As you are aware, the Abbotsford Police Department uses the existing E—Comm radio network for police communication and will transition to the new digital system over the next two years alongside other emergency sen/ice agencies in both Metro Vancouver and the Fraser Valley. Over the past year, E—Comm and its partners in police, fire and ambulance have been working with Motorola on finalizing network design and just recently completed a very successful pilot test of the network infrastructure. The objective of the pilot test was to thoroughly test all aspects of the network infrastructure to ensure it meets user performance and functionality expectations. lam pleased to report that in December the Next Generation Radio Program Working Group and the E-Comm User committee—both composed of police, fire and ambulance representatives from across the Lower Mainland—endorsed the results of the pilot testing. Feedback received from the user agencies that participated in the testing has been positive, with the mission—critica| components of the system performing reliably and audio quality surpassing expectations. The next steps of the NGRP include two items of particular interest to municipalities. First, we will be contacting municipal planning and permits departments where the new E-Comm radio system will be in service regarding required enhancements to existing radio sites including applications for new co—location permits. Given the critical role the E-Comm radio system plays in policing in your community we wanted to provide Council and the planning and permits departments with advance notice. Second, we are also nearing the issuance of the last major component of the NGRP procurement process; the release of the subscriber equipment Request for Proposal (RFP). Once the RFP has been issued, communication on the NGRP will be limited as this competitive process unfolds. This RFP process is expected to identify and secure costing data for multiple approved suppliers of user equipment. Users will be able to make their choice among these suppliers. High—leveldiscussions continue with agencies around transition planning to the new network, with the goalof addressing any issues/constraintsrelated to their respective transition onto the new network in advanceand to develop an overall transition plan with go—livedates defined and agreed for each agency.
