Elderly residents at a number of facilitiesowned and operated by the Cape PeninsulaOrganisation for theAged (CPOA) are beingprepared for emergency situations, as partof an emergency planning project being runin collaboration with the city’s DisasterRisk Management Centre. The project was inspired by the United

Nations Office for Disaster Risk Reductioncampaign around the role of older people indisaster risk reduction. As a result, DisasterRiskManagement has committed to helpingthe CPOA with emergency planning andevacuation procedures for old-age homesand retirement villages.“Effective emergency management is dif-

ficult in any situation, and becomes evenmore challenging when issues like mobilityand frailty are brought into the equation,”said city’s mayco member for safety and se-curity, JP Smith.“It is therefore paramount that we help

ensure our facilities for older people are notonly up to code in terms of, for example, firesafety, but also that both residents and staffare aware of what to do should there be aneed to evacuate the premises.”For the first phase of the project, exercises

were conducted at Lilyhaven inBonteheuw-el; Avondrust Court, Rondebosch; ArcadiaPlace, Observatory; Erica Place, Athlone;Fernbridge, Diep River; and ConstantiaPlace, Constantia.A similar projectwas launched in collabo-

ration with the Helderberg Society for the

Aged on Thursday 6 November where resi-dents of Huis Vonke in Somerset West par-ticipated in an evacuation exercise. Furtherexercises are scheduled at four other facili-ties in the Helderberg later this month.“Many people think that disaster risk

management begins when a disaster hap-pens, but the reality is that much of ourwork happens behind the scenes with edu-cation and awareness,” said Smith. “This

includes safety drills and exercises to en-sure that our staff, but also residents, are asprepared as possible in the event of an inci-dent. There are many people for whomemergencydrills arenothingmore thanhalfan hour away from their desks, but the val-ue of knowingwhat to dowhen the situationcalls for it cannot be understated – and thesame applies for our elderly residents whoare even more vulnerable.”

There’s a feeling of freshness in the airwhenyou look at the flats in Nooitgedacht nowa-days.For the past few months there has been

a buzz of activity at the flats between Olyf-berg and Makriel roads, and last week theCity of Cape Townwas issuedwith a Certifi-cate of Practical Completion by the contrac-tor for the first phase of the Brick SkinsProject in Nooitgedacht. This city project is being rolled out across

the metro and involves the improvement ofliving conditions of city tenants in council-owned flats by enhancing thewaterproofingand thermal performance of the externalwalls of the buildings. The completed work in the Nooitgedacht

area comprises seven blocks of flats withwork currently underway on flats inMacas-sar and in Hangberg as well, as part of theoverall Brick Skins Project which entailsthe upgrade of 67 blocks of flats.“This is another example of how we are

doing everything in our power to enable re-dress through increased service delivery,”said City of Cape Town mayco member forhuman settlements, Siyabulela Mamkeli.“The Brick Skins Project aims to rectify

a situation created by our apartheid past. When these buildings were constructed dec-ades ago, the only barrier (commonly re-ferred to as the “skin”) between the insideand the outside of the building was a single100 mm thick concrete infill panel.“As these panels are solid, there are no

cavities and, accordingly, water ingress andthermal insulation causes significant prob-lems and affects the living conditions of ourtenants.“Sustained rainy periods result in the

concrete ‘skin’ becoming saturated and, asa result, water seeps into the flats throughthe walls. The single concrete panel also of-

fers little protection from cold weather, fur-ther aggravating the damp conditions,” saidMamkeli.“The brick skin is a solution to these con-

ditions. It offers a standard cavity-wall con-struction which eliminates water ingressand significantly improves thermal insula-tion.“Further, the painting of the new brick

skin offers the opportunity to improve theaesthetics of the building. I would like tothank all of our tenants who are supportingour efforts to improve their living condi-tions,” he said.“We cannot make progress possible with-

out the support of our residents. I also thankour contractor for the timeous delivery ofthis project in Nooitgedacht.”For James Goodwin, a resident of Freder-

ick Court, this project has brought about abig improvement in his living conditions.Prior to the renovation, his apartment hadbeen leaking and subject to the vagaries ofthe weather.“Before the brick skins were constructed,

it used to be very cold and wet in the flatwhen it rained. Now we can live decentlyagain,” he said.“We are very thankful for what the coun-

cil has done but now they must do it to allthe flats here so that the whole area looksnice.”The City’s R51 million project in Macas-

sar, Nooitgedacht and Hout Bay is on trackfor completion within the next few months. The project started in the 2013/14 financialyear and the blocks of flats vary betweenthree and four storeys in height.

Leefstyl: Selluliet is meer algemeen by

A local ward councillor wants more peopleto support him in a quest to motivate andempower learners at local schools.Charles Esau, proportional representa-

tive councillor in subcouncil 5, which in-cludes Ravensmead, is on a quest followingthe deaths of learners in the area in recentweeks. The most recent death that affected him

was that of Justin Langley from Uitsig whodied after he was brutally attacked by agroup of thugs.Esau visited the school that Langley at-

tended, Uitsig High, last week tomake a do-nation to sponsor a cash prize for the topthree learners in Grade 11.“The death of this youngman is a tragedy

because all the dreams he had of a positivefuture for himself and his community are

gone,” said Esau.“It did not matter that he came from theflats of Uitsig, he wanted to make a differ-ence by being a positive role model, a help-ful child and a peacemaker.”Esau explained thatwith this donationhewanted others to go back to the schools thatthey attended and start to make a differ-ence.“Our schools produced the best in thepast and you must make it your duty to en-sure that it does so for many more genera-tions.“Go back and find out their needs, spon-sor prizes or cash for excellent achieve-ments, offer to paint a classroom or help inwhatever way you can, but do something toshow the learners that there is always hope- taht their hard work to achieve will be no-ticed.“Let them see and discover the good thatcame from their schools.”

Parents key to putting a stopto gang violence, says PlatoRICHARD ROBERTS

@richardjohn_rj

The possibility that gang violence mightnever be eliminated, only reduced, was adisturbing comment by DA memberMireille Wenger in a public debate aboutgangs and drugs and the effects it has on so-ciety.The debate was held at the Western Cape

legislature last week, where MPLs from op-position parties had the opportunity tohighlight their concerns and criticisms.Wenger said she believes specialised

units are necessary to help fight gangs.“Crime and violence is demoralising, vic-

tims of violence suffer injuries, sometimesthey lose their lives.“Often those who live in such areas are

deprived of life’s simple opportunities,”Wenger said.The ACDP’s Ferlon Christians made a

similar statement earlier that day. He saidchildren who are brought up in poor areaslike Elsies River experience gang violenceon a daily basis.“In fact, boys and girls say nothing good

can come fromHanoverPark andBokmaki-

erie,” Christians said.He said absent parents was also an issue.“We cannot blame government and the

police, we need to take responsibility.“When I spoke to a 10-year-old boy he said

he cannot get out of the gang, that he hasto kill as a gang member,” Christians said.Plato concurred.“With communities at the centre, we

need the help from the police and otherspheres of government butmost important-ly from parents as well.“Speaker, active parenthood is more val-

uable than any government or police inter-vention. The parents’ role in being rolemodels for their children and ensuringtheir children know the difference betweenright and wrong, is an essential part of achild’s upbringing.“We have to prevent our children getting

involved in gang activities. I call on parentsto work with us in this regard,” Plato said.He said a whole-of-society approach is

needed to tackle gangs. “We will not suc-ceed in breaking down this culture if we trydo this as an individual, a political party,a sphere of government, a department or asthe police in isolation from one another.”

Mfuleni police are requesting the assis-tance of the public to identify a man’s bo-dy.Police spokesperson Captain Noma-

themba Muavha said the corpse wasfound at about 02:00 onWednesday 17 Sep-tember.“The police were alerted to a man who

was dropped off at theMfuleni fire station.

Themanhad openwounds to the head andhis body.“He was wearing white trousers, two

T-shirts – one yellow and the other greywith black spots – as well as a black jac-ket,” Muavha said.V Anyone who can assist the police with information contact Detective Constable Stanford Muthienon 082 334 7486.

Haar nuwe liedjie “Just say It” handel oor

duur tot 10Desember,waartydens Lana ookaktief betrokke sal wees by ’n bewusma-kingsprogram by die Laerskool Enkuluk-weni in Wallacedene.

In sy 27 jaar by dié kantoor het Paulsesewe stasiebevelvoerders sien kom engaan.

Des-tyds is jongmanne direk námatriek polisietoe.

Sy oë skitter as hy vertel hoe hy sy vrou,

Philida, as groentjie-offisier in die Mit-chells Plain-polisiekantoor ontmoet het.Die paartjie is in Januarie 28 jaar getroud.

“Sy het by my uitgekom om ’n saak tekom maak. Sy is een dag jonger as ek!”lag hy. “Ek het geweet ons is vir mekaarbestem.” Hy vertel hulle was binne sesmaande getroud.

Wanneer Paulse oor Kayla begin vertel, skiet sy oë vol trane.Dié pragkind vanhomwas amper dood weens ’n hartkwaal.

SLICE OF LIFE

LOCAL IS LEKKER 2015

Emo is nou ’n ‘boemelaar’!

sien.

Durbies valvas teen UKSAREL BURGER

Edgemead (100/6) is in dieselfde bootjie
