EEddiittoorriiaallFAMAS elections, an opportunity to focus onthe qualities of community leadership

Once again we will be electinga new set of officers of Famas, theoldest and biggest organization ofFilipinos in Montreal, Quebec.Campaigns of candidates among theirfriends and neighbors are commonduring the limited time of about amonth before August 9, 2015. It isalso a common practice to vote for thepeople one knows, but if one has tochoose between two people who areboth known, what determines the finalchoice is usually based on anevaluation who can present a morefavorable platform, and who isconsidered to be a better communityleader.

It is probably a useful exerciseat this time to review the qualities ofleadership, in particular, what will makea community stronger by its type ofleadership.

The following excerpt servesas a springboard of reflections on whatis a true leader:

As for the best leaders, the people donot notice their existence. The next best, the people honour andpraise. The next, the people fear; and the next, the people hate ... When the best leader's work is done thepeople say, "We did it ourselves!"

Lao-Tsu

As can be gleaned from thisquote, the best leader is not the onewho is hated and feared but the onewho allows others to work with him or

her and get the best out of everymember of his or her team, withoutcalling attention to himself or herself. He or she is ideally a person who hasmost of these characteristics: honesty, transparency, charisma, ability toorganize, thoroughness, fairness, loyalty, dependability, ability to listen, respect for the people, ability tocommunicate, and several others thatmany authors include in theirdissertations on leadership.

With the growing importanceof FAMAS, it is undoubtedly necessaryto elect the right kind of people whowill guide this organization throughouta period of two years. Theirbackgrounds, experience, andeducation are easy to see but what isdifficult to know is their personalmotivation. Perhaps, the best we cando is to ask questions like those askedduring job interviews:

1) Why do you think you arethe best candidate for the job?

2) What are your pastachievements that you are proud of?

3) How do you approachproblems in general?

4) What do you see as thebiggest issue of the community?

5) Who do you consider arole model?

6) If it is in your power tochange something, what will it be?

Answers to these questionsmay reveal a lot about the candidate’spersonality that will give an insight intohis or her potential to be a good leader.

Subic-BayNo sooner had thePhilippine military announced thereopening of the Subic Bay base thanthe leftist politicians started screamingand denouncing the United States forviolating the country’s sovereignty. Butfor a country who doesn’t have themeans to defend her sovereignty, thepoliticians’ concerns –and fears —seem to emanate from their myopicview that the U.S. is the enemy. Butwhat they forget to realize is that thePhilippines – their beloved InangBayan — would have lost hersovereignty long time ago if not for her

alliance with Uncle Sam.

And what they failed to remember isthat ever since the Philippine Senaterejected the renewal of the U.S. basesagreement in 1991 and closed all theAmerican bases the following year, thecountry was left with nothing to defendher sovereignty. It didn’t take long forChina to start nibbling at thePhilippines’ territory.

Mischief-Reef-Chinese-facility.6In myarticle, “What price sovereignty”(January 20, 2014), I wrote: “Twoyears after the U.S. bases were closedin 1992, China seized the PanganibanReef (Mischief Reef) in the middle ofthe night. And the Philippine ArmedForces couldn’t do anything to take itback.

“As an afterthought to the Senate’sfolly of booting out the Americans fromPhilippine soil, which left thePhilippines at the mercy of a foreign

country who’d use force to nibble atour territory, the U.S. and thePhilippines signed a Visiting ForcesAgreement (VFA). According to thePhilippine Department of ForeignAffairs, the VFA states that US forces inthe Philippines have to followPhilippine law and have to adhere tobehavior that is consistent withPhilippine law. The Senate ratified it onMay 27, 1999, which makes onewonder how the senators who voted toremove the U.S. bases in 1991 votedthis time around? But once again thenationalists went up in arms claimingthat VFA violates the Philippineconstitution.

“But the nationalists backed off whenChina took possession of PanatagShoal (Scarborough Shoal) in August2012. China then roped off the narrowand only opening to the shoal’slagoon; thus, preventing Filipino

fishermen from getting in.”

Artificial islands

Chinese-construction-on-Chigua-ReefAnd once again, the Philippineslost another piece of her territory, which begs the question: When willChina stop grabbing Philippineterritory? Not anytime soon. Rightnow, China started reclaiming reefs inthe Spratly archipelago and there’snot much the Philippines can do tostop it.

To date, China has reclaimed sevenreefs: Panganiban (Mischief), Zamora(Subi), Kagitingan (Fiery Cross),Kennan (Chigua), Mabini (JohnsonSouth), Burgos (Gaven) and Calderon(Cuarteron). In at least two of them, she is building runways and deepharbors that can be used to launchfighter jets, bombers, and missiles andprovide berthing for her warships. And

on Philippine territory. But theagreement clearly states that the U.S.is not allowed to establish a permanentbase and also stipulates that the U.S. isnot allowed to store or position anynuclear weapons on Philippineterritory. That’s like tying Uncle Sam’shands behind his back and yet expecthim to defend his little brown brotherswho have no means of defending theirbeloved Motherland.

“At the end of the day, something hasto give. The Philippines has to choosebetween sovereignty and security. Shecannot have it both ways.”

Indeed, the reopening of the Subic Baybase is the best thing that hashappened since the departure of U.S.forces in 1992. And once again, with

the rotational deployment of U.S.military assets and personnel to thePhilippines, Filipinos and Americanswill fight foreign intruders — shoulderto shoulder — just like they did inWorld War II.

The reopening of the Subic Bay base isjust a start, but it certainly is one hell ofa start.

from these militarized artificial islands, she can then project power all the wayto the Second Island Chain. No regionin the Philippines would be sparedfrom the threat of Chinese incursion. With an air force without warplanesand a navy without warships (well, shehas two refurbished lightly-armedformer U.S. cutters), how can thePhilippines defend her territories?

“Code of silence”

Vice President Binay and Chineseambassador to the Philippines.Vice President Binay and Chineseambassador to the Philippines. But what is really strange is that thesevocal nationalist and leftist politicianshave seemingly adopted a certain“code of silence” when the question of

Chinese aggression comes to fore. Many believe that these politicianswouldn’t criticize China because a lotof them receive huge campaigncontributions from Chinese-Filipinotaipans. As an old adage goes: Don’tbite the hand that feeds you. I am notsaying that these Chinese-Filipinotaipans are disloyal to the Philippines. It’s because a lot of them havebusinesses in China. Simply put, notaipan in his right mind would put hisbusiness in jeopardy by contributing topoliticians who are critical of China.

Subic Bay Naval BaseReopening the strategically locatedSubic Bay base as a Philippine militarybase — not American — couldn’t becloser to strengthening the country’sdefense capability. However, that willtake a long time and it requires tens ofbillions of dollars, which thegovernment doesn’t have.

What’s on the plate right now is anorder for 12 South Korean-made fighterjets, two of which will be delivered inDecember. The two refurbished cuttersthat the country already has will be

home-ported at Subic. Together withthe fighter jets, they will form thebulwark of the country’s defenseagainst foreign intrusion or invasion. But is it enough to stop China? Hell,no!

Scarborough Shoal

Scarborough-Shoal-aerial-view.2It has been anticipated that Chinawould turn Scarborough Shoal – whichis only about 125 miles from the mainisland of Luzon — into an artificialisland constructed with a runway anddeep harbor. What would thePhilippines do about it? Are asquadron of fighter planes and tworefurbished Korean War vintage cuttersenough to stop the land reclamation? Not if China deploys her fleet ofdestroyers, submarines, and cruisemissiles to protect the project from“Philippine invasion.” Remember,China has now claimed undisputedsovereignty over the ScarboroughShoal.

In the end, China will militarizeScarborough Shoal just like she didwith the seven reefs in the Spratlys. And that’s when a direct threat toPhilippine sovereignty and securitybecomes imminent.

Just imagine China claiming a 200-mileexclusive economic zone (EEZ) aroundthe Spratlys and the ScarboroughShoal, and declare an Air DefenseIdentification Zone (ADIZ) over 90% ofthe South China Sea bounded by anarbitrary imaginary line that China calls“nine-dash line,” which runs parallel tothe 12-mile territorial boundary of thePhilippines from the northern edge ofLuzon down to the southern tip ofPalawan. What that means is thatFilipino fishermen can no longer fishbeyond the 12-mile territorial zone. TheChinese Coast Guard would interceptanybody who attempts to go beyondthat.

Hard choice

Aquino-and-Obama-presscon-4-28-14In my article, “Sovereignty orsecurity?” (April 13, 2015), I wrote: “OnApril 28, 2014, the U.S. and thePhilippines signed the EnhancedDefense Cooperation Agreement(EDCA). Having beautiful skin is crucialto one’s image so that both men andwomen nowadays would go toextremes to attain flawless complexion.Indeed, maintaining or achieving ahealthy looking skin can be achallenge.

When I hit my 40’s I noticedsome discoloration or hyperpigmentation on my face that lookedlike brown skin patches. So I went tosee a dermatologist who then told methat this condition is called melasma. The cause? The sun. Melasma isthought to be the stimulation ofmelanocytes (cells in the epidermallayer of skin that produce a pigmentcalled melanin). Uncontrolled sunlightexposure is considered the leadingcause of melasma, especially inindividuals with a geneticpredisposition to this condition.Clinical studies have shown thatindividuals typically develop melasmain the summer months, when the sun ismost intense. In the winter, thehyperpigmentation in melasma tendsto be less visible or lighter.

People with a geneticpredisposition or known family historyof melasma are at an increased risk ofdeveloping melasma. Importantprevention methods for theseindividuals include sun avoidance andapplication of extra sunblock to avoidstimulating pigment production.

The most common melasmatherapies include 2% hydroquinone(HQ) creams like the over-the-counterproducts Esoterica and Porcelana andprescription-strength 4% creams likeObagi Clear, Tri-Luma, NeoCutisBlanche, and 4% hydroquinone.Certain sunscreens also contain 4%hydroquinone, such as GlytoneClarifying Skin Bleaching SunvanishSPF 23 and Obagi's Sunfadersunscreen. Products with HQconcentrations above 2% sometimesrequire a prescription or are dispensedthrough physician's practices. Clinicalstudies show that creams containing2% HQ can be effective in lighteningthe skin and are less irritating thanhigher concentrations of HQ formelasma. These creams are usuallyapplied to the brown patches twice aday. Sunscreen should be applied overthe hydroquinone cream everymorning. There are treatments for alltypes of melasma, but the epidermaltype responds better to treatment thanthe others because the pigment iscloser to the skin surface. Nonphenolicbleaching agents, and/or kojic acidmay also be prescribed.

In conjunction with homecream applications, in-officetreatments include chemical

peels(chemical exfoliation),microdermabrasion or diamondpeeling (mechanical exfoliation), andlaser therapy. These additionaltreatments may be useful for somecases of melasma, although thebeneficial effects are not veryimpressive.

Many types and strengths ofchemical peels are available fordifferent skin types. The type of peelshould be tailored for each individualand selected by the physician. Intreating melasma, 30%-70% glycolicacid peels are very common. Variouscombinations, including a mix of 10%glycolic acid and 2% HQ, can be usedto treat melasma.

Microdermabrasion utilizesvacuum suction and an abrasivematerial like fine diamond chips oraluminum oxide crystals to exfoliatethe top layers of the skin. The vacuumpressure is adjusted depending on thesensitivity and tolerance of the skin.Typical microdermabrasion sessionscan last anywhere from a few minutesto one hour. Minimal to no recoverytime is needed afterm i c r o d e r m a b r a s i o n .Microdermabrasion techniques canimprove melasma, but dramatic resultsare not generally seen or expectedafter one or two treatments. Multipletreatments in combination withsunscreen and other creams yield bestresults.

There is no guarantee thatmelasma will be improved with theseprocedures. However, Melasma mayclear spontaneously without treatmentand may clear with sunscreen usageand sun avoidance. That’s why I nowavoid the sun, or never leave itunprotected when exposed to sun.(With excerpts from medicinenet.com)

Opinyon/Komentaryo ni Willie Quiambao

Sa May-June isyu ng Forum, isinulat ni Fred Magallanes ito:“Willie Quiambao does not havemuch career left as a reporter, buthis future looks assured in the worldof black propaganda.”

Isinulat din ni Fred na “You’ll not getalways with those verbal tricksdesigned to blacken me, my familyand the Filipino Forum.”

At isinulat niya rinsa nakaraang isyu ng Forum na“The Press Council did not say that Icould not write because that wouldcurtail the Filipino Forum the pressfreedom.”

Bago nahatulan ng Councilng paglabag sa journalistic ethics siFred noong 2005, sinabi niya sa una,“Once a writer is caught lying, that isthe beginning of his end as a writer”. Hanga ako sa lakas ng loob ni Fredna magsabing, “Willie Quiambaodoes not have much left career as areporter ”.

RESPONSIBILITIES F OFFAMAS MEMBERS By Laws BL6.2.1 Membership dues shall bereviewed and established by theExecutive Board every two (2) years(Ganito naman ang sinasabi ngkonstitusyon noong 2005, Art. VII,Sec, 4, Biennial Membership shallbe: Couple $10.00 Senior $4.00,Single $7.00 Student $4.00.)BL6.2.2. in order to be qualified to vote, membership must be paid ON orBEFORE the FAMAS election daySec. 3 BENEFITS OF REGISTEREDMEMBERS Sec. 3.1 The right toparticipate and vote in any FAMASgeneral meeting

At ano ang ibig sabihinng “ON or BEFORE the election? One month, two months or threemonths before the election?

Peroyour suggestion is well taken.” Angibig sabihin, may point ako.

a red-letter day for every Filipino. Itrepresents the commemoration ofthe 117th ANNIVERSARY OF THEPHILIPPINE INDEPENDENCE. Thi

It is this day that wehonor the selflessness, the courage, and the passion of our forefathers thatgave us our liberty and distinctidentity as a nation. It is for thisreason too that Mr. JAMES DE LA PAZ,President of the Council of CanadianFilipino Association of Quebec neverfails to put up a celebration that evendefies Mother Nature’s abundant‘sprinkles’ , a miracle of sorts! Asusual, being friendly to the politicalpersonalities in the surroundingboroughs, he has at his fingertips thedifferent personnel to call for whateverhe needs when it comes to therequirements of his association (orthose of other associations for thatmatter!) To date, Mr. James de la Pazcan boast of friends in the right offices, local, provincial, AND federal level! Atestament to his political acumen, onewill be hard-pressed to find an equal toMr. De la Paz in this regard! Politicalleaders in attendance duringIndependence Day were: HonorableRussell Copeman (Mayor ofCDN,NDG), Honorable LionelPerez (City Councilor, DarlingtonDistrict), Honorable MarvinRotrand (City Councilor, SnowdonDistrict), and Honorable PierreArcand (MNA, Town of MontRoyal). Although thewet grounds didn’t allow the culturaldances to be held there, every ethnicdance numbers were danced onstage. Everyone watched from theirperspective tents. Countries whosent their dancers to perform wereJapan, Mexico, Colombia, Ireland, andthe Philippines. EveryIndependence Day,Mr. WillyQuiambao keeps track of theirscheduled participation. Despite therainy occasion, several FilipinoAssociations participated and enjoyedthe parade. The ANNUAL GUNSALUTE performed by the BatanArtillery gave a distinct military flavorto the Independence Day! How aboutthat! Also adding to the regalcelebration is the presence and theperformance of the Black Watch BugleCorps and Bagpipes ! There’ssomething new every year ! Perhapsanother magic surprise awaits us nextyear.

CANADA DAY last July 1,2015 symbolizes unity. Even indiversity, unity seems tosurface. What I mean is, even when

people belong to different ethnicbackgrounds, or even when peoplebelong to competing/opposingassociations, the fact that everyonewas there spelled U-N-I-T-Y. OurFilipino Group was led by theFederation of Filipino CanadianAssociations of Quebec President EdTupas. Another FederationPresident is the parade was Mrs.Josefa Nicolas. You see, duringCanada Day, people are in the onebox. We are all FilipinoCanadians. According to Mrs. MindaMazzone, Fil-Canada Dayspokesperson, there were 25beautifully decorated floats. Seen“patrolling’ on the sidewalks were UPSPresident William Fabia, NickMazzone, and the FAMAS ComelecChairman Felix Salazar. The skieswere thick when we were watching forthe parade to start. Once the paradestarted, the rain also started topour. Hence, we were soaking wetafter the parade. Torrents came downthat even threatened ourumbrellas! Puddles of water wereunfriendly to our shoes. After achallenging walk, we said we havedone our civic duty ! Ourconsolation? We were treated to asumptious meal at our friendlyChinese restaurant Kam Shing, courtesy of Mr. President EdTupas!!! All is well that ends well!!!

Finally, the June/July United PilipinoSeniors (UPS) held its birthdaycelebration activities on July 12,2015 at the St. Kevin’s Parish SocialHall located at Cotes des Neiges,Montreal. Confirmed: Willie Revillame’sweekly ‘Wowowin’ on GMA 7canceled

The last episode of“Wowowin” was aired on Sundayafternoon. But supporters of WillieRevillame need not be sad.His show may be canceled but hisfans will never leave him. Willie’shiatus is only temporary as talks havebeen going on between him and GMA7, bringing up the possibility that hisweekly show may even turn into adaily one.“Wowowin” has been receivingpositive feedback since May 10. Itgets good ratings, sometimes evensurpassing the shows that camebefore it. But there are other factors to

consider when producing a show, notjust ratings.

GMA is now looking for a good timeslot for “Wowowin” as it thinks 3:30 inthe afternoon is not a good time for avariety game show.If it were up to the GMA executives theSunday program will continue, but itis Willie himself who decided to waitfor the right time before airing“Wowowin” again, this time on a dailybasis. The Filipino audience will bedelighted once Willie’s show startsairing daily, just like it used to.

Some netizens singled outthat Jinkee’s post seemingly goesagainst what she was preaching withher photos’ captions. A check onJinkee’s Instagram would show thatManny Pacquiao’s wife is fond ofquoting bible verses.

“marigreyzall bible verse butu always show off ur wealth. nogood ” one commented.

Others went to question herhumility and claimed that Jinkee isjust “humble bragging” or makingherself appear humble when it factshe’s just showing off.

“Make another instagramaccount for your selfies showing offall the thousands of $$$ you haveon. Nothing wrong with braggingabout it if you can afford it. I woulddo it too, but to use bible verses onselfies to show name brand, veryexpensive clothes, shoes, jewelry, handbags, cars, houses, resorts, etcit's not being ‘humble’ atall.#JustSaying,” commented oneuser.

Another one said, “Showing

being rich having all the husbandsmoney and fame is not beinghumble you're still sinning you needto give up those sins repent it helpother people.”

“Nice bible passagesagainst backdrop of materialismfrom the labor of hubby. Ironical,”said another.

While there are those wholauded her faith, they wondered, “Iabsolutely LOVE how devoted toGod you and your family are and Ienjoy reading your bible posts andseeing your pictures, but sometimesI wonder... Would it be the same ifyou didn't have all that name brandclothes, shoes, handbags, expensive cars...? No offense.”A certain user even quoted a linefrom the bible in what seemed like aresponse to Jinkee’s post.

“Love not the world neitherthe things in the world. If any manlove the things in the world the loveof the father is not in him. Store yourtreasures in heaven and not in thisworld,” said the commenter.

Some went to call herattention that greed is one of themortal sins.

“Isn't greed a mortal sin?Regardless of how you earned sucha fortune but spending on this kindof luxury and posting it on theinternet with bible verses to boot is abit... (cant find the right word). I wastaught by my lola to never spend toomuch money on things that I don'treally need nor want, if you can seea cheaper substitute then go for thatinstead kasi daw marami ka pamagagamit sa matitipid mong pera. Iknow a really wealthy family na sogenuinely humble. Simple housewith no pools or whatever, onesimple car, simple lifestyles, etc. Andthey are super religious also. Heydon't hate I'm just stating my opinionlike you do and have no ill intention.I'd just like to hear from people whodo read the bible on thisperspective,” said anothercommenter.

Another user stressed, “Youcannot serve both money and God.

You have to lose one so you can stayfaithful to the other one.”

One person even went oncomparing her ways from herhusband’s saying that, “Act likeManny his [sic] humble at di niyapinapakita lahat mg mayron siya.”

There were a few fans ofJinkee who defended her and theirfamily, stating that they only deservewhat they have today especiallysince Manny earned it the hard way.

“Kung anong mayron silapinaghihirapan nman po nila yun.Kung ibigay lahat ang mayroonparang di kaya aasa nlang lahathindi na magtrabho kung lagi kungnagbibigay aasa nalang sayoginawa mo silang tamad. Wag ngmanira ng kapwa maging masayanalang,” a user said. There are those who stressed thatManny and Jinkee are still puttingGod as their first priority.

“They don't deserved (sic) tobe judged and criticized just likethat. Some people's comments arevery hurtful and even using bibleverses to bring down a sister in faith.Where is the love people? ThePacquiaos are helping a lot of poorpeople, brought honor to the Phils, sharing bible verses, etc. Only Godknows each person's heart. Pls havesome respect. We are not heading tothe beginning of times but to theend. We are all guilty of something,so stop finding rocks to throw to oursister in faith. There's a lot ofunsaved souls, there are wars, chaos all over the world and thedevil is so busy deceiving a lot ofpeople. We have a lot to worry/prayabout than bringing and hurting asister in faith,” a user commented.

Meanwhile, there are somewho digressed and said, “Dressingup branded and 'displaying'expensive cars dont have anythingto do with 'religion' at all. In fact, withtheir millions of money, it's justappropriate. They live within theirmeans. And kaya buong angkanbranded ang damit kasi nga po theyshare their blessings because it'swhat they believe in sa 'religion' nila,to share what you have.”
