95th Inaugural Session of West Bengal State Centre, The Institution of Engineers (India) was held after 94th Annual General Meeting of West Bengal State CentreMr. Sisir Kumar Banerjee, Chairman delivered his address on the topic “Engineering Education as Today and Its Relevance in the Present Context” as follows : I am extremely grateful to the Members of the retiring Committee of the State Centre for electing me the Chairman, West Bengal State Centre of The Institution of Engineers (India), the largest professional body of its kind in Asia. Indeed, it is this honour bestowed on me that has given me this unique opportunity to address the gathering of distinguished corporate members and eminent engineers and technologists. I am aware of the responsibilities of my position and fully conscious of my own limitations in carrying forward the work of my predecessors in advancing the cause of the profession. I can only assure you with all humility that I shall try my utmost to justify the trust and confidence reposed in me.I have chosen the topic Engineering Education and its relevance in the present context which I believe is the need of the day and which requires involvement of all of us.you are probably aware that there were 72 engineering colleges including IITs in 1970. At present approximately 6 lakhs graduate engineers are passing out every year from 5672 engineering colleges in India. According to the different reports, 25% to 30% of the engineers are employable. Out of this, only 18.43% are employable as software engineers in IT services, while just 3.95% are appropriately trained to be directly deployed on projects. For core jobs in Mechanical, Electronics / Electrical and Civil Engineering, a mere 7.49% are employable. This is perhaps due to lack of availability of trained faculty in those colleges to impart quality education.

AICTE came into existence in 1987 to grant approval of engineering courses and the accreditation of the courses in private engineering colleges. Prior to this, The Institution of Engineers (India) was the sole engineering professional body in India to accredit engineering courses, including the courses being conducted at IITs and NITs. Engineering education today is easily accessible for aspiring students, provided they have sound financial resources. The quality of engineering education in these colleges is generally not up to the mark due to fact that a large number of engineering colleges suffers from many deficiencies such as well trained faculty and proper infrastructure like laboratory facilities, modern workshops etc. Further, for fresh graduate engineers, after completion of their engineering degree course, the options for a livelihood actually are not in the core fields of engineering. For a majority of these young engineers, it is in other areas like software development, sales and marketing, banking, IT enabled services, etc. A good number of brilliant engineers take up further studies in management and migrate to non-engineering type of jobs for better career opportunities. Some of the competent / good engineers join the industry where they get quite attractive packages or go abroad. Today, it is not attractive for engineers to work either as faculty members or on any research project. So, there should be motivation for fresh graduate engineers to go for research & development and take up teaching job. Technology is growing fast in all dimensions – analysis, design, environmental aspects, safety, and legal and business corners. We need engineers for manufacturing, ports and harbours, power sector etc. Also, the need of the hour is construction engineers in the core field of infrastructure development.Construction engineers need to deal with the availability of resources, environment, health and safety aspects, project engineering, logistic management, application of IT in construction and legal aspects, basic contracts and claims etc. There are many institutions where industry and academy are working together for achieving their common interest. There are many organizations in Govt. Sector / PSUs where mechanical engineers, civil engineers, chemical engineers, electrical engineers, applied geologists are contributing their best in their respective fields and there should be a good interactive mechanism between the academia and the industry so that unemployment for the passing out students can be minimised. Similarly faculties of Engineering Colleges, Universities are running short of quality teaching personnel who can inspire and motivate the young students to reach new heights of excellence in their respective fields of specialization. The disciplinewise engineering curriculum is not being

updated periodically to meet the demand of the fields. Thus, there remains a mismatch between pass out engineers and requirements of the fields / on job. As a result, engineers that pass outs have been found wanting on many counts. The industry need to come forward for improvement in engineering education in the country. Imparting of engineering education in a real sense must have a good ambience for teaching, learning, research and innovation. Educators can anticipate the changes coming up in engineering practice and can formulate their programme accordingly. There is a need to improve the training of the engineers in order that they can adopt themselves with emerging technologies comfortably. We need engineers for the industry to manage production and competition. We need senior professionals for grooming engineers who shall be competent enough to carry out Research and development as per the requirement of the industry and other research-based development institutions. Engineering education system of old functional paradigm, therefore, needs to be relooked from the point of view of user or prospective employer. The undergraduate engineering education should be reshaped to include more discipline-wise specialization coupled with inputs of basic sciences and engineering education of multidisciplinary approaches (General Engineering). This can, however, be a long-term reform agenda and should be pursued with caution and consensus of all the stakeholders like academia, industry, research establishments and others.

As a short time measure in the reform process of engineering education, we should restore the past practice of teaching basic subjects for all the major branches of engineering, viz. physics, chemistry and mathematics, during the first two years of the course, and branch is allotted on and from the third year of the course. This arrangement would help imparting knowledge to the students from the other disciplines of engineering, apart from the subject wise knowledge of the engineering curriculum. We have to think restructuring the curriculum after weeding out non- relevant subjects.

The engineering curriculum should be based on the needs of the industry, R & d sector in which a student is going to be placed. The discipline-wise specialization should continue for M. Tech courses in academic institutions and R&d establishments. We should have a project-based learning for making engineers employable. Otherwise a frustrating situation may prevail aggravating the problem both for the employer as well as the employable.

Most jobs now are in the private sector. There is considerable lateral movement and industry need to come forward to spend time and money on training a person who may take up their job after completing the training. In order to achieve the above objective, a radical change is required in our engineering education system.

To keep pace with the developments in engineering designs and analysis, together with the safety, it has become necessary to redraft the curriculum which is beyond the reach of most of the ordinary engineering Institutions. There are a few Institutions (engineering) in the private sector which have kept pace with these developments. Because of advancements in engineering science specialisation in design engineering has been a growing need of the engineering activities. As such a new discipline of engineering design may be created in selected Institutions as a super-specialization subject. It is also a fact that many of the students passing out from private Engineering Colleges are not able to communicate in English. Therefore, it is very important to improve communication skill (both written and oral) for engineering students of these colleges with priority.

Government has stressed on vocational engineering education system particularly for the students of rural areas. The ITI based education is now popular in rural and urban areas. Some pass out students of ITI in vocational courses get lateral entry in second year of its Three year diploma in engineering course without studying physics, chemistry and mathematics either in ITI Course or in diploma Course. Therefore, there is a need to incorporate physics, chemistry and mathematics either at ITI Vocational Courses or diploma Courses for such students to get benefit for admission in higher degree level programme. Communication in English language (oral and written) should be incorporated in the curricula so that those students have a chance to upgrade their knowledge and bring it at par with diploma engineering students thereafter who may pursue for degree in engineering.

It is essential to stress upon industrial exposure to the members of faculty in order to improve the quality of education. Simultaneously the procedure should involve practicing engineers / consultants from industry to teach the engineering students to facilitate upgradation of their knowledge. We should create training infrastructure for the engineering faculty to train the engineering teachers on regular basis so that they can impart the most uptodate form of education. IITs and NITs may be requested to extend their guidance so that the performance of the faculty can also be assessed regularly. The Industry should come forward and take initiative so that the mismatch between industry and academy can be minimized and this collaboration will not only enrich those programmes but also will be relevant according to the need of the industry. Therefore, industry will also come forward to accept students for training so that they can tackle industrial problems to the satisfaction of the industry having approached academia where necessary.

National Board of Accreditation (NBA) has recently received Washington Accord. Therefore, NBA is expected to assess

the quality of education being imparted at various engineering colleges before giving accreditation to the engineering courses and also to review the existing position of the private engineering colleges, including laboratory facilities to ensure that those engineering colleges in the private sector not equipped with the quality faculty and infrastructure should upgrade their Institutions within a time frame so that students are not allowed to suffer for want of quality education. The Institution of Engineers (India) is making concerted efforts to join hands with NBA to take up the accreditation work. Engineering colleges / Institutions should have Board of studies to monitor the curriculum regularly of the different courses with State of the Art inputs of knowledge.Government should take adequate precautionary measures so that the private engineering colleges are fully equipped with the faculty and laboratory and thus out turn of the Institution shall be worthy of the money spent on them from the State Exchequer. Quality Management and Professional ethics need be incorporated in the engineering curriculum. The Prime Minister of India, Hon’ble Shri Narendra Modi said in a statement to the media that a country is developed and becomes strong when the states are equally developed. He also said that the health of a person is good only when all the organs of his body is good. Similarly, if the students are well trained and properly equipped by the faculty and industry they can be able to take the challenge in their practical field successfully. As a result the society receives all service benefits at proportionate cost benefit ratio. India’s vision is to change its status from developing Country to developed Country in the coming decades. We are ready to attain the position in 2020 with a great hope. But if we take a close look, it will be revealed that the role of Engineering Institutions / Regulators of Technical Education (AICTE) / NBA towards fresh engineers is very vital so that the fresh engineers can remain employable by discharging their responsibilities with proven skill and competence.In this back drop it will not be out of context if I invite your valued attention to the role played by The Institution of Engineers (India) in making available professional personnel to meet the requirements of the country by imparting non-formal education in fulfillment of the objectives of IEI as contained in item (d) which reads as below : “To promote the study of engineering with a view to disseminate the information obtained for facilitating the scientific and economic development of engineering in India”. In compliance of the said objective, The Institution of Engineers (India) started conducting Section A & B Examinations from 1928 and continuing its journey with added momentum year after year.

It is hoped that The Institution of Engineers (India) will play a proactive role in blooming the future Engineers in agreement with the economic needs of the industry in the country as a whole so as to ensure its people a life of quality and plenty.In conclusion, I would invite the attention of this august gathering to the objects & purposes for which the IEI had been constituted in the year 1920 by both foreign and Indian engineers for making an honest exercise to achieve those objectives as far as practicable within the limitation persisting at that time.The objects got the approval of the King through Royal Charter on 13 day of August 1935. A close look of the 11 objects from (a) to (k) broadly focus on development and updating of engineers engaged in professional activities and dissemination of information and scientific knowledge on all matters affecting engineering so as to enable the Government and other local bodies to ascertain the views of engineers as regards directly or indirectly affecting engineering to improve the performance of the engineering activities executed by spending public fund. Besides to promote efficiency in engineering practices just an honorable dealing towards engineers was equally emphasized in the objects of the IEI as were thought upon at that time. About 100 years have already passed the engineers of the country, the number of which now stands at 1,72,266, have been striving hard to materialize the import as contained in those objects with the changing environment of the country during its journey.This strive has manifested many areas wherein it is required that the engineers have to unite themselves under the leadership of the IEI to raise their voice against the administrative constraints and bureaucratic mishandlings so that the Government become conscious and proactive to keep the bright face of the profession and its independence uninterfere as far practicable within existing limitations for the sake of betterment of the lives of the people of the country.Mr. Sandip Kumar Deb, Immediate Past Honorary Secretary of the State Centre introduced the Chief Guest Mr. Kaushik Roy to the august gathering. Chief Guest of the Session Mr. Kaushik Roy, Managing director, Phillips Carbon Black Ltd. & also Member of Group Management Board, RPSG group in his deliberation at the outset congratulated The Institution of Engineers (India) for the highly appreciated critical role played for the benefit of the engineering fraternity and praised for raising the voice in the global platform. He pointed about the Global Economy and compared it with the Indian economy. He also mentioned about the reaching of global GdP in three figures first time after 1970. Global Economy when reached to 63 trillion dollar from 32 trillion dollar. India could not cope up with the European GdP though India was growing with 0.18 trillion dollar to 0.2 trillion dolar Growth. He expressed

his experience with foreign economy and mentioned that Chinese economy is driven by manufacturing sectors whereas Indian economy is being driven by service sectors and Indian economy size stand now at 4th in the World. Mr. Roy then stressed on that we the Indian are having youth with energy and trained technical experts but regarding employability India do not have skilled technical hands which should be looked into. He stressed in the context of Indian economy a shift from agriculture base to industrial base in order that Indian economy can effectively compete with global economy within a limited period of time.

In this backdrop he also pointed out a huge gap in the domain of requirement of trained manpower and wanted greater involvement of The Institution of Engineers (India) in the area of the National Skill development Council and its ramification of activities under the aegis of Govt. of India. He concluded his speech with the remarkable truth that Human Resource is the main advantage of India, but could not be and are not being able to utilize it properly.

He commented that real job creation have to be done in manufacturing section. Share of manufacturing sector need to be raised from 15% to 25% . Production cost of manufacturing goods should be lowered by increasing productivity and quality. He expressed that he strongly believe India is now a competent service provider globally.Mr. Kashmir Lal Mallik, Honorary Secretary proposed his heartfelt vote of thanks to all the Corporate members.

At the outset, the Celebration was started with the Inaugural Address delivered by Shri Sisir Kumar Banerjee, Chairman, WBSC, IEI . Shri P C Sen, Former Chairman and Managing director of Burn Standard Co. Ltd., Braithwait & Co. Limited and Peerless Group kindly graced the occasion as the Chief Guest on this memorable occasion. He concentrated his commemorative lecture on the subject of “Medium and Small Scale Industries – suggested Improvement”. He stressed on the futility of trying to woo only big business & multinationals which have big projects but they are not able to provide sufficient jobs which is the priority of all Governments give in the state of affairs in the Country this day. In the present scenario the joblessness is very high & farming alone cannot sustain the growing population of people at the bottom of the pyramid.

C.K. Prahlad’s famous dictum fortune at the bottom of the pyramid worked for the last few years but is not doing so any more as per report of Economic Times in the month of May this year. Reason, people at the bottom are not earning enough, any more, to spend on Fast Moving Consumer Goods. This is aggravated by the fact that a large number of people are without means of earning. These people are fodder for the political parties and unsocial activities are done by them to make a living or take revenge on other parties at the bidding of Countries’ leaders.

Hence generating jobs should be one of top most priority items for reducing the unrest & turmoil in society. Big industries

and the multinationals have not the capacity to generate jobs as per requirement. But what they cannot do, that can be done by the Medium, Small & Tiny Sector Units. The smaller the sector the more jobs per rupee invested.

There are challenges in the small sectors to create job potential and they have three major problems: - Technology, Marketing and Finance. Technology can be provided by the Experts from the Institutions of Engineers (India) who can easily guide the small entrepreneurs in right directions. Finance should be supported by the Financial Institutions as also Hon’ble Prime Minister Shri Narendra Modi rightly said that poor women of rural sectors never default in paying due in right time and for Marketing Government should extent their help through Small Scale department by their large infrastructures.

Multinationals by replacing man with machines developed through billion dollar research projects are only interested in maximizing profits & have no agenda for job creation whatsoever. They would leave the country if they find greener pastures elsewhere. This should be Vision & Mission of every Indian / Indian origin businessman who have a stake in the welfare of the Country apart from profits.

Report of 48th Engineers’ Day Celebration 15th September 2015

September 15th is celebrated every year in the country as “Engineers’ Day” to commemorate the birth day of the legendary engineer Sir Mokshagundam Visvesvaraya. This year, The Institution of Engineers (Indian) West Bengal State Centre celebrated 48th Engineers’ day” on Tuesday, the 15th September 2015 at Sir R N Mookerjee Hall, of the institution at 8, Gokhale Road, Kolkata – 700 020, to pay homage to Bharat Ratna Sir Mokshagundam Visvesvaraya, the great Engineer – Statesman, a visionary and an ever respected social worker whose entire life was devoted for advancement of engineering science & technology for the betterment of common people. This year the National Council of the Institution has selected the theme as “Engineering Challenges for Knowledge Era”.

Technology manpower planning in the networked economy hinges on developing base of skilled and knowledgeable manpower of high caliber to usher in a talent-drive economic revolution. Both the Industry and Academia has equal responsibility to share to ensure that the engineers become ready to face the growing and ever-changing need in this knowledge era.

The celebration commenced with the welcome address by Shri Sisir Kumar Banerjee, Chairman, WBSC, IEI and presentation of the life sketch of Bharat Ratna Sir M.Visvesvaraya by Shri Avinash Singh, jt. Honorary Secretary, WBSC, IEI. This year we arrange to distribute Fellow Certificate to twenty one Corporate Members. Certificates were kindly Handed over by Shri B Brahma Reddy, Secretary & director General, IEI, Dr. S M Ali, director (Membership), IEI and Shri Sisir Kumar Banerjee, Chairman, WBSC, IEI.

Prof. Amitabha Ghosh, Senior Scientist & Honorary distinguished Professor, Indian Institute of Engineering Science and Technology and Former director, Indian Institute of Technology, Kharagpur , graced the occasion as the Chief Guest. Prof Ghosh in his deliberation talked about tremendous development which are taking place in Science, Engineering and Technology throughout the World and now the knowledge creates more smart, marvelous and intelligent World.

Prof. Pijush Kanti Som, Former dean, Faculty of Engineering and Technology, jadavpur University , graced the occasion as Guest of Honour. In his deliberation he talked upon very important topic in regards different socio economic aspects. He also stressed upon environment friendly planning of unbalanced urban / rural sustainable policies and also environmental futurology.

Following that like every year this year also, in the occasion of the 48th Engineers’ day celebration, West Bengal State Centre arranged to felicitate nine Eminent Corporate Members of the Institution, namely, Prof. Ajay Kumar Ghosh, Shri Tapobrata Sanyal, Dr. Sitanshu Shekher Ganguly, Dr. Sivabrata Chatterjee, Shri Paramesh Ranjan Dhar, Prof. Amitabha Ghosh, Shri Subhas Chandra Dey, Shri Arun Kumar Sircar and Prof. Pijush Kanti Som.

dr. Chandidas Saha, Chairman welcomed the Members and wished all the Corporate Members and their families a very Happy Vijaya and Prosperous diwali Greetings. The Chairman then called the 94th Annual General Meeting of West Bengal State Centre in order.

Item 01: To read the notice convening the Meeting Er. Sandip Kumar deb, Honorary Secretary read out the Notice convening the 94th Annual General Meeting which

was published in September 25, 2014 News Bulletin of West Bengal State Centre and circulated to the Members.

Item 02: To confirm the Minutes of the 93rd Annual General Meeting held on 27th October 2013. The Minutes of the 93rd Annual General Meeting held on 27th October 2013 at Sir R N Mookerjee Hall, Kolkata

was circulated to all Corporate Members through West Bengal State Centre News Bulletin (September 2014). dr. Chandidas Saha, Chairman invited observations, if any, on the recording of Minutes. Er. R K Samanta, (M-011123-0) pointed out that his observations in last Annual General Meeting on excess of Income over expenditure were not properly recorded. The value of Excess of Income over Expenditure as was shown in Accounts of 2012-2013 have not been taken to the under the Head Reserve and Surplus to the full value. Out of the excess of income of value of Rs. 1,88,896 lakhs only, Rs. 53,181/- has been added under the Head ‘Reserve’ and ‘Surplus’. But where about of the balance amount is not very much clear from the Balance Sheet as stood on 31st March 2013, hence the balance amount of Rs. 1,35,715/- has not been shown where it has been lying. He requested the Chairman to clarify those points if possible otherwise he may discuss the matter with the Auditor.

Er. Arun Kumar Basu, (AM 029883-5) mentioned about his written note sent to the Chairman on 20th and 22nd October 2014. He also mentioned that his suggestions in the last Annual General Meeting were not appropriately considered in recording of the minutes.

Minutes of the 93rd Annual General Meeting, West Bengal State Centre held on 27th October 2013 were confirmed, as proposed by Er. Sibavrata Chatterjee, (F-0033207) and seconded by Er. Sudip Kumar Sarkar (M-1315301), with incorporation of the points raised.

Item 03: To receive the Annual Report and Audited Accounts of the West Bengal State Centre for the Financial year 2013-2014 (year ended 31.03.2014).

Er. Arun Kumar Basu (AM 029883-5) mentioned that Audited Statement could not be taken as complete without relative schedule. He opined that opinion of the concerned Auditor / ICAI could be sought for in this regard. He also made following observations on the Financial Statement for the year 2013-2014.

i) Investment was found to be increased from Rs. 10.8 lakh to Rs. 27.8 lakh during the period but interest / dividend income fell from Rs. 3.37 lakh to 1.85 lakh.

ii) Income in respect of Engineers’ day Celebration was ‘Nil” but in the previous year income on that account was Rs. 4.13 lakh.

iii) Expenditure under “Education” head exceeded corresponding expenditure in the previous year by Rs. 5.78 lakh and suggested that principles of allocation of Expenditure between Income / Expenditure statement should be looked into under the Head R & d and Education.

iv) Under liabilities as on 31.03.2014 it appeared that there were repetitions of the fund over years. Nature of liabilities needs to be known

He wanted to know the Guidelines for Allocation on R & d and Education both under Income and Expenditure and also commented that expenses incurred in 673rd Council Meeting appeared to be very high. The Chairman explained that allocation of R & d and Education for Income and Expenditure was made percentagewise as per guidelines of IE(I) Headquarter and accordingly minus figure was shown but total excess of Income over Expenditure derived. In regards to 673rd Council Meeting, the Chairman informed that West Bengal State Centre provided best hospitality to the Council Members from distant States, had to incur expenses for holding many Meetings and to organize the Council dinner etc. and accordingly expenditure might be looking high but it was strictly under control. He opined that negative figure appearing under the Head Education in the Income and Expenditure Account is incongruous. Hence he suggested Council should be requested to review the allocation Head under R & d and Education in order that negative figure appearing under the Head Education in the Income and Expenditure Account might be avoided.

The Chairman agreed upon that without Schedules, Audited Accounts might be adjudged not complete , he assured that the Account along with Schedules were duly audited by the Auditors and it was kept at West Bengal State Centre Office for verification for any interested Member. The Committee decided to print News Bulletin containing Annual Reports and Audited Accounts without Schedules to save huge expenditure. Thus the Chairman attempted to answer and explain all the points raised in the meeting and thereafter Members unanimously agreed to it subject to comments.

Chairman, dr. Chandidas Sana, highlighted the Technical Activities of different Engineering divisions and Audited Accounts for 2013-2014 as circulated in West Bengal State Centre News Bulletin - September 2014 Issue. The Members present were in opinion that attendance in different Technical Activities were very poor and not satisfactory. Er. S K dey, (F-1106348), dr., Alok Kr. das, (F-1078654), Er. Avinash Singh, (M-123267-8), Prof. Nitosh Kr. Brahma, (F-113278-0), Er. Arun Kumar Basu, (AM 029883-5) & Er. Sivabrata Chatterjee, (F- 0033207) expressed displeasure about poor attendance during past Technical Activities at Sir R N Mookerjee Hall including Evening Lectures. They enquired about many aspects of Technical Activities and Audited Accounts. After prolonged discussion the following suggestions from the House were appended below;

1) To increase maximum number of Technical Activities and communicate to all Members in time for attending the Technical Activities of West Bengal State Centre, The Institution of Engineers (India) at Sir R N Mookerjee Hall / other Venues.

2) To chose more attractive, innovative and modern upgraded Theme for Technical Activities so that Rural development and improvement of quality of life could be possible.

3) To collect excellent papers and Authors for Seminars etc. 4) To arrange for proper utilization of Salt Lake Building 5) To provide more facilities to the Senior Technician Members / Technician Members for their studies and placement 6) To publish and circulate monthly News Bulletin regularly 7) To update West Bengal State Centre Website with day to day activities 8) To organize more contacts with Business Magnets, Industries and Govt. departments for Resource Mobilization 9) To arrange to collect the Government Grants from existing sources 10) To utilize Equipments and Man Power properly 11) Name of The Institution of Engineers (India), West Bengal State Centre’ should properly and correctly be written.

Rupees should be mentioned in the Audited Accounts in lakh, if possible,

The Chairman informed that the new Committee would look into the above valued suggestions and do their best for implementation as far as possible. He also intimated that Centres could not perform anything they liked and they had to maintain the specific Rules, Regulations, Bye-Laws of the Council of The Institution of Engineers (India), to organize any Technical activities. He also intimated the House that accounts of West Bengal State Centre was prepared as per Financial Norms, Guidelines, Percentage of allocation of R & d and Education framed by the Council, IEI, and it would also have been followed the resolutions of Committees, Financial Status, Accounting Procedures, various Acts like Income Tax, Professional Tax etc. and Statues of the country. However, West Bengal State Centre may take steps so that Council may be persuaded to discuss the points raised in the Annual General Meeting of West Bengal State Centre on 02.11.2014 and their considered views may be reported in due course. In reply to the queries of Er. R K Samanta, dr. C Saha, Chairman informed to the House that as per Resolutions of West Bengal State Centre Committee surplus of Cash Balance of S.B. Accounts had been invested in to Fixed deposits / Term deposits to attain maximum quantum of interest from Investments and thus minimum balance of S.B. Accounts were

shown in the Audited Balance Sheet of WBSC. Regarding Minus balance raised under ‘Education’ , the Chairman intimated that it was calculated as per allocation of percentage for R&d and Education framed by the Council of IEI Hqrs. and he also assured the House that the Council Member of West Bengal State Centre Would take imitative to point out the matter to the Council Meeting for consideration of Reallocation of R & d and Education percentage so that Minus Balance in any Head under R & d or Education would not arise in future and consequently all the State & Local Centre would sit for the new Allocation percentage of R & d and Education resolved by the Council Meeting for calculating Accounts in future, accordingly. The Chairman thus clarified all queries one by one with entire satisfaction of the Members Present.

Er. Sandip Kumar deb, Honorary Secretary thanked the Members present for their participation in the discussion as they deem fit and requested them to do so in future also. He assured the House to extend his helping hand for future Technical Activities of West Bengal State Centre. He further assured the House that he would co-operate to the new Committee for any need regarding collection of Govt. Grants and other Technical or Financial matters . In conclusion, he invited valuable suggestions from the honorable Members regarding Technical and Financial upliftment of this State Centre. Er. Amitabha Seal (AM-0792045) proposed for acceptance of the Annual Report and Audited Accounts for the year 2013-2014 which was seconded by Ms. Madhumita Saha (AM-155330-8).

It was resolved that the Annual Report and Audited Accounts of the West Bengal State Centre, The Institution of Engineers (India) for the financial year 2013-2014 be adopted.

Item 04: To announce the name of the Chairman and the Honorary Secretary for the years 2014 -2015 and 2015-2016 as elected by the retiring Committee

dr.Chandidas Saha, FIE, Chairman announced that the Retiring Committee had duly elected Er. Sisir Kumar Banerjee, FIE as the Chairman of the West Bengal State Centre, The Institution of Engineers (India) for the Sessions 2014-2015 and 2015-2016 and Er. Kashmir Lai Mallik, FIE elected as the Honorary Secretary of the West Bengal State Centre, The Institution of Engineers (India) for the Sessions 2014-2015 and 2015-2016. The Members welcomed the announcement. Thereupon Er. Sisir Kumar Banerjee took over from dr. C Saha and presided over the meeting.

On receipt of the report of Board of Scrutineers for Election to the Committee for the Sessions 2014-2015 and 2015-2016 from dr. Chandidas Saha, Er. 14,2nd Floor, 29 R N Mukherjee Road, Kolkata - 700 001 be appointed as the Auditor of West Bengal State Centre for the Financial year 2014-2015 with remuneration of Rs. 10,000/-(Rupees ten thousand only) plus Service Tax as applicable thereon. Er. S K Ghosh, (AM-0253157) seconded the proposal.

As there was no other proposal obtained M/s. Gupta & Mitra Chartered Accountants was appointed unanimously as the Auditor of West Bengal State Centre for the Financial year 2014-2015.

As there being no other points for discussion the Chairman declared the meeting closed. Members offered vote of thanks to the Chair.

Annual Report 2014-2015 (01.04.2014 – 31.03.2015)

The Committee of West Bengal State Centre takes pleasure in presenting its Annual Report of activities for the year 2014 - 2015 ending on 31.03.2015 and extending sincere thanks and gratitude to the Members for their valuable contribution, meaningful suggestions and services for smooth and eventful functioning of the State Centre during the period.

The Committee pays respectful homage to the departed souls of the Members who have expired during this period and convey its sincere condolence to the members of the bereaved family. The Committee also welcomes the new Members who have been enrolled during the year and invites them to join with the activities of the Centre and to contribute to enrich its noble causes.

Pursuant with its objective to further the cause of engineering fraternity, in particular and society in general, West Bengal State Centre of IEI have been continuously taking move to formulate and implement decisions through WBSC Committee to extend efficient and transparent services to the large number of its corporate members. During the year WBSC Committee which met number of times to manage the affairs of the State Centre and various Sub-Committees assigned with specific responsibilities assisted the WBSC Committee in formulation and implementation of number of decisions for better management of the State Centre.

But, the last financial year did not pass with all happy memories. It went away with some painful hard facts also. The thin to thinner participation of Corporate Members in the Technical events organised by different divisions is very much alarming. But, more and more participation from our student members is the silver lining. Let us work together and make our future programmes more successful qualitatively as well as quantitatively.

This Committee had given special endeavour in increasing Institutional Membership and establishment of Student Chapters in different Engineering Colleges. We are happy to announce that we are successful in this venture. But we are not complacent. We are to establish our Student chapters in every Polytechnic Colleges and every department of all Engineering colleges in West Bengal. Still there are many Engineering Colleges in our state who are not our Institutional Members; we are to bring them under our umbrella.

The Committee had been seized with the perennial problem of low growth in the strength of Corporate Membership, which, is the vital concern, and likes to request all Members to extend their special support in the matter. Membership statistics is given hereunder:

161st Birth day of Sir Rajendra Nath Mookerjee, the founder of The Institution was observed by the State Centre on the 23rd june 2014.

The State Centre also celebrated 47th Engineers’ day to commemorate the Birth day of Bharat Ratna Sir Mokshagundam Visvesvaraya, the great Engineer – Statesman, a visionary and an ever respected social worker whose entire life was devoted for advancement of engineering science & technology for the betterment of common people.

The State Centre observed the World Telecommunication and Information Society day on 17.05.2014, World Environment day on 05.06.2014 and World Habitat Day on 20.10.2014 in a befitting manner.

The State Centre successfully conducted Section A & B of AMIE Examinations during june & december 2014. Total number of examinees appeared in the above examinations were as under:

Guidance classes for students of section A & B AMIE Examination were arranged under Supervision of Technical Education Cell of the State Centre. Building Supervisors Courses were also organized under supervision of Civil Engineering divisional Sub-Committee, wherein good number of candidates enrolled themselves.

TECHNICALduring the year under review, several lecture meetings by various divisional Sub-Committees were organized where distinguished speakers from across the country and from abroad delivered the lectures. Lecture meetings were well attended.

The State Centre organized both All India & One day Seminars under the aegis of Architectural, Agricultural, Civil, Chemical, Computer, Environmental Electrical, Electronics & Telecommunication, Mechanical, M M Engineering, Marine and Textile Engineering division, where a good number of quality technical papers by distinguished authors from all over India were presented.

The 94th Annual General Meeting of the West Bengal State Centre and 95th Inaugural Session were held on 2nd November 2014. Shri Kaushik Roy, Managing director, Phillips Carbon Black Limited & Member Group Management Board graced the occasion as Chief Guest.
