Ipinagmalaki ni Henares kayDavila ang Revenue Integrity Pro-tection Service (RIPS) ng Depart-ment of Finance (DoF) nakaagapay daw ng BIR sa pagtugissa mga korap na kawani ng bu-reau sa pamamagitan ngpagsasagawa ng lifestyle check samga ito.

Para sa kaalaman ni Henares,marami ng mga miyembro ng RIPSnitong nagdaang taon ang na-en-trapped ng NBI at PNP-CIDGmatapos tumanggap ng markedmoney mula sa mga korap nakawani ng BIR na kanilang nila-lifestyle check at kinikikilan.Maaaring tawagan ni Henares angNBI at CIDG para makumpirmaang impormasyong ito.

Kasabay na ipinagmalaki dinni Henares kay Davila ang Inspec-tion Service (IS) ng BIR na siyang

nag-iimbestiga at nagsasampa ngkaso laban sa mga tiwaling kabaronila sa bureau. Magbigay nga ngpangalan si Henares ng isangmataas na opisyal ng BIR o kahitman lang isang Revenue DistrictOfficer (RDO) o Examiner ng bu-reau ang na-prosecute ng IS.

Unang-una na, paanomagagawang imbestigahan ngisang operatiba ng IS ang isangkabaro niya na mismong kaibiganpa niya o dili kaya’y kaibigan ngkaibigan niya? Pangalawa, bakitpa niya sasampahan ng kaso angisang kasamahan niya sa BIR nanagbibigay na ng tong sa kanya?

Para na rin sa kaalaman niHenares, ang National Investiga-tion Division (NID), dating Anti-Tax Fraud, ang pinakakorap nasiguro na departamento ng BIR.

Sakaling di pa man alam niHenares dahil bagong saltalamang siguro siya sa atingplaneta, ang NID ay redundant nalamang ng ibang departament ngbureau at dinu-duplicate na

lamang nito ang mga functionsnila.

Bagamat ang NID ay “xeroxcopy” na lang sa BIR, pero ito anglabis na kinatatakutan dahil silaang pinakamatindi kung mangikil.Subukan ni Henares na mag-postng topic sa kanyang Twitter ac-count tungkol sa mga korap naempleyado ng NID at mag-imbitasiya ng mga magsusumbonglaban sa mga empleyado nito.Sigurado akong babahain siya.

Kung seryoso si Henares namalinis ang korapsyon sa BIR,huwag siyang umasa sa RIPS atbuwagin na niya ang IS at NID.At magbuo siya ng isang indepen-dent body na mag-iimbestiga atmagpo-prosecute sa mga tiwalingkawani ng kanyang bureau tuladng ICAC (Independent Commis-sion Against Corruption) ngHongkong. Ang grupong ito aykinabibilangan ng mga privatecitizens at miyembro ng iba’t-ibang civic groups na may mataasna kredibilidad at integridad.

Itigil na rin ni Henares angpagbibigay ng pronouncement,tulad ng mga ginagawa ng mganauna sa kanyang mga commis-sioner, na tutugisin ng BIR angmga showbiz celebrities paramakuha lamang ang atensyon ngshowbiz-tsismis-hungry Filipinosat pati siya ay agad na sumikat.

PATI angindustriya ngpelikula ay excitedsa pag-upo ngbagong Pangulo.Siguro dahil maykapatid na artistasi PNoy iniisip ngmga taga-industriya mas makakalapit angkanilang hinaing sa kanya. Nailipat sapamamahala ng Metro Manila DevelopmentAuthority (MMDA) ang Filmfest at nagingbeneficiary na lamang nito ang Mowelfundsampu ng halos 5 libong maliliit na mgamyembro nito, ang mga maliliit na empleyadong industriya ng pelikulang Pilipino.

Noong panahon ni Pangulong Cory atPangulong Erap, medyo okay pa angpagbibigay ng MMDA ng nararapat nabenepisyo sa Mowelfund mula sa kinikita saManila Filmfest, pero nitong panahon niPangulong Arroyo sa ilalim ng pamumuno niMMDA Chairman Bayani Fernando, barya nalang halos ang ibinabahagi ng MMDA saMowelfund na sa aking palagay ay mali dahilang Mowelfund ang nagre-representa ng mgahaligi ng industriya ng pelikulang Pilipino.

Sa ilalim ng MMDA at sa paraangpinaghahati-hatian ng iba’t ibang syudad angkita ng Filmfest naisasang-tabi ang kapakananng industriya ng pag-gawa ng pelikula. Sahalip na pagyamanin ito at iangat sa masmataas na lebel at uri, nalulugmok angindustriya at hindi kinakayangmakipagsabayan sa pag-angat ng parehongindustriya sa ating mga kapit-bahay na bansa.

Kung imbes na ang kita ng Filmfest ay ibaliksa industriya at napupunta ito sa kabang-bayan ng iba’t ibang lungsod paano tayomakasisiguro na ang mandato ng Filmfest nasuportahan ang industriya ng pelikulangPilipino ay natutupad.

Hindi tama na parang ang nagiging silbi ngFilmfest ay para kumita ang iba’t ibanglungsod sa halip na mapondohan angkinabukasan ng industriya at ang kapakananng mga taong nagtataguyod dito lalo angmaliliit.

Ang benepisyo ng Filmfest ay dapat namalinaw na maibalik sa mga orihinal nitongbeneficiaries, sa mga ahensya at mga taong anglayunin ay muling patatagin ang industriyangPilipino.

Isang pang hiling ng mga taga-industriyasana ay pondohan ng pamahalaang nasyonalang MMFF sa halip na partihan lang sa perang Presidential Social Fund na pakana namanni Pangulong Arroyo. Nais ipaalala ng mgataga Mowelfund kay pangulong Noynoy nauna nang binalak ng kanyang nasirang ina nasi Pangulong Cory ang pagbabalik ngpamamahala ng MMFF sa Mowelfund sanamangyari na ito para sa ikabubuti ngindustriya. Dahil ang pagawa ng pelikula ayyaman ng ating kultura, huwag namangmaging palabigasan na lang natin ito.

Naniniwala ako na ito ay hindi isang pangakona mapapako subalit isang tagumpay na hindi langikararangal ni Gatdula subalit maging ng buongsamahan o organisasyon.

Unang pagbabago na ihahatid ni Gatdula sa NBIay ang paggawa ng tanggapan na mag-iimbestigakaugnay sa pamamaslang sa mga aktibista at mgamamamahayag. Sa tanggapang bubuuin ni Gatdula,magagamit ang husay at talino ng mga ahente na

CONSUMERS will enjoy more price rollback of cooking gas in the coming weeks, theLiquefied Petroleum Gas Marketers Associa-tion (LPGMA) yesterday said.

LPGMA President Arnel Ty announcedthat on Monday, July 19, there will be a pricecut of 50 centavos per kilogram or about P6per 11-kilogram cylinder of cooking gas.

He also said that another 50 centavos rollback will be imposed on the last week of July.

According to Ty, the price cut is due to thedrop in the contract price of imported products.

“We have to return to the consumers a to-tal of P1 per kilogram this month. The priceadjustment was meant to reflect lower con-tract prices abroad,” Ty, the first nominee ofthe LPGMA partylist, said.

At present, the retail price of the 11-kilo-gram cylinder of LPG is P548.

The LPGMA partylist was already pro-claimed by the Commission on Elections,however, its nominees were being questionedfor not being a member of a marginalized sector.

No special jail for Lacson – GatdulaNEWLY installed National

Bureau of Investigation (NBI)Director Magtanggol Gatdulasaid Senator Panfilo “Ping”Lacson will be detained in a regu-lar detention facility or jail alongwith other detainees and not toanywhere else.

Gatdula said the holding roomwhich used to house former po-lice Sr. Supt. Cezar Mancao IIIand former police Supt. GlennDumlao, both of the defunct Presi-dential Anti-Organized TaskForce (PAOCTF) at the NBI mainoffice, was already converted intooffice.

This developed as he deniedreports that a special jail is nowbeing prepared inside the NBImain office compound for

Lacson once he is arrested.Lacson is facing two counts ofmurder before the Manila Re-gional Trial Court in connectionwith the November 2000 slayingsof publicist Salvador “Bubby”Dacer and his driver EmmanuelCorbito.

“We would follow the recentdeclaration of the president thatall the government agenciesshould implement level playingfield and give justice to all,”Gatdula said.

Expect more price cut onliquefied petroleum gas

IN light of July being the National Disas-ter Consciousness Month and with the on-set of the series of typhoons that have starteddevastating our country, Sen. Loren Legardafiled before the Senate a proposed bill thatwould step up its efforts to deal with naturaldisasters even before they occur.

The Senate Bill No. 1406 or the PagasaModernization Act of 2010 will be createdfor the acquisition of modern equipment andcommunication systems, which will providenecessary information requirement for thePagasa but not the increase of salaries andallowances of the agency workers.

“The science is clear. There is consensusamong the scientific community that climatechange is already happening and will worsenin the years to come. Natural disasters willbe turbo-charged by this changing climateand will lead to more intense storms andexcessive drought,” she said.

“The most important element is puttingup an accurate disaster detection system andimplementation of an effective early warn-ing device and communications system,” shestressed.

P. Noy unhappy with past efforts to curb media slaysPRESIDENT Aquino has given law en-

forcement agencies specific instructions torun after perpetrators and masterminds be-hind journalist killings “at all costs” as hefinally approved the creation of an elite“superbody” headed by Justice Secretary LeilaDe Lima to supervise the campaign.

This was revealed by newly appointedNational Bureau of Investigation Director andformer police general Magtanggol Gatduladuring a courtesy call on Wednesday by offi-cials of the National Press Club (NPC) ledby Club president Jerry S. Yap.

Gatdula said the president, earlier thisweek, called to a meeting top officials of theDepartment of Justice (DOJ), Department ofthe Interior and Local Government (DILG),the Philippine National Police (PNP) and theNBI to particularly discuss the status of gov-ernment efforts to curb the rampant and of-ten deadly attacks on journalists.

“We had a meeting and he gave us spe-cific instructions to produce results. He wantsus to face the problem squarely and that’swhat we are going to do. As the presidentsaid, para namang wala tayong binatbat samga ‘yan (journalist killers). Secretary DeLima now carries the president’s instructions

and I have made some suggestions whichwill make it even more effective,” the NBI chieftold officials of the NPC.

“There will be no sacred cows,” he added.Gatdula said he has created a division at

the NBI that will handle “cold cases” involv-ing murdered journalists.

The NBI chief took notice of the fact thatthe NPC has been at the forefront of calls forthe creation of an elite body to run after sus-pects in previous cases of media slays andlay out a comprehensive plan to preventdeadly attacks on journalists.

Gatdula said they have initially thoughtof creating regional composite teams that willserve as quick reaction groups in case a mem-ber of the press was threatened, harmed orkilled.

“This is now going to be a concerted, com-prehensive effort. The president promised toprovide all the resources needed to accomplishthis particular mission. You in the media shouldbe involved because you are the victims here,”Gatdula stressed, adding the problem couldnot easily be solved without the participationof all stakeholders because there are “humanfactors to consider,” probably in reference tothe culture of impunity. CA affirms denial of bail vs RectoTHE Court of Appeals (CA)

has upheld the issuance by theBatangas City Regional TrialCourt (RTC) of a warrant of ar-rest against former BatangasVice Governor Richard "Ricky"Recto in connection with thebombing of the vehicle of thenBatangas Governor ArmandoSanchez that injured the latterand killed his two bodyguards.

In a ruling written by Asso-ciate Justice Amy Lazaro-Javier,it said that there was probablecause to issue an arrest war-rant against Recto, the brotherof Senator Ralph Recto. The CAsaid that there was no doubtthat the crime was committed.

It added that based on thetestimonies of the witnesses, itwas proven that Recto was in-

volved in the assassination at-tempt against Sanchez.

The DOJ earlier recommendedthe filing of double murder withfrustrated murder chargesagainst Recto and five others inconnection with the attemptedassassination against Sanchez.

Investigation by the DOJshowed that Recto allegedly fi-nanced and masterminded thecrime.

Also charged with doublemurder were Magdalo lawyerChristopher Belmonte, Chris-tina Antonio, BettinaBalderama, 1Lt. Angelbert Gay,Lt. Junior Grade Kiram Sadavaand some “John Does” for theiralleged involvement in the con-spiracy to assassinate the lategovernor.

brews 11. He’s the first “ancient” listed, but hisstory isn’t like the others mentioned there. Enochwent to heaven without dying. Noah saved man-kind. Abraham started a people group. Isaac wasa noted patriarch. Joseph rose to the top in Egypt.Moses led the greatest exodus ever.

Clearly, their faith was rewarded. By faith, theydid what God asked, and He poured out blessingson them. They saw God’s promises fulfilled beforetheir eyes.

But Abel? The second son of Adam and Evehad faith, and what did he get for it? Murdered.That sounds more like the folks in verses 35-38,who found that trusting God doesn’t always leadto immediate blessing. They faced “mockings,”“imprisonment,” and being “sawn in two.” “Thanks,but no thanks,” we might say. We would all preferto be heroic Abraham instead of someone “desti-tute, afflicted, tormented” (v.37). Yet in God’s plan,there are no guarantees of ease and fame evenfor the devout.

While we might experience some blessings inthis life, we may also have to wait until “somethingbetter” (v.40) comes along—the completion of God’spromises in Glory. Until then, let’s keep living “byfaith.”
