Dear Business Community:

On behalf of the Office of Business Development & Equal Opportunity (OBD&EO), I am pleased to provide you with this 2017 Summary of Awards and Dollars Paid to Disadvantaged, Minority, Women and Veteran-owned Businesses. Through this Report, we reaffirm the Authority’s commitment to transparency and authentic communication.

Since 1994, the year the Authority implemented its nondiscrimination programs, we have paidmore than $338 million to certified M/W/DBEs and VOBs. This success would not be possible without the support of our committed partners in the Engineering Division, Purchasing and Contract Administration Departments.

Focused outreach continues to contribute to the success of our programs. In 2017, some of our efforts to share information and otherwise connect with members of the community included:

Publishing News Alert, a quarterly newsletter, which is disseminated to more than 1,000 individuals;

Sending numerous e-alerts to more than 1,000 subscribers to notify them about upcoming contract and purchasing opportunities, all of which are also posted on the Authority’s website at www.drpa.org;

Representing DRPA/PATCO at various business expos and other events in the region with the goal of educating the public about contract opportunities and how to do business with DRPA and PATCO; and

Serving on a number of educational panels, including, but not limited to, ‘The State of Black New Jersey 2017 Conference’, a ‘MinorityEnterprise Development (MED) Week’event sponsored by City Councilwoman at-Large Blondell Reynolds Brown, and ‘Ready. Set. Mentor Women’s Leadership Mentor Event’ a women’s leadership initiative sponsored by United Way.

In addition, in 2017, for the first time, OBD&EO partnered with the Authority’s Legal Division to host the 1st Diversity Outreach Event for Legal Services. The event was well attended, and attendees received copies of the publicly advertised RFP and were invited to submit proposals for consideration.

We thank the Board of Commissioners, led by Chairman Ryan N. Boyer and Vice Chairman Jeffrey L. Nash, and Chief Executive Officer John T. Hanson for their steadfast commitment to fairness and equity, diversity and inclusion, the principles of equal contracting and employment opportunities for all.

General Engineering Contracts

The Delaware River Port Authority Capital Program includes a variety of needs involving diverse engineering disciplines. Staff time and expertise are not always available to handle the number and variety of projects requiring attention. In order to supplement in-house engineering staff, the Engineering Department retains general consulting services in multiple areas: civil and structural engineering, construction monitoring and inspection, electrical and mechanical engineering, environmental and geotechnical engineering, and traffic and transportation engineering. The general engineering consulting services agreements allow the Authority to accomplish engineering work to advance our capital program. Work assigned under these agreements is on a Task Order basis and involve relatively small projects and short-duration activities. These approved consulting services are required to give the same consideration to the Authority’s MBE / WBE program.

The DRPA Office of Business Development & Equal Opportunity (OBD&EO), the

Engineering Division and the Purchasing Department hosted two (2) special

networking and outreach events with separate morning and afternoon sessions

geared to two different audiences.

The morning session focused on contractors and engineering consultants. DRPA

welcomed 20+ vendors to this special event that offered attendees the chance to do

an “elevator pitch” about their services, then network and “build a bridge’ between

firms that have done significant business with the DRPA in the last five (5) years.

Chief Administrative Officer Toni P. Brown, shown below, welcomed attendees to

the event.

The afternoon session welcomed professional service consultants who had the op-

portunity to present their firms directly to Purchasing Specialists and Contract Ad-

ministrators for the Authority. Modeled after the morning session, attending firms

had the opportunity to do an “elevator pitch” about their services and meet directly

with the staff from the Authority who do the purchasing.

Delaware River Joint Toll Bridge Commission. This event aligns with the Authority

The WBE ‘Done Deals Award’ acknowledges the success of women business enter-

prises through efforts in spending with WBENC certified WBEs in the Council region

from January 1, 2016—December 31, 2017. With the support of the Diversity & Inclu-

sion Subcommittee of the Board, under the direction of the Board, Chief Administra-

tive Officer Toni P. Brown and the Authority’s Office of Business Development &

Equal Opportunity (OBD&EO), Purchasing and Engineering Departments, DRPA/

PATCO has spent $1,318,210 with WBENC Certified WBEs in the region during the

above time frame. While DRPA did not win the ‘Done Deals Award, we are proud of
