1. INTRODUCTIONMysore-the name itself reverberates with Royalty and Royal Heritage. It is the epicentre of culture, education, heritage and art of Karnataka. The district has a prominent place in the history of India. The erstwhile Mysore kingdom was ruled by the Wodeyars from the year 1399 till the independence of India in the year 1947. The prominence of Mysore can be understood from the fact that the state of Karnataka was previously known as Mysore state.

The history of Mysore goes back to the ancient time of Gods, Goddesses and demons. The name Mysore is derived from the demon Mahishasura. He was killed by Chamundeshwari, also known as Mahishasura Mardhini A long line of south Indian dynasties rules different parts of Mysore region from the 3rd century BC. Some of the notable dynasties were the Sathavahanas, the Kadambas, the Badami Chalukyas, the Rastrakutas, the Bhamani Sultans, the Adil Shah’s of Bijapur, the Wadiyars and Hyder Ali and his son Tippu Sultan.

Brief about the administrative set upPrior to 1997 the district of Mysore consisted of 11 taluks i.e the present district of Chamarajnagar, thus making it one of the largest districts in the state. After the bifurcation, the present Mysore district has been divided into two Revenue subdivisions and seven taluks. The sub-divisions are Mysore and Hunsur. The revenue sub-division Mysore consists of three taluks namely Mysore, T Narasipur and Nanjangudu. The sub-division Hunsur has four taluks under its jurisdiction namely Hunsur, Periyapatna, K R Nagar and H D Kote. Each subdivision is headed by an Assistant Commissioner while the taluks are headed by Tahsildars. Besides, there are a number of rural and urban local self government bodies functioning in the district. The Zilla Panchayat is the apex body as far as the development works are concerned in the rural areas. Each taluk has got a Taluk panchayat while there are 266 gram panchayats in the district.

Brief about the terrainMysore district is located between latitude 11°45' to 12°40' N and longitude 75°57' to 77°15' E. It is bounded by Mandya to the north east, Chamarajnagar district to the southeast, Kerala state to the south, Kodagu district to the west, and Hassan district to the north. It has an area of 6,854 km² (ranked 12th in the state). The administrative center of Mysore District is Mysore City. The district is a part of the revenue division of Mysore. The district lies on the undulating table land of the southern Deccan plateau, within the watershed of the Cauveri river which flows through the northwestern and eastern parts of the district. The Krishna Raja Sagar reservoir, which was formed by building a dam across the Cauveri, lies on the northern edge of the district. The famous Nagarahole National Park lies partly in Mysore district and partly in the adjacent Kodagu District. The temperature in the district varies from 15°C in winters to 35°C in summers. The district receives an average rainfall of 785 mm. The types of soil found in this district are red soils (red gravel loam soil, red loam soil, red gravel clay soil, red clay soil), lateritic soil, deep black soil, saline alluvial soil and brown forest soil. Mysuru Palace: palace historical and tourist attraction center. Ambavilas Palace was built during 1912 would be illumunitated with thusands of bulbs on every Sundays and general holidays is a tourist attraction.

Rajendra vilas palace is situated atop chamundi hills is also called summer palace. Jaganmohana palace is now a days turn into an art gallery with rare painting attracts many tourist. Jayalakshmi vilas palace is in the premises of Mysuru University. Lalithamahal palace is now a hotel run by ITDC. Chamundi hills is considered as a holy place visited by thousands of tourists every day. Big bull and statue of Mahishasura

are also places of tourist attraction. Chamarajendra Zoo is a special tourist attraction place. Nagarahole wild life sanctuary, Thalakadu, Nanjungudu are few of the tourist hot-spots in the district. Apart from above Mysuru University Campus, Railway Musium, Kalamandira, Kukkarahalli lake, Karanji lake, Mysuru Silk

Factory, Famous St. Philominas church, etc. are other places.Education And Research Centers:

Mysuru university, Karnataka Open university, Gangubai Hanagal Music and fine arts University, JSS university are situated in Mysuru.

CFTRI, CIIL, DFRL are some of the research centers in Mysuru. National Institute of Engineering, Sri Jayachamarajendra College of Engineering, Vidyavardhaka College of Engineering,

Vidyavikasa institute of educational technology, Geethha sishu sikshana samsthe, MTME College of Engineering are some of the engineering colleges of Mysuru.

Mysuru Medical college, JSS Medical college, JSS Dental college, Farooqia Dental college are medical and dental colleges in Mysuru.

Apart from above many government and private colleges of science, arts and commerce colleges are established in Mysuru for the benefit of students of Mysuru and neighboring districts.

Transport Mysuru has a good network of highway connectivity also with state highways. Mysuru in connected with air and train services also.

ii. What is to be communicated/as per the need identified:- . In Mysuru District Pepole Migrate to Nibaring Kodagu district as Agricultural labourers in Coffee Estates From H.D Kote, Hunsuru and Periyapatna taluks. During this election it is proposed to Provide work under MGNREGA during election time to avoid migration in above taluks. Other groups like transgender and excluded groups, awareness is being created about the importance of voting by conducting group discussions and meetings.

J. Conclusion/Gap analysis findings (district specific) – Target group and what needs to be done:- Details in corporated in SVEEP Action plan to achieve higher rate of voter turnout during 2018 election

5. SVEEP Objectives: Increase Voter %, Decrease Gender Gaps, Increase Voter enrolment, EVM/VVPAT robustness awareness, free and fair elections, ethical issues, etc.

Reasons for low turnout during 2013 assembly election In mysuru district.

In Mysuru district during 2013 election there were 11 assembly constituencies. Overall a total of 72.05% votes were polled, out of which highest turnout recorded in 210- piriyapatna AC was 83.94% and lowest in 218- NarasimharajaAC was 54.04%. It is observed that rural areas recorded better polling than urban area. More attention is to be paid to increase voter turnout in urban area.

During 2013 assembly elections in mysuru district there were 2578 polling stations out of which less than 50% voter turnout recorded in 148 polling stations. In 594 polling stations less than 65% off turn out recorded.

In Mysuru city area ACs only 66% voter turnout was recorded. Reasons for low turnout may be due to following-

1. City dwellers are less interested in polling.2. Names in Electorol roll is not verified and confirmed.3. Doubts regarding police stations in which they have to vote.4. Even the name appears in the roll, failure to reduce voter ID or other documents.5. Fail to include the names in voters list.6. Procedures to include names in voter list is not user friendly.

It is observed that the difference between total male and female voters is only 1.41%. but in total polled votes the difference is 3%. Female voters turn out to police station in urban area is due to awareness regarding polling. In mysuru district asper estimation there are more than 350 third gender persons out of which only 69 are registered as voters. In voting statistics third gender voters are recorded as zero. Reasons for these may be polling officers marked them as male voters. Tribal population is mostly concentrated In Hunsur, H.D.kote and Piriyapatnataluks. All eligible voters among them are not registered as voters and most of the registered voters migrate to neighbouring kodagu district

as labourers in coffee estates during election time. As per disable welfare department, in mysurudistrict there are around 66,000/- specially abled persons. All eligible among them are

not registered as voters. Young voters are identified and registered as voters in organised sector like educational institutions and other working places. But

more number of young voters are in un organised sector like casual labourers, agriculture/construction labourers etc. Lack of awareness regarding importance voting and place and time of voting. During polling voters are more influenced for the incentives offered by the political parties rather than ethical voting. More people stay away from polling stations due to religious and other celebrations/functions and also visit to tourist places on polling

day to vacations. Lack of awareness of presence of NOTA option in the ballot machine. Many people do not want to vote any of the contesting

candidates. Lack of awareness in use of VV PAT Many rural youths are employed in urban areas and there are registered voters in their respective home constituencies but fail to turn

out for polling.

Action plan to create awareness among voters during 2018 assembly elections by SVEEP MYSURU.

To create among female voters regarding ethical voting and to improve the percentage of women votes. For this field level workers of Health, Women and child development department, etc would be utilised to visit house to house and distribute hand bills. Members of SHGs would be appraised of importance of voting.

Voter awareness jathas- in assembly constituencies were low turn out is recorded during 2013 elections, to increase polling percentage it is planned to conduct fourjathas to create awareness. In mysuru city it is proposed to conduct1. Cycle jatha2. Government empolyeesjatha3. Jatha by police and NCC4. Jatha by members of Self Health Groups5. Jatha by Booth level officers6. Mini marathon

To attract young voters, Sri. Ravi D Chennannavar, Police Superintendent of Mysuru district is placed as SVEEP ambassador. Through him young voters would be apprised of ethical voting.

Members of SVEEP committee would visit all the colleges in the district and awareness would be created among new voters. It was observed due to lack of awareness regarding the period of time for voting, in rural areas all eligible voters could not vote. Hence

during 2018 elections special awareness would be created by conducting jatha of school children regarding pole timings. Atop chamundi hills a big hoarding “NIMMA MATHA NIMMA HAKKU” (30X20 Feet)with thousands of illuminated bulbs would be

erected and illuminated between 7 to 9 PM everyday prior to 15 days of polling date. This is visible to public from 10 Km and play a major roll to creating to voter awareness.

Electrol Literacy Clubs would be opened in all Scholl’s and Colleges of the district in association with primary, secondary and college education departments.

During march and april months 2018 in mysuru district approximately 180jathras (fairs) and weekly haths would be held in rural areas. SVEEP team is propose to create awareness among voters through street play, puppet show, songs etc.

It is proposed that SVEEP team would visit at least 10% of low polled polling station areas in every assembly constituencies create awareness through -1. Campaign by school children2. Weekly jathas by school childrens3. Create awareness regarding poll timings 4. Create Awareness regarding ethical voting

SVEEP committee is proposed to create awareness in tribal areas of H.D.Kote, Hunsur, Piriyapatna, Nanjangud and Mysurutaluks not to migrate on polling day.

Awareness among public in rural and urban areas how to use EVMs and VV PATs. Big air balloons with SVEEP slogans will be posted in prominent places. Awareness regarding postal ballet would be created among government employees, police and soldiers to conduct magic shows

creating awareness. Zingal would be aired from FM Radio. BSNL is requested to manage SVEEP slogans as ringtones for land line and mobiles. SVEEP slogans would be printed on bus tickets, milk packets, bank challans and Prescriptions issued to patients in government

hospitals.

Social media like Face Book, Watsapp, Twitter, instagram, telegram etc would be used to create awareness regarding voting among the users.

Problems faced for registration for voters and solutions to them would be discussed in social media. Local TV channels Govt Vehicles would be utilised to create awareness of voting among public. Non Govt organisations (NGOs) who are active in local and rural areas would be taken as media to create awareness of voting among

rural public through street plays, songs and other media. A Govt vehicle from publicity department would travel all over the district with SVEEP slogans on ethical voting.

6. SVEEP ACTION Plan

i. CONTENTS OF COMMUNICATION a. EVM,VVPAT – How to use, robust and tamper proof awareness, confidence building.:- District level officer is

appointed and to take necessary activates to create awareness about the use of EVM, VVPAT in district. b. Registration – How, forms to be used documents, where, when, who last date for registration.:- Awareness created by

opening ELCs in all 52 colleges in the district.
