Objective: Identify the most suitable range of actions and tools in order to:

• develop an efficient and sustainable local energy system having Energy Efficiency (EE) and the use of Renewable Source (RES) as means to reduce the use of fossil fuels and to reduce the emissions of CO2, thus overall promoting envionmental protection;

• develop an efficient and sustainable local energy system in line with the main socio-economic and territorial conditions

• Expected population growth of approx. 6% till 2015

• Expected increase of the building stock of 4,400 units

• Expected energy demand increase of 3% for heating and of 6% for electricity (business as usual scenario)

• 93% of private consumers use gas systems for heating and domestic water

• To maintain the consumption of fossil fuels to the current levels despite population (and built volumes) increase

Residential Sector Actions and Tools

• Change to the Planning Permission System (PSC, RUE and POC) with binding requirements on building criteria for EE and the use of RES for:

• new buildings and • major restructuring works

• Financial and/or administrative incentives to promote EE/RES on existing buildings


• Raise awareness/knowledge of EE/RES and energy classification for appliances

• Continue the programme of maintenance and efficiency control of boilers

• Promote the development of ESCO locally• Develop Heating

District Networks

• Higher efficiency and better maintenance of large plant compared to individual boilers

• Potential air quality improvements (depending on fuels used)

Objective: to identify the best technological option in terms of process and power source with no impact on air quality locally while being economically feasible

• Tourism is a key economic sector for the Municipality of Ravenna

• It has high potentials for energy efficiency increase

• The use of RES and EE measures could be used for image and marketing reasons by businesses

• Actions on EE/RES on tourism structures and services have high visibility, thus high potentials to inform, demonstrate and attract interest for the general public


Service Sector (and Tourism) Objectives

• To obtain a percentage reduction of the predicted increase in energy consumption

• Promote the use of RES particularly on tourism structures (i.e. beach structures, hotels)


Public Buildings

• Public buildings have a significant consumption of energy for heating and electric uses

and introduce the energy classification for buildings

• It is predicted an increase of 26% (business as usual scenario) in terms of fuel consumption
