PURPOSE OF THE SAFETY FILEsThe purpose of a Safety File is to demonstrate and document that a facility is being or has been designed respecting Safety principles and that it can be constructed, operated and then dismantled safely. A safety file addresses occupational health and safety (workers should not be injured or fall ill because of the facility or system i.e. sécurité in French), protection of the environment, facility integrity (the presence of the facility should not represent any uncontrolled hazard to people or the environment, i.e. sûreté in the French nuclear domain), as well as operational safety.A safety file provides relevant stakeholders (the management, contractors, operators2 and authorities) with a quality framework to effectively access all the documentation that is relevant for Safety.

BE Safety Unit does not cover maintenance operations in its safety files. It means that the health and safety of workers is mainly considered with respect to the operation with power and beam of the facility; the operation of the facility will not harm the workers or the environment. Specific maintenance operations carried out by equipment groups must be analysed separately and covered by specific procedures under the responsibility of the concerned group. Once known by the SF editor (or the librarian), these risk analysis and specific procedures will be linked to the SF.

In addition, the existence of a safety file kept up to date is useful for: Introducing new colleagues and contractors to the

activities and installations; Clarifying the roles and responsibilities with

respect to activities and installations; Preparing safe and effective interventions; Maintaining the operational knowledge via

procedures; Maintaining the knowledge of the facility; Proving conformity and integrity of the facility.

1 - DESCRIPTIVE PART The first part of the safety file shall provide a description of the facility and of its systems in terms of safety. The following aspects shall be developed: Brief description of the goal and motivations for the facility; Location of the facility and other safety relevant features in the

vicinity; interfaces with the surroundings and external systems; Description of the facility and of its main systems as relevant

to overall safety aspects, in particular the description of safety systems and

infrastructures associated to the safety of the facility; description of its operation and maintenance strategy;

Description of the lifecycle of the facility; Provisions for dismantling the facility and for disposing of its

components.This part of the safety file is an entry point to the descriptive information of the facility, i.e. schematics, drawings, technical notes, etc.

2- DEMONSTRATIVE PART Demonstrative Part covers all Safety aspects:

occupational health and safety, environmental protection, facility integrity; operational safety.

The second part of the safety file shall make the demonstration that all hazards and risks are identified, that all risks are controlled and that appropriate mitigation measures are taken.

This part of the Safety File is the entry point to the demonstrative information related to the Safety of the facility, e.g. risk registers, risk analyses, schematics, drawings, technical notes, calculation notes, etc.

Strong magnetic field can cause the disruption of pacemaker, vertigo, damage of electronic equipment. Due the presence of the ferromagnetic objects in the PS tunnel (instruments et etc.) magnetic field can also create the collision risk.

3- OPERATIONAL PART The third part of the safety file shall compile the Safety-relevant procedures required to operate and maintain the facility, to dismantle it and dispose of its components.The procedures shall cover:

Normal operation; Special operations: tests, degraded mode operation; Maintenance; Special provisions to ensure the integrity of the facility; Incident management/remediation.

This part of the safety file shall be used as an entry point to the operational information related to the facility, e.g. the project’s Work and Safety Coordination Plan, all plans, manuals, procedures, and instructions concerning Safety or Safety-related activities.

4- REM PART

The fourth part of the safety file shall gather temporarily or permanently: Records (safety and inspection reports, etc.); Lessons learned from the development, operations, maintenance, and

dismantling so that all those concerned can benefit from them; Non-conformities reports with incidences on safety, near-misses, incident

and accident reports; Engineering change requests and records; Safety clearance(s).It also lists all the actions taken to continuously improve the level of safety of the facility.This part of the safety file shall be used as an entry point to the operational information related to the facility, e.g. the project’s Work and Safety Coordination Plan, all plans, manuals, procedures, and instructions concerning Safety or Safety-related activities.
