Mendorong dan mempromosikan pemanfaatan energi hibrid angin sebagai pembangkit listrik. Hampir setahun proyek ini telah berjalan dan me ngadakan kegiatan untuk menyosialisasikan Pembangkit Listrik Tenaga Angin/Bayu (PLTB) di Indonesia. Bukan suatu hal yang mudah, terlebih dengan adanya banyak keraguan mengenai keberadaan potensi energi angin di negeri kita yang terletak di daerah khatulistiwa. Namun, ini menjadi tantangan tersendiri bagi WHyPGen. Salah satu kendala yang dihadapi perkembangan energi angin di Indonesia adalah belum adanya kebijakan khusus yang mengatur harga jual listrik yang dihasilkan oleh energi angin. Ini menciptakan suatu ‘ketidakpastian’ bagi para calon pengembang maupun investor dalam berinvestasi di PLTB.

Wind Hybrid Power Generation (WHyPGen) Project adalah dukungan dari Balai Besar Teknologi Energi – Badan
Pengkajian dan Penerapan Teknologi (B2TE-BPPT) untuk program pemerintah di bidang pemanfaatan energi terbarukan dan penurunan emisi gas rumah kaca. Mendorong dan mempromosikan pemanfaatan energi hibrid angin sebagai pembangkit listrik. Hampir setahun proyek ini telah berjalan dan me ngadakan kegiatan untuk me nyosialisasikan Pembangkit Listrik Tenaga Angin/Bayu (PLTB) di Indonesia. Bukan suatu hal yang mudah, terlebih dengan adanya banyak keraguan mengenai keberadaan potensi energi angin di negeri kita yang terletak di daerah khatulistiwa. Namun, ini menjadi tantangan tersendiri bagi WHyPGen. Salah satu kendala yang dihadapi perkembangan energi angin di Indonesia adalah belum adanya kebijakan khusus yang mengatur harga jual listrik
yang dihasilkan oleh energi angin. Ini menciptakan suatu ‘ketidakpastian’ bagi para calon pengembang maupun investor dalam berinvestasi di PLTB.
WHyPGen telah memfasilitasi pertemuan mengenai harga jual listrik yang dihasilkan dari energi angin dalam skema feed in tariff (FiT). Kerjasama dan kolaborasi yang cukup erat pun telah dijalin dengan Direktorat Jenderal Energi Baru Terbarukan dan Konservasi Energi (DJEBTKE), Kementerian Energi dan Sumber Daya Mineral (ESDM) sebagai penanggung jawab penyediaan dan pemanfaatan energi baru terbarukan (EBT) di Indonesia.
Kegiatan promosi dan peningkatan kapasitas juga terus diupayakan. Hasilnya cukup signifikan, publikasi mengenai potensi energi angin pun menjadi semakin luas.WHyPGen juga menerbitkan Bulletin “WISE” (Wind for Indonesia, a more Sustainable

Dear Readers,
For almost one year, The Energy Technology Center
– The Agency for The Assessment and Application of
Technology (B2TE-BPPT) had implemented the Wind
Hybrid Power Generation (WHyPGen) Project to pro-
mote the wind hybrid power generation in Indonesia.
This is in-lined with the Government of Indonesia (GoI)
programs in developing the renewables energy and
reducing the Green House Gas (GHG) emission.
Looking into Indonesia’s geographical position around
the equator line, doubts on the availability of the wind
energy potency had become a special challenge for the
project in promoting the Wind Power Generation (WPG)
in the country.
One of the barriers identified that hindered the wind
energy project development in Indonesia is the non-
existing price policy of the electricity produced by
the wind energy, which then created an “uncertain”
situation for investing in the wind energy sector. In
response to the situation, WHyPGen project had
facilitated meetings for related key-stakeholders to
discuss the pricing policy for wind energy in a “feed
in tariff” scheme. Furthermore, the project also
conducts collaboration and intense coordination with
the Directorate General of New, Renewable Energy
and Energy Conservation (DGNRE-EC), the Ministry
of Energy and Mineral Resources (MEMR), as the
responsible party for the new and renewable energy
development in the country.
A wide publication on wind energy potency in Indonesia
had been achieved through promotion and capacity
building activities conducted by the project team.
Moreover, WHyPGen will also release the “WISE”
magazine (Wind for Indonesia, a more Sustainable
Energy) every semester. WISE is expected to become
one of information sources for renewable energy
development in Indonesia, especially the wind energy.
In this first edition, WISE will mainly discuss the project’s
activities and targets, and wind energy development in
Indonesia. Special thanks are dedicated for Mr. Marzan
A. Iskandar (Chairman of BPPT), Mr. Unggul Priyanto
(Deputy for Information Energy and Material Technology
of BPPT), and Mr. Rida Mulyana (Director General of
DGNRE-EC), for the discussion on the renewables
development in Indonesia.

Pembangkit EBT (NRE)
PLTA (hydro)
Indonesia memiliki jumlah penduduk terbesar di Asia Tenggara. Juga terbesar nomor empat di dunia, setelah Cina, India dan Amerika Serikat. Tingginya
jumlah pertumbuhan penduduk ini diikuti dengan meningkatnya pertumbuhan ekonomi yang membawa peningkatan terhadap konsumsi energi nasional. Dalam Indonesia Energy Outlook 2012 (IEO) yang diterbitkan oleh Badan Pengkajian dan penerapan Teknologi (BPPT), konsumsi energi Indonesia mengalami peningkatan dengan pertumbuhan rata-rata sebesar 3,09% per tahun sejak tahun 2000 sampai dengan 2010 hingga mencapai 1.012 juta SBM. Penggunaan Bahan Bakar Minyak (BBM) mendominasi, yakni sebesar 31%. Sementara di sektor pembangkitan listrik, penggunaan energi didominasi oleh batubara sebesar 96,32 SBM.
Total kapasitas pembangkit lisrik di Indonesia pada tahun 2010 mencapai 31,6 GW, yang terdiri dari kapasitas pembangkit listrik PLN dan IPP (Independent Power Producer). Bauran kapasitas terpasang pembangkit PLN didominasi oleh PLTU sebesar 35%, PLTGU sebesar 26%, PLTA sebesar 12% dan 9% oleh pembangkit Energi Baru Tebarukan (EBT) lainnya.

Indonesia has the largest population in South East Asia
and world’s fourth largest population after China, India
and United States. The rapid growth of the population
is followed by a significant economic growth which
then increases the national energy consumption level.
According to the Indonesia Energy Outlook 2012
(IEO) released by the Agency for the Assessment
and Application of Technology (BPPT), the total of
Indonesia’s final energy consumption in 2010 reached
1,012 million BOE, with an average growth of 3.09 %
per year between the years 2000-2010. The final energy
consumption is dominated by the oil fuel, reaching up
to 31%. While in the power plant, energy consumption is
dominated by coal, about 96.23 BOE.
In 2010, the total power plant capacity in Indonesia
reached about 31.6 G, consisting of PLN’s and IPP
(independent power producer). The installed power
plant mix (PLN) is dominated by coal (35%), steam-gas
(26%), hydro (12%) and other New Renewable Energy/
NRE (9%).

Kombinasi antara cadangan energi yang semakin menipis dan tingginya kebutuhan energi di dalam negeri, membuat Indonesia bertransisi menjadi negara pengimpor energi (net importer) pada tahun 2004. Tingginya penggunaan bahan bakar fosil pada pemenuhan kebutuhan energi mengakibatkan dampak lingkungan yang juga perlu ditanggulangi. Tahun 2010 emisi CO2 adalah sebesar 388 juta ton dan meningkat rata-rata sebesar 7,6% per tahun. Diperkirakan emisi CO2 pada tahun 2030 adalah sebesar 1.634 juta ton. Emisi terbesar dihasilkan sektor pembangkit listrik yaitu 41%, diikuti oleh penggunaan energi di sektor energi sebesar 28% dan sektor transportasi sebesar 26%.

Kondisi-kondisi tersebut mendorong pemerintah untuk terus melakukan upaya-upaya pengembangan dan pemanfaatan energi alternatif dari
sumber-sumber Energi Baru Terbarukan (EBT). Indonesia memiliki sumber EBT yang cukup melimpah. Mulai dari energi surya, geothermal, biomassa, biogas, hidro, angin dan juga laut, yang menunggu untuk didayagunakan secara optimal untuk pemenuhan kebutuhan energi di dalam negeri. Sayangnya, berbagai kendala membuat pemanfaatan sumber daya EBT berkembang secara lambat.
Energi angin telah dicoba untuk dimanfaatkan sebagai pembangkit listrik sejak dulu, namun hingga saat ini hanya sedikit kisah sukses energi angin yang dapat diceritakan di Indonesia. Dari data yang ada, saat ini kapasitas terpasang dari Pembangkit Listrik Tenaga Bayu/Angin (PLTB) masih kurang dari 2 MW, dimana sebagian besar
masih dalam skala penelitian dan uji coba. Padahal, diperkirakan Indonesia memiliki potensi energi angin sebesar 9,3 GW. Angka yang cukup signifikan untuk bisa berkontribusi pada pemenuhan energi di dalam negeri.
The high energy demand and the declining of energy
reserves in the country had turned Indonesia into a net
importer of energy in 2004. The domination of fossil
fuel in meeting the energy demand had created an
environment impacts that need to be addressed. In
2010, the CO2 emissions is about 388 million tons and
averagely increased about 7.6 % per year. The CO2
emissions in 2030 is predicted to reach 1,634 million
tons, which mainly produced by the power plant sector
(41%), followed by the energy utilization at energy
sector (28%) and transportation sector (26%).
In response to the situation, the Government of
Indonesia (GoI) encourages the development of NRE as
an alternative energy. Indonesia is known to have huge
reserves of all sorts of renewable energy resources like
solar, geothermal, biomass, biogas, hydro, wind and
ocean energy, which are ready to be developed.
Wind energy had been long time developed as a power
generation in Indonesia. However, only few success
stories that can be told. The total wind energy resources
potential in Indonesia is estimated can generate
electricity about 9.3 GW. Nevertheless, up until now,
the total installed of wind power generation is not
more than 2 MW, and most of them are still for research
purposes.

Pertama, masih terbatasnya data-data yang lengkap
dan komprehensif mengenai potensi energi angin di
Indonesia. Sebanyak 166 titik lokasi telah dilakukan
pengukuran untuk potensi energi angin, dan seb-
agian besar pen gukuran tersebut dilaksanakan oleh
Lembaga Antariksa dan Penerbangan Nasional (LAPAN).
Dari pengukuran tersebut, sebagian besar masih ter-
konsentrasi di Indo nesia bagian timur seperti kepulauan
Nusa Tenggara dan Maluku, sehingga masih banyak
wilayah-wilayah di Indonesia yang potensi energi
anginnya belum diketahui secara pasti. Terlebih lagi,
pengukuran energi angin me m akan biaya yang tidak
sedikit dan membutuhkan waktu yang cukup panjang.
Kedua, lokasi pemanfaatan energi angin memiliki sifat
yang tergantung pada tempat/lokasi (site specific).
Terkadang wilayah-wilayah dengan potensi energi angin
yang besar tidak terlalu banyak penghuninya, sehingga
kebutuhan energi pun tidak terlalu besar. Hal ini mem-
buat potensi energi angin yang ter s edia me n jadi tidak
optimal dimanfaatkan.
Ketiga, dari segi harga pembangkitan energi, tentunya
harga energi yang dibangkitkan dengan energi angin
masih relatif tinggi dibanding energi yang dibangkitkan
dengan BBM, khususnya di Jawa dan daerah-daerah
yang telah maju. Besarnya subsidi pemerintah terhadap
BBM membuat harga energi dari sumber EBT menjadi
kurang kompetitif.
Keempat, belum adanya dukungan sumber pendanaan,
khususnya dari dalam negeri. Hal ini juga membuat
perkembangan energi angin menjadi lambat. Hal ini ter-
kait dengan adanya anggapan bahwa teknologi energi
angin memiliki resiko yang tinggi, sehingga perbankan
masih enggan untuk membiayai proyek-proyek energi
angin.
Kelima, sifat angin yang cenderung bertiup secara
fluktuatif, juga menjadi kendala tersendiri khususnya
dalam aplikasi PLTB yang terhubung dengan jaringan
listrik (grid).
Firstly, the limited availability of data and information on the
country’s wind energy potentials which until now comprises only
166 measured points; mostly concentrated in the eastern part
of Indonesia, such as Nusa Tenggara and Maluku. This leaves
other areas in the vast archipelago, which might have rea son-
able potentials, unmeasured. Most of the measurements were
conducted by the National Institute of Aeronautics and Space
(LAPAN). Moreover, the development of wind data for several
sites is high cost and it takes a considerable time to establish.
Many barriers had slowed the wind power generation development in the country, such as:
Secondly, the wind energy had a “site specific” characteristic.
Sometimes, the wind energy potency is available in economi-
cally under developed areas where the power/electricity need is
relatively very low. In this situation, the wind energy potency is
not optimally developed.
Thirdly, from the price perspective, the electricity price produced
by the wind power generation is still considered relatively high
compare to the electricity produced by the petroleum, especially
in Java and other big cities in Indonesia. The high subsidy for
petroleum in the country makes the NRE become uncompetitive.
The fourth barrier is the lack of financial support. The wind
energy technology is still considered to have a high risk, which
then makes the banks, especially local banks, reluctant to finance
the wind energy project.
And the fifth barrier is that the wind energy has an intermittent
characteristic. This has become a special challenge from the
technical perspective, especially for the wind power generation
grid-connected system.
Lambatnya perkembembangan pemanfaatan energi angin di Indonesia dapat disebabkan oleh beberapa kendala, diantaranya adalah:

In order to promote the development of wind energy in
Indonesia, the Energy Technology Center - Agency for
the Assessment and Application of Technology (B2TE-
BPPT) had developed a “Wind Hybrid Power Generation
(WHyPGen) Market Development Initiatives”. This
project is funded by The Global Environment Facility
(GEF) through to United Nations Development
Programme (UNDP), and will be implemented on 2012-
2015.
The Project, currently led by Soni Solistia Wirawan, Head
of Energy Technology Center – B2TE of BPPT – aimed
to find cost-effective and commercially viable on-grid
wind hybrid power generation systems suitable for the
Indonesian wind landscape. The project will help to
reduce GHG emissions in the power sector. The project
has set an initial target of installing a total of 9.4 MW
hybrid systems, capable of generating around 18.115
GWh/year, and it is estimated to reduce CO2 emissions
by 16,050 tons/year.
Relevant key-stakeholders are involved in the project
implementation through the Project Board. The role
of the Project Board is to provide strategic directions
for the project in achieving the targets. Besides BPPT
and UNDP, the WHyPGen project board members are
consist of the National Development Planning Agency
of Indonesia (BAPPENAS), Directorate General of New
Renewable Energy and Energy Conservation-Ministry of
Energy and Mineral Resources, Ministry of Disadvantage
Region, Ministry of Industry, Ministry of Finance, PT.
Perusahan Listrik Negara (Persero)/PLN, and the
Indonesia Renewable Energy Society (METI).

Sebagai upaya untuk mempromosikan dan mendorong pemanfaatan EBT, khususnya energi angin, Balai Besar Teknologi Energi – Badan Pengkajian dan Penerapan Teknologi (B2TE-BPPT) menjalankan sebuah proyek “Wind Hybrid Power Generation (WHyPGen), Market Development Initiatives”. Proyek ini di danai secara hibah oleh Global Environment Facility (GEF) melalui United Nations Dev e lopment Programme (UNDP), di laksanakan selama tiga tahun (2012-2015).
Proyek yang saat ini dipimpin oleh Soni Solistia Wirawan selaku National Project Director, yang juga merupakan Kepala B2TE-BPPT memiliki tujuan untuk mendorong komersialisasi Pembangkit Listrik Tenaga Hibrid (PLTH) berbasis energi angin di Indonesia. Proyek WHyPGen diharapkan dapat membantu penurunan emisi gas rumah kaca di sektor pembangkitan sebesar 16.050 ton CO2, melalui instalasi 9,4 MW PLTH berbasis energi angin dan dapat membangkitkan listrik sebesar 18,115 GWh.
Dalam pelaksanaannya, BPPT tidak berjalan sendirian dan menggandeng stakeholder terkait untuk terlibat di dalamnya melalui wadah Project Board. Ini merupakan forum tertinggi untuk memberikan arahan-arahan yang sifatnya strategis terhadap imple-mentasi dan capaian proyek WHyPGen. Termasuk di dalam WHyPGen Project Board adalah: Badan Perencanaan dan Pembangunan Nasional (BAPPENAS), Direktorat Jenderal Energi Baru Terbarukan dan Konservasi Energi-Kementerian Energi dan Sumber Daya Mineral (DJEBTKE-ESDM), Kementerian Pembangunan Daerah Ter-tinggal (KPDT), Kementerian Perindustrian, Kementerian Keuangan, PT. Perusahaan Listrik Negara (persero) /PLN dan Masyarakat Energi Terbarukan Indonesia (METI).

WHyPGen Project Activities
Through this component, the project will conduct
assessments on the existing wind power generation
and wind hybrid power generation in the country.
The assessment report will be used as reference
on the most suitable wind technology application
in Indonesia. Furthermore, the project expected to
provide knowledge about the wind energy potentials
and the WHyPGen applications by developing new wind
maps and updating those currently existing for areas
identified as having significant wind energy potentials.
Melalui komponen kegiatan ini, Proyek WHyPGen akan melakukan kajian-kajian terhadap teknologi-teknologi PLTB maupun PLTH berbasis energi angin, khususnya yang telah terpasang di tanah air, kemudian menjadikannya referensi pembelajaran mengenai sistem aplikasi teknologi yang paling sesuai untuk diterapkan di Indonesia. Masih dalam komponen kegiatan ini juga, Proyek WHyPGen akan membuat dan atau memperbaharui peta potensi energi angin di Indonesia. Termasuk mengidentifikasi lokasi ataupun daerah mana-mana saja yang signifikan untuk dikembangkan.

Technology Demostration
Proyek WHyPGen akan memberikan dukungan-dukungan yang diperlukan oleh para mitra kerja terkait, khususnya para calon pengembang dalam membangun proyek percontohan sistem PLTB/PLTH di Indonesia. Proyek-proyek percontohan yang berhasil dibangun dan beroperasi akan dihitung kontribusinya terhadap pengurangan emisi CO2, dan akan dipromosikan untuk mendorong duplikasi

Relatif tingginya harga proyek-proyek EBT dan masih kurangnya dukungan pembiayaan menjadi salah satu kendala berkembangnya teknologi EBT di Indonesia, termasuk PLTB dan PLTH. Proyek WHyPGen akan melakukan peningkatan kapasitas di kalangan perbankan dan lembaga pembiayaan nasional mengenai EBT khususnya PLTB. Selain itu, dukungan teknis dan pembiayaan pun akan diberikan demi mendorong terciptanya pasar energi angin di Indonesia.
Policy and Institutional Support
Proyek WHyPGen akan memfasilitasi perumusan kebijakan yang diperlukan dalam mendorong terciptanya lingkungan yang kondusif untuk berkembangnya pasar energi angin. Kajian-kajian terhadap kebijakan yang telah ada juga akan dilaksanakan secara komprehensif untuk kemudian membuat usulan kerangka kebijakan yang dibutuhkan.
WHyPGen project will support the project proponents,
especially potential project developers, in developing
wind projects in Indonesia, as the demonstration project
for WHyPGen. The CO2 emission reduction from the
successful demonstration project will be counted, and
will be promoted for replications at other sites.
The relatively high initial costs of renewable energy
projects and the lack of trust from financing institutions
hinder the adoption of new technologies such as
WHyPGen in Indonesia. The project intends to provide
technical assistance in facilitating appropriate financing
mechanisms by promoting and demonstrating the
system’s technical viability and economic feasibility to
local financial institutions. In addition, technical and
financial support will also be provided to promote the
wind energy market in Indonesia.
WHyPGen Project will facilitate the promulgation of
government policies and regulations to encourage an
enabling environment for the development of wind
energy market in the country. A thorough existing
related policy will also be conducted, for then followed
by proposing supportive policy frameworks to the
government for WHyPGen development.

Proyek WHyPGen akan mendesain dan mengimplementasikan program-program promosi untuk lebih menyebarluaskan informasi kepada masyarakat mengenai potensi energi angin di Indonesia. Termasuk keuntungan-keuntungan yang dapat diperoleh dari sistem-sistem pembangkitan EBT, khususnya PLTB dan PLTH berbasis energi angin. Promosi terutama akan ditujukan kepada pihak pemerintah dan calon pengembang, sehingga dapat mendorong ketertarikan untuk berinvestasi di sektor ini.
Dan untuk mendukung pengembangan sumber daya manusia yang berkualitas, proyek juga melaksanakan promosi dan peningkatan kapasitas mengenai teknologi energi angin pada sekolah ataupun institusi pendidikan teknis terpilih.
Meningkatkan kapasitas teknis industri lokal dalam membuat desain dan sistem komponen turbin angin. Sekaligus memiliki keterampilan dalam memasang, mengoperasikan dan merawat sistem PLTB ataupun PLTH berbasis energi angin.

Energi angin sebagai salah satu Energi Baru Terbarukan (EBT) merupakan energi bersih dan ter sedia secara cuma-cuma di alam semesta. Deng-

Namun untuk bisa memanfaatkan energi angin sebagai pembangkit listrik, diperlukan persiapan yang sangat matang dan terinci, mulai dari pengukuran potensi energi angin yang akurat, pemilihan titik pemasangan turbin angin dan pemilihan teknologi yang tepat.
Apabila dibandingkan dengan sumber EBT lainnya, angin saat ini memiliki jumlah penetrasi terbesar di dunia. Hal ini erat kaitannya dengan teknologi yang cukup sederhana dan mudah diadaptasi. Total kapasitas terpasang dari Pembangkit Listrik Tenaga Bayu/Angin (PLTB) di seluruh dunia adalah sebesar 282,5 GW. Berdasarkan data dari Global Wind Energy Association (GWEA), saat ini Cina merupakan negara dengan pasar energi angin terbesar di dunia, dengan total kapasitas terpasang adalah 75,3 GW atau sekitar 26,7% dari total pangsa pasar dunia. Di nomor dua adalah Amerika Serikat yang mengambil share sebesar 21,2% dengan total kapasitas PLTB terpasang sebesar 60,007 GW. Di posisi ketiga adalah Jerman dengan total kapasitas PLTB terpasang 31,308 GW atau sebesar 11,1% dari pasar energi angin dunia.

Wind energy as a one of renewable energy is clean
and free for all, however, its kinetic potential energy
should change to fulfill the need energy consumption
by using Wind Energy Conversion System (WECS) to
generate electricity or other mechanical energy such
for pumping system. Tor realize these, many activity
related to wind energy should be done as wind data
resources assessment, research and development (R
and D) on wind turbine technology and also introducing
and disseminating of using wind energy at several site
selection with good enough wind velocity.
Referring to the simple and adaptable of the
technology, presently the wind power generation
has the biggest capacity in world compare to other
renewables. The world total wind power generation
is about 282.5 GW. Based on the Global Wind Energy
Association (GWEA), China has the biggest wind power
generation market in the world with the total of 75.3
GW or equal with 26.7% from the total world market.
In the second place, is USA with the total wind power
generation installed capacity of 60.007 GW, which took
the share of the world total wind energy market about
21.2%. And in the third place is German with the total
capacity of wind power generation installed is 31.308
GW or equal with 11.1% of the world wind energy.

In the South East Asia, Philippine had developed the
wind power generation since 2009; with present total
capacity installed is 33 MW. While in Thailand, the total
capacity installed of wind power generation is 7 MW.
This will soon be boosted with the plan of developing
242 MW wind farm. As the start, a 90 MW wind farm
will be developed at Nakhon Ratchasima this year. In
Thailand, sites with the best wind potential are often
located in the state-owned conservation areas, which
make the land permission become more complex.
In Vietnam, the application of on-grid wind-power
generation is targeted to reach 1GW by 2020 and 6.2
GW by 2030. Studies have estimated that Vietnam has
good wind energy potency. The study conducted by the
World Bank showed that Vietnam’s wind energy potency
is about 521GW. While the study conducted by the
Electricity of Vietnam Group/EVN stated that Vietnam
has the potency of wind energy about 1,785GW.
The implementation of wind energy technology in
Indonesia is still low. The total wind power generation
installed in Indonesia is less than 2 MW of a non-
commercial scale. The implementation of isolated
wind energy systems typically in remote area/location
or islands, and they are frequently installed as part of
development or research project. Several area along
the shore of northern and southern part of Java Island,
eastern part of Madura island, southern and northern
part of Sulawesi Island, and some part of Nusa Tenggara
islands, have applied wind turbine for generating

Salah satu kendala yang dihadapi perkembangan energi angin di Thailand adalah kebanyakan ladang angin menempati area-area konservasi milik ne-gara, sehingga proses perizinannya menjadi cukup kompleks.
Di Vietnam, PLTB dengan aplikasi on-grid ditargetkan akan mencapai total kapasitas 1 GW pada tahun 2020 dan 6,2 GW pada tahun 2030. Negara ini memang memiliki sumber energi angin yang cukup potensial, berdasarkan kajian sumber energi angin yang di lak sana kan oleh Bank Dunia, total kapasitas potensi energi angin yang ada di Vietnam adalah sebesar 521 GW, sementara hasil kajian dari Electricity of Vietnam Group (EVN) menyatakan potensinya sebesar 1.785 GW.
Cerita Indonesia sendiri, pemanfaatan energi angin dapat dibilang cukup lamban. Hingga saat ini, total kapasitas terpasang masih kurang dari 2 MW, dan belum ada yang diimplementasikan dalam skala komersial. Kebanyakan adalah instalasi-instalasi pada skala penelitian yang ditempatkan di daerah-daerah terisolir ataupun terpencil dan belum ada sumber energi listrik lainnya. Beberapa diantaranya terdapat di bagian utara dan selatan Pulau Jawa, bagian barat Pulau Madura, bagian utara dan selatan Pulau Sulawesi, dan sebagian di kepulauan Nusa Tenggara. Pengukuran Angin di IndonesiaWind Measurement in Indonesia
Isu paling krusial dalam pemanfaatan teknologi PLTB adalah pengukuran. Tanpa adanya metode pengukuran yang tepat, maka data energi angin yang diperoleh
pun menjadi tidak valid. Ini akan berdampak pada pemilihan teknologi yang akan diguna-kan untuk membangkitkan energi listrik. Kegiatan pengukuran angin di Indonesia telah dilaksanakan sejak 15 tahun yang lalu, dan kebanyakan dilaksanakan oleh Lembaga Antariksa dan Penerbangan Nasional (LAPAN). Selain itu, ada juga pengukuran yang dilaksanakan oleh Badan Meterologi dan Geofisika (BMG), maupun oleh konsultan-konsultan asing seperti Winrock International Amerika Serikat, Wind Guard
Jerman (bekerja sama dengan pemerintah daerah), Soluziona (bekerja sama dengan Kementerian ESDM), Nip-SA – Spanyol dan lainnya. Dari hasil data yang terkumpul, sebanyak 166 titik lokasi di Indonesia telah dilakukan pengukuran, dan 35 diantaranya merupakan lokasi dengan potensi energi angin yang cukup bagus untuk dimanfaatkan sebagai pembangkit listrik, yaitu dengan kecepatan angin rata-rata di atas 6 m/s. Dan sebanyak 34 lokasi memiliki kecepatan angin rata-rata antara 4 – 5 m/s yang juga masih cukup potensial untuk dikembangkan sebagai PLTB.

One of the most important issue in developing wind
energy is the measurement. An exact measurement
methode had to be conducted in order to have a valid
data on wind energy, especially for the wind speed. This
is a very crucial for the technology selection that will be
used to generate the electricity.
The measurement of wind energy in Indonesia had
been conducted more than 15 years ago. Most of it was
conducted by the National Institute of Aeronautics and
Space (LAPAN). Others are conducted by the National
Meteorological Agency (BMG), and consultant from
Winrock International - USA, Wind Guard – Germany
(in collaboration with local government), Soluziona (in
collaboration with MEMR), NipSA_Spain and other
relevant institution at several areas in Indonesia.

Based on the data collected, about 166 sites in Indo-
nesia had been measured for the wind energy potency.
And the result showed that 35 sites have good potential
wind energy, with the average of annual wind speed is
above 6 m/s. In addition, about 34 sites also have suff-
icient wind energy to be developed, with the average of
annual wind speed is ranging between 4 – 5 m/s

Wind Resources Assessment (WRA) Kajian Potensi Angin (WRA)
Wind Resources Assessment (WRA) is performed in
order to predict the wind energy potency in a region.
It requirs the wind climate secondary data for meso-
scale and primary data for the micro-scale. WHyPGen
project had conducted WRA in 11 sites, using both data
from the satellite and field visit survey. The WRA are
located in 7 provinces, and the total area assessed is
around 9,936.53 km2 area. By using a 55 m diameter of
wind turbine (or about 750 kW capacity), the simulation
resulted that the wind energy in these locations can
generate electricity about 2.745 GW or about 55.184
GWh/year.
The data satellite from 3TIER shows that wind energy
resources are available in the south coast of Java Island,
eastern part of Indonesia (NTT, Maluku) and south
part of Sulawesi Island. Nevertheless, some part of
Sumatera, Kalimantan and Papua, especially the islands,
also had resources for wind energy which can be utilized
to generate electricity.
From the assessments, some locations had been
identified to have a good potency to be developed
as a commercial grid-connected wind farm. The site
selection and capacity generated will not only depend
on the average wind speed, but also the area wide.
Kajian Potensi Angin (Wind Resources Assessment/WRA) dilakukan untuk memprediksikan potensi energi a ngin di suatu daerah. Data yang
diper lukan untuk melaksanakan WRA mini-mal berupa data-data yang diperoleh dari sa te lit. Proyek WHyPGen hingga saat ini telah melaksanakan WRA di 11 lokasi yang telah teridentifikasi sebelumnya memiliki energi angin yang potensial. WRA dilaksa na-kan baik menggunakan data satelit maupun survey langsung ke lokasi. Kesebelas lokasi tersebut tersebar di 7 propinsi dengan total luas area yang telah dikaji adalah sebesar 9.936,53 km², dengan menggunakan turbin angin berdiameter 55 m atau memiliki kapasitas sekitar 750 kW sebagai simulasi. Dari hasil sebesar WRA tersebut diperoleh perkiraan bahwa listrik yang dapat dibang-kitkan adalah sekitar 2,745 GW atau sekitar 55,184 GWh per tahun.
Berdasarkan data-data satelit yang diper-oleh melalui 3TIER, terlihat bahwa potensi energi angin terdapat di pantai selatan Pulau Jawa, Bagian Timur Indonesia (NTT dan Maluku) serta bagian utara dari Pulau Sulawesi. Tampak juga adanya lokasi-lokasi dengan potensi angin yang perlu dikaji lebih mendalam di beberapa bagian Pulau Sumatera, Kalimantan dan Papua.
Dari hasil kajian yang telah dilaksanakan di beberapa lokasi tesebut, beberapa lokasi telah teridentifikasi memiliki potensi yang cukup bagus untuk dikembangkan sebagai wind farm skala komersial dan terhubung dengan jaringan listrik PLN. Penentuan se buah titik lokasi angin dan besarnya kapa sitas yang dapat dibangkitkan bisa berdasarkan kecepatan angin dan luas area atau lahan yang dapat dimanfaatkan sebagai wind farm di lokasi tersebut.

Why Wind Hybrid Power Generation?
Mengapa Hibrid?
Indonesia yang merupakan negara ke-pulauan besar, terdiri dari 17.000 pulau dan hingga saat ini terdapat se kitar 5.700 pulau yang berpenghuni. Ka rakteristik
dari pulau-pulau kecil biasanya memiliki keterbatasan sumber air bersih dan suplai listrik. Untuk membangun sum ber air bersih dan jaringan listrik diperlukan biaya yang relatif tinggi. Belum lagi ham batan kesulitan untuk pengoperasian dan perawatannya. Biasanya, pemanfaatan BBM akan menjadi solusi termudah untuk bisa menerangi daerah-daerah tersebut. Namun dengan semakin menipisnya cadangan minyak bumi, dan semakin gencarnya pro gram penurunan emisi, maka sudah sa atnya untuk melihat sumber-sumber energi alternatif Energi Baru Terbarukan (EBT) yang tersedia di suatu tempat secara lokal.
Salah satu solusi yang dapat diterapkan di daerah-daerah yang terpencil atau terisolir dalam memanfaatkan EBT adalah dengan menggunakan sistem hibrid. Yakni dengan menggabungkan beberapa sumber energi sebagai pembangkit listrik.
Dalam kaitannya dengan pemanfaatan energi angin, sistem hibrid dapat dipilih untuk mengatasi karakteristik angin yang berubah-ubah dan tidak bertiup sepanjang hari. Dalam aplikasi sistem hibrid tersebut, energi angin dapat dikombinasikan dengan sumber-sumber energi lainnya seperti surya, hidro, biomass atau bahkan diesel genset sebagai cadangan. Sistem hibrid ini sangat tepat untuk digunakan pada lokasi-lokasi yang belum tersedia jaringan listrik PLN (off-grid), karena dapat meningkatkan kehandalan sistem secara komplementer sehingga dapat beroperasi memenuhi kebutuhan secara kontinyu.
Indonesia has a large archipelago, which consist of
more than 17,000 islands and around 5,700 islands only
inhabited. Mostly the characteristics of small island
is limited for freshwater and electricity supply. The
installation cost for freshwater and electricity connection
are relatively high. Moreover, there are also barriers in
the operation and maintenance activities. The fossil fuel,
especially petroleum, will become the simpler solution
to electrify the area. However, taking into account
the limited availability of the fossil fuel, and also the
government programme in reducing green house gases
emmision, it is time for us to search and develop the
New Renewable Energy (NRE) that available locally in
the location.
For remote places, a hybrid system power generation
can be implemented by combining two or more NRE
sources as power generation. Wind energy is very much
fluctuates. In some season the wind can blow very hard
while in the other it can barely blowing. To overcome
this fluctuating characteristic of wind energy, a hybrid
system can be applied, especially for the off-grid
application.
Wind power generation can be combined with other
power generation such as solar module (pv) or even
diesel engine. The main function of generating sets is to
take over the supply of electricity during the low of wind
speed. The hybrid systems can complementary increase
the reliability of the system to work continuously.

Melihat perkembangan kebutuhan dan ketersediaan energi saat ini di negara kita, sejauh apa perkembangan dan peran Energi Terbarukan (ET)?
Semakin disadari bahwa belakangan ini peran ET semakin tinggi. Dan hal ini telah dinyata kan dalam Peraturan Presiden (Perpres) No. 5 Tahun 2006 bahwa ET di-harapkan mampu berperan minimum 17% dalam pemenuhan konsumsi energi nasional di tahun 2025, sehingga telah diakui secara politik bahwa Indonesia memerlukan tambahan dari peran ET. Tinggal selanjutnya adalah bagaimana kita bisa merealisasikan itu.

Looking in to the energy supply and demand in our country, how is the development and role of the
Renewable Energy (RE)?
Lately, it is acknowledged that the role of RE is
increased. This had been stated on the President
Decree No. 5, 2006 that RE is expected can meet 17%
of the national energy consumption in 2025. Thus, the
need of RE role had been politically recognized. Next, is
how are we going to realize it.
Indonesia has so many RE resources, such as biomass,
geothermal, solar and wind power. If all of this
resources are combined in a ‘smart grid’ technology,
which we already developed the prototype’, this will
lead Indonesia to become one of the countries that
can optimally develop the RE. I’m optimistic on this.
Indeed, bigger efforts are required to accelerate the RE
development.

Apakah kendala terbesar dalam perkembangan ET di tanah air ?
Kendala terbesarnya adalah kita memberikan subsidi terlalu besar pada BBM (Bahan Bakar Minyak). Seharusnya kita mengurangi secara bertahap sampai tidak ada subsidi untuk BBM, sehingga kita bisa mulai fokus untuk memberikan insentif-insentif terhadap pemanfaatan ET. Itu yang paling mendasar.
Subsidi BBM, membuat semua ET tidak ko m petitif. Jadi memang harus ada upaya dimana harga BBM secara per-lahan dinaik kan hingga mencapai nilai keekonomian, dan kita mulai berpindah untuk mengalokasikan anggaran pada upaya mendorong pengembangan teknologi dan industri ET.
The biggest problem is the high subsidy for oil fuel. We
should gradually reduce the subsidy, then we can start
to focus in providing incentives for RE development.
That’s the most fundamental.
The oil fuel subsidy makes the RE uncompetitive. More
efforts must be directed on this issue. The oil fuel price
must be gradually increased until reach the economic
value. Hence, we can start to allocate budget for the
development of RE technology and industry.

Kalau kita bicara secara khusus mengenai energi angin, bagaimana pandangan Bapak terhadap energi angin ini?
What I got in my mind was that the wind energy in
Indonesia is not quiet potential. But it turns out that
the latest information stated that in certain areas
in Indonesia has potential wind energy such as in
Sukabumi which can generate electricity up to 100 MW.
In addition, good wind energy potency can also be
found in Lebak, Banten, and probably in other locations
in the country, which means that these locations can be
developed for wind power generation.
Indeed, the wind power generation must be placed
in windy areas where only be habited by a small
population. It means that this power generation will be
located far away from the habitation, thus it will only
be economically feasible if implemented in a larger
capacity.
Jika bicara mengenai teknologi ET, apakah kita sudah siap?
Kita itu siap, tapi selalu terhenti pada prototype, dan tidak bisa masuk ke skala industri atau skala produksi massal, karena tidak ekonomis. Tentunya membutuhkan insentif. Kalau semuanya dihitung dengan cermat, dan semua insentif kita masukkan, mestinya ET akan tumbuh. Saat ini semua masih menunggu pada barriers di skala keekonomian. Semua menunggu hingga harganya ‘pas’. Selama tidak ada terobosan, maka lama-lama gagasan, teknologi, dan prototype tersebut menjadi tidak relevan lagi dan menjadi tertinggal. Sementara negara lain sudah maju ke yang lebih tinggi, tapi kita masih saja di skala prototype. Untuk itu, harus ada terobosannya.
Yes, we are ready. However, it is always stopped at the
prototype, and failed to reach the industrial or mass
production scale, as it is not economical. Incentives
are required, indeed. Now, we are all still waiting on
the economic barriers, such as biodiesel manufacture,
wind power generation designs, geothermal.
Everybody is waiting until the price is “fit”. Without
breakthroughs, the ideas, technologies and prototypes
will then become irrelevant and left behind. While
other countries has progressive movement on RE, we
will only stay in the prototype scale. Thus, we need a
breakthrough.
Talking about the RE technology, are we ready yet?
What is your opinion on wind energy chances in Indonesia?
Apa yang ada dalam bayangan saya, Indonesia tidak begitu besar potensi energi anginnya. Tapi ternyata informasi terakhir di wilayah ataupun di lokasi-lokasi tertentu di Indonesia memiliki potensi energi angin cukup baik, seperti lokasi di Sukabumi, mencapai 100 MW, selain itu terdapat juga potensi angin di Lebak, Banten, dan mungkin juga daerah lain. Artinya ada di lokasi-lokasi tertentu yang kecepatan anginnya memang bagus dan layak dimanfaatkan. Memang Pembangkit Listrik Tenaga Angin/Bayu (PLTB) harus ditempatkan di lokasi yang banyak anginnya. Namun jika anginnya banyak biasanya penduduknya

How is BPPT’s role in the RE development, especially for wind energy? And what is the next expectation?
sedikit. Artinya, pembangkit ini akan berlokasi jauh dari pemukiman sehingga baru akan ekonomis jika kapasitas yang dibangkitkannya besar.
Itupun juga harus dilengkapi dengan skema insentif. ET masih harus dibantu dari segi pembiayaannya supaya bisa berkembang, karena jika tidak maka akan sulit berkembang. Jika skema FIT dianggap cocok, saya kira perlu segera diterapkan, karena banyak negara lain juga yang cocok, seperti contohnya Jerman.
It also must be provided with incentive schemes.
Financing supported is needed to develop the RE,
because otherwise it will be difficult. If the Feed in Tariff
scheme is suitable, thus it should be implemented. Many
other countries have already implemented it, such as
Germany.
For the energy sector, BPPT is designed to develop and
promote the utilization of RE or clean energy. Therefore,
there are no such activities in BPPT that involving oil
fuel or other fossil fuels. Most of them are RE and
clean energy such as biofuel (bioethanol, biodiesel),
solar power generation, ocean currents, and we’ve
also conducted the ocean thermal energy conversion
(OTEC).
BPPT has been using the term of “energy plantation”
since 1983/1984, so BPPT is no longer doubt that
Indonesia had to switch to RE. This vision has never
change. However, based on the past experiences, the
efforts to develop pilot plant and prototype of the
technologies are seems “stuck” and facing so many
barriers. Nevertheless, we are still optimistic. Hopefully,
Indonesia will increase the RE development, and we can
be sure that the energy will sustain and we will not face
shortage in energy. BPPT will focus in supporting the RE
development and energy efficiency.
Di Bidang Energi, sebetulnya BPPT didesain untuk mengembangkan atau mempromo-sikan pemanfaatan ET atau lebih akuratnya energi bersih. Oleh karena itu dari dulu, di BPPT tidak ada kegiatan pemanfaatan BBM, ataupun energi fosil lainnya. Semuanya energi terbarukan, energi bersih seperti biofuel (bioethanol, biodiesel), pembangkit listrik tenaga surya (PLTS) kemudian arus laut, dan dulu kita pernah juga melakukan ocean thermal energy conversion (OTEC).
Dari tahun 1984/1983 BPPT telah mengunakan istilah perkebunan energi. Jadi memang sudah tidak ada lagi keraguan bahwa Indonesia harus beralih ke pemanfaatan ET. Visi ini sudah dari dulu dan tidak berubah sampai sekarang. Namun berdasarkan pengalaman-pengalaman selama ini, apa yang menjadi upaya dalam mengembangkan pilot plant, dan prototype dari teknologi-teknologi ini semuanya ‘mandek’. Masih banyak kendala. Meski masih banyak yang harus diperbaiki, kita masih optimis.

In term of wind energy, BPPT has a wind power
generation in Baron, Gunung Kidul, and also at other
locations in east Nusa Tenggara. We are currently lack
of a comprehensive data/map on wind energy, while
in order to develop it we need accurate information.
I’m sure that the technology could be develop rapidly.
We are now still developing the small scale, up to 10
kW. However for bigger scale still have to be further
assessed and developed.
Hopefully WHyPGen can show the relevant
stakeholders in understanding the need of incentives,
tax free, subsidy, and others support for wind energy
development. WHyPGen also need to show the wind
energy potency in Indonesia, the choices of application
such as stand-alone or grid connected, and its
benefits. Therefore, the wind power generation can be
developed.
Mudah-mudahan semakin ke depan, Indonesia semakin banyak menggunakan ET, sehingga kita bisa yakin, energi di Indonesia akan sustain dan tidak mengalami shortage. BPPT akan fokus untuk mendukung pengembangan dan pemanfaatan teknologi ET dan efisiensi energi.
Terkait energi angin, BPPT memiliki unit PLTB di Baron, Gunung Kidul. Dulu juga ada beberapa tempat di Nusa Tenggara Timur. Di perlukan adanya informasi yang akurat dan komprehensif mengenai potensi angin. Sementara ini kita belum memiliki peta potensi angin yang lengkap. Untuk teknologinya saya yakin bisa cepat berkembang. Sekarang memang kita masih mengembangkan skala kecil, saya kira sampai dengan 10 kW. Tapi untuk yang lebih besar tentu saja masih harus dikembangkan lebih lanjut.
Mudah-mudahan WHyPGen bisa mengajak para stakeholder untuk memahami me-ngenai pemberian insentive, pembebasan biaya masuk, subsidi atau yang lainnya. WHyPGen juga dapat menunjukkan potensi angin yang ada di Indonesia, serta pilihan aplikasinya yang berupa stand-alone atau terkoneksi dengan sistem yang lain pada satu grid, sekaligus juga keuntungannya. Dengan demikian, ET, khususnya energi angin dapat berjalan di Indonesia.

the Director General of DGNREEC
Guna mendorong pengembangan dan pemanfaatan energi baru terbarukan (EBT), khususnya energi angin, Proyek WHyPGen
menyelenggarakan pertemuan tingkat tinggi (executive meeting). Pertemuan ini dihadiri oleh Deputi Kepala BPPT Bidang Teknologi Informasi Energi dan Material (TIEM), Unggul Priyanto dan Direktur Jenderal Energi Baru Terbarukan dan Konservasi Energi (DJEBTKE) Kementerian ESDM, Rida Mulyana.
Acara yang diselenggarakan pada tanggal 24 Juli 2013 di Yogyakarta membahas isu-isu strategis terkait pengembangan dan pemanfaatan energi angin dan konservasi energi, khususnya teknologi kogenerasi, dan juga rencana pengembangan Baron Techno Park. Diskusi kemudian dilanjutkan dengan kunjungan lapangan ke Baron Techno Park yang terletak di Pantai Baron, Gunung Kidul, Yogyakarta.
Segera beralih ke sumber-sumber EBT merupakan hal yang ditekankan oleh Deputi TIEM – BPPT Unggul Priyanto dalam pidato pembukaannya. Ini terkait dengan status Indonesia yang sudah mulai beralih dari negara pengekspor energi menjadi negara pengimpor energi. Ini diperkirakan akan terjadi pada tahun 2027. Oleh karena itu, pengembangan energi dari sumber EBT dan penerapan program konservasi energi perlu segera ditingkatkan. Selain lebih ramah lingkungan, kesegeraan ini juga didorong dengan adanya sumber daya EBT yang cukup menjanjikan di Indonesia, sehingga perlu dimanfaatkan secara optimal.
Dalam sambutannya Dirjen EBTKE Rida Mulyana menyatakan bahwa pertemuan ini sebagai pertemuan yang istimewa, karena dihadiri oleh para pejabat kementerian dan institusi terkait, seperti Staf Ahli Menteri Lingkungan Global Kementerian Lingkungan Hidup, Selaku Global Environment Facility (GEF) focal point, Dana A. Kartakusuma. Lalu Head of Environment Unit – UNDP Indonesia, Budhi Sayoko, Direktur Aneka Energi Baru dan Terbarukan – DJEBTKE, Alihuddin Sitompul, Direktur Konservasi Energi – DJEBTKE, Maritje Hutapea, Kepala Balai Besar Teknologi Energi – BPPT yang juga merupakan National Project Director (NPD) dari WHyPGen Project, Soni S Wirawan, Direktur Pusat Teknologi Konversi dan Konservasi Energi – BPPT, MAM Oktaufik serta perwakilan dari Dinas ESDM Provinsi Daerah Istimewa Yogyakarta – Edi.
Kehadiran para pejabat DJEBTKE dinyatakan juga sebagai suatu bentuk keseriusan dalam mendorong EBT di Indonesia. “Sengaja saya mengajak para direktur kami ini, karena saya ingin menunjukkan bahwa tanpa bicara pun kami serius” ujar Dirjen EBTKE Rida Mulyana. “Serius tidak hanya di meja rapat, tapi kerja di lapangan agar dapat terasakan oleh rakyat langsung”, sambungnya. Hal tersebut terkait erat dengan isu ketahanan energi yang sudah menjadi suatu keharusan, energi listrik telah menjadi bagian dari kebutuhan pokok. Lebih lanjut ia menambahkan bahwa untuk dapat mengelola energi dengan lebih baik maka diperlukan keterlibatan dan kerjasama dari

semua pihak. Untuk itu, diharapkan agar pertemuan seperti ini dapat dilaksanakan secara rutin, sehingga kegiatan-kegiatan yang ada di masing-masing lembaga dapat disejalankan dan sinergi, khususnya EBT dapat dikelola secara lebih baik lagi.
Beberapa hal penting yang diutarakan oleh NPD WHyPGen Soni S Wirawan dalam pemaparannya adalah dukungan yang akan diberikan WHyPGen terhadap Pembangkit Listrik Tenaga Hibrid (PLTH) angin dan matahari di Nusa Penida, Bali, hitungan dan usulan kebijakan harga jual listrik dari energi angin dalam bentuk skema Feed in Tariff (FiT), teknologi kogenerasi serta pengembangan kawasan Baron Techno Park.
FiT yang diusulkan WHyPGen adalah Rp. 1.750 per kWh, dengan IRR sebesar 14% dan interest rate sebesar 10%. Usulan ini dibuat berdasarkan hasil diskusi dan simulasi yang telah dilaksanakan WHyPGen dengan para calon pengembang dan perbankan. Usulan ini akan ditindaklanjuti dengan pembuatan alternatif hitungan dengan menggunakan interest rate yang lebih rendah, yaitu 6-7 % dan patokan IRR sebesar 14%, sekaligus juga
alternatif skema FiT dengan model staging untuk kelas kapasitas pembangkitan PLTB.
Kegiatan kemudian dilanjutkan dengan kunjungan ke Baron Techno Park. Terdapat PLTH yang terdiri dari tenaga bayu yang dikombinasikan dengan tenaga matahari dan genset berbahan bakar nabati. Kapasitas Pembangkit Listrik Tenaga Bayu (PLTB) adalah sebesar 15 kW, dan kapasitas Pembangkit Listrik Tenaga Surya (PLTS) sebesar 36 kWp. Energi yang dihasilkan dari sistem hibrida ini dimanfaatkan masih sebatas untuk memenuhi kebutuhan listrik dari ruang kontrol.
Rencananya akan dikembangkan pemanfaatannya untuk mensuplai kebutuhan listrik kawasan Baron Techno Park sesuai dengan peruntukannya. Koordinasi dengan Pemda Gunung Kidul, DIY pun telah dilaksanakan untuk mengembangkan Baron Techno Park sebagai tempat kunjungan wisata berbasis “edutainment”, sehingga manfaatnya dapat dirasakan oleh semua pihak. Rangkaian acara ini pun ditutup dengan acara buka puasa bersama.

To promote the development of New Renewable
Energy (NRE), especially the wind energy, WHyPGen
project had conducted an executive meeting which was
attended by the Deputy for Information Energy and
Material Technology (TIEM) – BPPT, Unggul Priyanto and
the Director General of New Renewable Energy and En-
ergy Conservation (DGNREEC) – MEMR, Rida Mulyana.
The meeting took place in Yogyakarta on the last 24
July 2013. The main agenda was to discuss strategic
issues on the wind energy development in Indonesia,
the cogeneration technology for energy conservation
program, and Baron Techno Park development plan.
After the meeting, a field visit was conducted to Baron
Techno Park at Baron beach, Gunung Kidul, Yogyakarta.
In his opening speech, Deputy for TIEM-BPPT, Unggul
Priyanto was stressed the necessity of transferring to
NRE sources immediately. It is predicted that Indonesia
will become a net energy importer on 2027. Hence, the
NRE development and implementation of energy con-
servation programs need to be accelerated. Indonesia
has promising resources of NRE which can be optimized
for energy demand in the country. Moreover, NRE is
more environmental friendly compare to fossil fuel.
The Director General of DGNREEC stated that it was a
special meeting which attended by Rida Mulyana the
functionary from the related departments or institutions,
such as Ministry of Environment (GEF Focal Point) -
Dana A. Kertakusuma, Head of Environment Unit, UNDP
Indonesia – Budhi Sayoko, Director for VariousNew and
Renewable Energy, DGNREEC – Alihuddin Sitompul,
Director for Energy Conservation – DGNREEC – Maritje
Hutapea, Head of Energy Technology Center, BPPT
(National Project Director/NPD of WHyPGen) – Soni S
Wirawan, Director for Energy Conversion and Conser-
vation, BPPT – MAM Oktaufik, and the representative
from the energy and mineral resources department of
Yogyakarta – Edi.
The presence of DGNREEC functionaries are also can
be seen as seriousness in promoting the NRE in Indo-
nesia. “I did purposely took my directors to show that
we are serious in developing the new renewable energy,
not only in the meeting table but also in field, thus the
impact can directly be perceived by the people” said
the Director General of DGNREEC.
Furthermore, he added that the electricity had become
one of the basics needs; and energy security is a must.
Involvement from all the parties is required to have a
better energy management in the country. Thus it is
expected that the kind of meeting can be held regularly
and all the activities related to the NRE development in
each of the institutions can be in-lined and synergies.
In this meeting, the WHyPGen NPD, Soni S Wirawan
explained the WHyPGen project support on the existing
wind hybrid power generation at Nusa Penida, Bali,
the calculation and proposed policy for electricity price
generated by the wind power (feed in tariff scheme/FiT),
cogeneration technology and the development plan for
Baron Techno Park.
The Project proposed the wind energy FiT for IDR 1,750
per kWh, with IRR of 14% and the interest rate of 10%.
The proposal was based on the simulation and discus-
sion with the project developers and banks. At the end
of the FiT discussion, the project is requested to make
an alternative calculation with a lower interest rate rang-
ing from 6-7%, and IRR of 14%. Moreover, a proposal for
FiT with “staging” formula on the wind power genera-
tion capacity was also requested.
The meeting then continued with a field visit to Baron
Techno Park. In this location there is a hybrid power
generation consist of wind, solar and biofuels. The total
capacity installed of wind power generation is 15 kW
and the solar power generation is 36 kWp. The electric-
ity produced by the hybrid system is utilized to support
the electricity in control room. Next, it is expected that
Baron Techno park can supply all the electricity demand
in the area, which will be developed as an “edutain-
ment” based tourism area. This plan had also been
coordinated with the local government of Gunung
Kidul, Yogyakarta.
The series of executive meeting and field visit were then
ended with break fasting and dinner.
The start of WHyPGen project was initialized by the
“kick-off” meeting held in Yogyakarta on 4 – 5 Oct 2012.
The meeting was officially opened by the Deputy for
Information Energy and Material Technology - BPPT,
Unggul Priyanto, who representing the Chairman
of BPPT. For the first time, the WHyPGen project
board members and relevant key-stakeholders from
government institutions and private sectors gathered
to discuss the project’s plans and targets. Comments
and inputs from the participants will be taken into
consideration for WHyPGen project to revise the targets
and activity plans.
To provide real description and better understanding
for the participants on the wind hybrid power plant
application, a visit was conducted to the one of
existing wind hybrid power plants in Pandansimo,
Bantul, Yogyakarta. In this site, the wind hybrid system
applications are used to support the electricity demand
of 40 houses, public lighting and operation of the ice-
maker machine and water pumps.

Berjalannya proyek WHyPGen ditandai dengan WHyPGen Project “Kick-off” meeting. Acara tersebut dilaksanakan di Yogyakarta pada 4-5
Oktober 2012. Untuk pertama kalinya para anggota project board saling bertemu dan membahas mengenai target dan rencana kegiatan Proyek WHyPGen.
Selain dari institusi pemerintah, para calon pengembang pun turut diundang dan hadir sebagai salah satu pemangku kepentingan utama. Acara pertemuan dibuka oleh Deputi Kepala BPPT bidang Teknologi Informasi Energi dan Material, Unggul Priyanto, mewakili Kepala BPPT yang berhalangan hadir. Pada pertemuan ini dipaparkan mengenai target-target proyek WHyPGen, sekaligus rencana kegiatan yang akan dilaksanakan. Komentar dan masukan yang disampaikan oleh para peserta akan dijadikan bahan pertimbangan Proyek WHyPGen untuk melakukan revisi terhadap target dan kegiatannya.
Pada hari kedua, dilakukan site visit ke salah satu existing wind hybrid power plant di Pandansimo, Bantul. Aplikasinya sudah digunakan untuk memenuhi kebutuhan listrik sebanyak 40 rumah penduduk, penerangan umum, pengoperasian mesin pembuat es dan mesin pompa air. Melalui kegiatan ini diharapkan Proyek dapat memberikan gambaran secara langsung kepada para peserta mengenai aplikasi sistem Pembangkit Listrik Tenaga Hibrid (PLTH) berbasis energi angin.

Energi Angin dan Pemenuhan Kebutuhan Energi di Indonesia
Proyek WHyPGen melakukan penanda-tangan an Memorandum of Understanding (MoU) dan perjanjian kerja sama dengan beberapa mitra. Hal ini untuk (PKS)mendorong pemanfaatan energi angin sebagai pembangkit listrik di Indonesia. Melalui kerjasama ini, diharapkan energi angin dapat lebih dimaksimalkan dalam memenuhi kebutuhan energi di Indonesia. Hal ini disampaikan Kepala BPPT Marzan Azis Iskandar dalam pidato pembukaan di gedung BPPT, Jakarta tanggal 14 Mei 2013.

Wind Energy and the Energy Needs in Indonesia
To promote the wind energy utilization for power gen-
eration in Indonesia, the WHyPGen project had signed
Me m orandum of Understanding (MoU) and Agre ement
with sev eral proponents in Jakarta, on 14 May 2013. On
his opening speech, the Chairman of BPPT, Marzan Aziz
Iskandar stated that the collaborations were expected
to maximize the development of wind energy power
generation in meeting the energy demand in the
country.

Membangun SDM di Bidang Teknologi Energi Angin
Salah satu aktivitas WHyPGen adalah capacity building di bidang pendidikan, khususnya sekolah ataupun institusi pendidikan
kejuruan teknis untuk memperkenalkan dan mempromosikan teknologi pembangkit listrik tenaga angin. Dalam rangka hal tersebut, WHyPGen telah melaksanakan pertemuan dengan beberapa institusi pendidikan teknis untuk mengumpulkan informasi mengenai kurikulum energi terbarukan, khususnya energi angin, yang telah ada di dalam kurikulum pendidikan yang diterapkan.
Pertemuan telah dilaksanakan dengan fakultas teknik dari Sekolah Tinggi Teknologi (STT) PLN, Universitas Diponegoro,

As one of the WHyPGen promotion activities, the
project had conducted meeting and discussion with
several technical/engineering schools. The meeting
was mainly to introduce and build capacity on the
wind hybrid power generation technology, and to
collect information on how far is the renewables topics,
especially wind energy, had been given to the students.
The meeting were conducted with the engineering
faculty of STT PLN, Diponegoro University, Gadjah
Mada University, Indonesia University, Dharama Persada
University, Bandung Polytechnic, and the Technical
Education and Development Center (TEDC) Bandung.
In general, the topic of renewables, including wind
perbaikan unit PLTH angin-surya di Nusa Penida Bali. Penandatanganan PKS dengan PT. Bakrie Power adalah dalam rangka membangun PLTH angin-surya di Pulau Sumba. Sementara rencana pembangunan PLTB sebesar 50 MW di Sukabumi dan 50 MW di Banten dituangkan dalam PKS dengan PT. Viron Energy. Sementara sehari sebelumnya telah ditandatangani PKS dengan Pemerintah Kabupaten Kayong Utara, Kalimantan Barat untuk rencana pemanfaatan PLTH angin-surya di Kepulauan Karimata. Dengan adanya kerjasama-kerjasama tersebut, diharapkan dapat mempercepat implementasi PLTH maupun Pembangkit Listrik Tenaga Bayu/Angin (PLTB) di Indonesia.

Universitas Gadjah Mada. Juga Universitas Indonesia, Universitas Dharma Persada, Politeknik Negri Bandung dan P4TK-BMTI yang dulunya lebih dikenal dengan Technical Education and Development Center (TEDC).
Saat ini, pendidikan mengenai teknologi energi angin telah diperkenalkan kepada para mahasiswa baik pada level pendidikan sarjana (S1) ataupun diploma (D3). Bukan hanya itu, bahkan beberapa Sekolah Menengah Kejuruan (SMK) teknis pun telah memiliki tenaga pengajar yang telah dibekali dengan pengetahuan dan keterampilan mengenai teknologi pembangkit listrik tenaga angin. Namun khusus untuk SMK, saat ini energi angin memang masih dalam usulan untuk dimasukkan ke dalam kurikulum. Diantara kendala yang menghambat penerapannya adalah masih belum adanya lapangan kerja yang tersedia dari industri PLTB. Tentunya ini terkait erat dengan belum terciptanya market dari PLTB itu sendiri.
Hasil diskusi-diskusi tersebut akan dijadikan masukan oleh WHyPGen untuk menyusun suatu modul mengenai PLTB dan teknologi energi angin, untuk dijadikan referensi pengajaran.

vocational schools had been trained and equipped with
skills and knowledge on the wind energy technology.
Presently the proposal of wind energy curriculum for
vocational schools is still in the discussion process. One
of the main doubt is the unavailability of employment
in wind power generation industry, which strongly
correlated with the un-developed market of wind
energy in the country.
From the meeting and discussion with the engineering
schools, WHyPGen will develop a wind energy training
module, to become one of the references in introducing
and teaching about wind energy to the students.

Mendorong Dukungan Pembiayaan Proyek Energi Angin
Belum adanya dukungan pembiayaan terhadap proyek-proyek energi angin di Indonesia ditengarai menjadi salah satu penghambat
perkembangan market Pembangkit Listrik Tenaga Bayu (PLTB) di Indonesia. Untuk itu, WHyGen telah mengalokasikan dana sebesar USD 300.000 untuk memicu pembangunan dan pemanfaatan PLTB. Dana ini rencananya akan ditempatkan di salah satu bank nasional agar dapat diakses oleh para calon pengembang. Saat ini WHyPGen masih dalam penjajakan terhadap bank-bank yang dapat bekerjasama untuk penempatan dana tersebut.
Diharapkan dana tersebut dapat menjadi umpan agar perbankan bersedia untuk memberikan dana yang lebih besar lagi kepada para pengembang PLTB. Skema yang akan diterapkan terhadap mekanisme pendanaan ini pun masih sedang dalam diskusi lebih lanjut untuk segera diimplementasikan tahun ini.
Wind Energy Project Financing Initiatives
One of the barriers identified that hindered the wind
energy market development in Indonesia is the lack
of financial support. In response to this situation,
WHyPGen had allocated USD 300.000 to stimulate the
wind power project financing initiatives. The budget will
be placed at the selected national bank, and become
accessible for the potential project development. The
selected bank is expected can leverage the budget for
financing a commercial scale of wind power generation
project. WHyPGen is currently in the process of
discussing the suitable financing schemes and selecting
the potential national bank to become the project’s
partner in implementing the activity this year.

Dukungan Terhadap PLTH Nusa Penida
Pembangkit Listrik Tenaga Hibrid (PLTH) di Nusa Penida, Bali saat ini memiliki PLTB dengan kapasitas terbesar di Indonesia, yaitu sebanyak
sembilan unit dengan total kapasitas 765 kW. Sayangnya, sebagian besar dari unit-unit PLTB tersebut sudah tidak beroperasi sebagaimana mestinya. Salah satu penyebabnya adalah minimnya dana untuk perawatan dan perbaikan. Dari sejak dioperasikannya hingga saat ini harga listrik yang dihasilkan oleh PLTH Nusa penida hanya dihargai sebesar Rp. 700 per kWh. Harga ini tidak mencukupi untuk biaya operasional dan perawatan.
WHyPGen telah melakukan berbagai aktivitas untuk mendukung perbaikan PLTH Nusa Penida sebagai proyek demonstrasi, diantaranya adalah melakukan investigasi dan kajian mengenai kerusakan-kerusakan yang ada pada unit-unit PLTB di Nusa Penida. Termasuk biaya yang dibutuhkan. Sebuah laporan investigasi pun telah disampaikan kepada Kementerian ESDM dan PT. PLN (Persero) Distribusi Bali, selaku pemilik dari unit-unit tersebut.
Lebih jauh lagi, WHyPGen akan menyediakan sebuah peralatan angkat (lifting device) yang dapat digunakan untuk melakukan perawatan terhadap turbin-turbin angin yang berada pada ketinggian rata-rata 30 meter. WHyPGen pun akan menyediakan alat monitoring, agar apabila terjadi kerusakan lagi dikemudian hari dapat cepat teridentifikasi dan diketahui oleh para penanggung jawab, khususnya yang berada di kantor pusat.
Support for the Wind Hybrid Power Generation at Nusa Penida, Bali
The wind power generation total capacity installed at
Nusa Penida Bali is 735 kW, which consist of 9 units
wind turbine. This is the largest capacity of wind power
generation in Indonesia so far. Unfortunately, most of
them are not operating anymore. From the beginning,
the electricity generated from the wind hybrid power
generation in this area is valued at IDR 700 per kWh
which is insufficient to cover the operation and
maintenance cost.
To promote Nusa Penida as one of the wind
projects demonstration, WHyPGen had conducted
several activities, such as investigating the technical
problems. A comprehensive report on the problems,
re commendation actions and required budget
had been sub mit ted to the Ministry of Energy and
Mineral Resources (MEMR) and PT. PLN (Persero) Bali
Distribution, as the owner of the wind power plants.
Furthermore, WHyPGen will provide a lifting device to
support the maintenance activity of the wind turbines
which are in 30 m heights. WHyPGen will also provide
remote monitoring system to monitor the operation of
wind power generation, thus any problems occur can be
shortly identified.
