NEW DELHI, Aug 17:
Finance Ministry in the sec-ond set of FAQs on the blackmoney compliance window islikely to clarify on the period forwhich foreign bank accountdetails have to be provided afterconcerns were expressed in somequarters over the availability ofrecords beyond a few years.
In the Frequently AskedQuestions (FAQs) the CentralBoard of Direct Taxes (CBDT)will answer around two dozen
queries based on inputs receivedfrom various stakeholders sincethe notification of theCompliance Window under theBlack Money Act on July 1.
“Tax department hasreceived queries with regard todisclosure of bank accounts.Many people are saying thatthey do not have details of theforeign bank account since itsopening,” a source told.
As per the rules released bythe IT department in July, CBDThad asked persons having undis-closed foreign bank accounts toprovide sum total of credits sincethe opening of the account.
The source said that somestakeholders have raised anissue that if someone hasaccount for long, say 20-30years, how will that person pro-vide details for that period.(PTI)

Implement OROP in urgent time frame:10 ex-Service Chiefs to PM
NEW DELHI, Aug 17:
Voicing "dismay" over inability of politicalleadership to implement 'One Rank One Pension'scheme, ten former Service Chiefs have writtenan open letter to Prime Minister Narendra Modisaying the issue should be resolved expeditiouslywithin a time frame as any further delay willlower the morale of the armed forces.
They also sought immediate action againstDelhi Police for its high handedness on August 14against the veterans who were staging protest atJantar Mantar to demand OROP implementation.The development came on a day when two of theagitating ex-servicemen launched fast-unto-death, stepping up the stir on the issue.
The letter, signed by former Army chiefs V NSharma, Shankar Roy Choudhary, S Padmanabhan,N C Vij, J J Singh, Deepak Kapoor and BikramSingh, regretted that Modi did not annouce imple-mentation of OROP in his Republic Day address,dashing the hopes of ex-servicemen.
"We had earlier not approached the HonourablePrime Minister as we had full faith in theannouncements made by our senior political leader-ship from time to time. We were also hopefulthat the announcement of the implementation ofthe OROP would be made to the Nation onIndependence Day. Regrettably this has not hap-pened," said the letter.
Former Navy chief Admiral MadhvenderaSingh and former Air Force chiefs N C Suri and SP Tyagi were also signatories to the letter.
"We have full faith in our political leadership buttheir inability to clinch the issue leaves us dis-mayed. We stand steadfastly by the side of ourcolleagues and fully support their just cause,"the letter said talking about the ongoing protest atJantar Mantar by the ex-servicemen community.
The letter said that their silence so far was toobserve propriety.
"As much as the ORP, the respect and dignityof the soldier is at stake here and let it be knownthat we have extreme concern for the veterans'long pending demands.
"We would strongly urge the Government tosettle this issue expeditiously and in an urgenttime frame. Any further delays in our consideredview will be at the cost of damaging the pride
of veterans and lowering the morale of armedforces. The nation can ill afford such animbroglio," the letter said.
The former Service chiefs said there is onlyone definition of OROP accepted by Parliamentand also by the Defence Minister in the presenceof the veterans.
"This is 'uniform pension to be paid to theArmed Forces retiring in the same rank withsame length of service irrespective of their dateof retirement'. Simultaneously, 'Annual ReviewSystem' would be required to be put in placefor equalization of pension of the past and cur-rent retirees," it said.
The former chiefs said the then DefenceMinister after consultations with the ServicesHeadquarters representatives, veterans and MoDOfficials had approved a Rs 8,300-crore model inFebruary 2014 based on formula of maximumpension date for each rank and service as onFinancial Year 2014.
"The often quoted technical difficulties with-out ever being specified and discussed are thusbewildering. This is simple arithmetic based onthe Standard Pension Tables of the government.
"These delays are construed to be only with aview to bring in changes in the parameters anddilute the entitlements, which will be grosslyunjust and unacceptable," the letter said.
Stressing that they are deeply perturbed and dis-tressed by the highhanded treatment of veterans onAugust 14 at Jantar Mantar, they said the ex-service-men have been on a peaceful demonstration at thisvenue and have been trying to make the governmenthear their voice since June 12.
"We unequivocally condemn the action by thePolice and urge the government to investigate andtake immediate action," they said.
The foprmer Chiefs added that this indiscre-tion on the part of the Police has seriously impact-ed the pride and morale of all ranks of the threeServices and the Veterans.
"It is pertinent to mention that these veteransare the same soldiers, who have displayedunflinching loyalty towards the Constitution andthe Nation during their service and still remainmotivated to die for a noble cause. Unfortunatelytheir dignity and pride today stand scarred and isa cause for serious concern," the letter read. (PTI)
