1995199619971998199920002001200220042005Special Session on CrimeIn 1995 the Governors Office called for a Special Session on Crime that resulted in new laws that gave law enforcement officers new and innovative tools to combat crime.Integrated Justice Project LaunchedThe Integrated Criminal Justice Project is initiated by the Governors Office of Administration to develop a strategic vision for electronic information exchange between justice and justice affiliated agencies.General Funds Allocated/Blueprint CreatedThe Governors Office of Administration designated $11M in the 1997-1998 General Fund Budget to begin building the Justice Network; the JNET Steering Committee was subsequently formed. In 1997, the JNET Blueprint was created and represented a high-level architectural outline for JNET.JNET Connectivity EstablishedIn 1999, the Steering Committee designates users within their agencies; connectivity and deployment begins. The Production Facility at the Commonwealth Technology Center is created. A total of 120 users are connected.Applications/Governance ImplementedIn May 1999, the Notifications system and the JNET Messaging Infrastructure are implemented. In June, the Governance Structure is created and the JNET Office is established at the State Police Headquarters. JNET begins rollout to fourteen pilot counties. By the end of the year, a total of 50 additional users are connected in Montgomery and Cumberland counties.Expanded Functionality and User BaseCase file transfer, PennDOT photo images, and Live Post Transactions are implemented. Digital mug shots are available via the Criminal Justice Inquiry as are criminal Justice Data Transfer and Juvenile Tracking system. The County Integration Project expanded to a second tier Counties.Distributed Registration & County MessagingIn January 2001, the distributed registration functions are fully deployed. In February, JNET extended to Internet Explorer users. By March, JNET reaches 1200 users. JNET includes select NCIC transactions and message distributor deployed. By mid-year, JTS is deployed in 11 counties with JNET messaging servers in four counties.14,000 Users & All 67 PA CountiesIn 2004, the JNET user-base expands to over 14,000 users. JNET expands its secure infrastructure to all 67 counties and expands notifications to 20 counties and an additional 2 state agencies. JNET delivers Enhanced CPIN for an investigative photo search and delivers PennDOT Certified Driver Records.20,000 Users & All 67 PA CountiesExpanded access to NCIC,NLETS, III transactions. Extended services to Public Safety Community. Enabled access to secure docket sheets. Developed Facial Recognition and provided access to Statewide Local Police RMS. 20032006200720082009Key MilestoneJNET Delivers over 300,000 notifications and the user base exceeds 30,000.JNET Warrant SearchFirst Information Service Bus (ISB) application is deployed; the Federated Warrant Search access data from several disparate locations.JNET Agency Advisory Subcommittee (JAAS)The Steering Committee combined a number of previously-created subcommittees into one subcommittee, the JNET Agency Advisory Subcommittee (JAAS).
