Core idea of smart city suggest lots of data collection, using sensors – electricity, gas, water, traffic and other government analyt-ics, that can be carefully compiled and integ-rated into a smart grid and then fedding them into computers.

Overview of the planSmart City Council

• consortium of smart city practitioners and experts

• member and advisor organizations

•Each state will get atleast one smart city.

•After government an-nounces the guidelines,states will be asked to nominate names of cities for a ‘City Challenge Competition’ and the chosen ones will get Central fund of Rs 100 crore each year for 5 years.

Criteria for selection of city

• Implementation of e-gov-ernance

•Publication of e-newspaper•Putting all government ex-penditure online for public

•Track record of salaries of the employees and many more

Area Based Development

•Retrofitting: Planning in an existing built-up area in a municipal ward. Ex: bhendi bazar in Mumbai

•Greenfield: Introduce smart solutions in a vacant area using innovative plan-ning. Ex: GIFT city in Gujarat

•Redevelopment : Re-placement of existing built-up area and preparing a new layout plan with en-hanced infrastructure by way of mixed land use. Ex: Kidwai Nagar in Delh

Criticism:• A bias in strategic interest may lead to ignoring alternative avenues of prom-

ising urban development.• The focus of the concept of smart city may lead to an underestimation of the

possible negative effects of the development of the new technological and networked infrastructures .

• High level of big data collection and analytics has raised questions regarding surveillance in smart cities.
