A – CONTEXT
Context

• The scrappage scheme which was put into place early 2007 in Luxembourg enabled the automobile
market to grow in 2007 but also in 2008 whilst the GDP started to contract because of the subprime crisis.
• 2009: strong market contraction due to the crisis
• 2010 – 2012: market growth
• 2013: the incentive for purchasing a vehicle with low CO2 emissions restricted to hybrid and electric
vehicles implies a strong market decline (like in 2009) despite a growing GDP (+4.2%). The decline in
sales to households/individuals is partly offset by an increase in sales of company vehicles.
• 2014: Increase of 6.8% in terms of number of personal cars sold that allows the market to reach 2012’s
sales level. Sales level was supported by a high GPD growth rate of 4.7% in 2014
• 2015: The GDP growth rate reaches a lower level compared with the previous year (3.5% in 2015 versus
4.7% in 2014) and PCs sales volumes nosedives by 6.7%. Many different causes could explain this
decrease in sales but the increase in VAT is probably one of the main explicative factor (according to Mr
Ernest Pirsch, President of FEGARLUX). This decrease was limited thanks to the fleet vehicles segment.
• 2016: Come back to an increase market, PC sales increase of 8.8% compared with the previous year.
• OECD foresees for 2017 and 2018 GPD to reach a similar growth rate level as for 2016: +4% (compared
with +3.6% for this year).
• One estimates a 20% share of company vehicles in Luxembourg.
