WHAT POSITIONS ARE UP FOR ELECTIONWe hope you’ll vote in all elections on your voting document – the successful candidates make decisions that affect us all every day so make sure you have your say.You may find all or some of these positions on your voting document: 1) The Mayor is the leader of the City or District Council.2) The City or District Council provides communities with a wide range

of local services and facilities. Councils make decisions to improve community wellbeing including key infrastructure (e.g. water supply, sewerage, roads), local regulations, recreational facilities, parks, planning and building issues.

3) The Regional Council makes decisions about functions best delivered at a regional scale such as natural resource management (e.g. quality of water, allocation of water, land and soil, coastal planning, plant and pest control), regional transport, and civil defence and emergency management. Unitary Authorities perform the functions of both City or District Councils and Regional Councils.

4) The District Health Board makes decisions every day to improve the health of people in the community – including the kinds of health services to be provided.

5) A Community Board provides leadership to empower local communities and may make decisions about local issues or recommend how Council should spend money on local services.

6) A Licensing Trust exists to sell alcohol responsibly through premises in the trust area and decide how surplus profits are returned to the community. Community and other Trusts support charitable work.

7) A Poll or Referendum may also be on your voting document. Your vote in this helps the Council make decisions on the issue being considered.

Ang mga Unitary Authority ay nagsasagawa ng mga tungkulin ng parehong Panlunsod o Pandistritong Konseho at Panrehiyong Konseho.

Four key changes.Greater social responsibility. A caring councilmust protect its most vulnerable citizens and havesupport mechanisms in place. We need to discuss

the issues of poverty, addiction, crime, housing affordability anddepression and find ways to help those affected.Greater transparency and public engagement. We need to behonest even when we get it wrong and we need to place a highimportance on public inclusion and communication.Back to basics. Core services are still important to ratepayers anda functional, clean, safe and green Waitaki district holdsbenefits for tourism as well as locals.Streamline customer service. Council's role is to assist ratepayersand guide them through the maze of regulatory restrictions tohelp achieve their aims. We need improvement on this as thereis still confusion between staff and ratepayers on issues which isdistressing to both.

Gary KIRCHERWorking For Waitaki

My principal place of residence is in the WaitakiDistrict Council area.

Two terms on, and Waitaki is going well. Theteam approach that our Councillors and I havetaken, and the role we've adopted as enablers ofour community, has resulted in some important

advances across Waitaki with some of the lowest rate increasesin NZ. My drive is to create a district which gives ourcommunity's children and grandchildren opportunities -opportunities to enjoy an excellent lifestyle, to learn, and toearn. And that's about making Waitaki even more attractive. I want to keep doing my bit to build on what we have and tomake it even better. Further roading improvements, theOmarama & Otematata community plans, Oamaru harbour, andCBD revitalisation are all key projects I want us to progress overthe coming three years.Kerry and I appreciate the opportunity we have been given toserve the community, and are grateful the excellent supportwe've received. My principal place of residence is not in theWaitaki District Council area.

Waitaki wants a leader with integrity to promotethe potential of our people, the value of ourentire district, our resources and the power tomake progress. As Mayor of Waitaki, my priorities

will include refining core infrastructure, creating efficientmanagement systems and streamlining procedures for allcouncil policies. I will focus improvements on roading,pedestrian safety, water, sports grounds, recreational areas,cultural enhancement, geographical icons, educationalopportunities, health services and the vitality of our smallerregions. I am an experienced leader with a life time of work inenterprise, development, governance and environment. I amcommitted to Waitaki and our tangata whenua. I will lead apositive council that is dedicated to the prosperity andwellbeing of our whole community. By harnessing the uniquecharacter of our district, we can drive an affordable strategicplan with a fresh energy and enthusiasm to enable successfulsolutions for our future.

Eugen Dupu is 38 years old, married to Esther andhave two beautiful daughters. He is anenthusiastic and energetic leader, strategicthinker, acts with integrity and is well respected

in our community. As a Waitakian since 2007, his reputation hasbeen exemplary. His work in the community has been centeredon young people with wide involvement in schools (bothprimary and secondary at governance level, chairing boards, aswell as counseling and mentoring of students), sport clubs,community events, Waitaki Guardians, Police and many others.Eugen is a public speaker, loves communicating & engagingwith people. He is friendly, approachable and has the people'sinterest at heart. He was born in Romania, travelled in 30+countries, lived in 5 and speaks 4 languages. He has beenawarded Paul Harris Fellow by the Rotary FoundationInternational and has been recently nominated to become aJustice of Peace.

Bill KINGAN

My principal place of residence is in theCorriedale Ward area.

It has been a privilege to represent the CorriedaleWard for the last 6 years. I have enjoyed theexperience and wish to continue to contribute. Isee myself as part of a team and can contribute as

a retired farmer, parent and grandparent. I have lived in theWaitaki District all my life except when doing 3 VSAassignments in Papua New Guinea and Samoa. The Waitakidistrict continues to progress and I am very happy to be part ofthat.

When I first came to North Otago in the late1960's (mustering on Te Aka and WaitangiStations) if anyone had envisioned the district asit is today I would have said they had rocks for

brains.Hard work, total commitment, incredible tenacity in the farmingcommunity thru to the suit's in town has seen this incredibletransformation.

I am a manufacturing jeweller, 28 years inOamaru, 25 in Thames Street retail. Mycommunity involvement includes, startingSteampunk in New Zealand, Columba Scout

leader, jointly running the Rock n Roll & Swing Dance club,fencing coach at WBHS and enabling many people develop skillsand achieve goals that help them and the community. I wouldlike to speak for the everyday Oamaruvian, be a voice for thisdiverse community, with its changing needs. I am an innovativethinker and influence change. When elected I wouldconcentrate on, supporting initiatives that raise the standard ofliving for the community, finding local initiatives for wastemanagement, enabling more flexible housing solutions andlooking for ways to get the best return on the investment ofrates for the future of Oamaru.

Hey, my names Devin Familton, many of youknow me as the business owner of Baarkers doggrooming. Born and raised in Oamaru attendingSt Kevin's College then onto get my Diploma in

Interior Design in Christchurch. I have seen the town growdramatically over the last five years which makes me excited tolook ahead and see what potential is available for the districtand its residents. I believe that it is time to have a younger voiceon the council, someone who gets the younger generation. Iwould take on this councillor role with the responsibility andaim of improving this district for the current residents and moreimportantly the future generation.Some key factors that I am passionate about are thedevelopment of the harbour area/Thames street town centre,restoring heritage buildings, supporting small business,encouraging youth to stay in the district and working onenvironmental issues.

My principal place of residence is in the OamaruWard area.

I'm the owner of GoldingArts, a digital solutionsand photography business, Oamaru based for 11years. Prior to this I worked as a Nurse inChristchurch and at Starship Children's Hospital.

These careers have provided me with strong skills in rationalassessment, conflict resolution and education. I'm a carefullistener and think outside the box, offering alternative solutionsto problems that may not have been considered. The issues I would like to address if elected to Council includethe environment, business growth and community involvement. We need to create partnerships to address non-recyclables andhow waste can be turned into an income stream for therecycling centre and the district. The winter months are tough for business, let's explore how wecan address the winter slump. Diversification throughout the district, let's listen to thecommunity and look at alternatives to encourage growth whilstaiding the fight against global warming.

I have a passion for communityempowerment from a Strengths, faith based perspective willingto serve and represent the diverse cultures and diverse views inthe Waitaki region. I believe we should invest in the wellbeingof our people and community. District as a whole as I was in 2016. Things are changing. Our economy's slowing.Times are getting tougher. I think that meansCouncil focussing on affordability, not looseningthe purse strings. We owe it to ratepayers. People

must pay Rates. Like taxes, they're compulsory. Rates fundessential things that underpin our modern lives: clean water,stormwater and sewage systems, roads, footpaths and planning.Rates fund good things like parks and libraries and supportrecycling. But rates can be wasted on 'nice to have' things.Councillors must make wise choices. I believe experience mattersthere. So I offer you my experience and my energy and 100%commitment to essential services and getting good things done,if they're affordable. We spend other people's money, whichthey've had to pay, so we must protect it and save every dollarpossible. Thanks for reading this. to enjoy its peace and quiet. My travels from my native Scotlandhave seen me travel the length and breadth of New Zealand butI consider all of Otago to be the best place to live, work andvisit. Councils aim should be to make Waitaki an enjoyable placeto all folk's visitors, locals and children and remain affordable,clean and green while promoting the use of local products,operators, shops, farmers and to do so to the maximumpossible.Waitaki District Council should also use its own entitiesworkforce and maintain an economic use of the ratepayer'sfunds and to strip bare any other any other grand projectswhich contribute little to locals.

I am a semi-retired secondary teacher living inOamaru since 2003. I taught at Waitaki Boys'High School from 2004 to 2007, went overseas toteach at the American International School -

Riyadh, and returned in 2016. I now do relief teaching at WBHS.I have taught science, physics and chemistry, as well as beinginvolved in science administration. I have experience in coachingand the administration of school rugby, athletics and softball.The Waitaki District has much to offer in the tourism andagriculture sectors. Prudent development, along withsupporting what has already been done, is necessary if thedistrict is to continue to develop further. The Alps to OceanTrail, Geopark, and Harbour area development are cases inpoint.As a candidate I would bring fresh support to council initiatives.I have no fixed agendas and an open mind about the issuesfaced by the Waitaki District.

This has givenme a broad understanding of governmental organisations andpolitics. I returned to our district in 2007, and had a family.These days you'll see me associated with Real Estate, andvolunteering for 45 South Television. I am the ManagingDirector of our One Agency branch here in Oamaru, and areservist for the Air Force. I've been a stay-at-home mum,worked for Access Healthcare, knocked on your door for Census,and was a Community Coordinator for Plunket. I'm on ourPalmerston & Waihemo A and P committee, treasurer of OtagoField Days, and am part-time administrator for SGS Laboratoriesat Macraes. In 1995, scientists warned of the risk of a large earthquake inChristchurch, yet their warning was not acted on. Now, over-reliance on large-scale dairying has resulted in nitrate-contaminated water, presenting a health risk to Cantabrians,yet local government response has been slow. This disconnectbetween science and local governance has serious consequencesfor our people and environment.In South Canterbury, climate change means loss of snow andglaciers, with sea level rise impacting our coastal towns.However, warmer temperatures will increase the growingseason, providing opportunities for new crops.Climate change is both a risk and an opportunity. I am standingto advocate for people and environment before profit, and fordevelopment of a resilient and sustainable infrastructure andeconomy in Canterbury.

In 2014 I waselected to the Oamaru Licensing Trust and I have contributedalong with other board members, staff and management to animproved financial position and upgrade of Brydone hotel. Iseek to continue this work by ensuring the Oamaru LicensingTrust as a Community asset contributes by providing work,accommodation and servicesto both locals and visitors.

I have been a businessman/hairdresser for the last49 years. My wife Barbara and I have twochildren, Rebecca and Blair, and I enjoy being Popto their children.

My involvement with the Trust spans 18 years with 12 years asChairman. I am proud to be part of the team that has turnedthe Trust's financial performance around and am enjoying thebeautiful renovations being done at the Brydone Hotel. I was recently elected President of the NZ Licensing TrustAssociation, as a result of my work with OLT. I am very mindful that this is a community owned asset which isimportant to the structure of the Oamaru tourism market. My mission is to continue developing the Trust's facilities inaccommodation, food and off-premise liquor, to be professionalin service and performance and thereby providing better returnsto the public of Oamaru.

On joining the OLT board 3 years ago I was veryimpressed with how efficiently and effectivelymanagement were handling the everyday affairsof the Trust as well as refurbishing rooms from

cash flow while repaying debt on a regular basis.Three years ago my interest was in the accommodation side ofthe Trust's activity and that is still my reason for offering myname in the coming election.It is still my belief that Oamaru is a great venue for mediumsized conferencing during the off peak tourist season but thatwould require additional quality accommodation.The Brydone and North Star belong to our community, both areprofitable with room to expand and potential to do evenbetter. If elected I will be committed to looking at practicaloptions that maximise the benefits that can accrue from acutting edge operation.

I am seeking re-election as a Board member forthe Oamaru Licensing Trust on which I've servedfor two terms with the last as the Vice-Chairperson. If re-elected I will continue to

support the positive progress the Trust is making in ourcommunity through upgrading its community owned facilitiesand the allocation of sponsorship and grants for many worthyrecipients and projects in our community. I have worked as an emergency doctor inDunedin for 26 years. I am aware of theimportant health issues, locally and nationally,and 100% committed to the public system. GPs

are busy and require co-payments. Hospitals are full to bursting.Scans, surgery and investigations are subject to delay orcancellation. I will advocate for better, faster health services andmodern facilities for patients and families across the entireSouthern region. Greatest SDHB expenditure is on staff. All stafffrom cleaners and orderlies to doctors, nurses, technicians andmidwives should be recognised for their hard work andsupported to improve care. Involvement of all communities isalso key. Board meetings and business should almost all be opento the public. This new Board, with democratically elected andaccountable members, will govern healthcare for the next threeyears. Necessary improvements in care cannot be put off untilthe new hospital opens.

We have a health system that is far from worldstandard. Years of penny-pinching have led to asystem where only the very ill get what theyneed. It can take four visits to ED to warrant a CT

scan, all the while the cancer grows. Knees have to cripplesomeone before they are bad enough to be fixed. So theeventual treatment is more expensive and recovery less likely.Saying no to requests that are granted anywhere else isregarded as frugal but ends up very expensive. Cries for helpfrom staff are ignored leading to demoralization andhopelessness. Complacency leads to a worse normal. It is withpassion and frustration that I stand for the SDHB. I bring 37years of public hospital service to the board. I understandhealthcare is a network that needs to be maintained andimproved for the good of all of us.

Polytechnic in 2005. I moved much further South for a year - toScott Base, where I was employed by Downer Engineering(TelecomNZ and Science Events support). Antarctica reinforcedmy belief in the role we have to play in nature: to be athoughtful guardian, long-term partner who sharesenvironment with others. Life is fragile.In my councillor's capacity, I will bring diverse and positiveapproach to the challenging issues we are all facing today:climate change, pollution, economic pressures, conflicting views,political uncertainty. The SDHB employs 4,600 great staff trying to deliver $1 billionin health services annually. The SDHB Purpose Statement says itaims to support everyone across our district to live well andaccess the right care when they need it, by delivering highquality, patient-centred health services.But is it really?Babies are being born on the side of the road.Cancer diagnosis and treatment is inadequate. Neurosurgery in Dunedin is in jeopardy.Otago taxpayers deserve better than 3rd world health care. Youdeserve transparency and a voice.My vision: Best healthcare, fast.
