Personnel Certification

Key factor in ensuring PCAPP is operated in a safe, environmentally compliant and efficient manner

Ensures employees possess adequate skills and knowledge to safely perform assigned duties

Culmination of a training process that typically includes:

Classroom training (qualification training)

On-the-job training (OJT)

Evaluation of skills and knowledge (on-the-job evaluation or OJE)

For many PCAPP employees, only classroom and OJT will be required

When is Certification Required?

When specified by federal, state or Department Of Defense regulations

When required by corporate or site procedures

When required as a condition ofuse of a commercial serviceor product

When determined to beneeded by project ordepartment managers

Workforce Selection

Hiring process HR and department develop job description for

each job title to establish minimum qualifications/requirements for position as well as desired qualifications and experience

HR screens and selects applicants to be considered

Hiring department further screens and selects applicants to be interviewed

Selected candidates interviewed by HR and department representative

Only candidates who meet or exceed basic job requirements will be hired

PCAPP Training & Certification Program

Training paths Each job title is evaluated to determine training needs to be provided to

employees assigned to that position and certifications that must be completed

Training paths are documented on a training matrix

Training matrix is developed and maintained by the training department with inputs from project, plant and department managers

Currently includes 307 job titles and 123 courses accounting for 1,216 hours of training

All PCAPP employees receive at least 27 hrs. of initial training

A control room supervisor receives 446 hrs. of training

Required plant certifications also identified on the matrix

Initial training program (PCAPP site worker training) Basic training requirements for all PCAPP employees

Includes courses such as:

PCAPP orientation Plant overview General industry safety Environmental compliance

awareness

Two full days of classroom instruction and must be completed prior to having unescorted access to the site

One additional day of accountability/human performance improvement training also provided to all employees

Hazard communication Conduct of operations Security awareness Treaty awareness

PCAPP Training & Certification Program

Additional safety and health, regulatory, and miscellaneous training

Includes courses assigned as additional requirements for specific job titles

49 courses, 488 hours total

Includes courses such as:

Confined space operations Fall protection Technical transportation of

hazardous materials Fire extinguisher user

Systems training program Typically assigned to plant operators and maintenance

personnel

23 courses, 134 hours total

Includes courses such as:

Plant systems description Munitions treatment unit systems Agent monitoring systems Cascaded ventilation systems Off-gas treatment systems Agent collection and neutralization system Biotreatment system Toxic storage and spent decon system

maintenance training on demilitarization equipment and systems

18 courses, 132 hours total

Includes courses such as:

Munitions washout system (MWS) maintenance

Manual load lift assist maintenance Projectile/mortar disassembly (PMD)

PCAPP Training & Certification Program

Toxic area training

Classroom and hands-on 50 hour course for operators and technicians who must enter toxic areas in order to perform equipment operations, inspections or maintenance

Emergency response training program

Five courses, 40 hours total, for personnel who may be called upon to respond to hazardous material spills

Courses include

Hazwoper 1: first responder operations level

Hazwoper 2: hazardous materials technician

On-scene incident commander

PCAPP Training & Certification Program

Classroom training

Classroom training is considered “qualification” training

Qualification training provides employees with the basic knowledge and skills needed to complete on-the-job training and/or the certification process

On-the-job training (OJT)

OJT is conducted by other qualified or certified individuals and/or supervisors

OJT reinforces qualification training and further develops the skills needed to perform the task or job safely and correctly before being allowed to perform those tasks unsupervised

Certification

Completion of qualification and OJT prepares employees to undergo the certification process

The certification process is documented on a certification card specific to that job or task

Certification cards are developed by the cognizant department in accordance with the PCAPP personnel certification procedure

PCAPP Training & Certification Program

Certification cards will contain the following: Prerequisites: lists qualification training or other certifications

that must be completed prior to commencing OJT associated with this certification and verified by a training department representative

Documentation: lists plant documents and procedures that employee must read, understand, and comply with and is verified by department-specified personnel

On-the-job training record: documents the standing of watch under instruction, signed off by certified evaluator or supervisor

Theoretical/systems knowledge: lists specific knowledge requirements that must be verified by certified evaluator or supervisor

Practical factors: lists specific tasks that must be successfully performed, simulated, or discussed and verified by certified evaluator or supervisor

Contingency/upset procedures: lists knowledge and performance requirements for responding to upset conditions that must be successfully performed, simulated, or discussed and verified by a certified evaluator or supervisor

Certification: documents successful completion of the certification process to include the final certification signatures
