Vacant pvt medical college seats can befilled as per NEET merit list: SC

NEW DELHI, May 25:

The Supreme Court todayagreed to suggestions that thevacant post-graduate seats inprivate unaided medical col-leges could be filled up as perthe order of merit in the All-India National Eligibility cumEntrance Test (NEET) list.

A bench of Justices A MKhanwilkar and Indu Malhotrasaid this while hearing a matterof Uttar Pradesh during whichthe Medical Council of India(MCI) said that almost 41.95per cent of post-graduate med-ical seats for academic year2018-2019 in private unaidedmedical colleges in the Statehave remained vacant.

Additional SolicitorGeneral (ASG) Pinky Anand,who appeared for the Centre,suggested to the bench that "a

similar dispensation can be fol-lowed in other states, if they sodesire, while ensuring that thecut-off date of May 31, 2018 isstrictly adhered to".

"We agree with this sug-gestion," the bench said anddisposed of the plea filed bythe UP unaided medical col-leges welfare association.

The ASG and MCI's coun-sel assured the Apex Court thatits order would be forthwithpublished on the official web-sites of MCI, MedicalCounselling Committee andthe Ministry of Health andFamily Welfare.

Earlier during the hearing,the MCI counsel told thebench that since the cut-offdate of May 18 was alreadyover, the Director General ofMedical Education of UttarPradesh must take the respon-

sibility of allotting the seats tostudents from the NEET meritlist in respective colleges byMay 31.

"We find this suggestion tobe most appropriate and alsoassuage the grievance of theprivate medical colleges andopen up new opportunity tothe aspiring candidates in themerit list who otherwise couldnot secure admission in othermedical colleges," the benchnoted in its order.

The top court accepted theMCI's suggestions and askedthe Director General ofMedical Education of UttarPradesh to take immediatesteps in this regard whileensuring that the cut-off dateof May 31, 2018 was adheredto in its letter and spirit.

The bench also made itclear "that in the guise of rec-ommending names of candi-dates to private colleges, thecandidate who has alreadysecured admission elsewherecannot be permitted to resignfrom the concerned college toavail of the opportunity underthe stated dispensation." (PTI)

NEW DELHI, May 25:

The NIA today charged sus-pected Lashkar-e-Toiba (LeT)operatives Sheikh Abdul Naeemand others in a Delhi court forallegedly preparing to revive theterror outfit's activities in Indiaon the directions of Pakistan-based handlers.

The National InvestigationAgency (NIA) named 10 persons-- five of whom have been arrest-ed, while the rest are absconding-- in its charge sheet filed beforeDistrict Judge Poonam A Bamba.

The charge sheet, which alsonames two persons, who haveturned approvers, will be takenup for consideration on July 4,the next date of hearing.

Besides Naeem, the finalreport has named Bedar Bakht,Towseef Ahmad Malik, DineshGarg and Adish Kumar Jain asaccused, who were arrestedfrom different parts of the coun-try, and are currently in judicialcustody.

The charge sheet namedHabib-ur-Rahman, Gul Nawaz,Javed and Mohd Imran asabsconders, besides one Amzad,a Pakistan resident.

The report also listed the roleof Mahfooz Alam and AbdulSamad, who were granted condi-tional pardon by the court earlierthis month after both turnedapprovers.

The case was registered onNovember 27, 2017, againstSheikh Abdul Naeem, Amzadand others on allegations thatNaeem was involved in receiv-ing funds from Pakistan andUAE based LeT operatives forterrorist activities in India, andusing it to establish hideouts,recruit people for the outfit andto do reconnaissance of targets in

India.Naeem, in pursuance of the

larger criminal conspiracy tocarry out the subversive activi-ties in India, infiltrated into thecountry from the Bangladeshside along with three of his asso-ciates -- Muzaffar AhmedRather, a Jammu and Kashmirresident, and two Pakistan-basedterrorists, Md Abdulla and MdYunus -- in 2007, and while infil-trating into the Indian territory,he got arrested, the charge sheetsaid.

It added that while Rather,Abdulla and Yunus were award-ed death sentence by a WestBengal court in January last year,the trial against Naeem is stillpending since he had escapedfrom custody in August 2014,while being taken from Kolkatato Maharashtra for a court atten-dance.

"After his escape, Naeemcontinued his activities as anactive member of the LeT andremained in telephonic (voiceand VOIP calls) and internet(Nimbuz) contact with his han-dlers of LeT, including, but notlimited to Abdullah Rashid ofFaisalabad, Pakistan," the finalreport said.

An Interpol Red Notice was

issued against Rashid in 2009."On the instructors of his

LeT handlers, Naeem carried outreconnaissance of hotels, restau-rants and other places frequentedby Jews, Israeli tourists, at andaround Tosh, and Kasol at Kulluin Himachal Pradesh for carryingout jihadi activities.

"He recorded the videos ofthese places on his mobile andtyped coded messages on hismobile to be sent to his handlersin Pakistan," it said.

It claimed that with the inves-tigation in the case, a large net-work of the LeT, operating in thecountry and posing a serioussecurity threat to the country, hasbeen neutralised.

"The role of Abdul Samad, ahawala operator, based inMuzaffarnagar, was established,who in connivance with SaudiArabia-based Gul Nawaz andMuzafarnagar, UP-based jew-ellers Dinesh Garg and AdishKumar Jain received funds fromSaudi Arabia and delivered themto Naeem and others," it said.

The accused were chargedunder various sanctions of theUnlawful Activities (Prevention)Act, Indian Penal Code, PassportAct, Aadhaar Act and Arms Act.(PTI)

NIA charge sheets 10 LeT men

UDHAMPUR, May 25: 26sheep and four goats were charredto death when an animal shedalong with a house were gutted inaccidental fire at Ramnagar, herelast night.

Even as there was no loss ofhuman life, 30 animals werecharred to death when fire brokeout in the house of Shankari Devi,wife of Ishwar Dass, residence ofLead, last night about 12:45am.

The house was completelygutted in the accidental fire andseveral valuable householdgoods, jewelry and cash alsoreduced to ashes.

Cause of fire could not beascertained.

Meanwhile, in a separateincident, an Alto car bearing reg-istration number JK14B-7539,caught fire under mysterious cir-cumstance at Hospital roadUdhampur. On getting informa-tion, police team rushed to thespot and fire tenders werepressed into service to douse theflames.

After hectic efforts, the firewas brought under control but tillthen the car got completely gut-ted.

There are also reports of mas-sive fire in forest area nearRehambal village Kupad.

30 animals charred to death

JAMMU, May 25: Thesleuths of Special OperationGroup (SOG) and GangyalPolice Station busted a Kashmir-Delhi drugs cartel with the arrestof a drug peddler along with fivekilograms of cannabis.

According to SP OperationsVinay Sharma, on specific infor-mation, the sleuths of SOG andGangyal Police Station laid anaka at Kunjwani and intercepteda Delhi bound bus bearing regis-tration number JK02Y-0664.

During checking, the sleuthsrecovered five kilograms of

cannabis from the possession of aKashmir based drug peddler,who was smuggling the consign-ment to New Delhi, SP Operationinformed.

The accused has been identi-fied as Mohammad HassanKhan, son of Habibullah Khan, aresident of district Kupwara, SPsaid, adding that with his arrest,police busted the drugs carteloperation between Kashmir andNew Delhi.

A case under Narcotics Drugsand Psychotropic Substances(NDPS) Act has been registeredat Gangyal Police Station andinvestigation started.

Police team led by SHOGangyal SI Nayat Ali made thearrest along with sleuths of SOGunder the supervision of SDPOSouth Mohammad RafiqManhas, SP Operations VinaySharma, SP South SandeepChoudhary and SSP JammuVivek Gupta.

Kashmir-Delhi drugs cartel busted,one arrested with cannabis

JAMMU, May 25: NationalConference leader and formerminister, Sajjad Ahmed Kichloohas assailed the BJP ledGovernment at the Centre andPDP-BJP dispensation in theState, for turning blind-eyetowards Jammu and Kashmir inrespect of implementation of vari-ous Centrally sponsored schemes.

Reacting to the approvalgranted to Rs 3000 crore North-East Industrial DevelopmentScheme (NEIDS), Kichlooasked why Jammu and Kashmiris not considered for such a spe-cial package keeping in view itseconomic backwardness andlack of industries.

In a statement, Kichloo saidunder the NEIDS, theGovernment encourages prima-rily the Medium, Small andMicro industrial sector with spe-cific incentives to generate

employment. He pleaded forNEIDS like scheme for the Stateto promote industrialization,generate income and employ-ment besides transport, employ-ment incentive, GST and IncomeTax terminology of PlanningCommission (now NITI Ayog)and Finance Commission on theanalogy of North East States.

“Since J&K is one of the spe-cial category States and istermed as a backward, requiringspecial attention and incentives,the Centre should meet its aspi-rations”, Kichloo said, addingthat most of the centrally spon-sored schemes are extended hereon 90:10 Centre-State pattern offunding.

Kichloo urged the StateGovernment to take up with theCentre sanctioning a specialscheme on the analogy ofNEIDS for Jammu and Kashmirto ensure industrial growth in theState.

JAMMU, May 25: An autodriver today allegedly commit-ted suicide by hanging himselfat his residence here in BakshiNagar area.

"The deceased identified asBunty Kumar (33) son ofJagdish Raj, resident ofReshamghar Colony, was foundhanging with the hook of theceiling fan at his residence, thismorning", a police official said,adding the man was underdepression after the death of hismother about 4-5 months back.

He said that body of thedeceased was handed over tohis legal heirs for last rites aftercompleting all medico-legalformalities. In this connection,Bakshi Nagar police has initiat-ed inquest proceedings.

Rs 75,000 fine imposedon 12 food business

SRINAGAR, May 25:Assistant Commissioner, FoodSafety Srinagar has imposed Rs75000 fine on 12 food businessoperators, which includedbutchers and nanwayies for vio-lating sanitary and hygienicrequirements under Food Safetyand Standards Act.

The butcher, nanwayies,chicken sellers and bakers havebeen directed to maintain highstandard of hygiene within theirpremises otherwise strict actionunder law will be taken againstthem. The butchers are directednot to keep meat and chickencarcasses hanging outside theirshops for display as the samegets infected by dust andsmoke.

In the meantime, 11 morecases have been filed in compe-tent court against butchers, nan-wayies and milk sellers for vio-lating the sanitary and hygienerequirements under FSSA Act.

JAMMU, May 25: A militanthideout was today busted in Goolarea of Ramban district and fourweapons, 23 explosive devicesand a large quantity of ammuni-tion were seized.

Troops of 58 Rashtriya Rifles(RR) and police launched a search

operation and busted a hideout atMargoti Kalimastaan area underGool Police Station, reports said.

They seized one AK-47 rifle,one .303 rifle, 7.36 mm star pis-tol and one under barrel grenadelauncher (UBGL). They alsoseized one AK rifle magazineand one .303 rifle magazine andone pistol magazine with sixrounds.

Security forces seized 126rounds of AK rifle, six rounds of.303 rifle, one RPG, two RPGrounds, four UBGL grenades, 13electric detonators, three handgrenades, a pair of binoculars, twoblankets and one milk powder.
