2. General. The fourth wave of COVID-19 is underway in Canada and is beingdriven by the Delta variant of concern(VOC). Recent modelling at Ref Gsuggests that due to the highertransmissibility of the Delta VOC andpredicted increases in contacts asreopening strategies continue, thefourth wave presents an elevated risk ofincreased hospitalizations and thepotential for healthcare capacity to beexceeded when compared to previouswaves of the COVID-19 pandemic inCanada.

those individuals who are unvaccinated,and evidence at Ref I suggests that theunvaccinated population is up to 38times more likely to be hospitalized ifinfected as compared with those whoare fully vaccinated.

4. DND/CAF successfully implementedthe DND/CAF Layered Risk MitigationStrategy (LRMS) early on in the COVID-19 pandemic, which has enabled a safeworkplace with minimal transmission ofthe virus. This strategy has reliedheavily on PFIMs, such as physicaldistancing, NMMs, hand washing, andwork from home postures. Once HealthCanada (HC) approved four COVID-19vaccines for use in Canada, vaccinationwas added to the LRMS and CAFmembers were encouraged to getvaccinated. It is important to note thatvaccination is not a substitute forfollowing recommended PHMs; rather, itadds an additional layer of protectionthat will work in concert with otherPHMs to combat the COVID-19pandemic.

Thecampaign was highly successful and theCAF has now reached the milestone ofachieving 91% full vaccination ofRegular Forces and eligible ReserveForces, and a further 2% are partiallyvaccinated. This uptake rate hasprovided a great level of force protectionto CAF members, enabling therelaxation of PHMs in some locations,as well as facilitating thecommencement of the reconstitution ofthe CAF. The high vaccination rate alsohelps protect the entire Defence Team,our families, and our communities.

6. At this time, the broader Canadianpopulation has not yet achieved COVID-19 vaccination uptake rates sufficient forpublic health protection. A significantnumber of Canadians have received afirst vaccine dose, but fewer are fullyvaccinated. At the same time,increasingly transmissible variants ofinterest (VOI) and VOCs are circulatingworldwide and within Canada.

These measures are neededto protect people who have a reducedimmune response to vaccines, thosewho are unable to be vaccinated, orhave been unwilling to be vaccinated.Such considerations have implicationsfor occupational health and safety.

8. The increased transmissibility of theDelta VOC means a higher vaccinationcoverage target is needed to preventoutbreaks, sustain reopening, and helpblunt the impact of the fourth wave onour health care system. As vaccinemandates are coming into effectworldwide, there are strong indicationsthat such mandates may be effective inincreasing vaccine coverage rates.Accordingly, on August 13, 2021, theGovernment of Canada (GC)announced its intent to requirevaccination across the federal publicservice (Ref E).

9. GC Policy. Vaccines are a criticaltool to resume societal functioning andachieve widespread immunity in a safeway. As the country’s largest employer,the GC is committed to playing aleadership rote in the protection of thehealth and safety of public servants andthe communities where they live andwork, both domestically and abroad. Forthis reason, the GC is requiring COVID-19 vaccination across the federal publicservice (FPS), including students andcontractors and subcontractors workingin the federal workplace, as well asemployees of separate agencies, Crowncorporations, and other employees inthe federally regulated sector. As perRef N, the GC policy does not apply tomembers of the CAF, however in orderto demonstrate leadership to other GCdepartments and to all Canadians, andcontinue to protect the Defence Team,the CAF will abide by the general spiritof this policy, white ensuring the CAF issituated to meet operationalimperatives.

The “unable” groupwill consist of individuals that cannot befully vaccinated due to a certifiedmedical contraindication, religiousground, or any other prohibited groundof discrimination as defined in theCanadian Human Rights Act (CHRA).The “unwilling” group will consist ofindividuals refusing to disclose theirvaccination status (whether they arefully vaccinated or not) or for which anaccommodation for a certified medicalcontraindication, religious ground, oranother prohibited ground ofdiscrimination is not granted and wherethe employee is still unwilling to bevaccinated.

the GC. This framework iscomplemented by the COVID-19 RapidTesting framework as part of theemployer’s approach to ensuring safeworkplaces and is driven by workplacehealth and safety concerns. For thosewho are unable to be vaccinated, theywill be accommodated throughreasonable measures to protect broaderpublic health by reducing the risk oftransmission of COVID-19, such asalternative work arrangements, testing,and screening. In order to ensurealignment with GC policy, CAFmembers will be deemed non-compliantwith this directive if they are eitherunwilling to disclose their vaccinationstatus and/or choose to not be fullyvaccinated.

CAF effortsthroughout the COVID-19 pandemichave been focused on the preservationof force health and the operationaleffectiveness of critical capabilities, aswell as preventing the likelihood oftransmission to vulnerable groups. TheCAF has demonstrated responsibleleadership throughout the pandemic bycontinuing to deliver on its mission whileensuring force protection through thediligent application of PHMs. One of themost important of these PHMs isensuring maximum workforce protectionthrough COVID-19 vaccination, as it willenable us to be capable of operating ina persistent COVID-19 environment.The CAF will continue to demonstrateleadership by aligning its policies andorders, to the extent possible, with theTreasury Board Secretariat (TBS) policyon COVID-19 vaccination of the federalworkforce at Ref N.
