Chennai: Neglected for dec-ades, the dilapidated registraroffice in George Town is all setto get a new lease of life.

The public works depart-ment (PWD) will try to bringback the lost charm of the 135-year-old Indo-Saracenic struc-ture on Rajaji Salai. It wouldbe the second heritage build-ing in the city to be taken upfor renovation by the buildingcentre and conservation divi-sion of the PWD after the his-toric Humayun Mahal at Che-pauk.

The department wouldcarry out the renovation workof the nearly 25,000sqft struc-ture at a cost of `9.62 crore.“The registration departmenthas sought the PWD to revive

the building that was aban-doned after a collapse fewyears ago. We have sent cost es-timates to the registration de-partment,” a PWD officialsaid.

office, district registrar officeof North Chennai and office ofthe deputy inspector generalof registration were operat-ing out of the building till itwas abandoned two years agoafter a portion of the struc-ture caved in.

PWD records show the reg-istration office was designedand constructed by Robert Fel-lowes Chisholm, a consultingarchitect to the then govern-ment of Madras for 14 yearsfrom 1872.

“Chisholm, who could bedubbed as the father of Indo-Saracenic architecture, changed the skyline of Chen-nai by building several suchbuildings,” said writer andheritage enthusiast R Venka-tesh. The older building ofPresidency College is among afew buildings that go to hiscredit, he added.

The renovation work is tobe carried out using tradition-al Mughal plastering metho-dology using natural and eco-friendly materials, sourcessaid.

A preliminary study onthe building found that theMadras terrace roofing hasbeen damaged and some por-tions have collapsed, thesources said, adding Whilewindows and doors have beencompletely damaged, few pan-els were missing. “It will takeabout a year to complete therenovation,” the PWD officialadded.

Constructed in 1884, thetwo-storey structure is one ofthe oldest buildings under theregistration department, af-ter the process of registeringproperties came into being in1865. Multiple offices such asthe Royapuram sub-registrar

The AIADMK’s conten-tion is that these legisla-tors who won on the

party’s tickets had cam-paigned against the party’scandidates, thereby attract-ing disqualification underthe anti-defection law.

In a bid to checkmate thespeaker, DMK Rajya Sabhamember R S Bharathi andparty’s legal wing member RGirirajan gave a notice to as-sembly secretary K Sriniva-san to introduce a no-confi-dence motion against thespeaker. The move is to en-sure that whenever the as-sembly is convened, it has totake up the no-confidence mo-tion first before moving on toother businesses, whichcould include action againstthe three dissident AIADMKlegislators.

“In August 2017, the speak-er disqualified 18 AIADMKMLAs, but he refused to takeaction against 11 MLAs whovoted against the govern-ment,” Stalin said in the no-tice. “The steps taken by thespeaker are against law ... heis working only to show a ma-jority for the ruling party, against democratic norms.”

Bharathi told TOI his par-ty was awaiting a response.“As per rules, such a noticehas to be taken up in the as-

sembly within 15 days, butsince the house has been pro-rogued and the model code isin effect, the speaker must re-ply to our notice stating that itmay not be possible to con-vene the assembly in 15 days,”the DMK leader said.

Minister D Jayakumarsaid the ruling party had“keenly watched” the MLAsfor over a year before makingthe petition under Rule 7 (3) ofthe Tamil Nadu LegislativeAssembly (Disqualificationon Ground of Defection)Rules, 1986. “We have not act-ed in haste. The MLAs weretaking part in all activities ofthe AMMK. The DMK jump-ing the gun with a no-confi-dence motion against thespeaker vindicates our standthat it has close nexus withthe AMMK,” he said.

The rebel MLAs, mean-while, said they were yet to re-ceive the notices.

Kalaiselvan said he wouldcontinue to support the gov-ernment. “I was given a postwhen the group was namedAIADMK (Amma) by the EC.I am not part of the AMMK,the party which was regis-tered recently,” said the Vi-rudhachalam MLA.

If it comes through, thiswill be the DMK’s second no-confidence motion againstthe speaker in a little morethan two years.
