TOPIC: Features of PM-KISAN
Introduction-
Features of PM-KISAN:
PM-KISAN = Pradhan Mantri Kisan Samman Nidhi
PM-KISAN is a “Direct Income Support Scheme” meant to provide subsidy to the
farmers.
PM-KISAN holds immense importance in India because it completely changes the
way subsidies are provided to the poor for a better livelihood.
All previous subsidies have focused on post-harvest support, PM-KISAN focuses on
prior support so that farmers can invest in getting appropriate yields and good crop
health.
This is not the first income support scheme for farmers in India has been provided.
States like Telangana and Odisha have already introduced Rythu Bandhu and
KALIA scheme respectively which are also direct income support schemes
Under this scheme, families of farmers (all farmers now), will get annual income
support of Rs 6000 per year from the Central government in three equal instalments.
The amount will be directly deposited into the bank accounts of the farmers.
The definition of family for the purpose of the scheme is husband, wife and minor
children. The threshold of 2 hectares is for the family as a whole.
Meaning of Universal - the government has now extended the scheme to all the
farmers irrespective of the landholding size.
The scheme aims to support income of farmers so that they can buy various inputs
required to ensure good crop health and better crop yields.
PM-KISAN is a central sector scheme with 100% funding from GOI.

The scheme was launched on 1st Feb 2019 in the Interim Budget before elections.
It became operational from 1st December, 2018.
Governments of various States and Union Territories are required to submit names of
the beneficiaries to the Central Government.
The number of eligible SMFs (Small and Marginal Farmers) under the scheme has
been estimated on the basis of projection of Agricultural Census 2015-16 data for
2018-19.
Beneficiaries of higher economic status are excluded from the benefit under the
scheme.
The number of eligible beneficiaries has been estimated as 14.5 crore after
eliminating beneficiaries of higher economic status.
Aadhar card is mandatory for availing benefit under this scheme.
The first instalment has been released which covered the period from 1st December,
2018 to 31st March 2019. For the financial year 2018-19, Rs 20000 crore were
provided from the budget for the scheme.
Budgetary allocation for the scheme is Rs 75000 crore for the financial year 2019-
20.

Conclusion:
This Direct Income Support Scheme is being praised by economists as it is
considered better than loan waivers of farmers.
This will fall into Green Box subsidy of the WTO and will help India get some
respite from the unjustified criticism of the developed nations in WTO.
Direct Income support will help in “efficient” utilization of resources because
instead of giving benefits like free water, free electricity, free fertilizers, the
government is trying to move towards defined benefit in terms of money, which can
be used by the farmer for a better yield. This would automatically transform into
more efficient use of resources.
