohavebeenspokenwithatthemomenthaverealconcernsaroundtheimpactoncurrentroads,currentinfrastructure.Itisfeltthatlocalknowledgeneedstobefedintotheoverarchingplan,notjustlefttobeaddedtotheSPD.Alloftheinformationcurrentlyavailabledoesnotshowtheimpactoninfrastructure.TheGovernmentWhitePaperreferstoDBandAbingdonAirfield.Q–whendidVWHDCdecidenottoincludethewordingasintheWhitePaper–i.e.notincludingAbingdonAirfield.A–thesiteispromotedbytheDefenceInfrastructureOrganisation(DIO)andtheysaywhatlandisbeingreleased.TheMODupdatethatinformationannuallyandwillpublishwhenthatisavailable.TheVWHDCunderstandstheMODwillmovefromDBafter2026.TheproposeddevelopmentboundaryhaschangedsinceMarch2017.LandbetweenMODandWhitecrosswillstayingreenbelt.

Itwasconfirmedtheupdatedarea(nothemapaspublished)includestheairfield.ItisthoughtthatiftheArmydoesnotleavethebarrackstherewillbenochangetothegreenbeltbutthenewareadoesnotshowthis.Q–whyhasAbingdonAirfieldnotbeenincludedaspertheGovernmentWhitePaper?ThecommunityisindicatingthattheywouldprefertohaveacountryparktobethebufferbetweenShipponandWoottonwhichwouldincludeasignificantareaofgreenspace.ThesensitivityaroundensuringShipponandsurroundinghamletskeeptheiridentityhasbeenrecognized.Fromthemeetingheldon10Octoberitisapparentthat:Peoplewantdistinctareas–thecoreissueisWhitecrossandShippon.DateoftheDaltonBarracksclosureaspertheWhitePaperwilltakeplacein2029.TheVWHDChasbeeninformedthiswillbe2026.Derekreferredtobriefingsgiventotheparishcouncilwhichindicatedaclosuredateof2029.RBreferredtothefactthattheVWHDCunderstandsthat1200homesisdeliverableevenifunitsremain.VWHDCrespondedthatthenon-operationalareais60hectaresandwilldeliver1200homesby2031meaningitcanbedeliveredbyVWHDC.ReferencewasmadetothetrajectorytableandthatthiswouldbeoutlinedaspartoftheSPDprocess.VWHDCwillremovetheyellowareaonthemap.AsaNPtheVWHDChasaskedthatnocontactismadedirectlywithDIObuttogothroughVWHDC.IfmembersofthepublicwanttocontactDIOtheyareabletoviathewebsite.TheSPDprocesswillallowNPtocontactwithDIOfromNovember2017.ItisimportanttheNPgetsasmuchinformationaspossibletoinformtheSPDprocessandthepublicalsohaveinputintotheconsultation.8 SubGroupsUpdateDevelopmentGroup–JBIntheabsenceofJBitwasnotedthatameetingwilltakeplaceon12October.ItwilllookatDBandthewiderarea.TheChairrepeatedtheimportanceofallupdatestobecirculatedtotheSGpriortothemeetings.EnvironmentGroup

NewmemberswillbejoiningtheGroup.Issuestobelookedatwillbedistinctsettlements,areasofancient/heritagesites,preservationareas,proposedgreenspaces.RBreferredtothehistoriccoreoutlinereheritagework.RBwillfeedthemesfromoutlinetotheSGs.InfrastructureGroup–MPhighlightedthefollowing:TheLPP2anddocumentswerediscussedatthelastmeeting.Itemraised–undergroundwater/springsfromBoarsHill–infrastructuregroupwilldiscussthisitem,lookatengagingservicesofpeoplewhohaveskillsregardingundergroundwater/springs.VWHDCconfirmedthatthehydrologyoftheareahasfedintothetechnicalwork–informationisavailableontheValewebsite.DiscussiontookplaceregardingtheSGChairscommunicatingregardingcrossoverthemes.Thequestionnairewillbedevelopedfollowingthemeetingheldon10October2017.9 PublicEngagement–Questionnaire/FocusGroupsAmeetingisbeingheldon17October.Ingeneralitisthoughtthat20minuteswillbeneededtocompletethequestionnaireproperly.Itwillbeusefultoobtainsuggestionsfromthosewhohavealreadycompletedthequestionnairetofeedintothedevelopmentofthenextversion.Willlookatputtingthemapoftheareaintothequestionnaire.Writtencomments–willneedtoconsiderthesizeofboxesforpeopletocomplete.TheSGagreedtospeakwithLouisefromVWHDCregardingthequestionnaire’sfurtherdevelopment.ItisthoughtthatthequestionnaireshouldbecirculatedlateOctober/earlyNovember.DiscussiontookplacewithregardtoresponsetoconsultationonLPP2andcompletionoftheNPquestionnaire.LPP2goestotheGovernmentPlanningInspectorin6weeksalongwithrepresentationsmadebyparishcouncilsandmembersofthepublic.ItwasconfirmedthepurposeoftheLPP2istheplantheVWHDChasdrawnupregardingdevelopmentofthelandinquestion.Q–howcanrepresentationshaveaneffectontheLPP2plan.A-ReferencewasmadetorepresentationsmadeinMarchandhowthathashadachangeontheLPP2.Comment-Itappearsthatlocalrepresentationwillnotbetakenintoaccount.TheLPP2istheVWHDC’sproposedplan–commentstoitreceivedwithinthe6weekconsultationperiodwillbeconsideredbytheGovernmentPlanningInspectorandadecisionwillbemadeastowhethertheplanmeetsthelegalrequirements.

Theinspectorwillconsiderwhetherthecouncilhascommunicatedthewholeprocessproperlyandwidely.Aconcernwasraisedthatcommunicationhadnotreachedallresidents.WithregardtotheNPquestionnaire–itwasconfirmedthateachhouseholdwouldreceiveaquestionnaireandextracopiescanbeobtainedasnecessary.TheChairthankedthepublicforattendingthismeeting–itwasgoodtohearviewsandconcernsandencouragingthatpeoplewantedtobeinvolvedinthewholeprocess.(Themajorityofmembersofthepublicthenleftthemeeting).10 ProjectPlanandTimelineGE-Bconfirmedthattheplanwillbeupdatedon12Octoberandwillbeusedinordertosubmitgrantapplications.8November2017between6-9pmwillbetheBusinessFocusGroupheldatWADS.Thiswillbeanopportunityforthebusinessforumtodevelop/discusstheNP.Ayoungperson’seventwillbeplannedandheldbeforeChristmas.11 CommunicationsandMediaThewebsiteneedstobeupdatedandvariousdocumentsadded.Rebeccawillbecontactedtoseeifshecanassistwiththistask.12 AnyOtherBusinessTheChairreferredtothemeetingwithNigelMcGurk,PlanningInspectoron18October(asperheremailof6October)whendiscussionscantakeplacerewhatcanandcannotbeputintotheNP.JAconfirmedthatnoteswillbeavailableforthenextSG.NSSGencouragingdialoguewithperspectivedevelopers–lookatguidanceavailablearoundengagingwithdevelopers.Itwasagreedtoinvitethemtothebusinessforumandtaketheopportunitytoopeninformaldiscussions.ThinkabouthowtodevelopthisareaoftheNP–itwasacknowledgedthatthispartoftheNPisinitsinfancyandanyinformationgainedfromconversationswithdeveloperswillassistinbuildingthedetail.ItwasconfirmedthatDBdevelopersarealsocoveredintheSPDaspartofthedueprocess.Itwasreiteratedthatifsitesareinthegreenbelt,theycanonlybedevelopediftakenoutofthegreenbelt.
