Case study 1: High level of pastoralists participation in policy dialogue -Tanzania National Pastoralism

PolicyBackgrounds: • Experiences shows that, pastoralist usually are marginalized during

policy formulation process, their participation is low or not recorded in most operational policies in Tanzania.

TPCF Intervention: • National level advocacy through Policy dialogues for Tanzania

Pastoralism Policy Immediate changes: • It’s now a new experience and success that, pastoralist, turn up and

actively participate in dialogue in the policy formulation or implementation process.

• Pastoralist have been understood by the government and the probability of taking care for the same is high

Process and methods used • TPCF organized pastoralist’s leaders meeting with the Ministers (Livestock

and MPs) and discussed with him the major policy constraints and issues facing pastoralists in Tanzania.

i. Livestock mobility from one place to another. ii. Grazing areas for pastoralist ( Recognition and protection of

pastoralists areas). iii. Markets information's and markets infrastructure.

• Conducted a Consultative planning meeting with Permanent Secretary for the MoLFD

• Consultative workshop done in Arusha September 14th 2013. • The respective department of production and marketing was approached

to make follow-up on the possibilities for realization of the pastoralist policy and implementation of the issues agreed by the ministers.

• During consultative workshop a Technical working group was formed to foresee the interest of the pastoralist in the policy context

Process and methods used cont …• Wider advocacy involvement; after a strong

involvement of all stakeholders in the policy dialogue, collective efforts are secured whereby, various organizations such as, Tanzania Natural Resources Forum TNRF, TAPHGO and Policy Forum join the discussion on the need for pastoralist policy in Tanzania.

Process and methods used cont … The engagement with members of Constituent Assembly on constitutional review

process. The meeting was also convened for decision makers from the cabinet

and ministers. Among them were Dr. Mary M. Nagu (Minister), Mr. Kaika Saning’o Ole Telele (Deputy Minister), Mr. Benedict Ngalama Ole Nangoro (the former Deputy minister) and Mr. Sylvester Kasulumbay (Shadow minister for LD&F)

The session was very interactive The session was successful as the intended objective was attained.

TPCF was able to push pastoralist agenda to the members of the Constituent Assembly

It was a meeting point for the first time Members of Constituent Assembly representing pastoralists were able to sit with the same table with experienced members of the Parliament of United Republic of Tanzania

Strategies on how to further debate on pastoralists agenda were set The MPs were able to elect their leaders who will work closely with

TPCF and all pastoralists NGOs present in Dodoma

Process and methods used cont …• Meeting with Minister for

Livestock Development and Fisheries (Dr. Titus Kamani)

The meeting was organized by the minister for livestock Development and fisheries at Veta in Dodoma on 8th March 2014 with the purpose of identifying and publicizing the challenges facing the pastoralists in Tanzania

Major Outcomes of the TPCF advocacy work

• The department for policy analysis acknowledged the reality and the fact that, comprehensive policy for pastoralist is missing, however, the department is ready to go on in the process, but strong advocacy is needed.

• The government political will is being secured as consultative meetings continue whereby there are indications that the government is changing attitude towards pastoralist, from negative to positive.

• For the first time the civil organizations sat together with the government to discuss issues and form a joint taskforce on policy issues

Lessons Learnt. Pastoralists realized that the dialogue process for the national

policy on pastoralism is an important step and tool for recognition of pastoralism and reduce vulnerability.

Curriculum Gap will be reduced when many important ministries representatives have their capacity built on pastoralism.

Government positive response. Horn Dr. Mary Nagu Minister in Prime Minister’s office for Investment remarked “ I have come here as a pastoralist and I must advice my government to put clear in the policy that livestock should be recognized as an Income generating sector”.

Finally TPCF getting a successful end

• Pastoralist policy dialogue awareness was created then forwarded to policy makers.

• Effective corporation between Pastoralists MPs , TPCF and Government was secured.

• High positive response from Government officials towards Pastoralism policy.

• Government understanding capacity on Pastoralism increased.

• Zanzibar representatives where present in the process which is not easier to get them for Pastoralism policy comparison.
