SUMMARY: In this paper the author attempts to re-examine the importance of the Balkans in the imagery of (Western) Europe. Three points are highlighted: the necessity of mediation of Europes identity through the Otherness, peculiarities of Europes percep-tion of the Balkans, and influence of the construction of this allegedly unitary, external identity of the Balkans on self-perception of peoples from the Peninsula. An effort is made to show how the internal complexity of the European identity directly and inevitably affected different, not only Balkan, cultural Othernesses and how it is peculiar for the Balkans not to be recognized by the West as sufficiently different Otherness.

SUMMARY: The paper provides a critical view of the state of water and water policy in Serbia. It points out the slow acceptance of technical and legal standards of the EU, whose member Serbia aspires to become. The author offers some critical remarks of the EU Water Framework Directives and the EU policy of commercialization and pri-vatization of water as a capital natural resource.

SUMMARY: The article introduces the reader to the problem of relations between scientific theory and idea. Out of these relations genetic idealism is born. The genetic idealism distorts reality, but it allows the researcher to make complete theory. The ge-netic idealism of the society researchers is described in this work. It is shown how the partial neutralization of idealism allows us to study the genetic structure of society through the structure of the habitus. The society structure is presented as the sum of the links between social institutions.

SUMMARY: The authors begin with the defining of the Serbian privileges 1690-1695 and their different interpretations by the Austrian (imperial) and Hungarian (county) government. For the Viennese court, Serbs were a nation (natio Rascianica), while for

the Hungarian classes they were just a recognized religious group living in the ancient Hungarian territory. Because of these two different opinions, the privileges were the most important thing for the Serbs living in the territory of Hungary. At the same time, the Viennese court repeatedly upheld Serbian privileged status, but with various restric-tive clauses. Serbian privileges were considerably reduced over time and, finally, in the seventies of the 18th century they were completely devalued.

SUMMARY: The world has always been an arena where various conflicts, visible and invisible have been happening and unfortunately happen nowadays. The most fre-quent conflict is (was) the conflict of sovereign subjects (states), while the first decade of the 21st century was mostly marked by many asymmetrical conflicts, between a state (or states) on the one side and not sovereign terrorist subjects on the other side.

Every imperilled state, as in any other conflict, has realistic prospects to successfully defend itself and win only when it is adequately informed about the aggressor which, in this particular case, implies terrorist collectivity. Guided by that knowledge, a state endeavours to develop adequate intelligence as an inseparable component of national power, whose success against aggressor, proven in practice, could be optimal, partially successful or weak (inadequate, unsuccessful etc). Accordingly, some aspects of national intelligence power and powerlessness against terrorism are considered in this work.
