- Realisation of demonstration projects for the use of alternative and mixed
biomass pellets -
Topics of the event:
Topic 1: Presentation of the project background as well as an overview about the differences and
similarities in the use of alternative and mixed biomass pellets in Germany and the partner
countries.
Topic 2: Status and impact of the MixBioPells project on the regional bioenergy projects.
Topic 3: Expert discussion.
Summary:
The fourth and last network meeting took place in Neustadt an der Weinstraße, North Rhineland-
Palatinate.
Objective of the final regional network meeting:
The main objective of the final regional network meeting was to inform the key actors and bio-business
initiators about the MixbioPells project and the results from the regional activities in Germany. Therefore,

the key actors who are involved in the project will give presentations about their experiences and
cooperation with the MixBioPells project concerning this topic. Besides the presentations, the workshop is
used to discuss the presented information and the actual situation, to give possibility for exchange of ideas
and requirements of the different target groups.
The workshop was divided into three parts. The first two parts consists of two presentations which were
done as a keynote speech (about 15 minutes) with a following discussion of about 10- 15 minutes.
1) In the first part all key actors were informed about the background of the project a common
aspects of the energetic utilisation of alternative and mixed biomass pellets. Therefore, the
differences and similarities for the use of alternative and mixed biomass pellets in Germany and
the partner countries were figured out.
2) In the second part, the industry partners who were closely involved in the regional networking
activities of the MixBioPells project, presented the actual state of their work and the impact of the
MixBioPells project on their projects. The results from the evaluation of legal aspects, combustion
tests and cost analysis were presented. Based on this, key actors amongst the supply chain
informed the audience about best ways and related problems by building up their projects.
3) In the third part of the workshop, the questions of the participants were answered. Thus, each
participant had the possibility to write down questions on index cards during the first part of
the workshop. The questions were gathered and discussed with the experts in the coffee breaks.
The following experts answered the questions in the field of:
• „Immission control regulations“: Mr. Rabbold and Mr. Kullack (local authorities)
from the Struktur- und Genehmigungsdirektion Süd, Neustadt a.d.Weinstraße;
• „Combustion technology“: Ulrich Dobler (sales mangager) from the combustion
plant manufacturer AP Bioenergietechnik, Hirschau;
• „Pelletising“: Bernd Pilz (pelletiser) from the ABW Biomassewerk UG, Apolda;
• „Regional fuel markets and economics“: Volker Lenz (head of department thermo-
chemical conversion) from the Deutsche Biomasseforschungszentrum (DBFZ), Leipzig.
Organisation of the workshop:
The workshop was organised in close cooperation with the industry partners Agroscience GmbH, Pusch
AG and Envitec Biogas AG who were closely involved in the regional networking activities of the
MixBioPells project. The key actors were contacted several times via the MixBioPells, Agroscience and
Pusch AG mailing lists. Furthermore, the DBFZ newsletter with more than 350 recipients was used to
contact as much key actors as possible right before the workshop.

Results of the workshop:
In total 52 persons have participated in the workshop. The distribution according to the target groups is
listed in the following table:

It can be figured out that all key actors groups were present at the workshop. Most of the key actors were
represantives of a professional association or engineers and consultants. Furthermore, local authorities
could be involved in the workshop and the expert discussion.
The following topics were discussed in the field „immission control regulations“:
Fuel requirements and standards for the use of alternative and mixed biomass pellets in co-
combustion plants,
Legal aspects for the use of alternative and mixed biomass pellets in combustion and gasification
plants,
Licensing of regular fuels within the 1.BimSchV §3 (1) No. 3 “other renewable sources”
(combustion appliances < 100 kW),
Classification of raw materials as waste or fuel as a crucial requirement for the use in small scale
combustion appliances and
Simplification of the measurement of dioxins/furanes.
The following topics were discussed in the field „ combustion technology“:
Measures to overcome slagging tendencies in the bottom ash during combustion,
Possibilities to adjust the combustion plant to the used fuel and
Measures to overcome deposits and slagging in the heat exchanger.
The following topics were discussed in the field „pelletising“:
Available pelletising plants off-the-shelf in different capacity ranges,
Available technologies for decentral production of alternative and mixed biomass pellets and
Production costs, e.g. specific energy demand, optimal logistics vs. Capacity of the pelletising
plant.

The following topics were discussed in the field „ regional fuel markets and economics“:
Valid product standards in the future,
Applicability of digestate pellets in terms of economics, fuel properties and classification
according to the German “Kreislaufwirtschafts- und Abfallgesetz”,
The use of mixtures in terms of regional availability, economics and the achievable improvement
of the fuel properties,
Achievable fuels prices for alternative and mixed biomass pellets in different capacity ranges and
Applicability, pre-treatment technologies and use of alternative and mixed biomass pellets in coal
fired power plants in Germany.
After the final regional network meeting, the participants were provided with the documentation and the
presentations.
Conclusion
The presented projects and experiences as well as the discussion during the final regional networking
meeting has shown that the technical realisation is possible in many fields of application and a large
potential of biomass ressources are available even if they are quite heterogenious. Nevertheless, a market
of alternative and mixed biomass fuels is at early stages. It has been shown that many experiences are
available especially in the field of pellet production and first utilisation concepts are sucessfully realised
on regional level, especially above 100 kW. Further developments are strongly depending on:
1) Availability of raw materials
2) Development of legal framework, e.g. licensing of mixed biomass pellets according to
1.BImSchV §3 (1) No.8 and 13
3) Waste regulations
4) Standardisation of solid biofuels made from alternative raw materials and mixtures
5) Economics of the whole supply chain which are mainly driven by the raw material costs,
production of pellets and specific investments for the combustion plant
The importance of knowledge transfer and dissemination activities was highlighted by the key actos. The
usefulness of the best practise examples and database was confirmed by 18 feedbacks. Furthermore, three
participants confirmed that they have supported the networking activities and further development of the
implementation of new extraordinary biomass pellet chains by using a letter of intent. At the end the
participants had the possibility to asses the workshop. A feedback was received from 25 participants
(feedbackrate 57%, excluding the organisers of the workshop). The participants had the possibility to rate
the quality of the workshop based on five questions and a marking system.

In particular, the participants highlighted the good catering and organisation, the coopertion between
industry and research, the contact with other key actors, the results from the cost analysis, the
comprehensive discussion and the participation of legal authorithies. Some of the participants have missed
more detailled technical aspects and research background as well as a better connection to public transport
systemes.
