• Clear text email not secure and subject to malicious interference
• Best practise is encrypt for sensitive or personal data
• Alternative option is Gateway to Gateway email encryption such as
Transport Layer Security (TLS)
• ESB have the facility to set up TLS links between ESB and specific
external email Domains
• In order for this to work effectively these Domains must also have a
TLS enabled email gateway

Benefits of TLS
Stronger Security - Encrypts every part of all messages
When using TLS the text of the email and the attachment are
encrypted this offers stronger security than simply using a product
like Axcrypt or Winzip which will encrypt the email attachment but not
the email text.
Automated Encryption
TLS offers Gateway to Gateway email encryption which means that all
emails sent from the ESB Domain to nominated external Domain(s)
will automatically be encrypted, this removes the manual encryption
step necessary when encrypting email attachments.
Cost
There should not be any additional costs where the mail Gateway
already uses TLS technology.

Multi Site (1 to Many) Issue
● The issue originated during Market Opening with the original set up of ‘Multi sites’ e.g. commercial
retail blocks and apartment blocks
● The practice was discontinued several years ago and there is currently a 1:1 relationship only when
sites are set up
● A single SAP ‘Connection Object’ was set up for the building with multiple MPRNs associated with
it
● The problem is that if an address is changed on one it goes to all the associated MPRNs via
multiple market messages
● This issue has been discussed at previous IGG meetings but was raised again recently by SSE
Airtricity
● ESBN can confirm the following:
– 3,297 CO/Buildings are associated with 50,597 MPRNs
– 2,303 CO/Buildings are associated with 32,897 real MPRNs i.e. Energised
– ESBN have sent each supplier the list of their ‘multisite’ MPRNs this week
● Before the end of 2015 ESBN will process the connection objects and MPRNs to:
– Ensure that the old, created COs are never made live
– Break the links between multiple COs & MPRNs where all the data is available on the system
● Site visits will be required for 327 locations to verify data, these 669 MPRNs will take longer to sort

Data Retention
ESBN typically uses a 7 year retention period unless a longer period is required
(Health and safety records, etc).
• This period is in compliance with the Electricity and VAT regulations and
• The retention period aligns with SEMO data retention under AP5.

10. (1) Except where the Commissioners may otherwise allow or require, the records required under these Regulations
shall—
(a) be preserved for a period of not less than 6 years from the date of the last entry in such records, and
AP 5.0 SEMO – 2.2.7 Data Storage
• To maintain the integrity and availability of information processing and communication services data will be stored
at least two sites. The Market Operator shall employ an off-line electronic back-up solution of market data which
will allow recovery of data in the short-term (less than one week) for disaster recovery and also facilitate the
requirement to store market data over the long term.
• Market data will be stored for a period of not less than seven years.
• Market data relates to the Market Operator’s fulfilment of its rights and obligations where interaction with Parties
and Participants, or Publication is involved. Market data does not include internal communications within the
Market Operator, email with Parties or Participants (important functions are backed up by Type 1 communications),
except where defined explicitly as required for reporting purposes on an ongoing basis under the terms of the
Market Auditor Report.

Vulnerable Customers
• We have gotten a lot of feedback from Suppliers , updates have been made , Thank You
• ESBN would like to run the final report to send to Suppliers to confirm all changes that are needed have been made. We are proposing to run this by Thursday 28th May, 2015. Suppliers would have to send in their details to ESBN that day too , and for this we’ll be in touch next week.
• To do this, could Suppliers today confirm that all your changes are now, or will have been , submitted by the end of next week viz Friday 22 May, 2015

Update - 2 Reads sent in one message to suppliers
• This problem concerns cases where two meter readings for the one MPRN have come into ESBN from a Customer via the IVR at different times and, because of a code defect ,they both appear on a single 300-series Market Message even though there are different read dates for each reading and both reads are for the same register.
• Therefore these market messages are incorrectly populated. One Supplier reported that they are unable to process these market messages.
• And separately, as well as the code correction, we are doing some re-training
When all is finished, this will prevent future cases arising. However please note that where there are reversals of historical messages then the reversal and rebilling messages will show the original 2 readings.
We are planning for a Go-Live on Wednesday 27 May 2015
No Outage will be needed, the changes can go live during a working day

DR 1165 V1.0 – Market Design Process Diagrams – conversion from ARIS to document format
In 2013 a decision was made to exit from ARIS as BPM for Market Design.
Project involves converting all Market Documentation from ARIS platform to Visio/Word
platform and publishing directly on the RMDS website.
The project is being delivered in stages with a new DR for each stage.
DR 1165 is for the approval of the final 11 MPDs completing the conversion project
As these MPDs were being drafted and converted there were some corrections
identified – these are highlighted in the DR and also recorded in the History of Changes
for each MPD.
This DR contains an embedded Conversion Project Close Out Document detailing
the entirety of the conversion project. It contains a full document cross reference
showing where documents and items previously held in ARIS can now be found on the
RMDS website.
At Today’s Meeting: Classified as RoI Specific at ReMCoWG earlier today.
Recommendation for Approval as a DR and fast track to MCR requested at IGG.

DR1166 - Export Only Supplier
Currently there are three categories of Suppliers with the Irish Retail Electricity Market(Self
Supplier, Large Supplier and Small Supplier).
The proposal is to create a new type of Market Entrant Category within the Retail Market,
this Supplier category would be termed “Export Only Supplier”.
Up to 10 Export deminimus/non participant sites can be registered under the single
Supplier Unit.
If an Export Only Supplier wished to increase the number of export sites to beyond 10 they
would be required to requalify to procure and implement the EMMA/TIBCO messaging
infrastructure. This would require requalification, assurance and IPT.
The Scope of Change to Design Documentation relates to amendments to the Market
Assurance and Market Entry Documentation.

DR 1140 V1.0 – Introduction of Eircodes into the Retail Market
in Ireland
What is proposed in DR 1140
The Eircode Project is aiming to have ‘Eircodes’ available in June 2015
ESB Group have been asked to facilitate the Postcode Project
ESB Networks are the first step within the ESB Group in facilitating this process
A Data Sharing Agreement is in place between the Eircode Project and ESB Group to allow data from
the Central Market System be made available for Eircodes
Once Eircodes have been allocated to sites these will be made available back to ESBN where data
matching has been possible
ESBN have drafted DR1140 outlining what work would need to be done on the Central Market
System to allow for the addition of the new Eircode values.
ESBN have consolidated responses to questions raised by Suppliers in relation to Eircodes.
These questions were raised on foot of Action Item 954 and the responses were sent to all
Participants on 05 May 2015.
The ESBN information will hopefully provide sufficient clarifications to discuss further and approve the
proposed solution held within DR1140 at todays meeting.

A Public Lighting Workshop was held at the CER offices on the 21st April 2015 Minutes for the meeting/workshop were issued to all attendees on 23.04.2015
A possible solution was identified at the workshop involving additional burn hour calendars.
Once stakeholders identify a suitable design, the holding DR will be populated and travel through the
existing Retail Market Change Control Process. All involved stakeholders will be involved in the approval process.

It will function similarly to the Smart Metering private site which RMDS built.

ROI Assurance Body Appointment An EU tender process led to the publication of a contract notice in the EU Journal (OJEU) during
October 2014.
RFT’s were submitted to all applicants
Gemserv, through rigorous evaluation, was selected as the Assurance Body for a 3 year period
