Furthermore, Bali lies veryclose to the collision zone be-tween the India-Australia plateand Eurasian plate. These col-lision zones denote an area be-coming the main source of lo-cal tsunamis being capable ofkindling adverse impact. Balican be little affected by the tsu-nami but also has the chance toexperience the worst tsunami.Therefore, the establishment ofthe Indonesian Tsunami EarlyWarning System consisting ofsix sirens in Bali has shown theGovernment’s endeavor to ini-tiate the better preparedness ac-tivities in the face of future tsu-

Development of local community capacity poses one of the components of the tsunami earlywarning system development. The aim is to ensure that communities in the tsunami disaster-prone areas will get timely information and they can anticipate quickly and minimize the risk.German Technical Cooperation (GTZ-IS) has made close cooperation with the Bali Governmentto develop an early warning system and preparedness in order to achieve the good level of com-munity awareness and preparedness. In addition, it is also intended to develop the message deliv-ery mechanism of Bali Operational Control Center of Disaster Management to the people livingin tsunami-prone areas, such as at the area of pilot project in Kuta, Sanur and Tanjung Benoa.

Kerti, Bedugul, the Head ofKesbangpollinmas Bali represented bythe Unit Head of Bali Center for Op-erational Control of Disaster Manage-ment, Putu Anom Agustina, remindedthe facilitators to improve the publicknowledge about the dangers of earth-quakes and tsunami, socialize the tsu-nami early warning system, direct thecommunity in designing the evacua-tion plans, and direct the communityin designing the community actionplan against disasters. “Make the taskas an opportunity for self-devotionselflessly and sincerely in the respec-tive environments as a distinctive fea-ture of the humanitarian tasks.”

The ToF training aiming to reviveand updating the ability and knowl-edge of facilitators was followed by30 facilitators coming from the ele-ments of Indonesian Red Cross,IDEP, Bali Center for OperationalControl of Disaster Management,

SIBAD, and the people of Kuta,Sanur and Tanjung Benoa as well asteachers from schools in the area ofthe Red Zone Map of Tsunami Haz-ards, such as SD No. 1 and 2 stateprimary school of Tanjung Benoa,SMP No. 3 South Kuta state second-ary school, SMP Wisata Sanur andSMP/SMU Kertha Pura Kuta seniorhigh school.

According to I Gede Sudiarta(GTZ Local Capacity Building Ad-visor), the meeting needed to beimplemented because the facilitatorsstill lacked for self-confidence in dis-seminating knowledge to the publicso that the target of tasks assigned wasless optimal. This agency isa local control center becominga part of the management sys-tem architecture of the nationalcontrol system, especially inproviding information for theprotection of society that hasbeen granted the authority to dothe activation of the sirens aspart of the Indonesian TsunamiEarly Warning System (Ina-TEWS), where the main com-ponents of this early warningsystem poses a reliable and realtime communication systemused to ensure that people intsunami-prone areas will gettimely information and be ableto anticipate quickly and mini-mize the risk. Therefore, thecommunication system hadbeen built with the most up todate technology including thesatellite technology.

However, no matter how so-phisticated the technology is, itwill not be useful if it is notsupported by capacity and ad-equate public preparedness. Itbecomes a major cornerstone ofthe training for the Ina-TEWSfacilitators. They were trainedas facilitators to help the com-munity be ready to face theearthquake and tsunami. Evalu-ation conducted by the GTZ asgovernment partners in build-ing community capacity, amongothers, encountered that localIna-TEWS facilitators had notbeen able to perform their tasksoptimally. For that purpose, thecurrent training was very im-portant and refreshing the fa-cilitators in the effort to updatethe information on the earlywarning system.

Cagar Budaya Community, who are 2nd semester students of Fine Art Painting from IndonesianInstitute of the Arts (ISI) Denpasar held an exhibition themed “Indonesia Ku Kini” (My IndonesiaNow) at Dewa Nyoman Batuan Community of Artists, Pengosekan, Gianyar. The exhibition openedat 14th August 2010 reminded us by creating an artwork we can show our opinions, impressionsand suggestions in celebrating Indonesia Independence Day on 17th August 2010.

There’s also an art performancefrom the community, a short drama onthe people’s voices. It started with twocharacters covered its face with moneyand sunglasses, a security and a cap-tive just wearing a sarong. First one ofthose money covered face took a girlfrom the side of the stage. The girl wasasked for a deal all the time by thosetwo money covered face men. The cap-tive then started to get up and read apoem about people’s voices. The cap-tive went out of control and approachedthose money covered people. They pan-icked and called the security to take careof him. After all done, the security wasthen paid. To simplify, in the end it’smoney. That is “My Indonesia Now”,seems like it.

After the performance, it was con-tinued by seeing the paintings and threeinstallations in the main exhibitionspace. It’s so nice to enjoy the messagesand suggestions through paintings. Thisis always one different experience es-pecially coming from the younger gen-eration. Many used the corruption as a

theme by symbolising it by a mouse(equals one corruptor) and also the 3kg gas tubes. Like what’s painted byPande Wayan Sugiarta, the gas tubewas painted next to a time bomb. Thepainter seemed to equalised both thingsas these gas tubes seemed like bombsbeing sent to each resident’s houses.

There’s also a painting titled“Tolong” which means “Help” byNgakan Putu AAW, which shows thecountry’s symbol Garuda Pancasila (thegaruda/hawk bird with the country’sideology symbols from Pancasila’sstatements in its body) falling and at-tacked by mice and also demons or somekind of reptiles. It seems the country hasbeen calling for help to all of us to stopour inappropriate attitudes and no longerlook over to Garuda and Pancasila asour ideology anymore.

There are also competitions goingon such as an Independence Day Cel-ebration Competition on the 17/8 andalso Model Drawing on the 19/8. Allopened for public. The exhibitionopens until 21/8/2010.(Savitri)

China’s National People’s Con-gress will this week consider anamendment to the nation’s crimi-nal law that will take 13 offencesoff the list of 68 crimes now pun-ishable by death, state-run Xinhuanews agency said Monday.

According to Amnesty Interna-t ional , China executes morepeople each year than the rest ofthe world put together, but theexact number remains a closelyguarded state secret.

China has taken measures in re-cent years to rein in the use ofcapital punishment, including re-quiring the country’s supremecourt to review all such sentencesbefore they are carried out.

Most executions are carried outfor violent crimes such as murderand robbery, the China Daily re-ported last month, but drug traf-ficking and some corruption casesalso are punishable by death.

are greatly improved if you can find spears of fresh

lemongrass to use as skewers, and if you can cook

them over a fire of coconut husks rather than charcoal.

Nonetheless, even with wooden skewers and a standard

charcoal grill, you will have people coming back more.

Ingredients:

600 gr skinned boneless snapper fillet

1 cup freshly grated coconut or

1½ cups moistened desiccated coconut

½ cup seafood spice paste

5 fragrant lime leaves, chopped

1 tsp black peppercorns, finely crushed

1 tsp salt

3-5 bird’s eye chilies, very finely chopped

2 tbsp palm sugar

Lemon grass or satay skewers

Preparation:

1. Mince fish fillet very finely in a food processor or

with a chopper.

2. Add all other ingredients & mix well.

3. Mould a heaped tablespoon full of this mixture

around a wooden skewer or over trimmed stalks of

lemon grass and grill over charcoal until golden brown.

Note: This recipe won’t work with frozen fish.

LEWIS Hamilton says he isready to restart his bid for a secondF1 title following the summer shut-down. Hamilton lost his champion-ship lead to Mark Webber in theHungarian Grand Prix, whileMcLaren has also slipped behindRed Bull in the race for the con-structors’ championship.

Following the summer shut-down, McLaren has worked hard onimproving its car ahead of thisweekend’s Belgian Grand Prix andHamilton admitted that the breakhad given the team time to reflecton where it needs to improve.

“Although it’s been great for thewhole team to have had the factoryshutdown and a well-deserved holi-day, I think we’re all really lookingforward to getting back into the titlefight,” he said. “The break gave ussome valuable thinking time to con-sider how to improve our car for theremainder of the season – and wehead into these two races not onlyoptimistic of some better results, butalso of stronger pace for the rest ofthe year.”

“It was a perfect weekend for Citroen in a place that is very importantfor us,” said team boss Olivier Quesnel. “To win eight times here is incred-ible.”

Loeb and co-driver Daniel Elena now have 191 points in the drivers’championship, 58 points clear of their closest rival, Ogier. Sordo had pressedLoeb hard on the opening day but on Saturday’s stage 11 admitted that hewould settle for second which he duly achieved, securing an impressivepodium for Citroen.

“Everyone is impressed with what Seb has done, he is going to be cham-pion for the seventh time and he won here for the eighth time,” said Sordo.“I can see that he is going quickly, that he takes risks, that he brakes hardand that he always has a little something extra.

“If we can win the constructors’ title in France that would be fantasticfor Citroen.” The next rally will be held in Japan on September 10-12followed by Loeb’s home rally in Alsace, France at the start of October.

“Another two victories would be great because the end of the champi-onship is beginning to close in on us,” said Loeb. “But the key thing is towin the title before the end of the season. I am not too greedy but if I canwin the Alsace rally as well, then that would be even better.”

TRIER, Germany - France’s Sebastien Loeb, the defendingand six-time world champion, on Sunday won the Rally of Ger-many for the eighth time. Loeb finished 51.3 seconds ahead ofSpain’s Dani Sordo, with fellow Frenchman Sebastien Ogier inthird, in a podium cleansweep for the Citroen C4 car.

“For this year, too, I head to Spa offthe back of a disappointing non-finishin Hungary,” he said. “We’ve investi-gated the causes, and think we’ve iden-tified the reason and are confident that

it shouldn’t happen again.“Personally, I think Spa is one

of the ‘great’ Formula 1 tracks, andone I’d really love to win. I’ll begoing flat-out to try and get us backinto the hunt again in Belgium, andit would be fantastic if we couldtake home another win at the endof the weekend.”
