Estimates by the department indicate annual savings of nearly $12 million to the UC trust fund through a real-time benefits payment stop that occurs when UC claimants are incarcerated in 51 of the 63 counties that operate prisons. is estimate is based on the average size and number of weeks of payments. “For many years, individuals have abused the UC trust fund by unlawfully collecting benefits while incarcerated,” Labor & Industry Secretary Julia Hearthway said. “e capability to cross- match incarcerated individuals against UC claimants allows the department to stop payments rather than go to the added expense of ferreting out and trying to recoup erroneous payments made.” JNET is a secure portal used by criminal justice and public safety professionals to access data from local, state and federal agencies. When a new inmate enters a county prison that participates in JNET, the individual’s information is automatically compared against the UC rolls maintained by Labor & Industry. • In March 2005, JNET received a “Best Application of Technology” award from the Technology Council of Central PA for its use and implementation of technology with a focus on the ability to provide criminal justice practitioners with 24x7 access to criminal justice and public safety information.

• In 2006, JNET received the Recognition award from the National Association of State Chief Information Officers (NASCIO) for their Criminal Justice Information Sharing Program, and the Global XML 3.0 Document Creation Process.

• In June 2008, JNET’s Consolidated Warrant Search Application received an award in the category of Digital Government: Government to Government at the Best of Pennsylvania Technology Awards.

• In June 2008, JNET was awarded Laureate status by International Data Group’s (IDG’s) Computerworld Honors Program for utilizing a Service-Oriented Architecture (SOA) to successfully deploy a Federated Warrant Search application.

• In October 2008, JNET’s Federated Warrant Search application won NASCIO’s “Data, Information and Knowledge Management” category award.

• In June 2011, JNET was awarded Laureate status by International Data Group’s (IDG’s) Computerworld Honors Program for its federated address search application, which allows users to search addresses housed in different systems via a single inquiry.

• In June 2012, JNET has earned a 21st Century Achievement Award from IDG’s Computerworld Honors Program for integrating and supporting facial recognition technology in the JNET Portal to help enforcement identify criminal suspects and witnesses.

• In March 2013, DTC was nominated by the PA Technology Council for developing and implementing the automated Unemployment Compensation Match at JNET. The Unemployment Compensation Match saves approximately $12 Million annually in disbursements of Unemployment Compensation funds to incarcerated Pennsylvanians.

• In early 2013, Computerworld nominated JNET as a Laureate in the Collaboration category of the 2013 Computerworld Honor Program for its Unemployment Compensation Match solution.
