Drainage System

The drainage system is composed of rivers and glaciers. The drainage systems of the region are the Chandra Bhaga or the Chenab, the Ravi, the Beas, the Sutlej and the Yamuna.

No systematic mechanism for collection , processing, analysis, storage and dissemination of hydrological data.

Number of data collector agencies working in water tight compartments, resulting in:

* inadequate network * protocol not followed * data available in piecemeal * no validation * less reliable thus of limited use * duplicity of stations

Adverse effect on planning of water resource sector projects due to lack of reliable and easily accessible data.

Hydrology Project Phase-II

World Bank approved a credit of US$ 104.98 Million to the Govt. of India for the Hydrology Project-II. (IBRD Ln. No 4749-IN). The total cost of the Project is US$ 135.01 Million

Himachal Pradesh is one of the four new States participating in this Project. A/A & E/S was accorded by the Govt. of H.P. in March, 2006 for Rs.49.5038 crore. The Project was originally proposed to be implemented over a period of six years starting April 5, 2006. Project period was extended by 23 months in 2012 and the revised closing date of the project is May 31st, 2014.

Page 13: Achievement of new state under hp 2 - himachal pradesh in integrated water management

Total sanctioned Cost of Project for Himachal Pradesh was Rs.49.50 Crore. The Cost table was revised in Dec., 2013 for Rs. 58.33 Crore .

Institutional Strengthening: Awareness Raising, Dissemination And Knowledge Sharing. Implementation Support Horizontal Expansion: Upgrading/Establishment of Data Collection Network. Establishment of Data Processing and Management Systems. Purpose-driven Studies. Training. Recurrent Cost : Staff & Network O & M Cost.

The Project has three main components:

1. Impact of Sewerage Effluent on Drinking Water Sources of Shimla City & Suggesting Ameliorative Measures.

Study was conducted by NIH, Roorkee and IPH Deptt. jointly. Data collection, sampling, testing and analysis was done by

NIH, Roorkee. 2 trainings on Water Quality convened at HIPA under the study. The final report has been received and IPH Deptt. has initiated

action on its recommendation.

2. Study on Ground Water Quality Characteristic In Industrial Predominant Areas Of H.P.

PEC, University of Technology engaged as consultant for carrying out the study.

20 additional borewells were drilled to observe GW quality in study area.

Testing of water samples and analysis has been completed and draft final report is expected in first week of Feb., 2014

Purpose Driven Studies (PDS)

Page 57: Achievement of new state under hp 2 - himachal pradesh in integrated water management

3. Study of Impact of River / Khad Bed Mining on Water Sources (Water Winning Structures) & Evolution of Policy & Guidelines To Prevent Adverse Impact.

Department of Hydrology, IIT, Roorkee has been engaged as Consultant for this study.

Primary and secondary data collection has been completed except for satellite imageries , delivery of which is expected shortly.

Last round of water sample analysis is in progress.

Page 58: Achievement of new state under hp 2 - himachal pradesh in integrated water management

NIH, Roorkee conducted PDS on Impact of Sewage Effluent on Drinking Water Sources of Shimla City and suggesting Ameliorative Measure's as some cases of Jaundice were reported from parts of Shimla City in the year 2006-07.

Final report was received in May, 2013.

NIH recommended measures, like installation of ultra filtration membrane or ozone treatment, to improve the performance of Water Treatment Plant

Performance study of Sewage Treatment Plant was also recommended.

Taking note of non seasonal jaundice cases, an Inter departmental Sub-Group was constituted in March, 2013 to investigate its cause.

The findings of this Sub Group were discussed in the meetings held under the Chairmanship of Additional Chief Secretary (IPH) to the Govt. of H.P.

Considering the recommendations of NIH it was decided that Techno Commercial proposal be prepared for installing Ultra filtration membrane and ozone treatment system at WTP. It also decided to have the performance of STP validated by engaging appropriate agency.

The I&PH Department is accordingly working on there proposals and it is expected that the study recommendation would soon transform into reality.

Activities at State Data Centre

Data Processing Analysis & ReportingData Storage & Data Dissemination

Data Processing is a broad term covering all activities from receiving observed records to making them available in usable form. The raw data is passed through series of operation, as:

Data entryMaking necessary validation checksIn-filling missing values in a data seriesProcessing of raw data to estimate required variablesCompilation of data in different forms andAnalysis of data for commonly required statistics etc.

•Single agency for surface and ground water.

•Keen Interest and quick decisions by State level Steering and Coordination Committees.

•Continuity of key officers.

•Support from PCS, TAMC and Central Expert Agencies, especially their Officers posted in State.

•Guidance from World Bank.

•Strong Liaison with other State Departments, Boards, Corporations & Educational organizations

Page 85: Achievement of new state under hp 2 - himachal pradesh in integrated water management

Weakness

•‘Off the league’ with the routine departmental works causes general apprehension.

•Not many people interested for posting or continuing.

• On completion people eager to move out of the project due to uncertainty of further postings.

•Small works spread over the entire State lead to higher operational difficulties.
