General Outlook:
Oilseeds retain the status of the most popular crops among Ukrainian farmers because they typically
offer the highest profitability (please refer to Profitability and Area Planted graph below for more
details). Please note, for the purpose of this report, the term “profitability” means the ratio between
variable costs and sales of producers for different crops reported by the State Statistic Service of
Ukraine (SSSU). Information about profitability for 2017 is not available at the time of this publication,
but FAS-Kyiv forecasts that oilseeds will retain profitability similar to that of 2016, except for soybeans
for the reasons discussed in the Policy section of this report.
Sunflower seeds offer the best profitability for farmers among the various oilseeds, which resulted in
steady growth of areas under this crop for the last decade. The main limiting factor hampering further
expansion of areas under this crop is the significant increase to production costs when crop rotation
requirements are not met. Sunflower is used as a sort of “insurance policy” in the event of high
winterkill rates or sharp changes in domestic policy (please refer to Policy section at the end of the
report for more details), which helps farmers maximize their incomes.
Soybean is the second most popular oilseed crop among farmers because it can easily be sold both to
crushers on the domestic market as well as to exporters who compete with processors for stocks
available on the market. Rapeseed presents a riskier option for Ukraine farmers, who prefer a winter,
crop over spring crop because the latter offers 20-30 percent lower yields. Rapeseed in Ukraine can
feature high winterkill rates given unfavorable weather conditions in some years, but these areas can be
replanted in the spring with other oilseeds (sunflower) or grains.

SSSU has published the final production numbers for oilseeds in 2017. Sunflower production reached
12.2 million metric tons (MMT), an 11-percent decrease compared to 2016, harvested from 6 million
hectares (ha); 3.9 MMT of soybeans, a 9-percent decrease, harvested from almost 2 million ha; and
2.2 MMT of rapeseed, a 90-percent increase, harvested from 786 thousand ha. These numbers, except
for sunflower production volume (please refer to Production section for Sunflower for more details), are
used as the baseline for production estimates by FAS-Kyiv.
The main reason behind high profitability for oilseeds in Ukraine is the competition between exporters
and crushers for stocks available on the domestic market. Additionally, there is significant internal
competition between crushers created by excess crush capacity in the country. According to industry
sources, total oilseed crush capacity in Ukraine, at the beginning of 2018, was 18.1 MMT. This number
could increase to 18.4 MMT due to new facilities coming online. This volume includes 4MMT of
soybean crush capacity and 2 MMT of rapeseed crush capacity. It should also be noted that estimates of
total crush capacity in Ukraine vary widely between 16.2 to 20 MMT per year. The reason for this large
range is attributed to many small enterprises and crushing facilities that do occasional oilseed crushing
when profit margins become favorable, which cannot be accounted for with sufficient precision.
The majority of newly-built processing facilities are capable of processing various oilseeds including
sunflower, soybean and rapeseed. This flexibility allows crushers to switch between different crops
depending on availability of the particular oilseeds, which helps maintain stable prices on the market
(please refer to Sunflower Seed and Oil Prices below). As a result, processors can keep their facilities

running while decreasing their reliance on sunflower production only. That flexibility has a positive
impact on their profit margins.
Moderate inflation of the national currency and general macroeconomic stabilization was achieved in
2017. And stretching into 2018, it had a positive influence on business for local farmers, as well as
chemical and seed importers. According to the available trade numbers (please refer to table Selected
Agricultural Input Imports below) farmers continued buying more seeds and agrochemicals. This is an
indication that they were trying to get higher quality inputs and, in turn, better profitability.

Production:
Production of sunflower seed in Ukraine for MY2018/19 is forecast to reach 15.6 MMT, 16 percent
higher compared to the estimated 13.5 MMT for MY2017/18. This forecast is based on the assumption
that MY2018/19 sunflower planted area will increase mainly at the expense of decreased soybean area.
This will likely be the outcome of recent changes in tax legislation (please refer to Policy section at the
end of the report for more details). It should also be noted that MY2017/18 sunflower seed production
volumes were low due to decreased yields induced by lack of precipitation in 2017. For more
information about weather conditions in 2017 please refer to our GAIN Report UP1713.
It should be noted that sunflower areas in Ukraine remained relatively stable for three years (2013-15) at
around 5.1 million ha, with an increase to around 6.1 million ha for the last two years (2016-17). This
growth of areas has been induced by high profitability of this crop, further discussed in the General
Outlook section.
According to industry representatives, sunflower seed production volumes could be increased through
use of more advanced hybrids and improved farming technologies; and since the national economy
stabilized in 2016, producers are increasing their spending for imported agricultural inputs, including
high-quality hybrid seeds (please refer to Selected Agricultural Input Imports table in General Outlook
Section for more details). This trend is expected to stretch into 2018. As such, taking into account

favorable spring weather conditions featuring sufficient levels of soil moisture, Post forecasts that
MY2018/19 sunflower seed yields will be slightly above the five-year average. The forecasted yield is
subject to future revisions, depending on actual weather conditions during the growth period.
During the past few seasons, Post adjusted sunflower production quantities reported annually by the
SSSU (please refer to General Outlook Section for more details) to produce estimates that, in USDA’s
view, better reflect the true situation of the industry in Ukraine. Ukraine’s historic sunflower oil exports
were one of the most significant pieces of data used to support these production estimate calculations.
Other data, like domestic sunflower oil consumption (which has been slightly decreasing year over year)
as well as industry data and other sources, were used to generate reasonable forecasts for sunflower
seed, oil, and meal production.
Consumption:
Almost all sunflower seed produced in Ukraine is crushed domestically, which has been the case over
the last decade since export duties for sunflower seed were introduced in 1999 (please refer to Policy
section for more details). A small share of sunflower seed is consumed raw for food and by the
confectionary industry. Crush and consumption statistics for the last few seasons were revised by Post
to correspond with officially reported sunflower oil production and exports, and to better reflect industry
trends.
Sunflower seed crush for MY2018/19 is forecast to reach 15.3 MMT, a 15-percent increase compared to
the estimated 13.3 MMT for the previous MY, which corresponds to lower sunflower seed production
numbers in 2017 (please refer to Production section for more details). The only factor that might
significantly lower crush numbers for Ukraine is a significant decrease and/or total abolishment of the
10 percent export duty for sunflower seeds as well as cancellation of export VAT refunds through
changes in legislation (please refer to Policy Section more details).
Trade:
The combination of export tariffs and excess domestic crushing capacity makes Ukraine a marginal
sunflower seed exporter. This is confirmed by 191 thousand MT exported in MY2016/17 with over
67 percent of this volume (129 thousand MT) destined for the EU, which is the single largest market for
this commodity. It is expected that sunflower seed exports to the EU will continue to grow as the export
duty to this destination will drop to zero by 2027 (please refer to Policy Section more details). At the
same time, FAS-Kyiv does not expect a significant increase in exports to the EU over the next few years
as export duties will remain relatively high.
Seed imports during September 2017 – January 2018 for spring plantings remained higher compared to
the same period of the previous year, which is likely an indication that farmers plan to expand
production areas under this crop.

In MY2016/17, the Ukrainian market for imported sunflower seed was split between producers from
Turkey – around 36 percent of total volume; the U.S. – around 30 percent; and the EU – 27 percent. It
should be noted that for September 2017- January 2018, import volumes from both Turkey and the EU
increased by 61 and 25 percent, respectively, while imports from the US fell by 31 percent. The growth
of seeds supplied from Turkey and the EU can be attributed to the fact that their geographic proximity
to Ukraine allows shorter timelines of delivery, allowing a great deal of flexibility for farmers who are
making planting decisions between December-March.
Production, Supply and Demand Data Statistics:
Post’s MY2017/18 production estimates are 4 percent higher compared to USDA official numbers for
the reasons discussed in the Production section.
Post’s MY2016/17 import estimates are 4 percent lower compared to USDA official numbers based on
available trade data, and 20 percent higher for MY2017/18 based on the assumption of expanded areas
in MY2018/17 discussed in the Production section.
Post’s export estimates are 2.2 times higher for MY2017/18 compared to USDA official numbers based
on the assumption of higher export volumes to the EU discussed in the Trade section.
Post’s MY2017/18 crush estimates are 3 percent higher compared to USDA official numbers.

Post’s MY2016/17 and MY2017/18 feed waste domestic consumption are 15 and 22 percent lower,
respectively, compared to USDA official numbers, based on stable animal numbers.

Production:
Soybean planted area in Ukraine in MY2018/19 is forecast at around 1.5 million ha, a 23-percent
decrease compared to MY2017/18. This estimate is based on changes in the national tax legislation that
will likely make soybean production less profitable for farmers (please refer to Policy section for more
details) creating lower planted areas under this crop. Production is projected to reach 3.3 MMT in
MY2018/19, a 14-percent decrease compared to the 3.9 MMT produced in MY2017/18, despite higher
expected yields than the 5-year average based on availability of soil moisture in the spring of 2018.
Production of Genetically Engineered (GE) crops in Ukraine is still not legally allowed since none have
passed the official registration and approval process. However, industry rumors indicate that Roundup
Ready soybeans continue to be produced in the country. For more information about the biotechnology
regulatory system in Ukraine, please refer to our Biotechnology Report. According to industry sources,
large agricultural producers specializing in soybean production grow only conventional soybeans and
maintain their own logistical chains to avoid cross contamination of their product prior to
exports/processing. GE soybean production allegedly remains in the hands of small and medium
farmers as GM technology allows saving on production costs compared to conventional soybeans.

Consumption:
Soybean domestic consumption in MY2018/19 is forecast to reach almost 1.7 MMT, a 20-percent
increase compared to MY2017/18 estimates which totaled 1.4 MMT. This assumption is based on a
scenario of growth in soybean crush (up to 1.2 MMT for MY2018/19) due to changes in domestic tax
policy (please refer to Policy section for more details). This will make soybean exports less profitable
compared to processing them into oil and meal.
Trade:
Over half of all soybeans produced in Ukraine are traditionally exported. For MY2018/19 soybean
exports are forecast to drop to around 1.6 MMT, a 34-percent decrease compared to 2.5 MMT estimated
for export in MY2017/18. A major reason for this decrease is lower profitability of exports resulting
from changes in domestic tax policy (please refer to Policy section for more details).
It should be noted that prices for soybean meal is still the main factor influencing the ratio between
soybean exports and those destined for processing in Ukraine. Soybean meal accounts for over
80 percent of output from soybean processing. Decreased global prices for this product usually result in
increased exports of unprocessed soybeans and vice versa.
Over MY2016/17, as well as the first half of MY2017/18, Ukrainian farmers enjoyed relatively stable
prices for soybeans with a few hikes associated solely with volatility of the national currency. The graph
above shows a close match between local prices (EXW) and export (FOB) prices for soybeans. Tight

competition exists between exporters/farmers and the local processing industry, which should ensure
sufficient volumes of raw materials to keep its crush facilities running.
For MY2016/17, around 52 percent of the 2.9 MMT of soybeans exported were shipped to Middle East
(mainly Turkey and Iran); 21 percent to the EU; and almost 21 percent to a number of buyers in Africa.
From September 2017 to January 2018, exports flowed to the same geographical areas (please refer to
Statistical Tables at the end of this report for more details). Soybean imports were minimal, varying
between 3 to7 thousand MT during the last three years, consisting mainly of seeds for planting. Those
imports grew during the last few years in-line with the expansion of production areas under this crop.
Production, Supply and Demand Data Statistics:
Post’s import estimate is 20 percent higher for MY2017/18 compared to the USDA official number.
Post’s crush estimates are 6 and 12 percent higher for MY2016/17 and MY2017/18, respectively,
compared to the USDA official numbers.
Post’s feed waste domestic consumption estimates are 9 and 22 percent lower for MY2016/17 and
MY2017/18, respectively, compared to the USDA official numbers.

According to a report by the SSSU for 2017, farmers have already planted almost 1,010 thousand ha of
winter rapeseed, a 12-percent increase compared to the previous year. Traditionally, over 90 percent of
all rapeseed sown in Ukraine is a winter crop. Given that autumn and winter weather conditions were
generally favorable, Post is suggesting low winterkill rates. At the time of this report, planting data by
the Ministry of Agricultural Policy and Food of Ukraine does not suggest that farmers are planting any
rapeseed in spring 2018.
Based on this information, Post’s rapeseed planted area forecast is set at 990 thousand ha for
MY2018/19, a 25-percent increase from MY2017/18. Based on a forecast for average yields,
MY2018/19 production of rapeseed is forecast to reach over 2.6 MMT, 21 percent higher compared to
the 2.2 MMT produced in MY2017/18.
Consumption:
Domestic rapeseed crush volumes depend largely on processors’ accumulation of other oilseeds
(soybeans and sunflower seeds) stocks to ensure seamless operation of their crushing facilities. When
they are low on stocks, they compete with exports. Growth of overall oilseed crush capacity in Ukraine
drives production and subsequent exports of rapeseed oil and meal (please refer to General Outlook
section for more details). Rapeseed crush in MY2018/19 is forecast to reach 195 thousand MT, a 30-
percent increase compared to the estimated 150 thousand MT for MY2017/18.

Trade:
In MY2017/18, domestic rapeseed prices (EXW) exceeded export prices (FOB) offered in Black Sea
ports, which might be an indication of low available volumes of this crop to feed domestic crush
capacity.
In MY2016/17, Ukraine exported around 1 MMT of rapeseed, a 28-percent decrease compared to the
previous MY. Over 92 percent of this volume was exported to the EU. However, from July 2017 to
January 2018, the trend reversed and exports reached 2 MMT, nearly a 21-percent increase compared to
the same period of the previous year. The EU remained the major destination and purchased almost 1.7
MMT (92 percent of total export volume) and it is expected to remain a top buyer for the new season.
For MY2018/19, rapeseed exports are forecast at almost 2.5 MMT, a 19-percent increase compared to
MY2017/18. This assessment is based on an expected increase of production volumes (please refer to
the Production section above).

Production:
Production of sunflower oil has increased in Ukraine over the last decade, fueled by growth in the
production of sunflower seeds – from 3.5 MMT in 2000 to 6.3 MMT in MY2016/17. This growth
trajectory has been interrupted in MY2016/17 due to adverse weather conditions (please refer to
Production section for Sunflower seeds for more information); and sunflower oil production is estimated
to fall to 5.7 MMT, a 12-percent decrease compared to the previous MY. For MY2018/19, sunflower
oil production in Ukraine is forecast to resume growth up to 6.6 MMT, a 16-percent increase compared
to MY2017/18, valid under the assumptions stated in Production Section for Sunflower seed.
Sunflower oil production estimates were revised for several preceding seasons. Undeclared sales of
sunflower seed are said to exist in Ukraine, so suspected underreporting of this oilseed and oil
production is an issue every season. To revise sunflower seed, oil, and meal production estimates,
USDA relies mainly on official commodity export data and on estimated domestic sunflower oil
consumption numbers. Production, Supply and Distribution (PSD) tables are located at the end of this
section and reflect the most recent changes made.
Soybean oil production continues climbing in-line with growing overall crop production. The rapid
build-up of oilseed crushing facilities has caused underutilized capacities (please refer to the General
Outlook section for more details). Thus, the majority of newly-built processing facilities are capable of
processing various oilseeds, including sunflower, soybean, and rapeseed. This allows producers to
switch between different crops depending on availability of the particular oilseed on the market. As a
result, processors can keep facilities running and decrease dependence on sunflower seed producers.
The added flexibility has a positive impact on their profit margins.
MY2018/19 could be a year for record growth of soybean oil production resulting from tax policy
changes in Ukraine (please refer to Policy Section for more details). FAS-Kyiv forecasts that soybean
oil production will reach 219 thousand MT, a 26-percent increase to 174 thousand MT estimated for
MY2017/18.
Rapeseed oil remains largely a niche product for Ukraine’s crushers. Its demand comes from the EU for
biofuel production, and Asian countries for food. Many large crushers in Ukraine are now able to
process rapeseeds in their facilities, and thus include this product in their portfolios to ensure that
capacities do not stand idle (usually soybeans in the second part of the marketing year and rapeseed in
summer). MY2018/19 rapeseed oil production is forecast to reach 78 thousand MT, 30 percent higher

compared to the 60 thousand MT estimated for MY2017/18.
Consumption:
Per capita consumption of various vegetable oils in Ukraine has trended downward over the years since
2010 (please refer to Table 2 below) according to SSSU’s data. Ukraine’s slowly declining population is
the main reason behind the decreased use of oils in the food production industry. Another recent factor
is producers’ inability to supply the Crimean Peninsula and the zone of conflict in Donetsk and Lugansk
regions.

This trend was especially visible for palm oil, until 2015, which is used for production of vegetable oil
and fats, and indirectly in the confectionary and food processing industries in Ukraine. The decreased
consumption of these products by the domestic market, as well as the slash in exports to traditional
markets in ex-USSR countries, and especially the Russian Federation, resulted in a major fall in
domestic consumption of palm oil and triggered a subsequent cut of its imports to Ukraine. Currently,
the Ukrainian economy has stabilized and is demonstrating over 2 percent GDP growth for both 2016
and 2017, which has induced growth of palm oil imports and consumption, reflected in PSD tables by
FAS-Kyiv. The only risk factor for palm oil consumption is a legislative initiative that threatens to
ban/limit its use in food industry (please refer to Policy section for more details).
Soybean and rapeseed oils have never been popular for Ukrainians, though sunflower oil traditionally is
a staple food used in salads as well as for baking and frying purposes. Ukrainians are not used to
consuming soybean or rapeseed oils for household food preparation. Thus, these oils are mostly
destined for exports as value-added products, while soybean and rapeseed meal is fed to animals.
However, there is an observed increase in consumption of soybean and rapeseed oils in the last few
years in the country, mainly coming from food processing and other industrial uses. This trend can be
explained by the fact that these oils are now produced in Ukraine in larger quantities and have become
available for domestic consumption at competitive prices.

Trade:
Demand for sunflower oil from foreign markets was the main factor behind expanding sunflower
crushing capacity in Ukraine. With stable prices, sunflower seed and oil producers in Ukraine have
made relatively good profits from these products compared to grains and sugar beet producers (please
refer to Table 1 in General Outlook section). The domestic prices for sunflower oil as well as seeds
remained stable over MY2016/17 as well as the beginning of MY2017/18.
During September 2017-January 2018, Ukraine exported about 2.1 MMT of sunflower oil, almost
6-percent decrease from the same period of the previous year (please refer to statistical tables at the end
of the report for more details).
In MY2016/17 over 5.8MMT of Ukrainian sunflower oil was exported to over 140 countries across the
world. The EU, India, China, Egypt, Iran and Turkey are the traditional top buyers, usually collectively
purchasing over 80 percent of annual exports from Ukraine. The EU bought over 28 percent of total
exportable volume and supplies to this market grew by 23 percent compared to the previous MY, while
India bought 34 percent, demonstrating a 44-percent increase. Iran and Egypt boosted their purchases
2.5 and 2.1 times, respectively, compared to the previous MY.
Overall sunflower oil exports from Ukraine in MY2018/19 are forecast to reach 6 MMT, a 16-percent
increase compared to 5.2 MMT estimated for MY2017/18. This growth will be driven by high
forecasted sunflower seed production in 2018 (please refer to Production section for sunflower seed for
more details).

In MY2016/17, Ukraine exported 177 thousand MT of soybean oil, a 16-percent increase compared to
the previous MY. The EU became the largest export destination and bought over 71 thousand MT, with
Poland alone buying over 62 thousand MT. China bought 52 thousand MT and India over 27 thousand
MT, which is a substantial increase against the 418 MT exported to that country in MY2015/16. Those
three mentioned destinations consumed over 80 percent of total export volume.
In September 2017-January 2018, Ukraine exported around 65 thousand MT of soybean oil, which is
similar to the same period of the previous year. The top three buyers retained their places: the EU is
largest buyer with almost 31 thousand MT, followed by China – 15 thousand MT, and India – over
7 thousand MT. United Arab Emirates became a new buyer purchasing over 5 thousand MT.
Ukraine is expected to continue exporting soybean oil to various destinations in the coming seasons,
driven by growing soybean crush capacity and increased competitiveness of crush versus soybean
exports due to tax changes (please refer to Policy section for more details). Under this assumption,
soybean oil exports are forecast to reach 210 thousand MT in MY2018/19, a 20-percent increase
compared to the 175 thousand MT estimated for MY2017/18.
Ukraine’s MY2016/17 rapeseed oil exports fell to around 70 thousand MT, a 55-percent decrease
compared to the previous MY, stemming from decreased production in-country. Almost 96 percent of
this volume was exported to the EU, around 29-percent decrease compared to the previous MY.
Supplies to East and Southeast Asia (mainly to China) dropped to under 4 percent, compared to almost
39 percent shipped to that destination during the previous MY. Exports to the EU are oriented more to
biofuels production, while exports to Asian countries are used for human consumption.
From July 2017 to January 2018, rapeseed oil exports reached around 59 thousand MT, 9 percent lower
compared the same period of the previous year. Over 86 percent of this volume went to European
markets and the remaining 13 percent shipped to China.
In MY2018/19, Ukraine is forecast to export 77 thousand MT of rapeseed oil, 28 percent higher
compared to the 60 thousand MT estimated for MY2017/18. This reflects the expected increase of
rapeseed production for MY2018/19 compared to the lower crop in MY2017/18 (please refer to
Production Section for Rapeseeds for more information).
In MY2016/17, Ukraine imported around 213 thousand MT of palm oil, around 10 percent more than in
the previous MY. The major part of this oil was sourced from Indonesia (over 82 percent) and Malaysia
(over 9 percent). This increase resulted from the partial economic recovery of Ukraine’s economy which
required additional volumes for processed foods and confectionary products (please refer to
Consumption section for more details). Part of this volume (around 11 thousand MT for MY2016/17)
was re-exported to neighboring countries: Russia (80 percent of the volume) and Moldova (13 percent).
Based on this upward trend, imports of palm oil for MY2018/19 are forecast at 250 thousand MT, a
4-percent increase from the 240 thousand MT estimated for MY2017/18. This scenario is valid under
the assumption that Ukraine will be able to re-export some of these volumes to the Russian Federation
and other neighboring counties like Moldova. Another factor is the absence of possible palm oil use
ban for the food industry (discussed in Consumption section above).

local production numbers; and MY2017/18 forecast is based on assumptions described in Production
section.
Post’s estimate for exports of soybean oil is 9 percent higher for MY2017/18 compared to USDA’s
official data, based on the increased production estimate.
Post’s estimates for domestic consumption (food use) of soybean oil are 2 and 2.5 times higher for
MY2016/17 and MY2017/18, respectively, compared to USDA’s official data, which is based on a
relatively low but stable consumption trend for this product.
Post’s numbers for production of rapeseed oil are 6 percent lower than USDA’s official data for
MY2017/18, based on available export numbers for rapeseed (please refer to Trade section for Rapeseed
for more details).
Post’s rapeseed oil export numbers are 3 percent lower for MY2017/18 than USDA’s official data,
based on the decreased production estimate.
Post’s estimates for domestic consumption of rapeseed oil are 67 and 40 percent lower for MY2016/17
and MY2017/18, respectively, compared to USDA’s official data. That is based on a relatively low but
stable consumption trend for this product.
Post’s numbers for imports of palm oil are 12 percent higher for MY2017/18 than USDA’s official data,
based on an increased forecast of its exports and consumption.
Post’s numbers for exports of palm oil are 2 times higher for MY2017/18 than USDA’s official data,
based on the available information about export dynamics to neighboring countries.
Post’s numbers for domestic consumption of palm oil are 8 percent higher for MY2017/18 than
USDA’s official data, based on the assumption of continued economic recovery in the county (please
refer to Consumption section for more details).

Production:
Sunflower meal will continue to be produced in large quantities in Ukraine as a byproduct of oil
production. In addition, more soybean meal is expected to be produced due to an increase of soybean
production in response to growth of overall crush capacity. Rapeseed meal production, though
insignificant, is anticipated to grow in-line with increased rapeseed oil production in Ukraine.
Consumption:
Oilseed meal in Ukraine is used for poultry and animal production with a large share of it also exported.
Sunflower meal is a traditional feed component in Ukraine. Soybean meal has been gaining popularity
in the country with the demand coming from large industrial poultry production facilities.
In accordance with the SSSU’s data for 2017, pig numbers decreased by 8.4 percent and cattle by
2.9 percent. At the same time poultry numbers increased by 1.5 percent. FAS-Kyiv uses these numbers
to justify decreased total feed consumption for all meals for MY2017/18 compared to the previous MY.
There is also a slight increase of total meal feed consumption forecast for MY2018/19, based on the
forecast that animal production will grow in 2018.
Roundup Ready MON 40-3-2, in the form of soybean meal, is the only GE event in the official registry
of approved feed sources that contain agricultural biotechnology for a term of five years from 2013-
2018. For more information about the biotechnology regulatory system in Ukraine, please refer to our
Biotechnology Report. In the beginning of 2018, Ukraine adopted regulatory procedures to enable
registration of GE feeds and veterinary medicines. Please refer to GAIN Report UP1806. These
changes could result in a wider selection of feed inputs in Ukraine.
Trade:
In MY2016/17, Ukraine exported 4.8 MMT of sunflower meal to international markets, with over
56 percent of this volume shipped to the EU. The rest went to other traditional buyers: Belarus
(546 thousand MT) and Turkey (over 374 thousand MT). According to export data for September
2017-January 2018, Ukraine exported almost 2 MMT of sunflower meal, a 2-percent increase compared
to the same period of the previous year. The list of major importers should remain unchanged for the
current season.
For MY2018/19, sunflower meal exports from Ukraine are forecast to reach 5.2 MMT, an 8-percent
increase compared to 4.8 MMT estimated for MY2017/18 – based on forecast levels of sunflower seed

production (please refer to Production section for Sunflower Seeds for more details) and dynamics of
animal numbers.
Ukraine’s soybean meal exports fluctuate in-line with changes in domestic soybean crush volumes.
Another factor behind the export growth is stabilization of demand by local poultry producers. These
factors have led to a significant decrease in soybean meal imports.
In MY2016/17, soybean meal exports reached 297 thousand MT, a 12-percent decrease compared to the
previous MY. The majority of this volume was sold to the neighboring EU as well as Belarus, Turkey,
and Georgia. From September 2017 to January 2018, exports reached around 138 thousand MT, a 20-
percent increase from the same period of the previous year. For MY2018/19, soybean meal exports are
forecast at 570 thousand MT, a 39-percent increase compare to 410 thousand MT estimated for
MY2017/18 – in-line with forecast growth of crush.
In MY2016/17, Ukraine exported 78 thousand MT of rapeseed meal, a 58-percent decrease compared to
the previous MY. Out of this volume, 52 thousand MT went to the EU. The rest was supplied to Israel,
which was the second-largest destination, importing around 10 thousand MT of this product, and
Belarus taking 7.5 thousand MT. According to export data for July 2017 to January 2018, exports
reached 67 thousand MT, an 8-percent decrease compared to the same period of the previous year. For
MY2018/19, rapeseed meal exports are forecast at 93 thousand MT, a 35-percent increase compared to
the estimated 69 thousand MT for MY2017/18 – in-line with growth of production volumes and crush.

MY2017/18, based on decreased crush estimate. This also resulted in lowering Post’s MY2017/18
export volume estimates by 1 percent as well as domestic consumption estimates by 22 percent,
compared to USDA’s official data.

Policy:
Agricultural policy in Ukraine with regard to oilseeds and oilseed products has not changed much over
the last year. Some developments are being discussed at the time this report was prepared, and other
developments are pending implementation as explained below.
The Government of Ukraine maintains Resolution #164 (in Ukrainian) that establishes guidelines for
optimum crop rotations for various crops for different regions, including ones set for sunflower seed
(between 5 to 15 percent of total area) and rapeseed (between 3 to 10 percent of total area). Although
this Resolution has no enforcement mechanism, it could result in inconsistency/inaccuracy of reported
production numbers for sunflowers by farmers (discussed in the Production section for Sunflower
seeds).
Over the last few years, Ukrainian lawmakers have taken numerous attempts to abolish the existing
export duty for sunflower seed, which creates the underlying incentive for development of the oilseed
crushing industry in Ukraine. At the time this report was prepared, there were no pending attempts to
introduce such legislative amendments. However, if the export duty is ever abolished it will
significantly change the ratio between domestic processing and subsequent exports of oils and meals vs.
exports of raw oilseeds – in the favor of the latter.
In accordance with the Deep and Comprehensive Trade Agreement Ukraine has set the schedule for
decreasing its own export duty for sunflower seeds down to zero in 2027 for exports to the EU Members

With regard to other countries, the requirements that Ukraine accepted upon WTO accession in 2008
was a commitment to reduce export duties on oilseeds. Consequently, over the last several years,
sunflower seed export duties were cut to their current level of 10 percent. No additional reduction is
required by the WTO.
Ukraine and China signed a new Protocol on Sanitary and Phytosanitary Requirements for Export of
Sunflower Meal (please refer to our GAIN Report UP1731 for more details), which will likely result in
growth of exports of this product to Asian markets.
Ukrainian legislation does not allow for the production of genetically engineered (GE) crops in the

country. Also, the Ministry of Agricultural Policy and Food of Ukraine requires all planting seeds
intended for import into the country to be tested for GE presence. In order to promote the country’s
image as a non-GE soybean supplier, the representative of the MAPF signed the Danube Soya
Declaration in June 2015. This action did not have an immediate effect on the market. However it might
be indications that, in the long-term, Ukraine will likely follow the footsteps of the EU in a gradual
opting out from production of biotech crops.
In April 2014, the EU enacted Regulation # 374/2014 providing unilateral reduction or elimination of
Union customs duties on goods originating from Ukraine. In accordance with the Regulation, the
import duties for a number of commodities have been decreased to zero, including: sunflower seed oil
(HS Code 1512), rapeseed oil (HS Code 1514) and soybean oil (HS 1507) from regular rates ranging
between 3.2 - 9.6 percent. This measure has increased the competitiveness of Ukrainian oils on the EU
Market.
It should be noted that at the end of 2017 the Ukrainian Parliament changed its export policy for
soybeans and rapeseed by canceling VAT refunds for those commodities (rate 20 percent) effective
since the beginning of 2018. This resulted in strong negative reactions among farmers. Thus, the
cancelation of VAT refunds has been postponed for the following dates: Soybeans from September 1,
2018 until December 31, 2021; Rapeseeds from January 1, 2020 until December 31, 2021. The
discussion regarding total or partial abolishment of this policy is still in progress at the time of this
report writing.
Under the assumption that export VAT refund cancelation will stay in place, FAS-Kyiv estimates that

soybean profitability for farmers will decrease by around 15 percent (please refer to Crop Profitability
graph above). This will likely impact farmers’ planting decisions by moving incentives away from
soybeans towards other available spring crops, including corn and sunflower. Under the assumption that
there will be no changes in the national legislation before the planting starts, FAS-Kyiv increases
forecast corn and sunflower areas for MY2018/19 at the expense of decreased soybean area. This will
also affect the balance between soybean exports and crush numbers because domestic crushers will
become more competitive compared to exporters. FAS-Kyiv uses this argument to shift forecast
balance in favor of soybean crush at the expense of export numbers for MY2018/19.
A group of Ukrainian legislators have registered a draft law (in Ukrainian) suggesting limitation for
usage of palm oil in food manufacturing and dairy products. If it is voted into law, it will trigger a drop
for palm oil consumption in Ukraine. FAS-Kyiv continues monitoring this development and will make
relevant updates to PSD tables as required to reflect shifts in domestic vegetable oil consumption.
