newly formed Gukwdzi (Bighouse) meeting as

well as a planning session with Health and

Family Services and Treaty to determine how

the Elder Day Program will be facilitated in

the near future. They had their first Elder

Council meeting today to review policy,

correspondence and discuss how their council

will operate.

TREATY UPDATE

Recently Chief Paddy Walkus,

Hereditary Chief Tom Henderson

and myself attended the Summit

meeting at Vancouver to meet with

First Nations of this province, many

are involved like us, in treaty

negotiations. One discussion that

dominated the three-day agenda

was the upcoming Tsilhqot’in

“Chilcotin” Case going before the

Court of Appeal in Ottawa on Nov

7, 2013. The ruling states that our

Nations can only claim small spots

over our territories, not the entire

territories.

“B.C. Appeal Court issued a ruling

last year that gave the Tsilhqot’in

sweeping rights to hunt, trap and

trade in its traditional territory. But

the Appeal Court agreed with the

federal and provincial governments

that the Tsilhqot’in must identify

specific sites where its people once

lived, rather than asserting a claim

over a broad area. The Tsilhqot’in,

a collection of six aboriginal bands

that together include about 3,000

people, argue the court’s decision

failed to recognize the way its

people had lived for centuries. The

court heard the Tsilhqot’in people

were “semi-nomadic,” with few

permanent encampments, even

though they saw the area as their

own and protected it from

outsiders.

Chief Joe Alphonse, tribal

chairman of the Tsilhqot’in, says it

would be like arguing a country’s

borders only consist of areas

where people physically live, while

ignoring the areas in between.“We

own the broad territory,” Alphonse

said in an interview

Thursday.“There’s no country that’s

going to define itself like that

anywhere in the world, so why

should that apply to First Nations

people?”

The case dates back to the early

1990s, when the Tsilhqot’in first

began using the courts and a

blockade to stop logging operations

in the area, setting off a two-

decade legal odyssey that has cost

tens of millions of dollars. Alphonse

said the case will answer

fundamental questions about how

to define and award aboriginal title

— itself a complicated term that

grants natives exclusive control

over their traditional lands, with

certain limitations.” With land, you

have the power to govern yourself,”

said Alphonse. “We don’t have that

right now. First Nations across

Canada are watching this case.”

Chiefs attending the Summit are

very concerned because the BC

government continues to argue our

territories were terra nullius when

settlers first arrived. The dictionary

defines this term, (originating from

a Latin expression from Roman

law,) as meaning "land belonging

to no one”. BC says there was no

one here when they came to our

lands and waters! This is a prime

example of why we have such a

challenge with treaty negotiations

and other negotiations for access

to our own natural resources.

Another point Chiefs at the Summit

stated on this is that the forest and

mining companies that want our

natural resources are acting as

interveners in support of BC

against the Tsilhqot’in … Those

same companies that come to us

to say they want to do business

with us, Hugh Braker of the

Nuuchahnulth said, “We need to

tell them their umbrella

organizations are racist.”

Back home here in Tsulquate we

have been working with community

members to help set up the Elder

Council, the Bighouse Committee

as well as working with Health and

Family Services to plan for the

reinstatement of the Elder Day

Program at the Elder Center. We

have met with Council to update on

treaty negotiations, and are

planning family meetings to begin

October 22, 2013 with Willie

Walkus’s family at the Elder

Center. After the meeting, we will

meet with the other families to

continue to information share. In

these ways we hope to inform and

educate as many of our community

members as possible about treaty.

FIELD ASSISTANT JOB DESCRIPTION

Number of Positions: 1

The Field Assistant will work with, and report to, either the Timber Cruiser or the Lead Surveyor as

required. At least 3 - 10 day camping survey trips are anticipated.

The Field Assistant will be expected to attend Gwa’sala-‘Nakwaxda’xw Nations community meetings

regarding the project and represent their work and discuss the Blunden area.

REQUIREMENTS

The field assistant will participate in all aspects of the Blunden area survey, including:

working safely

trip preparations

setting up and taking down camp

food preparation and cleanup

travel by boat, extensive hiking

get up in sufficient time to prepare and be ready at the designated start time

able to measure distances, lengths, sizes

be observant and thoroughly record all required data types

assist in orienteering, map reading, GPS use

establishing plots, cutting marker stakes

any other tasks as requested by the Lead Surveyor or Timber Cruiser

stay in remote camp setting for a period of two weeks

PREREQUISITES

Good physical condition capable of hiking in dense bush for 8 hours per day on a 10 day shift.

Good work ethic – “self starter”, professional and courteous manner

Good reading comprehension and writing skills

Able to learn requirements such as reading maps, setting compass courses, data recording, etc.

Able to take direction and complete tasks as required

Small Vessel Operators Proficiency

FOOD SECURITY &

NUTRITION UPDATE

I hope everyone is enjoying the wonderful weather

we've been having lately. The air may be crisp, but

it's wonderful to have the sun shining.

Plenty of things have been happening in the Food

Security & Nutrition Program. Before I give an

update, I would like to first define Food Security,

which is a term that can cause some confusion.

The World Food Summit of 1996 defined food

security as existing “when all people at all times

have access to sufficient, safe, nutritious food to

maintain a healthy and active life”.

A couple weeks ago, Dawn from the Grassroots

Garden Society (The garden near the baseball field)

was kind enough to donate some seeds to our

garden. I planted them with the help of Martina, a

very helpful young volunteer from our community.

We planted two types of lettuce, spinach, beets, kale

and radishes. I know it seems like it 's too cold to

plant anything, but we're protecting the seedlings

with "floating row cover" which is a fabric that lets

moisture and light in and keeps the cold (and

animals) out. If the plants need more protection

we'll build a "hoop house" over them, which is kind

of like a mini greenhouse. The aim is to grow food

all year round, which should be possible since we

don't get much snow in the winter. Last week I

harvested all the turnips we planted back in August

and gave them to the elders at a meeting they held

on Thursday. It turns out turnips grow really well

here!

In September I had the pleasure of attending the

Traditional Foods Conference in Cowichan. I

attended presentations on Traditional Medicine,

Ocean Health, The importance of Wild Salmon,

Prenatal Health & Traditional Foods. I also saw a

presentation by a husband and wife and their 7

children who lived for a year in their secluded

homelands on the West Coast. It was a very

touching and amazing story. Their strength and

perseverance gave me hope that more people will

do the same. The recurring theme of the Conference

was "We are all connected." This message

resonated with me because I believe that modern

living leads us to believe we're all disconnected. We

don't know where our food, clothing or "stuff"

comes from. What I realized was that the more we

are connected to our food and each other, the

happier and healthier we are.

Over the last couple weeks I have been doing

research on Good Food Box Programs. We are

aiming to start a Good Food Box Program here on

the reserve in the beginning of November. The idea

is to provide healthy and nutritious food for less

money than it would cost to buy in the grocery

store. We hope to supplement the boxes with

traditional and wild foods. These would be a free

component of the box. Please look for an update on

the progress of this program in the next Yo! News.
