From the Town Manager Dear Reader: All seven villages in the Town of Barnstable have been bustling with activity. There are so many choices it is sometimes difficult to decide which activities will be included in our weekend plans. There are free, evening concerts in Barnstable Village, Osterville and Hyannis. As the only Town with two teams – the Cotuit Kettleers and Hyannis Harbor Hawks – the Cape Cod Baseball League provides us with plenty of excitement. The John F. Kennedy Hyannis Museum is celebrating its 25th Anniversary of operation during the Centennial year of JFK’s birth. Be sure to walk the Kennedy Legacy Trail and visit the beautiful Kennedy Memorial on Ocean Street. We are looking forward to the 32nd Annual Pops by the Sea concert on the Hyannis Village Green on Sunday, August 13th with Dr. Greg Skomal as Celebrity Guest Conductor and featuring the music of Composer John Williams. Maestro Keith Lockhart is celebrating his 22nd Anniversary with this annual event. If you want to “be in the know” be sure to visit ArtsBarnstable.com – Seven Villages – One Town – All Things Arts & Culture. Another great summer time activity is the Cape Cod Lifeguard Competition. A Note from the Town Collector We hope you are having a safe, happy, and healthy summer! The FY2018 Preliminary Real Estate and Personal Property tax bills were issued and mailed on June 30th. The following is the schedule for payments: Personal Property Taxes for Fiscal 2018 We continue to use a Lockbox service to process the payments. This has proven to accelerate the payment posting and the checks getting processed in a timely manner. This service is only for the “open” period of the bill, which means that once the due date is reached, you should mail the payment to The Town of Barnstable, PO Box 40, Hyannis, MA 02601, to avoid a delay.

If you use your own on-line bill payment process, would you kindly check and make sure that the proper address is used for the mailing address (Town of Barnstable, PO Box 40, Hyannis, MA 02601). These on-line checks must be processed manually and sending them to the Lockbox delays the processing.

FROM THE TOWN CLERK’S OFFICE TIME IS FLYING!!! Summertime is flying by and hopefully we will have a beautiful Fall. Town Elections are just around the corner!

Important Dates to Remember: August 30th – Voter registration closes for the September election; if you are already

registered you do not have to re-register. But if you have moved, please check with the Town Clerk’s office prior to August 30th to make sure you are still eligible to vote.

September 19th – Special Town Election, come out and cast your ballot for the Proposition 2½ override. This vote is specifically for funding of the Cape Cod Regional Technical High School new building. Polls will be open in all thirteen (13) precincts from 7 AM to 8 PM.

On the same day, PRECINCT 12 will have a PRELIMINARY TOWN ELECTION. There will be two separate ballots; two check-in tables and two check-out tables. All elections are important, but this one will actually decide who will run for the Town Council seat in Precinct 12, in the November 7, 2017 Town Election. There are three candidates for the Precinct 12 Town Council position as follows: Marc Brunco John Norman (incumbent) Paula Schnepp In Precinct 12 we need your vote to narrow this field down to two contestants for the Town Council seat. The top two winners of this election will be on the November ballot.

November 7th – Town Election - Please come out to vote, all the even numbered TOWN COUNCIL SEATS will be on the ballot, along with the two positions for School Committee, two positions for Housing Authority and Town Clerk. All 13 polling locations will be open from 7 AM to 8 PM.

Absentee Ballots are available before every election. If you are planning on going south and will not be here for the elections, please call (508-862-4044) to see if the ballots are in so that you may come to the Clerk’s office and vote before you leave.

Remember, this is your time to shine. As a voter, you can make a difference in your town elections. Your vote is your voice.

Superintendent’s Corner

Summer Greetings!

In my first year as Superintendent of Barnstable Public Schools, I have learned a tremendous amount from the students, teachers, staff, parents, town officials and community about what a special place the Town of Barnstable is to live, work and receive an education. As part of my Entry Plan, I met with the many stakeholders that make up Barnstable Public Schools through interviews, meetings and public forums. From these sessions, the strengths of the district were revealed: • The range of instructional and co-curricular programming for students Pre-K through grade 12. • The global diversity of the student body. • Relationships across the district. I am proud to be a part of such a successful and diverse school district. Thank you for welcoming me so warmly into your community.

Even though summer is in full swing, the work in Barnstable Public Schools continues:

Facilities Summer Projects David Kanyock, Facilities Director, is working on many summer projects at our schools including Barnstable United Elementary (BUE) lavatory upgrades, BUE lock upgrades, Barnstable-West Barnstable Elementary (BWB), Hyannis West Elementary (HYW) and Centerville Elementary swings and playground installations, West Villages Elementary (WVE) auditorium roof top unit heat exchanger replacement, Barnstable Intermediate School (BIS) roof top HVAC maintenance, BIS public address system upgrade, water fountain replacement at HYW, BUE and WVE, and parking lot painting at BWB, Barnstable Community Horace Mann Charter Public School (BCHMCPS), BUE and Barnstable High School (BHS). Thank you Dave and his team for all the work they do to maintain our schools.

Kindergarten Jumpstart at Hyannis West Elementary Data indicates that each year more than half of incoming HYW Kindergarten students do not attend preschool. These students are at a disadvantage compared to their peers who have attended some type of program. As a result, utilizing Title I funds, HYW established the Jumpstart Program.

For two weeks each summer the Jumpstart Program provides incoming Kindergarten students with an opportunity to learn school readiness skills, such as; Responsive Classroom routines, appropriate bus and classroom behavior, standing in line and walking in the hall, raising their hand, sharing, taking turns and the expectations of a good listener. These skills are modeled and practiced in an enriching and small group environment that nurtures their growth.

Research shows that children who attend Kindergarten readiness programs, like Jumpstart, are more likely to do well in school and attend college. Students who attend the Title I Jumpstart Program become familiar with the school setting which increases their excitement, decreases anxiety, and students are better prepared to begin their school experience at Hyannis West.

Summer Leadership Institute Our three-day Summer Leadership Institute will take place from August 15 to 17. This is an opportunity for all district leaders to discuss the priorities for the 2017-2018 school year. This work will help to set the tone for the coming school year and develop team building skills that will promote district-wide and school-wide collaboration and communication. We look forward to a productive time together.

Summer Graduation Summer Graduation will be on Monday August 21st at 5:30 PM in the Cobb AstroPark. In Barnstable’s 6th year of doing a Summer Graduation, we are expecting 17 graduates. Principal Patrick Clark and Project Excel Director Alik Taylor speak at the event. Principal Clark stated “in trying to live our Core Values, we felt strongly that students who needed more time to meet graduation standards should celebrate their accomplishment with teachers, family and friends, so we began this tradition in August of 2011.” Congratulations to all Graduates!

As the summer winds down, we will continue to prepare for the new school year which starts on Wednesday, August 30 for grades 1 – 12. (Kindergarten begins on August 31 and Pre-K begins on September 5).

Description

Replace existing home side bleachers and add visitor side bleachers. Current bleachers are becoming structurally unsound and unsafe. Floor planks are showing signs of fatigue, bolts fasteners and structural members are rusting and deteriorating. Current configuration is not code compliant and due to design and age, retrofitting for compliancy is not possible.

HURRICANE PREPAREDNESS According to the Cape Cod Emergency Preparedness Handbook: “Of all the natural disasters that might affect Cape Cod, hurricanes have the potential to cause the most property damage and loss of life if adequate planning and preparation is not undertaken.” There is much you can do to better prepare yourself and your loved ones in the event we experience a significant weather emergency. In general, it is recommended that you do the following at the onset of Hurricane Season (officially started June 1st) here on Cape Cod: Make a disaster plan for yourself, your family and your pets. Be sure you review it carefully with all members of your family. 1. Compile a Disaster Survival Kit. 2. Familiarize yourself with the flood risk in your area, as well as the location of the nearest

emergency shelter. 3. Be prepared, ready and willing to follow the explicit directions of emergency

preparedness. Your Emergency Disaster Plan

While Hurricanes can devastate communities, we have ample warning time with which to enact a plan to insure the safety of ourselves and our loved ones. When developing your disaster plan consider the following: 1. Where the emergency shelter is in your

area. 2. What is your evacuation route. 3. The elevation of your property above

mean sea level. 4. Whether or not you are located in an

evacuation zone. 5. If you plan to relocate in the event of a

storm, where exactly do you plan to go? Make these preparations now and be sure a call to confirm will not be required as telephone communication may not be possible.

6. What will you do with your pets during an emergency? Remember, shelters DO NOT allow pets.

7. Know where the emergency shut off is in your home for electricity, the main panel, and for water and natural gas.

8. Be sure any/all important documents are gathered in one place.

9. Prepare your Survival Kit.

The Emergency Survival Kit Should meet the needs of yourself and your family

for at least 72 hours. ♦ Non-perishable packaged or canned foods that

require little or no preparation. Don’t forget a can opener! (Soup, peanut butter, canned juices, vegetables, crackers, jelly, trail mix, etc.)

♦ One gallon of water per person per day, extra for pets. Store water in sterile, plastic containers such as empty soft drink bottles. Be sure to change every six months.

♦ A basic first aid kit. ♦ Battery operated radio and flashlight with extra

batteries.

Remember, in the event of a severe storm: 1. Secure all outdoor objects. 2. Stay away from windows. 3. Fill your tubs and sinks with water to use in your

toilets if necessary. 4. Keep an eye on vulnerable neighbors. 5. If you are asked to evacuate, don’t hesitate to

do so!

THIS IS A FREE SERVICE FOR ALL BOATERS The Barnstable Pumpout Boats are in service for the boating season beginning Memorial Day weekend through Columbus Day weekend. As the boating season is underway, the pumpout boats will be running seven days a week. The boats can be easily identified. Both boats are white center console vessels with the lettering “HARBORMASTER” on both

sides. The pumpout boats monitor VHF channels 16 and 09 during operating hours. Please continue to schedule pumpouts using the e-mail address [email protected] or call the Harbormaster's office at (508) 790-6273. It is helpful to schedule pumpouts in advanced. The shore side pumpout will be available in Hyannis Harbor May through October as well as Barnstable Harbor.

WEDNESDAY, AUGUST 16TH @ 12:30 PM Have you ever wanted to learn how to shellfish?

Have you been before, but you’re still looking for more tips? Here is your chance! • Natural Resources staff and Town shellfish volunteers will be available to assist anyone who wants to learn

to dig or wants the help. • Be prepared to get wet! The shellfish live in wet sand that gets covered by salt water when the tide is

high. Waders, hip boots or knee boots would be helpful. Protective gloves are necessary. • Shellfish may be taken by hand or rake. Small (garden) hand rakes and trowels will be allowed for

children only. • Shellfish that are legally harvested with a valid permit may be taken home. • SHELLFISH REGULATIONS APPLY AS ALWAYS! News from the Hyannis Youth and Community Center There are lots of reasons to come inside the HYCC and cool down this August! Beach parking permits are sold every day in the lobby (Monday-Saturday 9 AM-4 PM. Sundays & Holidays 9 AM-12 PM.) and there are daily activities in the Lyndon P. Lorusso Youth Center for members and $5 day pass holders. HYCC Annual Memberships are just $20 for Barnstable residents and $40 for non-residents. Benefits include use of the walking track, scheduled open gym times and access to the game room/computer lab. Renew or purchase your membership during the month of August and you will automatically be entered into a prize drawing for a gift certificate to Brazilian Grill!

Ice skating activities like public skate, pick-up hockey, walk-on figure skating practice and stroller skating are available almost every day year round and we have all sizes in skate rentals for both hockey and figure skates. Skate sharpening is also available. You can get more information at the skate rental booth in the lower lobby or call 508-790-6345.

SCC is a non-profit Community Sailing Program with a mission to improve the quality of life in the community through sailing for people of all ages, socio-economic backgrounds, and physical and developmental abilities. SCC utilizes sailing to develop academic, leadership and life skills, to overcome personal adversity through the therapeutic and recreational benefits of this sporting activity. He has run 216 marathons, 34 ultra- marathons and 21 100 Milers. At 75 years old he is still an active runner, and a true example of how exercise can keep you healthy no matter your age. Women’s Health, What You Need to Know! -Wednesday, Aug. 9, 1:30-2:30 PM RSVP-Free Lucia Cagnes, M.D. will discuss health related issues affecting women and offering an educational program that will focus on the older female population. As a provider, Dr. Cagnes, understands how important it is for women to be aware of these issues; how they can help themselves and find appropriate medical care. Edible Flowers - Wednesday, Aug. 9, 1-2 PM RSVP-Free Learn which flowers are safe to eat, how to prepare, and delicious recipes with samples. The culinary use of flowers dates back thousands of years to the Chinese, Greek and Romans.
