WHAT IS TWINNING

Definition and main componentsTwinning:

Is a cooperation tool between Administration of Georgia

and the equivalent institution in an EU Member State It aims at upgrading/ modernising the institution in

Georgia through training, reorganisation as well asdrafting of laws and regulations modelled after the EUacquis

It consists of sending to Georgia at least one residentadviser (18months)- RTA- and a number of medium andshort-term missions, all to be carried out by publicofficials of the EU Member State institution.

Twinning purpose

The legal objective: The relevant Georgian law on aviation is harmonisedwith the relevant EU legislation listed in Annex 3

The technical objective: All technical guidance and tools necessary for aproper implementation of the EU legislation (in particular, inspectorshandbooks and checklists, certification specifications, including

airworthiness codes and acceptable means of compliance, as well asguidance material) are elaborated, developed and issued by theappropriate divisions of the CAD.

The training objective: Training (courses and on the job training,workshops and study tours) for selected CAD personnel and in selectedareas will be provided.

The institutional building objective: Proposals for implementation andenforcement of safety oversight mechanisms and for the institutionalstructure are discussed, elaborated and agreed upon to enable clearresponsibilities and authority for implementing the new legislation andprocedures.

Com 0: General activities

At quarterly intervals the Project Leaders, the RTA

and his/her counterpart will assess the project

progress, verify the achievements of the outputs

and mandatory results and define actions

required(Projects Steering Committee, according

to the Twinning Manual)

Following the inception report, reports will beissued by the MS Project Leader, in cooperation

with the BC Project Leader, every three months

Component 1: Assessment & Analysis

of the Current Situation

Review the Air Transport System architecture

of Georgia with respect to meeting the

requirements of the European certification,

licensing and operational standards in the

aviation sector. Analyse the relationships,

roles and responsibilities within and between

the actors.

Aviation standards with the European standards

Make revisions and/or amendments of the legalbasis and CAD existing procedures and manualstogether with the elaboration of new tools

in Certification, Design & Production in Airworthiness Directives

Component 3: Implementation and

Training

Contribute to the Georgian authorities

activities for implementing the accepted

Organisational and Institutional Changes

Contribute to the CADs activities for adopting and

implementing mechanisms to enforce the newly

developed procedures and manuals in order to have

them fully applied by the CAD. Provide training for CAD Personnel in

different fields

Component 4: Recommendations for Organisational

and Institutional Changes and Schedule of Activities

Make a proposal for a revision of the Air

Transport System organisational chart (clear

definition of tasks and relationships).

Make a recommendation for a revision of CAD

organisational structure, role and responsibilities.

Produce a schedule with well defined milestones for

the project activities.

Component 5: Actions for the Future

Harmonising the Georgian legislation with the complete EU

Acquis Communautaire in aviation

Georgia becoming a fully associate member of EASA through

the Common Aviation Agreement and, if required, byconcluding necessary working arrangements with EASA.

Renewing Georgian civil aviation equipment
