I am pleased to present Within Our Means – Cost-Effective Alternatives for Niagara Regional Police Facilities by HOK Architects and Leach Mounce Architects, commissioned by the City of St. Catharines. HOK has delivered more than 350 major criminal justice projects and Leach Mounce Architects have completed 98 police projects in the past 25 years with eight currently in progress. HOK and Leach Mounce are well-versed in the needs of law enforcement agencies and are familiar with facility requirements and trends of forces in Canada and the United States. Following a review of the proposed facilities plan, HOK and Leach Mounce have determined retaining the Niagara Regional Police Headquarters in downtown St. Catharines is not only viable but also in keeping with headquarters projects in cities in Canada and the United States, including Vancouver, Calgary, Los Angeles and Boston. The report also finds several areas where efficiencies can be realized, reducing the cost to taxpayers of the Niagara Regional Police facilities projects. While this report can not take the place of a comprehensive review of all NRP facilities and functions, it does offer a starting point for a discussion on how these needs can be met without further burdening Niagara taxpayers. It is clear that not every cost-saving alternative has been investigated and that there is more work to do before committing the taxpayers of Niagara to a project of this magnitude. We owe it to Niagara taxpayers and future generations of taxpayers, who will pay for this project for years to come, to ensure we have considered every possible alternative before committing to a $100-million plan. INTRODUCTION A Site Assessment Study was carried out by HOK Architects and Leach Mounce Architects to determine the suitability of the block of land at 68 Church St. to house a new consolidated Niagara Regional Police Services Headquarters, together with 1 District. Our team prepared a Site Plan, an Aerial Map, and Blocking and Stacking Diagrams with program areas for two options: utilizing only the Church Street Site alone, and in combination with building at 110 James. St. Our study investigated whether the site could successfully and economically accommodate the functional and spatial requirements outlined in the NRPS Facilities Accommodation Plan. Our findings clearly indicated the St. Catharines’ Church Street block is extremely well situated to accommodate the physical and operational requirements for this new building in a cost effective manner. The following is a summary of our analysis.

OPERATIONAL COST SAVINGS The rationale to locate the Regional Headquarters in St. Catharines is compelling. St. Catharines is the largest municipality in the Region and is home to a provincial courthouse. This is the most cost effective location in the region; staff time and travel costs are minimized, as are the risks, liabilities, and high costs associated with prisoner transportation.

LEED Platinum – LEADER IN SUSTAINABLE DESIGN

The St. Catharines urban downtown site exemplifies the LEED objectives for Sustainable Sites, adding 12 more LEED points than any alternate site proposed. Re-using 110 James St. adds another 8 points. These additional 10- 20 points will make LEED Gold or even LEED Platinum achievable. DOWNTOWN URBAN GROWTH CENTRE

Downtown St. Catharines has been identified as one of 25 Urban Growth Centre as provided for in the Growth Plan for the Greater Golden Horseshoe, prepared and approved under the authority of the Places to Grow Act, 2005.

As provided in the Growth Plan, the Minister of Public Infrastructure Renewal in consultation with the local municipality will determine the size and location of the growth centre. This has been done for the Downtown Urban Centre. The existing Niagara Regional Police site is located within the growth centre.

The Growth Plan provides in Section 2.2.4.4 that:

Urban growth centres will be planned –

a) as focal areas for investment in institutional and region-wide public services, as well as commercial, recreational, cultural and entertainment uses

On page 35 of the Growth Plan it states:

Within a growth plan area, a growth plan applies to all decisions on matters, proceedings or applications, made under the Planning Act …..

The Growth Plan is a Provincial Plan. It requires that decisions made on planning matters “shall conform with provincial plans”. It also allows decisions that do not conflict with a provincial plan. A decision to locate a region-wide public service outside of the Urban Growth Centre does not meet this test. It is therefore not in conformity with a Provincial Plan and therefore not in compliance with a Planning Act requirement.

The second part of the test is that it not conflict with a provincial plan. There are only a few opportunities for public agencies to make decisions on the location of office functions that meet this intent. This is clearly one of them. The loss of employment in the urban growth centre would not be consistent with achieving the required density target of 150 residents and jobs per hectare that was established in the Growth Plan.

A decision not to locate a region-wide public service within Niagara’s only designated urban growth centre would be both contrary to the Planning Act and the Growth Plan (a provincial plan under the Planning Act) and would be a lost opportunity for the Region to implement its own Smarter Niagara initiatives and its Growth Management Strategy.

THE CITY BLOCK – ACCESSIBLE, FUNCTIONAL, PROMINENT

As the site is an entire city block, there are infinite opportunities for access to the site, whether vehicular, pedestrian or service. This allows maximum separation, both physical and visual, of the secure access from the public access. The topography of the site also allows for access at different levels, further enhancing the ability to provide restricted areas.

PARKING – SECURE, CONVENIENT, SAFE

Our review indicates that 350 parking spaces can be accommodated on this site, with 100 parking spaces located beneath the building, and 250 spaces in a two-level, open-decked parking structure, with the lowest level partially below grade. The natural slope of the land can be used to advantage to connect to the new building at both levels, eliminating the need for stairs, elevators, and minimizing ramping. Further parking can be provided incrementally, as needed, in lots and the parking garage, all within a four minute walk. The below grade level of the Carlisle garage has 100 parking spaces available as secure, assigned spaces for HQ. A more economical and viable solution is to provide 150 surface parking on site and provide the remaining parking in assigned spaces in the Carlisle Garage, and nearby lots.

CHURCH ST. – A CIVIC CHARACTER Church Street is one of the most prominent streets in the region, lined with civic buildings. It is of mutual benefit to both the City and the NRPS to be situated in this prime location.

BUILDING SIZE- SHAPE-HEIGHT The 68 Church St. site can readily accommodate the proposed program outlined in the Needs Assessment & Accommodation Plan and required gross floor area of 239,000 (figure supplied by City of St. Catharines). As is often the case in these projects, once the building program becomes more refined, the actual gross floor area requirements may decrease significantly. There are two options under study: the most efficient operationally is to construct a building on the Church Street site, and dispose of 110 James St., while the most cost effective is to construct a smaller building on Church St. and utilize the 110 James St. building.

The Headquarters should have a strong presence and front door along Church Street as this street is the nucleus of government buildings for Niagara Region. In order to best utilize the Church Street frontage, the building should be constructed in two phases. Phases can occur sequentially, with the second phase starting immediately after demolition of the existing building, or can be adjusted to suit funding and growth as needed.

OPPORTUNITIES FOR SIGNIFICANT COST SAVINGS A significant advantage to this site is the ability to adjust phasing to suit both funding as well as functional requirements. The most pragmatic approach to achieving the cost and operational benefits of consolidation and the updated facilities is to reuse the 68 Church St Building, as part of a new complex that occupies the entire city block. SITE EVALUATION STUDY HOK Architects and Leach Mounce Architects have been provided the Site Evaluation Matrix used to evaluate proposed sites and scores for the 68 Church St. The following is a reassessment of the 68 Church St. site and includes important considerations that were overlooked. 1.0 Mandatory Requirements

1.1 Supports B.2 Model: The comment marked by an asterisk “Committee has concerns regarding the practicality of site due to small size and therefore its ability to facilitate the B-2 model.” This statement negatively influences an objective evaluation process. There are many examples of successful police headquarters on tight urban sites including the Los Angeles Police Headquarters, Boston Police Headquarters and Dallas Police Headquarters (see Appendix A Comparative Facilities Matrix attached).

a) To entire region via main highways: St. Catharines is more centrally located in the region with easy access to highway 406 both north and south bound approximately 1.7 km from 68 Church Street. QEW is 8 to 10 minutes away via Niagara Street, Geneva Street or Lake

b) To specific locations, district stations, court, detention: This downtown location is the center of the largest city in the region, one block from the existing courthouse adjacent to public transportation, restaurants and services. The NPRHQ with central holding facilities provides savings in transportation time and costs. The new headquarters should have a small arraignment/bail court but the nearby existing courthouse in St. Catharines will be very convenient and cost effective for trials. It also increases public safety by reducing officer down time transporting prisoners to trial court. 5.0 – 50

c) Impact on the existing traffic pattern: This is the current location of the Niagara Regional Police Headquarters. The only added impact will be for the District 1 facility. 3.0 – 30

d) Convenience for residents: Because the 68 Church Street site is near the center of the largest city in the region, closer to the geographic center of the region and has convenient public transportation, it is convenient for most residents and is the most convenient of all the sites. 5.0 – 50

2.2 Prominence and visibility: 10

a) Awareness of location by residents and visitors: The existing NRPHQ has been at the 68 Church Station for over 40 years. It would have the most location awareness of all the sites considered. 5.0 – 50

b) Easy to find for first time visitors.

c) Beacon of safety: This criteria seems more appropriate for a design criteria than for site analysis, however a six story structure in downtown St. Catharines could be designed as an outstanding and prominent beacon of safety. 4.0 – 40

2.3 Site area including future expansion: 10

a) The 68 Church St. block can accommodate both the NRPHQ and District 1 in a multi-storey structure, with gross square footages able to accommodate a program of 239,000 sq. ft. This compares favorably with several other successful police headquarters in the US and Canada located on tight urban sites (see attached Appendix A Comparative Facilities Matrix). The new NRPHQ can be constructed in two phases.

a) The helistop can be located on the roof, which avoids some of the obstructions from trees, power poles and buildings that can present hazards for surface landings. The downside is the extra cost for structural enhancement, vibration control and roof access.

a) Standoff distances/perimeter control: Stand off distance is a vulnerability that would have to be resolved by other building hardening techniques such as vehicle invasion barriers, ballistics shields and blast curtains. 6.0 Additional Considerations

Cost

A cost impact that should be considered no matter which site is selected is the possibility of tightening up the 258,000 sq. ft program.

As shown on the below chart, the average of seven comparative facilities is 333 sq. ft. per staff compared to 408 sq. ft. per staff for the St. Catharines program. If the St. Catharines program is reduced to this benchmark of 331 sq. ft. per staff, there is the possibility of saving 40, 000 sq. ft. up to $9.88 million in construction costs.

A detailed analysis of each function and space would need to be done to determine the amount of reduction feasible specifically for NRPHQ.

The basis of the information in this matrix is data from Leach Mounce Architects files regarding six of the facilities. The NRPHQ numbers we supplied by the City of St. Catharines. The comparison is for headquarters only excluding district facilities so that they are compared on the same basis. The last column "sq. ft. per staff" is the number compared. NRPHQ is 408 sq. ft/staff person compared to the other six headquarters that range from 238 sq. ft./staff to 458 sg. ft./staff. The average of all seven is 333 sq. ft./staff. Sq. ft./staff is an accepted way of comparing building efficiencies as long as they are similar in function. You should not compare Headquarters with District stations nor with facilities that include both Headquarters and District Patrol functions. The NRPHQ 408 sq.f./staff is 23% above the average of all seven. This may or may not be significant but it does indicate there may be surplus that can be trimmed to better fit the budget. When we end up over budget in the program phase we re-examine each and every function and space to question whether first is it necessary? Second is it too large? Can it be deferred? Is it a need or a want? We also look at the space standards, the staff projections and circulation mark ups. If it has not already been done, this kind of critical review should be done to wring out any waste. Attached are two costing scenarios for a St. Catharines facility. Appendix B is based on the preferred square footage of 258,000 sq. ft Appendix C is based on the average square footage of the seven facilities listed in the Comparative Police Headquarters Facilities Matrix. The costs estimate have been further broken down to provide three options for additional savings, based on retention and renovation of existing buildings. Square footage costs are provided to compare relative costs of the four options: costs are at the bottom of the range for a facility of this nature and could limit the project. 7.0 Findings

HOK/LMA Recommendation: Based on our analysis and re-evaluation of the 68 Church Street block, the attached blocking and stacking diagrams and cost estimate we recommend that the committee move forward with master planning the project on the existing Police Headquarters site.

calgary Police service Headquarters Master Plan, calgary, aBThe objective of this master plan is to accommodate Calgary Police for 25 years. The master plan proposes two towers, of 14 and 12 storeys on a four-storey podium. Occupying an entire city block in the downtown East Village neighbourhood. The scale, edge treatment, and landscaping are all intended to encourage pedestrian movement and support the revitalization of the neighbourhood. HOK carried out this project in collaboration with Stantec.

ottawa Police service West Division Patrol Facility, ottawa, onThis new building is designed to reflect the values of the Ottawa Police Service: openness, accountability, and participation in the local community, identified during HOK’s Visioning session with key OPS representatives. To understand employees’ functional requirements, the design team conducted a Day-in-the-Life survey that revealed the everyday activities of police officers in the workplace. The project is designed to LEED silver standards and is in collaboration with Shoalts and Zaback Architects.

rcMP new Headquarters, ottawa, onThe relocation of 3,600 RCMP employees to a former high-tech campus has been welcomed as the most important economic event in the Ottawa community of Barrhaven. Built 10 years ago, the campus includes seven buildings and almost one million square feet of space, all interconnected by a four-storey atrium. HOK’s responsibilities for the new headquarters include base building upgrades to Federal Treasury Board Standards, a new site plan for security upgrades, and full interior fit-up. One of HOK’s tasks has been to facilitate a working session with stakeholder representatives to identify project objectives and develop a smooth working process that will lead to a successful completion.

Leach Mounce Architects (LMA) has provided professional services for public agencies for more than 40 years and during the past 25 years has developed specialized expertise in providing the full range of services for law enforcement facilities, fire stations, libraries, communications centres, crime laboratories, detention facilities and civic centres. LMA has complete 98 police projects during the past 25 years and eight currently in progress. All involved establishing space standards that are the right fit for the specific police department.

LMA has completed more than 80 needs assessments for city and county government in more than 20 states during the past 20 years. The firm has inhouse expertise for the design of security systems, control consoles, communications workstations, systems integration and laboratory planning.

lesa Fusion center, tacoma, WaLeach Mounce is providing programming, planning and specialized design services to Hewitt Architects of Seattle. The facility is an advanced concept “fusion” center containing Communications, Records, Real Time Camera Operations Crime Center, Department Operations Center, training facilities, staff emergency housing and 24/7 child care center.

Boston Police Headquarters, city of Boston, MaThis 200,000 s.f. facility located at One Schroeder Plaza is a major, urban landmark in the City of Boston. It contains a DNA lab with facilities for doing both RFLP and PCR analysis. Services performed by LMA included needs assessment, program verification and design studies for entire building. Detailed programming, design and contract documents.

orlando, Florida Police Headquarters, orlando, FloridaLeach Mounce completed the Needs Assessment in 2004 and preliminary phased master plan in 2005 for a 25 year phased expansion plan growing from a current need of 220,000 sf to 309,000 sf in 25 years. This headquarters facility is master planned to accommodate a staff forecast at 817 FTE plus 14 from other agencies and 127 volunteers by 2030.

rochester / Monroe county communications center, rochester, new yorkThis advanced facility provides emergency communications for police, fire and emergency medical services covering the City of Rochester and more than 80 agencies throughout Monroe County. The 24,000 square foot structure includes a primary operations center with forty custom-designed work stations surrounding a raised circular supervisors’ station. There is also a secondary operations center with 20 work stations for training or backup in large scale disasters.
