ESB Networks I-SEM Programme - Introduction

• CER’s Retail Market team asked ESB Networks in January 2015 to assess the impact of the I-SEM on the Retail Market in Ireland.

• The RAs and the I-SEM Project team have put in place extensive communications , consultations, working groups on sundry I-SEM topics .

• They have invited Suppliers, Generators, other Participants including Meter Data Providers etc. to attend and become involved. No doubt your organisation is represented at all relevant forums and is aware of the I-SEM programme of work and its timelines.

• Whilst the SEM is to undergo a radical transformation arising from changes to European legislation designed to create a single wholesale electricity market across Europe, the intention of the RA’s I-SEM team is that there would be minimum impact for the Retail Market and for Meter Data Providers arising from the I-SEM.

ESB Networks I-SEM Programme - Introduction

• ESB Networks is one of the four Meter Data Providers represented at the I-SEM Metering Working Group and through that we are considering the impacts of the I-SEM.

• Currently there are some queries which are being worked through in that forum and are expected to be bottomed out during May. After this we will be in a position to draft any necessary Retail Market Discussion Requests and bring them to the next IGG/ReMCoWG.

• This is our current understanding of sundry key items:

• At this time, No Changes are indicated to the Harmonised Retail Market Schema or the COBL

• D+1,D+4,M+4,M+13 Settlements will operate for ESBN for the I-SEM i.e. No Change to frequency

• Need to concurrently operate the SEM and the I-SEM until the Re-Settlement of the SEM has completed

• No Meter Data will set the price in the I-SEM and so I-SEM will not need the Price-Effecting category

• I-SEM Market Trials will run from June-Sept 2017

• The Go-Live date for the I-SEM is 1st Oct 2017

� The original design of for Message Ordering on the Extranet was handled through MCR 061. The sort

order for displaying IDOC’s on this page was via the following hierarchy:

� MPRN

� Market Participant Reference Number

� Networks Reference Number

� Date (most recent to previous)

� Time (most recent to previous)

� Inbound

� Outbound

� The logic for the sorting was to illustrate the inbound/outbound relationship between messages within a

certain process. this was achieved through the sort being on the MP Ref Number and the Networks Ref

Number. For example, an inbound message 010 would contain a ref number which was the same as

populated on the 102. This would ensure the grouping of these messages. Once the Ref Numbers were the

same, the data and time (most recent to previous) was used to sort. Again this was designed to show the

sequential ordering of messages as the process moves forward.

� This change requests the messages on the message monitoring tab to be ordered by Date Received/Sent

in descending order, the newest messages on top and the oldest at the bottom. That is, the Bus Ref must

not be considered as the first level of sorting.

� It would be preferable to have the option to sort on all the column headers individually allowing Participant

flexibility. e.g. MP Bus Ref, Net Ref, MSG Types, Date

� When a 210 message is sent for customer read , the 300 message that is

returned does not always reference the 210.

� The Suppliers Business Reference is not always included in the message

� The 210 process is then left open on the Supplier side.

� There is a requirement for this process to be amended so that what is sent by a

Supplier references what is sent back by ESBN.

Background

� RMDS became aware that Market System redundancy existed in relation to the Eligible Customer Files (ECF) and the Downloadable Meter Point Files

(DF).

� To get more MP feedback/opinion RMDS raised a question within the 2014 RMDS Customer Satisfaction Survey.

� Following this RMDS performed an analysis that included a technical comparison of DF and ECF fields, analysed downloads of eligible customer files by

MPs, discussed use of eligible files with most MPs, assessed technical operation and support of eligible files.

Outcome of Analysis

� Outcome of RMDS Customer survey showed that 67% of respondents did not use the Eligible Customer files on the Extranet.

� RMDS is of the opinion that as the bulk of MPs are using the SFTS, and have advised that they no longer need the files on the Extranet.

� Comparison of fields between Eligible Customer Files & Downloadable Meter Point Files (were all fields from ECF held in DF) found 5 fields currently in

ECF that are not on DF.

There were 3 Possible Options

1 Do nothing and continue to produce the files.

� ECF will not be included in development path for new system changes, additional systems etc.

� If an error occurs with this file maintenance, costs etc.?

2 Add relevant fields where possible to the SFTS Files and cease the production and provision of the files on the Extranet.

3 Cease the provision of the EC files on the Extranet without adding any of the 4 (1 is to be delivered as part of Non Schema Release 2015) fields to the

Downloadable Files.

Proposal

Based on the analysis of usage and MP option feedback, the Option chosen was Option 3 - Cease the provision of the EC files on the Extranet without adding

the fields to the Downloadable Files apart from Meter Category Code which is scheduled to be provided with the delivery of MCR 1151 in the 2015 Non-

Schema Release.

The cessation of the provision of the two files on the Extranet with take effect on 1st September – one month after the delivery of MCR 1151 in the 2015 Non-

Schema Release. The Eligible Customer Files (2) will no longer be available for MPs to download from the Extranet. However, ESBN will continue to produce

the files for 6 months after this date and can be requested by MPs if required.

LTCA

� Recap of LTCA status - in particular the Terms Of Reference for the External Auditor (TOREA)

� V1.0 initially circulated 17/07/2013 following LTCA WG Meeting 4 on 19/06/2013.

� 4th November 2015 CER agreed to engage, and fund, EA at IGG

� 29th April 2016 - LTCA WG Meeting that finalised V6.0 of the TOREA which were also

approved by CER at the same meeting. (These will be circulated in the coming days).

� LTCA Project. The External Auditor Phase is now a mini project.

� David Walshe is the Project Manager for this phase.

� Now that the TOREA are agreed a formal tender process shall be conducted to appoint

the EA.

� PM shall manage the tender and appointment of the EA and liaise with all stakeholders

at the outset and during the Audit.

� Closure of this phase of the project shall be the delivery of the EA Report to the LTCA

WG.

� Regular updates at Forum Meetings.

� Post External Audit

� After this phase there may be other elements of the LTCA Project to undertake and

these shall form the next phase / separate project.

� Forum Operation (IGG conference Calls and IGG)� IGG Conference Calls allow for increased momentum in action progression and

resolution rather than relying on the 2 month IGG cycle only.

� Call and Forum content is often extensive. Although discussion is welcomed, items

which require more detailed analysis, investigation or discussion will be suggested

to be taken offline via email support or focussed group/calls/meetings

� There are numerous forums that exist within the Retail and wholesale Electricity

Market. Chair will notify group where topics of discussion are more appropriate for

discussion at a different forum.

� Encourage MPs to bring items/issues to the call and forums for discussion and

action.

� Encourage MP participation at all forums and calls

� Encourage feedback from the forum attendees (e.g. suggested improvements,

content for discussion etc.)
