Airport Frank Sanchez, Barnstable Municipal Airport Assistant Manager, was named as the Airport Operations Spokesman of the Year 2004 by the Boston FAA Flight Standards District Office.

Airport Quincy “Doc” Mosby was named the FAA New England Region Airport Manager of the Year in 2003.

Community Services Lynne Poyant, Director of Community Services, was named as the Mercy Otis Warren Woman of the Year for 2007. The award is given annually to “a resident of Cape Cod who has demonstrated leadership in the Cape Cod community involvement embracing the ideals of patriotism”.

The Cathy Gray Memorial Fund presented Town Council President Hank Farnham and Sandy Neck Park Manager Nina Coleman with a beach wheelchair for use at Sandy Neck. Beach wheelchairs cost approximately $3,000.

Memorial Sailing Program. (2007)


Lifeguards from the Town of Barnstable won the 2007 Cape Cod Lifeguarding Competition Division B Championship on Friday, August 3rd.


The First Tee Program, which is a partnership with the Massachusetts Golf Association, U.S. Golf Association and the Tiger Woods Foundation, was awarded to Barnstable Recreation for a three year grant which teaches life skills through the game of golf to youth between the ages of 8 to 15 years of age in the Town of Barnstable and all of Cape Cod.


Olde Barnstable Fairgrounds Golf Course has received the Cape Cod Life Magazine’s 2007 Gold Medal Award for outstanding facility and conditions.

Merry Holway, Head Golf Professional, received the 2006 Cape Cod Chapter Junior Golf Leader Award.


The Lyndon P. Lorusso Foundation presented the Town Council with a $1 million grant for the Hyannis Youth & Community Center (HYCC).

The Friends of Barnstable Council on Aging presented the Town Council with a check for $166,000 for the completion of the Garden Level of the Senior Center.


The Town accepted of a Grant to the Barnstable Senior Center for $5,000.00 from TD Banknorth to help support a Volunteer Coordinator Marketing Position at the Barnstable Senior Center.


The Town of Barnstable accepted a grant in the amount of $75,304.00 to support the ongoing provision of services through the Town of Barnstable’s Senior Services Division. This grant is a state funded grant that is based on the number of

seniors in a town’s geographic region. This year’s grant has grown from $70,164 to $75,304 due to both an increase approved by the state as well as in response to the growing number of seniors in the Town of Barnstable.


The Town Accepted a Grant of $6,000 to the Barnstable Senior Center for Transportation services for the elderly, from Elder Services of Cape Cod and the Islands.


The Town accepted a Grant to the Barnstable Senior Center for $10,000 from the Barnstable County Commissioners to be used to help build a café/gift shop at the senior center.


The Town accepted a Grant to the Barnstable Senior Center for $6,400 from BJ’s Whole-sale Club to support the Adult Supportive Day Care. Program.

Department of Public Works / Administration & Technical Support

Bob Burgmann is the Town's representative to the Joint Transportation Committee (JTC). That group in an advisory agency to the Metropolitan Planning Organization (MPO) which decides how federal transportation funds are spent on Cape Cod. He serves as chairman of the JTC and, as such, is an ex-officio member of the MPO.


Mark Ells, DPW Director, was elected as the new Chairman of the Wastewater Collaborative Technical Advisory Committee.


Mark Ells was responsible for receipt of Internal Revenue Service authorization to the Town of Barnstable to issue a tax-exempt Clean Renewable Energy Bond (CREB) in the amount of $1,850,000 for the purposes of installing a Wind Facility at the WPCD on Bearse's Way, Hyannis, MA.


Roland “Bud” Breault, Assistant DPW Director, was named as the Town of Barnstable's Alternate Representative to the Governing Board of the Cape Light Compact.

Barnstable has been named a Tree City USA by the National Arbor Day Foundation to honor its commitment to community forestation for the 10th consecutive year. (April 2007)

Neil Andres, DPW Highway Division Supervisor, served on a 28-member committee that completely re-worked the guidebook for highway design, putting in place new standards that better incorporate the perspectives of cities and towns in road and bridge construction.

Glenn Santos, Supervisor of the Solid Waste Division, received the Fragile Earth Award from Champ Homes for our recycling efforts here at the Transfer Station, and a recognition award from the State, House of Representatives for "the dedication and community spirit you have shown working with Champ Homes to beautify the Cape and Islands through recycling.


Glenn Santos attended and pass the Supplies and Services Contracting course for the Massachusetts Certified Public Purchasing Official Program.


Solid Waste advertised and awarded a new recycling contract. We now are able to offer recycling of all plastics #1 thru #7, we also combine all paper and cardboard in one compacter and tin cans and all plastics in another, making it easier for the residents to dispose of their recyclables.

Day Foundation for the ninth year in a row. Credit was given to Tree Warden Charlie Genatossio and the Tree Crew for their efforts. Charlie was instrumental in the Commonwealth of Massachusetts’ celebration of an Arbor Week instead of just one day in accord with the seven villages in the Town of Barnstable.

The topic was on the GFOA’s Budget Award and Financial Reporting Award programs offering tips and suggestions as to how to prepare award winning documents.

general obligation debt. The upgrade reflects a 200% growth in the tax base over the past fiver years and a 71% increase in general fund reserves since fiscal 2003. Also incorporated in the town’s Aa1 rating are the town’s favorable location as the regional center of commerce and transportation on Cape Cod and a manageable debt burden.

Finance Standard & Poor’s (S&P) upgraded the Town of Barnstable’s bond rating from AA+ to AAA. This is S&P’s highest rating. The rating applies to the Town’s February 2007 $73.8 million bond issue as well as all of its existing outstanding debt. This represents the second bond rating upgrade over the past five (5) years as the town was upgraded from AA to AA+ in 2003.

Jim Benoit, GIS Coordinator, received his GISP. The designation of GISP is a certified geographic information systems (GIS) Professional who has met the minimum standards for ethical conduct and professional practice as established by the GIS Certification Institute (GISCI).

In 2000, the Town’s GIS Department was featured in an article entitled “Government that Works: Massachusetts Town Provides Property Data Online” in the industry magazine “GIS World” and Jim Benoit gave a presentation entitled “Municipal Implementation of Intergraph GeoMedia WebMap for a Public Access GIS” at the New England GIS Conference in June 2000. Both of these events corresponded with the rollout of the interactive maps on the Town website. The Town of Barnstable was one of the first Towns to do that on the web.

Legal Department Robert D. Smith received the City Solicitors and Town Counsel Association’s highest honor of the President’s Award. Presented in 1997, the award is in recognition and appreciation for his many contributions to municipal law and service to local government.

Police Department Anne E. Spillane, Director of Support Services for the BPD, recently achieved the international recognition of attaining the IPMA-CP (Certified Professional) credential from the International Public Management Association for Human Resources (IPMA-HR).

Regulatory Services Received for the eighth year in a row, a $65,000 Item Price / Price Verification Grant to ensure Consumers are not overcharged in retail transactions. Given by the Massachusetts Division of Standards to only three communities in the state. (2007)

Regulatory Services Regulatory Services Department / Consumer Affairs Division / Weights and Measures Program Recognition – Kim Connors, Jane Zulkiewicz, Alex Smith and Richard Cohen have all been awarded certification as weights and measures inspectors by the Commonwealth of Massachusetts and are currently pursuing advanced certification through state sponsored training.

Regulatory Services Tom Geiler, Director of Regulatory Services, received a Lifetime Achievement Award for his efforts to improve the training of weights and measures officials and the delivery of weights and measures services. He was also appointed to serve on the state certification committee charged with the oversight of the

Tom has been very active in several professional associations, serving in a leadership role with: the MA Weights and Measures Association, the Northeastern Weights and Measures Association and the National Conference on Weights and Measures where he has participated in the writing of national and international marketplace regulations. Tom has also served in a leadership role with the MA Parking Clerks Association and the MA Association of Licensing Officials.

Tom Perry, Building commissioner, has been named to the Board of Directors of the Southeastern Massachusetts Building Officials organization.


Tom Perry and his staff received a Habitat Partner award from Habitat from Humanity for assistance with the Danvers Way Affordable Housing effort.


Building Inspector Jeff Lauzon received an award of recognition from the MA Office of public Safety, for his relief work assisting Mississippi officials in conducting inspections of dwelling units damaged in hurricane Katrina.

The USDA Natural Resources Conservation Service has awarded the Town of Barnstable a $50,000 Wetlands Reserve Program grant for the Stewart’s Creek Restoration project.

Barnstable County has awarded the Town of Barnstable $10,000 to continue work under the Wildland Fire and Preparedness Plan. The funds will be used for mechanical mowing of a fire-break along the Barnstable / Sandwich line.


Conservation forged ahead with land management projects for which they secured grants, totaling $28,643 for FY07. Improvements were made to the West Barnstable Conservation Area.


Massachusetts Association of Conservation Commissions (MACC) announced that Fat Piu (Tom) Lee and Dennis Houle, members of the Barnstable Conservation Commission, successfully completed MACC’s Fundamentals for Conservation Commissioners certificate training course (February 2007).


The Conservation Division received a grant in the amount of $6,162 from the Barnstable County Land Management Grant Program. The funds will be used to construct a 500’ handicap accessible loop at the Santuit River Conservation Area, off School Street, in Cotuit.

Regulatory Services / Public Health Division

The Town of Barnstable introduced a Rating System for Food Service Establishments – the first to develop such a rating system in Massachusetts. Ratings are based upon compliance with

School Department Hyannis East Elementary School won the U.S. Department of Agriculture’s Food and Nutrition Service’s “Gold HealthierUS School” Award – the only one awarded in New England. Hyannis East officials worked with parents and Chartwell’s to revamp the school’s nutrition program by replacing whole milk with low-fat and skim milk, switching to an organic popcorn cooked in healthier oils, and holding exercise-based fundraisers such as walk-a-thons instead of bake or candy sales.

Town Clerk’s Office Town Clerk Linda Hutchenrider and Assistant Town Clerk Lucia Fulco were asked to train clerks at the summer Massachusetts Town Clerks Association conference in Falmouth. Linda presented an all-day session for new clerks on “What Does a Town Clerk Do”. Lucia did two half-day sessions on Access and creating databases.

Freedom to Marry Award from the Freedom to Marry Coalition of Massachusetts - it was presented at the Boston Park Plaza Hotel.

Town Clerk’s Office Town Clerk Catherine Stover from Nantucket and the Town of Barnstable’s Linda Hutchenrider are both the subjects of the front page of the Decoder a publication from General Code regarding their work to acquire funds from the Community Preservation Act to help restore the historic records of our towns. Linda was happily able to receive funding for a Laser Fiche program and monies to preserve and de-acidify some of the books going back to the 1600's. Volunteers are now helping to index some of the hand-written volumes.

Town Collector’s Maureen McPhee earned her ten year service award/pin from the Massachusetts Collectors /Treasurers Association (MCTA) annual meeting held at Sea Crest in North Falmouth in June 2005.

2007 issue, that Barnstable, Massachusetts is the #22 Best Green Place to live in America. The Best Green Places study, which is based on data discovered by Sperling’s BestPlaces, examines 24 data matrixes in 5 major categories – including air and watershed quality, mass transit usage, power usage, farmers markets, organic producers, and number of green-certified buildings – to determine which metro areas are the best places to live a green life.

$250,000 grant from the Lyndon P. Lorusso Foundation as a matching grant for the purchase of the Zion Union Church for the creation of a museum.

Town Manager’s Office National Civic League’s 2007 All-America City Award was won by the Town of Barnstable in June 2007. The All-America City award is the oldest and most prestigious civic recognition competition in the United States.
