Dahil dito, napilitan si-lang magsumite ng ap-likasyon para sa Certifi-cate of Ancestral DomainTitle (CADT) na sumasa-kop sa may mahigit sa 800ektaryang lupain sa bu-lubunduking bahagi ngBarangay Camias, maytatlong taon na ang na-kakaraan.

Halos kasabay nilangnagsumite ng aplikasyonpara sa CADT ang mgakatutubong nakatira sa

katabing bayan ng Capas,Tarlac; at bayan ng Florid-ablanca.

Ngunit ang nakalu-lungkot, naipagkaloob nani dating Pangulong Glo-ria Macapagal Arroyonoong nakaraang taon angCADT para sa Capas; atng sa Floridablanca namatatagpuan sa silangangbahagi kanlurang bahaging Camias, ayon sapagkakasunod.

Tanging ang CADTpara sa Barangay Camiasang naiwan na na hang-gang ngayon ay inihaha-nap ng dahilan ng mgakatutubo.

Samantalang hindinaipakaloob ang CADTpara sa Barangay Cam-ias, tuloy naman ang ban-tang hatid ng napipintongpagtatayo ng minahan atproyektong pangturismosa nasabing barangay.

Para sa mga katutubo,ang dalawang proyektongpangkaunlaran ay mag-sisilbing delubyo sa ka-nilang pamayanan dahilito ang aagaw sa kanilanglupain ninuno at tuluyangsisira sa kanilang kalinan-gang, at buong pamay-anang nanatiling matatagsa kabilang ng mahigit300 taong pananakop ngmga Kastila at mapamin-salang pagsabog ng bul-kang Pinatubo.

Para kina Pastor Ben-ny, Serrano at Billy, angbahagi ng lupaing ninunona balak pagtayuan ngDizon Copper Mines at ng

proyektong pangturismong pamahalaang bayan ayisang sagradong lugar sakanila.

Doon ay matatagpuanang mga yungib na ka-nilang pinagpapahingah-an, mga halamang gamot,at iba pang bagay na ka-nilang ikinabubuhay.

“Pag natuloy ang mi-nahan, magigiba ang bun-dok na sagrado sa amindahil doon namin malay-ang nailulunsad ang am-ing kultura,” ani Serrano.

Iginiit naman ni Billy naang nasabing lugar ay nag-sisilbing “Paris” ng mgakatutubo kung saan ma-rami sa kanila ang nag-papahinga at nagpapali-pas ng oras kapag mayproblema.

“Doon kami nagre-re-lax, pagdating doonnawawala ang sakit ngaming puso at isipan.Parang Paris sa amin iyondahil doon kami nakaka-kain ng sariwang isda atibon at walang nakikialamsa amin,” ani Billy.

Ang sagradong lugarna itinuturing na “Paris” ngmga katutubong Aeta ayiningatan ng kanilang mganinuno sa mahabangpanahon, at nais din nilangingatan iyon para sa sus-unod na salinlahi ng ka-nilang lipi.

Ipinaliwanag nila angmga pamamaraang gina-mit ng mga katutubo sapag-iingat sa kanilang sa-gradong lugar.

“Kung Agosto langkami nanghuhuli dahil sapanahong iyon, nakapan-gitlog at nakapanganak naang mga isda at hayopkaya pwede na namingsilang hulihin,” ani Benny.

Ayon sa tatlo, manan-atili lamang ang nasabingparaiso ng mga katutubokuhng mananatili sa ka-nilang pag-aari at pag-iin-gat ang lupain ninuno.

“Totoo, pinag-aaral dinnamin ang aming mgaanak, ngunit ano ang hala-ga ng kanilang kabihasaanat kakayahan kung walana ang bundok at lupainninuno,” ani Benny.

Sinabi niya na pinag-aaral niya ang kanyangmga anak mula sa katasng lupain ninuno dahil gus-to niyang ibalik ang karu-nungan at kabihasaan nat-utunan nito sa lupaing ni-nuno upang iyon ay higitna pagyamanin at ma-paunlad, nang sa gayonhindi manatiling alipin

Inayunan din ni PastorBenny ang pananaw na itoay sinabing, itinuturo dinniya sa kanyuang mga

Ayon sa Department of Health(DOH), Pilipinas ang isa sa maypinakamataas na naitalang kaso ngrabis kung saan tinatayang nasa350-400 na Pilipino ang namamataydahil dito taun-taon.

Samantala, 19 naman angbinawian ng buhay sa Bulacan dahilsa rabis noong nakaraang taon ayonsa tala ng Provincial Public Health

Bakuna kontra rabis, libre na sa BulacanOffice (PPHO).

Noong taong 2010, dalawangdossage lamang ang maaring makuhang libre sa Bulacan Medical Centerkaya naman malaking bagay ito parasa mga Bulakenyo.

Ayon sa ilang mga benepisyaro ngprograma tulad ni Jose Dionisio, lolo ngnakagat ng aso na si Cedrick Dionisio,walong taong gulang, malaking halagadin ang natipid nila sa bakuna na datiay binibili pa nila sa botika.

“Yung pera na dapat sana’yipinambili pa namin ng bakuna niya ehnailaan namin sa iba pang mgagastusin”, ani pa ni Mang Jose.

Tuloy-tuloy din ang pagpapalabasng Pamahalaang Panlalawigan sapamamagitan ng PPHO ng mga IECmaterial upang maipaliwanag atmaipaalam ng husto sa mga tao ang

mahahalagang impormasyon tungkolsa rabis, gayundin ang pagsasagawang libreng bakuna sa mga aso sabuong lalawigan sa pangunguna ngProvincial Agriculture Office.

Ipinapaalala din ng PPHO namaging responsableng tagapag-alagaang mga tao: pabakunahan ang mgaalagang hayop laban sa rabis kapagito ay tatlong buwan na at taun-taonpagkatapos; huwag pagalain sakalsada; at panatiling malinis ang mgaalaga.

Para naman sa mga nakagat onakalmot ng mga hayop na maaringmayroong rabis, hugasan kaagad ngsabon at tubig ang sugat at obserbah-an ang aso ng 14 na araw kung maypagbabago sa asal nito gaya ngpagiging mabangis, tumatakbo ngwalang direksyon, nangangagat ng

kahit anong bagay, naglalaway nglabis, hindi makakain o makainom ngtubig. Kalimitan namamatay anghayop sa loob ng 3-7 araw.

Kapag kinakitaan ng mga gani-tong sintomas, kinakailangan ngmabakunahan ang nakagat at kunghindi naman naobserbahan aypinapayuhang kumunsulta agad sapinakamalapit na pampublikongpagamutan.

Kaugnay nito, ilang beses natinanong ng Punto ang ProvincialAgriculture Office (PAO) hinggil saprograma sa aso noong nakaraangtaon, ngunit walang naibigay naimpormasyon.

Ayon sa PPHO, ang dapat mag-organisa ng kampanya sa responsi-ble dog ownership sa ilalim ngveterinary office nito.

Gerardo “Doc Gerry” Ortega, 47,outspoken commentator of dwAR in PuertoPrincesa City was shot to death Monday inthat city.

The National Union of Journalists of thePhilippines (NUJP) listed Ortega as the 142nd

journalist killed since the 1986 Edsa PeoplePower Revolution and the third journalist tobe murdered under the Aquino administration.

“Ortega’s killing may have a directconnection with his work as a mediapractitioner and his enemies lurk in the manycorners of the government bureaucracy whichhe had criticized in his radio programs. Weask the national government to ensure thatthe investigation of his murder will not behindered by outside influences.” So said astatement of the NUJP-Palawan chapter.

A former provincial board member, Ortegawas a hard-hitting critic of the currentprovincial administration and a staunchadvocate against the despoliation ofPalawan’s resources, especially miningactivities. He was the project director of ABS-CBN’s Bayan Ni Juan project in PuertoPrincesa.

“Doc Gerry was more than a radiocommentator. He was also a wildlifeconservationist, a public servant, an anti-graftcrusader—roles which he played with guts,grit and gravitas…He loved Palawan so muchthat he was the last frontier’s first defender,ready to rise up when it is threatened by thosewho want to rob it of its natural riches or itsshare from national wealth.” So eulogizedRep. Antonio Alvarez of Northern Palawan ofOrtega in a statement.

Yet another journalist murdered in coldblood. Yet another day of mourning. Yetanother affirmation of the Philippines as amost dangerous country for journalists.

And the culture of impunity continues.

REVOLUTIONARY GONE reactionary.So what has happened to Oca Rodriguez? Asked me an

So I read of Mayor Oca passing the buck to Angeles City forthe toxic wastes San Fernando is being blamed for by MacabebeMayor Annette Balgan for choking the marine life in her town’srivers.

Talking toxic

Indeed, that is Oca acting the wily lawyer,dishing out an instant alibi without even botheringto read the case. Nothing of the revolutionary KaJasmin in Oca there. All the makings of areactionary there, knee-jerk reactionary at that.

All the makings of a “most valuable point guardin basketball, if only for his magnificent passingskills,” as our editorial on the issue said of MayorOca.

Yes, magnificent passer easily blocked byanother former comrade, Ed Pamintuan, whomade Oca look stupidly ridiculous with hisstatement that industrial wastes could not havecome from Angeles as Oca charged, for the simplereason that that city had no industrial plants.

Indeed, I still have in my mobile EdPam’s text(encrypted in formal language): “…In Angeles,Pare, we do not have industrial plants and ourtrash is mostly home garbage-based which wealready checked substantially through the effortsof the Catholic Church headed by Bishop Ambo(David), Ang Dating Daan, the Metro Angeles CityChamber of Commerce and Industry, my barangayofficials and the city government. All our bridgeshave been installed with 10-foot high steel fences.This is for your information, Pare.”

Indeed, a supalpal of Oca there as youreditorial put it…

It was “butata”…Whichever means the same, Oca’s allegations

slammed back on his face.So what has Mayor Oca come to?Could only be his being long embedded in, if

not abed with, his city’s perfumed set. The sosyaltrappings obliterating whatever remnants of socialconscientization in him. So where’s the masa inOca’s government?

Very strong words. Very dialectical, really...Glad to see you still can recognize the

interplay of contradictions in society.To be fair though, Mayor Oca is not simply

reactive but really pro-active in this issue of waste,toxic, industrial or whatever. Here’s SanFernando’s City Environment and NaturalResources Office (CENRO) chief Rowena Siron-Freeman’s statement published in the papers:

…Prior to putting the blame solely on the citygovernment, statements must be supported bystrong evidence from credible research or

scientific studies. Otherwise, it is very unfair tomake unfounded allegations…

…Local government officials should know thatenvironmental problems, like those of solid wastefloating on rivers, know no political or geographicalboundaries. The problem faced by the Municipalityof Macabebe is also faced by the City of SanFernando since these river systems areinterconnected…

Again, truly said like a lawyer, asking for“strong evidence” based on “credible research.”The river stinks, the fish are decreasing, if notdying. Isn’t that enough proof of industrial wastespolluting the rivers?

Hold your horses. Freeman said the citygovernment had already passed in 2008 yet itsEnvironment Code which serves as “the legalframework for all environmental concerns in thecity, including air and water quality and solid wastemanagement.” Also, that the City Solid WasteManagement Board is updating the 10-Year CitySolid Waste Management Plan. All these accruingto Freeman’s word that” The city governmentaffirms its continuous service to the people andupholds its commitment to protect theenvironment.”

Zhi laohu – paper tigers, that’s what Oca’sEnvironment Code and Solid Waste ManagementPlan are. Looking fearsome but actually weak andinutile. It’s not harmless steam that’s coming outof Pasudeco’s chimneys, it’s not treated water atthose black stinking ponds of those pig and poultryfarms in Barangay Lara. So what has Oca, withhis Environment Code, done about that?

Indeed, the greatest violator not only of its ownEnvironment Code but of the Clean Air and Water,of the Solid Waste Management laws is the citygovernment itself. Need strong evidence andcredible research? Go to the FVR Megadike, inBarangay Lara, behold the City of San FernandoOpen Dumpsite, then gag and puke.

Yeah, last time I went down the dump to takephotos, I had to have my clothes boiled beforewashing to get the stench out of them. And mycar stank for three days, despite all the washing,vacuuming and air-freshening.

Yeah, right you are: the City of San Fernandois fast becoming a habitat of human pestilence.

That’s a very toxic thought, kasama.

ON JANUARY 27, 1926, JohnLogie Baird, a Scottish inven-tor, gives the first public dem-onstration of a true televisionsystem in London, launching arevolution in communicationand entertainment. Baird's in-vention, a pictorial-transmissionmachine he called a "televisor,"used mechanical rotating disksto scan moving images intoelectronic impulses. This infor-mation was then transmitted bycable to a screen where itshowed up as a low-resolutionpattern of light and dark. Baird'sfirst television program showedthe heads of two ventriloquistdummies, which he operated infront of the camera apparatusout of view of the audience.

Baird based his television on

the work of Paul Nipkow, a Ger-man scientist who patented hisideas for a complete televisionsystem in 1884. Nipkow like-wise used a rotating disk withholes in it to scan images, buthe never achieved more thanthe crudest of shadowy pic-tures. Various inventors workedto develop this idea, and Bairdwas the first to achieve easilydiscernible images. In 1928,Baird made the first overseasbroadcast from London to NewYork over phone lines and in thesame year demonstrated thefirst color television.

The first home television re-ceiver was demonstrated inSchenectady, New York, in Jan-uary 1928, and by May a sta-tion began occasional broad-

casts to the handful of homesin the area that were given theGeneral Electric-built ma-chines. In 1932, the Radio Cor-poration of America demonstrat-ed an all-electronic televisionusing a cathode-ray tube in thereceiver and the "iconoscope"camera tube developed by Rus-sian-born physicist VladimirZworykin. These two inventionsgreatly improved picture quali-ty.

The British BroadcastingCorporation (BBC) inauguratedregular high-definition publicbroadcasts in London in 1936.Regular television broadcastsbegan in the United States in1939, and permanent colorbroadcasts began in 1954.

The petitioners pray that upon due notice, publication and hearing,judgment be rendered:

1. ordering that above-named minor children KC Clarin Alfonso andAnalee Viray Alfonso be declared for all legal intents and purposes,the daughters of the petitioners; and

On December 13,2006, Roy Lacanilao, sonof Tirso, sustained 18 gun-shot wounds when he wasambushed by suspects ashe was driving his car inBarangay Sulipan nearCapalangan. The sus-pects were on board a Toy-ota Vios car without platenumber. The suspectsused M-16 rifles.

In June, 2007, one Ger-ald Mutuc, the lone wit-ness in the killing of Roy,was also shot dead bymotorcycle riding mennear his house, also in

Roy’s father, who hadfinished three terms asmayor of Apalit up to May,2008, was also shot deadat a gasoline station inCalumpit, Bulacan on July31, 2008. His aide, Armanddel Moral who was seatedin the passenger’s seat ofthe ex-mayor’s car duringthe shooting, was laterheld after probers suspect-ed he was part of the mur-der plot.

Probers said the ex-mayor was set up by the

suspects to wait at thegasoline station where fourarmed men on board twomotorcycles shot him us-ing pistols.

Four spent shells froma .45 calibre pistol and fourshells from a 9 mm. pistolwere found in the site.

During his term asmayor, Lacanilao orga-nized dealers of car partsin Capalangan and cam-paigned against suspi-cious sellers of such parts.

The masterminds in theex-mayor’s killing was nev-er found out, but Apalit res-idents had suspected itwas related to operationsof a carnapping syndicate

with links to some dealersof car parts in BarangayCapalangan.

Purisima reiterated thatwhile direct evidence linkedthe Dominguez brothers to

the killing of Evangelista,probers still have to findhard evidence to link themto the murders of Lozanoand Sensil.

Police teams, headedby Pampanga police direc-tor Senior Supt. PrimitivoRetirado, raided suspect-ed carnapping lairs in Ma-balacat and Mexico lastMonday afternoon, yield-ing more suspected sportsutility vehicles.

No arrests were madeas the raided housesseemed to have been al-ready abandoned by theiroccupants.

Purisima said that thesites were identified earli-er by Mendiola as amongthe lairs of the Domingu-ez brothers.

CITY OF SAN FERNAN-DO – Gov. Lilia “Baby”Pineda yesterday vowedto support the plan ofthe Department ofEnvironment and Natural

Resources (DENR) toclose down controlledand open dumpsites inPampanga.

In statements issuedby the Provincial Infor-mation Office (PIO),Pineda urged wastesegregation at sourcesince last year to reducethe volume of garbage inPampanga.

She recently spon-sored a seminar in Clarkto educate villageofficials in the more than500 barangays in theprovince on solid wastemanagement and health.

Pineda said theclosure of illegal dump-sites would complementher priority project onhealth.

The governor stressedthat he had also priori-tized the “proper han-dling” of solid waste tominimize illness causedby harmful open andcontrolled dumpsites.

Environment Secre-tary Ramon Pajerecently asked theEnvironment Manage-ment Bureau (EMB) inCentral Luzon to close

Ordered closed weredumps in the City of SanFernando, Angeles Cityand the towns of Arayat,Floridablanca, Guagua,Mabalacat, Macabebe,Magalang, Masantol,Mexico, Minalin, Porac,San Luis, Sasmuan, Sta.Ana and Sto. Tomas.

Based on copies ofnotices of closure,DENR regional directorRicardo Calderon saidPampanga local govern-ments have failed tocomply with RepublicAct No. 9003 (Ecologi-cal Solid Waste Man-agement Act).

Second District Rep.Gloria Macapagal-Arroyoas former presidentsigned into law ten yearsago the law prohibitingopen dumpsites.

The provincialgovernment allottedsome P24-million for thesolid waste manage-ment out of the P1.6billion budget for 2011.

“We don’t haveenough funds to launchmassive managementproject. We need thehelp of all sectors,including the nationalgovernment and baran-gays, to successfullyhandle solid waste,”Pineda said.
