A bench of Justices A M Khanwilkar and Indu Malhotra said this while hearing a matter of Uttar Pradesh during which the Medical Council of India (MCI) said that almost 41.95 per cent of post-graduate med- ical seats for academic year 2018-2019 in private unaided medical colleges in the State have remained vacant. Additional Solicitor General (ASG) Pinky Anand, who appeared for the Centre, suggested to the bench that "a similar dispensation can be fol- lowed in other states, if they so desire, while ensuring that the cut-off date of May 31, 2018 is strictly adhered to". "We agree with this sug- gestion," the bench said and disposed of the plea filed by the UP unaided medical col- leges welfare association. The ASG and MCI's coun- sel assured the Apex Court that its order would be forthwith published on the official web- sites of MCI, Medical Counselling Committee and the Ministry of Health and Family Welfare. Earlier during the hearing, the MCI counsel told the bench that since the cut-off date of May 18 was already over, the Director General of Medical Education of Uttar Pradesh must take the respon- sibility of allotting the seats to students from the NEET merit list in respective colleges by May 31. "We find this suggestion to be most appropriate and also assuage the grievance of the private medical colleges and open up new opportunity to the aspiring candidates in the merit list who otherwise could not secure admission in other medical colleges," the bench noted in its order. The top court accepted the MCI's suggestions and asked the Director General of Medical Education of Uttar Pradesh to take immediate steps in this regard while ensuring that the cut-off date of May 31, 2018 was adhered to in its letter and spirit. The bench also made it clear "that in the guise of rec- ommending names of candi- dates to private colleges, the candidate who has already secured admission elsewhere cannot be permitted to resign from the concerned college to avail of the opportunity under the stated dispensation." (PTI) NEW DELHI, May 25: The NIA today charged sus- pected Lashkar-e-Toiba (LeT) operatives Sheikh Abdul Naeem and others in a Delhi court for allegedly preparing to revive the terror outfit's activities in India on the directions of Pakistan- based handlers. The National Investigation Agency (NIA) named 10 persons -- five of whom have been arrest- ed, while the rest are absconding -- in its charge sheet filed before District Judge Poonam A Bamba. The charge sheet, which also names two persons, who have turned approvers, will be taken up for consideration on July 4, the next date of hearing. Besides Naeem, the final report has named Bedar Bakht, Towseef Ahmad Malik, Dinesh Garg and Adish Kumar Jain as accused, who were arrested from different parts of the coun- try, and are currently in judicial custody. The charge sheet named Habib-ur-Rahman, Gul Nawaz, Javed and Mohd Imran as absconders, besides one Amzad, a Pakistan resident. The report also listed the role of Mahfooz Alam and Abdul Samad, who were granted condi- tional pardon by the court earlier this month after both turned approvers. The case was registered on November 27, 2017, against Sheikh Abdul Naeem, Amzad and others on allegations that Naeem was involved in receiv- ing funds from Pakistan and UAE based LeT operatives for terrorist activities in India, and using it to establish hideouts, recruit people for the outfit and to do reconnaissance of targets in India. Naeem, in pursuance of the larger criminal conspiracy to carry out the subversive activi- ties in India, infiltrated into the country from the Bangladesh side along with three of his asso- ciates -- Muzaffar Ahmed Rather, a Jammu and Kashmir resident, and two Pakistan-based terrorists, Md Abdulla and Md Yunus -- in 2007, and while infil- trating into the Indian territory, he got arrested, the charge sheet said. It added that while Rather, Abdulla and Yunus were award- ed death sentence by a West Bengal court in January last year, the trial against Naeem is still pending since he had escaped from custody in August 2014, while being taken from Kolkata to Maharashtra for a court atten- dance. "After his escape, Naeem continued his activities as an active member of the LeT and remained in telephonic (voice and VOIP calls) and internet (Nimbuz) contact with his han- dlers of LeT, including, but not limited to Abdullah Rashid of Faisalabad, Pakistan," the final report said. An Interpol Red Notice was issued against Rashid in 2009. "On the instructors of his LeT handlers, Naeem carried out reconnaissance of hotels, restau- rants and other places frequented by Jews, Israeli tourists, at and around Tosh, and Kasol at Kullu in Himachal Pradesh for carrying out jihadi activities. "He recorded the videos of these places on his mobile and typed coded messages on his mobile to be sent to his handlers in Pakistan," it said. It claimed that with the inves- tigation in the case, a large net- work of the LeT, operating in the country and posing a serious security threat to the country, has been neutralised. "The role of Abdul Samad, a hawala operator, based in Muzaffarnagar, was established, who in connivance with Saudi Arabia-based Gul Nawaz and Muzafarnagar, UP-based jew- ellers Dinesh Garg and Adish Kumar Jain received funds from Saudi Arabia and delivered them to Naeem and others," it said. The accused were charged under various sanctions of the Unlawful Activities (Prevention) Act, Indian Penal Code, Passport Act, Aadhaar Act and Arms Act. (PTI) NIA charge sheets 10 LeT men Excelsior Correspondent UDHAMPUR, May 25: 26 sheep and four goats were charred to death when an animal shed along with a house were gutted in accidental fire at Ramnagar, here last night. Even as there was no loss of human life, 30 animals were charred to death when fire broke out in the house of Shankari Devi, wife of Ishwar Dass, residence of Lead, last night about 12:45am. The house was completely gutted in the accidental fire and several valuable household goods, jewelry and cash also reduced to ashes. Cause of fire could not be ascertained. Meanwhile, in a separate incident, an Alto car bearing reg- istration number JK14B-7539, caught fire under mysterious cir- cumstance at Hospital road Udhampur. On getting informa- tion, police team rushed to the spot and fire tenders were pressed into service to douse the flames. After hectic efforts, the fire was brought under control but till then the car got completely gut- ted. There are also reports of mas- sive fire in forest area near Rehambal village Kupad. 30 animals charred to death Excelsior Correspondent JAMMU, May 25: The sleuths of Special Operation Group (SOG) and Gangyal Police Station busted a Kashmir- Delhi drugs cartel with the arrest of a drug peddler along with five kilograms of cannabis. According to SP Operations Vinay Sharma, on specific infor- mation, the sleuths of SOG and Gangyal Police Station laid a naka at Kunjwani and intercepted a Delhi bound bus bearing regis- tration number JK02Y-0664. During checking, the sleuths recovered five kilograms of cannabis from the possession of a Kashmir based drug peddler, who was smuggling the consign- ment to New Delhi, SP Operation informed. The accused has been identi- fied as Mohammad Hassan Khan, son of Habibullah Khan, a resident of district Kupwara, SP said, adding that with his arrest, police busted the drugs cartel operation between Kashmir and New Delhi. A case under Narcotics Drugs and Psychotropic Substances (NDPS) Act has been registered at Gangyal Police Station and investigation started. Kashmir-Delhi drugs cartel busted, one arrested with cannabis Excelsior Correspondent JAMMU, May 25: National Conference leader and former minister, Sajjad Ahmed Kichloo has assailed the BJP led Government at the Centre and PDP-BJP dispensation in the State, for turning blind-eye towards Jammu and Kashmir in respect of implementation of vari- ous Centrally sponsored schemes. Reacting to the approval granted to Rs 3000 crore North- East Industrial Development Scheme (NEIDS), Kichloo asked why Jammu and Kashmir is not considered for such a spe- cial package keeping in view its economic backwardness and lack of industries. In a statement, Kichloo said under the NEIDS, the Government encourages prima- rily the Medium, Small and Micro industrial sector with spe- cific incentives to generate employment. He pleaded for NEIDS like scheme for the State to promote industrialization, generate income and employ- ment besides transport, employ- ment incentive, GST and Income Tax terminology of Planning Commission (now NITI Ayog) and Finance Commission on the analogy of North East States. “Since J&K is one of the spe- cial category States and is termed as a backward, requiring special attention and incentives, the Centre should meet its aspi- rations”, Kichloo said, adding that most of the centrally spon- sored schemes are extended here on 90:10 Centre-State pattern of funding. "The deceased identified as Bunty Kumar (33) son of Jagdish Raj, resident of Reshamghar Colony, was found hanging with the hook of the ceiling fan at his residence, this morning", a police official said, adding the man was under depression after the death of his mother about 4-5 months back. He said that body of the deceased was handed over to his legal heirs for last rites after completing all medico-legal formalities. Rs 75,000 fine imposed on 12 food business operators Excelsior Correspondent SRINAGAR, May 25: Assistant Commissioner, Food Safety Srinagar has imposed Rs 75000 fine on 12 food business operators, which included butchers and nanwayies for vio- lating sanitary and hygienic requirements under Food Safety and Standards Act. The butcher, nanwayies, chicken sellers and bakers have been directed to maintain high standard of hygiene within their premises otherwise strict action under law will be taken against them. The butchers are directed not to keep meat and chicken carcasses hanging outside their shops for display as the same gets infected by dust and smoke. In the meantime, 11 more cases have been filed in compe- tent court against butchers, nan- wayies and milk sellers for vio- lating the sanitary and hygiene requirements under FSSA Act. Arms haul in Gool Excelsior Correspondent JAMMU, May 25: A militant hideout was today busted in Gool area of Ramban district and four weapons, 23 explosive devices and a large quantity of ammuni- tion were seized. Troops of 58 Rashtriya Rifles (RR) and police launched a search operation and busted a hideout at Margoti Kalimastaan area under Gool Police Station, reports said. They seized one AK-47 rifle, one .303 rifle, 7.36 mm star pis- tol and one under barrel grenade launcher (UBGL). They also seized one AK rifle magazine and one .303 rifle magazine and one pistol magazine with six rounds. NEW DELHI, May 25:

The Supreme Court todayagreed to suggestions that thevacant post-graduate seats inprivate unaided medical col-leges could be filled up as perthe order of merit in the All-India National Eligibility cumEntrance Test (NEET) list.

A bench of Justices A MKhanwilkar and Indu Malhotrasaid this while hearing a matterof Uttar Pradesh during whichthe Medical Council of India(MCI) said that almost 41.95per cent of post-graduate med-ical seats for academic year2018-2019 in private unaidedmedical colleges in the Statehave remained vacant.

Additional SolicitorGeneral (ASG) Pinky Anand,who appeared for the Centre,suggested to the bench that "a

similar dispensation can be fol-lowed in other states, if they sodesire, while ensuring that thecut-off date of May 31, 2018 isstrictly adhered to".

"We agree with this sug-gestion," the bench said anddisposed of the plea filed bythe UP unaided medical col-leges welfare association.

The ASG and MCI's coun-sel assured the Apex Court thatits order would be forthwithpublished on the official web-sites of MCI, MedicalCounselling Committee andthe Ministry of Health andFamily Welfare.

Earlier during the hearing,the MCI counsel told thebench that since the cut-offdate of May 18 was alreadyover, the Director General ofMedical Education of UttarPradesh must take the respon-

JAMMU, May 25: An autodriver today allegedly commit-ted suicide by hanging himselfat his residence here in BakshiNagar area.

"The deceased identified asBunty Kumar (33) son ofJagdish Raj, resident ofReshamghar Colony, was foundhanging with the hook of theceiling fan at his residence, thismorning", a police official said,adding the man was underdepression after the death of hismother about 4-5 months back.

He said that body of thedeceased was handed over tohis legal heirs for last rites aftercompleting all medico-legalformalities. In this connection,Bakshi Nagar police has initiat-ed inquest proceedings.

Rs 75,000 fine imposedon 12 food business

SRINAGAR, May 25:Assistant Commissioner, FoodSafety Srinagar has imposed Rs75000 fine on 12 food businessoperators, which includedbutchers and nanwayies for vio-lating sanitary and hygienicrequirements under Food Safetyand Standards Act.

The butcher, nanwayies,chicken sellers and bakers havebeen directed to maintain highstandard of hygiene within theirpremises otherwise strict actionunder law will be taken againstthem. The butchers are directednot to keep meat and chickencarcasses hanging outside theirshops for display as the samegets infected by dust andsmoke.

In the meantime, 11 morecases have been filed in compe-tent court against butchers, nan-wayies and milk sellers for vio-lating the sanitary and hygienerequirements under FSSA Act.

JAMMU, May 25: A militanthideout was today busted in Goolarea of Ramban district and fourweapons, 23 explosive devicesand a large quantity of ammuni-tion were seized.

Troops of 58 Rashtriya Rifles(RR) and police launched a search

operation and busted a hideout atMargoti Kalimastaan area underGool Police Station, reports said.

They seized one AK-47 rifle,one .303 rifle, 7.36 mm star pis-tol and one under barrel grenadelauncher (UBGL). They alsoseized one AK rifle magazineand one .303 rifle magazine andone pistol magazine with sixrounds.

Security forces seized 126rounds of AK rifle, six rounds of.303 rifle, one RPG, two RPGrounds, four UBGL grenades, 13electric detonators, three handgrenades, a pair of binoculars, twoblankets and one milk powder.
